Annette Colbert took another swig of Spjöd and held the blank paper in front of her, tapping the fountain pen between her teeth. Outside, the busy sounds of a city at peace seeped through the windows. Exhaling uncertainly, she took the pen and began to dictate a letter.

Open Letter to Korrodosian Diplomatic Command and the acting President of Liberia
5/16/20

President Taylor and Korrodosian Diplomatic Command,

Oskenia believes it is in the best interests of the conflict during this trying time to accept the Oskenian armed forces as the premier medical and humanitarian team operating in Liberia. The Oskenian navy operates three hospital ships that can be anchored off the coast for removing critical-care patients from conflict zones and evacuating them to Lukas Sjöberg Memorial Naval Base if absolutely necessary. The Oskenian Senate would like to maintain a general state of peaceful occupation in the Republic of Liberia throughout the entirety of this conflict and aid with supplying your medical staff with supplies, funding, and additional hands to treat those most affected by this conflict.

We propose the following for consideration:

1) Oskenia will presume command of the Catholic Hospital and the JFK Hospital in Monrovia, governed by the Oskenian Navy Medical Corps. The Oskenian Hospital ship OSS Nobility will be moored off the coast overlooking the small clinic. All jurisdiction of the aforementioned hospitals will be given to Oskenia under supervision from the Liberian government.

2) Oskenia will transport critical care patients from the OSS Nobility to the Lukas Sjöberg Memorial Naval Base in Cape Verde, where they will be treated and given temporary dwelling until the conflict is either resolved or the situation becomes stable enough to return them to their homes. Children found in the combat zones will be immediately evacuated.

3) Oskenia agrees to invite a Liberian envoy to the colony of Cape Verde with the responsibility of overseeing and vetting all refugees arriving in the region, allowing them temporary Oskenian visas and providing them with support and assistance in finding temporary housing during the crisis.

4) Oskenia agrees to supply the Liberian government with $20 Million in Medical equipment and overtime pay for Liberian medical personnel, including up to $15 Million to pay for medical procedures done on Liberian refugees.

5) Oskenia also requests to be appointed as chairman to the Committee on Emergency Aid and work in tandem with the Liberian government on ensuring the fair and swift treatment of the innocent civilians involved in this crisis.

Annette looked over the letter and corrected minor errors, and then, satisfied by the document, took the official government seal of Oskenia and stamped a precise, distinct ink logo onto the paper. Calling for an envoy, she passed the letter to a young aide and then leaned back in her chair, finishing the last sips of Spjöd.

Greetings from Korrodos,

The Empire of Korrodos would like to nominate the delegation from Oskenia to head the Committee on Emergency Aid.

Emperor Rand’s gift of $50million standard dollars will be donated to the operational fund of this Committee to offset its operating costs.

The Diplomatic Command also recommends a phased approach to future infrastructure projects;

Phase One: Start Up
International forces and NGOs provide services and material to Liberia. During this phase Liberian personnel are given training to operate, administer and plan their own future developments.

Phase Two: Mentorship
International forces and NGOs provide mentorship and work side by side returning Liberians to provide experience in operations while having on hand support.

Phase Three: Continued Support
International forces and NGOs withdraw the bulk of forces and personnel, as at this phase Liberia will have its own trained personnel. Supporting forces and organizations remain on call, or with small technical advisory missions in the nation.

The three phases will take various times to complete in different areas. For example it may take ten to twenty weeks to retrain Armed Forces of Liberia personnel, but Medical school can take ten to twelve years.

The Empire respectfully requests allied nations to look into their capacity for infrastructure building. Priorities are clean water systems, power generation, and road/rail/air infrastructure creation.

7th Marine Battalion ‘Team Spear’

The fights had been brief but plentiful for the battalion since its landing in the heavily populated ‘West Point’ area. The small shacks had turned into room clearing en-mass. The battalion commander had pushed through to the football field and decided the battalion was nearing fatigue. They had engaged over two hundred terrorists, most in small one-two man firefights, although one big fight at the football field had turned into a very one sided battle with approximately 50 insurgents involved. Enemy technical use had been non existent. This part of town was so built up it was almost impossible to get even a compact truck down. The various company commanders started to trickle in to the forward Command post.

