The Solarian Exchange (SOLEX) is a special economic zone situated in the Ulaanbaatar sector (MEP) within the Solarian Reaches. Nestled 35 LY from Sol, SOLEX is within reach of some of the most vital trade routes in the entire galaxy such as the Solarian Trade Corridor, the Eucer Corridor, and the Trans-Beta Expressway. Established by the United Republic as a means of encouraging trade and diplomacy, SOLEX's mission is dedicated to the mutual prosperity of the international community that operates in the zone and frequents the nearby trade routes.
The Ulaanbaatar sector of the Martian Expeditionary Perimeter is one of the most heavily patrolled regions within the Reaches, making the economic zone one of the safest locations from piracy and other hostile actors. Merchants travelling from the nearby trade corridors will find safe haven and accommodation to relax and unwind while their ships are dutifully tended to.
Temujin station, the headquarters of SOLEX, is perfect for dignitaries, envoys, traders, and even travellers passing through the region. The station features a large diplomatic space filled with office suites and embassies so that foreign representatives and corporate executives may convene and discuss matters of trade and policy. The market area provides for both small and large businesses alike to sell their goods and services to the would-be customer. Luxurious suites and apartments accommodate any dignitary or traveller who wishes to stay or work aboard Temujin, with facilities available for all to unwind and relieve themselves from the stressors of the day.
Welcome to SOLEX
General Information
Temujin Station, the headquarters of the Solarian Exchange, is a Spire-class modular station designed by Ebisu Industries with over a hundred decks and an extensive receiving bay and dockyard to accommodate ships of almost any size. The station is managed by Temujin's Warden, Adelmar Cyril. The station is divided into several sections known as Tiers with each tier covering a number of floors. The Tiers are as followed:
- Tier I -- Embassy Complex
- Tier II -- Housing Complex
- Tier III -- Market Complex
- Tier IV -- Leisure Complex
- Tier V -- Docking Complex
- Tier VI -- Warehouse Complex
- Tier VII -- Engineering Complex
Approaching and Departing the Station
All vessels are expected to contact Temujin Transit Authority to make a docking request before coming within fifty kilometres of the station. Likewise, all departing vessels will need to make a departure request with TTA before departing the station. Three zones exist around Temujin Station and are there for the safety of service crews, vessels, and the station itself.
These are the Throttle, Low Power, and No Power Zones.
- The Throttle Zone maintains no speed limit and is for decelerating and accelerating vessels inbound or departing Temujin Station, and for making final adjustments to match rotational velocity with the station and prepare for final approach. The zone is between thirty and fifteen kilometres.
- The Low Power Zone has an enforced speed limit and is between fifteen and seven kilometres. Ships within this zone are to be guided by TTA to ensure safety of all traffic near the station.
- The No Power Zone extends out to seven kilometres. Ships within this zone are to shut down their manoeuvring thrusters and engines so that they may be guided in by autonomous tugs to their designated dock.
Violations of the ordinances within these zones may result in banishment from SOLEX and further penalties as seen fit by the United Republic.
Housing
The Housing Complex of Temujin can be divided into four sections based on income. These sections affect the amenities available such as water rations, space, and overall community. From highest income to lowest, they are the Heights, Presidium, Temujin Commons, and the Lower Quarter.
Commerce and Diplomacy
Participating nations, organisations, and entrepreneurs are permitted to conduct commerce on Temujin station including buying property and establishing storefronts in the Market Complex. In order to make transactions easier, Currency Exchange Stations can be found throughout the station where individuals may exchange their currency for the Martian Standard Pound which is universally accepted in the Market. SOLEX also offers a variety of banking options such as the Martian Federal Bank and SOLEX Credit Union, with other foreign banking establishments being readily available as well.
Patrons are permitted to engage in trade and diplomacy and enter contractual agreements with each other. SOLEX provides registered notaries and legal counsel to all participating parties operating in SOLEX. Contractual agreements conducted by parties are confidential and the use of SOLEX's notaries or legal counsel are subject to the United Republic's Confidentiality Act of 2178, Consumer Rights Act, and the Business Rights Act ensuring that confidentiality.
Security
SOLEX and its security forces, the Temujin Marshal Service, take security of the station and its surrounding economic zone very seriously. All station ordinances are enforced by the Marshals, who answer directly to the station's Warden. Station security routinely patrols the economic zone surrounding Temujin and Temujin station itself, and reserves the right to search and seize any contraband found within the economic zone.
Furthermore, all nations using SOLEX agree to this search and seizure, and understand that any violation of station ordinances may result in the lawful detention and impounding of persons and/or vessels responsible. Detained persons will subsequently be deported from SOLEX space to their host nation, and barred from returning. SOLEX reserves the right to hold vessels and cargo as collateral in situations where such was used to directly impede or disrupt the business operations of SOLEX. Participating nations will be allowed to contest this seizure by directly petitioning the United Republic's State Department.
Given the interactions of multiple species on SOLEX, Marshals may conduct biosecurity screenings at ports of entry and deny any persons that may pose a health risk to the station's patrons. Actions taken by the Marshals to safeguard the collective health of patrons may include but is not limited to the quarantine, refusal of entry, or immediate detention and deportation of persons considered to be a health risk. Cargo and ships related to such persons will also be subject to similar procedures.
SOLEX reserves the right to temporarily suspend entry from participating nations that pose a significant health risk to the patrons of the station, such as those dealing with disease outbreaks within their borders. SOLEX works with the United Republic's National Biosecurity Research Committee and the United Republic's Civil Defence Biosecurity Task Force to monitor developing situations in participating nations.
The Temujin Marshal Service is allowed to search and detain any persons on Temujin Station with just cause in relation to the violation of station ordinances, and may use lethal force against any non-compliant vessel or persons that pose a significant risk to the integrity of the station or the well-being of the public.
Ordinances and Law
Station ordinances are made at the discretion of the Temujin Warden, enforced by the Temujin Marshal Service, and are agreed to by participating nations, organisations, and persons operating within SOLEX's economic zone and Temujin station. SOLEX is also subject to a variety of international conventions and United Republic law as it pertains to the rights of patrons. (See: Sapient Rights Act)
The Station Ordinances are not an exhaustive list of all laws and regulations that govern SOLEX, but instead cover matters important to Transit, Security, and Biosecurity. Further laws and regulations are outlined in the SOLEX Charter. Penalties for the violation of ordinances can include warnings, fines, lawful detentions, deportation and banishment, and lethal force if necessary.
