So, the position of Rome, and I suspect most other nation-states, is that piracy is not acceptable under any circumstances.
For example, failing to adequately report position to Vessal Traffic Services (VTS) is a civil matter, which would be dealt with by fines and/or by a Coast Guard, not by state-sponsered pirates. Moreover, any civilian vessel has the right to innocent passage without fear of being attacked by pirates. In short, state-sponsered piracy is not something that Rome would ever be able to tolerate, as it's very presence highlights the lack of proper maritime law enforcement and is an indicator of a failed state. Moreover, from an economic persepctive the flag of the vessel is not the only reason why a state would have national security interests; various supplies, products, and the like, which could have a knock on effect on a nation other than that of the ship's owner.
From an OCC perspetive you're more than welcome to write your nation as heavily based around piracy, but ICly you have to accept that no one is likely to be pleased with piracy, against themselves or others. Which means, certainly from a Roman persepctive, a large number of Roman warships escorting our own, and friendly, shipping in the vicinity.
