My military has units accustomed to the different landscapes of northern South America. Some are mountain fighters, others are tundra fighters, forest fighters, jungle fighters, and desert fighters.

Oh and if you think heavy surface to air missile systems solves the "how not to get bombed" problem I encourage you to look at historical data which all tells essentially the same story. These days you could utterly rekt S-400 with commercial drones that's got a few RGO hand grenades strapped to them, to say nothing about actual PGM's.

I should just remind you again that the best use of heavy SAM units is as a literal cluster bomb sponge for more important objects. They do not in any way, shape or form actually contest air control with objects that they'll take 100 missiles to kill even in the most optimal Yom Kippur type scenario with wholly unprepared enemy countermeasures.