“How is Arrow company holding up?” asked Captain Becker as Captain Richter walked in.

“Two killed, one severely wounded.” Richter said as she took her helmet off wearily. “I don’t know if it was an blast vest, or jihadi just cooked off a grenade…”

“I’ve had to medivac five… fracking came down an alleyway into a Kord machine gun nest… they waited till the last minute. Was a mess until someone tagged the whole group with a GR-88 airburst…”

Captain Becker looked at the battalion commander’s new map. He saw a lot more writing on it than earlier. “I think we are doing well though.”

“Yeah, considering how built up this area is, we are doing well. What do you make of this?”

“New battle plan for the whole Brigade…” Captain Lange stated as he walked in. He was one of the Operations Officers for the Battalion.

“The new plan has 18th Battalion landing at the old Ministry of Defense’s headquarters. Via sea, both the front door, and through the river area using hovercraft. Slam into them from both sides and cut off any retreat there. Then… the 302nd Commando, plops down on the airfield here… “

He motioned to the map, further away from the other points, but still along the coast and river way. The landing craft and hovercraft would provide easy access.

“That takes away a lot of our reserve…” Captain Richter said.

“74th Battalion will remain on deck as a QRF, the Aeromarine unit is redeploying to us, Artillery Battalion is reformed as an infantry unit, and additional reinforcements from the mainland are coming in.”

Captain Becker whistled. “Two reinforced battalions on deck, plus the armored unit…”

“Plus a whole Aeromarine Brigade, and then an additional light infantry brigade once we get the airfield up and running. I think the Warmaster’s strategy will be to use us and the Aeromarines to dance around hitting hot spots, as the Infantry Brigade holds and provides support.”

“A good plan… what about intelligence? We need to know where the bastards are in order to hit them.”

“Oh yes, the Damocles node is up and running, fleetwide 24/7 polyspectral imaging, plus the launch of Jade Mesolites…. UAV Assets entering the area… there is a EC380 Rivet Behemoth on station…”

“That is a lot of support.”

“This is a holy war…. When is the last time you’ve been in one of those?”

The Captains all looked at each other. The last holy war had been millennia ago.

The massive aircraft did lazy circles off the cost of Liberia. She had taken days to get into the combat zone, but now that she was here she provided a wide array of intelligence gathering tools. As the double deck aircraft flew through the thin clouds she collected signals from the country. Cell phone calls that could be hacked were. The voice recording sent to a main database and on board specialists for analysis and identification. Calls that could not be hacked were traced. Soon several cell phone clusters were reported. Verifying numbers ruled out several as NGO groups operating in the country. However, several of the remaining ones were identified as possible insurgents.

The raw intelligence was sent upstairs to the top level where decisions were made what to act upon and how. Two reports were sent to allies in the southern area of operations. One cluster was close to the Greenfield Airfield where Kasantia was operating. The other not so close, deeper inland.

The areas with cell phone nodes under investigation that fell into the Korrodosian AOR had UAVs attached as well in depth monitoring of Damocles. If there were insurgents behind the phones, they would soon be found out. Each call just added more data. The process was repeated and cross referenced with any of the handheld radio signals coming from the nation.

Lastly the aircraft would broadcast on its powerful transmitter messages over the Liberian radio stations that had gone off the air due to the fighting. Messages on where to find aid, who was there to help them. What to do when allied troops arrived. Answers to questions anyone listening may have. Messages of hope and defiance were also broadcast. The Diplomatic Command reaching out to any prominent Liberians or especially members of the government to get on the air and talk to the people.

Several Hours Later

The 302nd had waited for the cover of nightfall before striking. Just as the 18th Marine was hitting the beaches and area around the old Ministry of Defense complex the Commandos were inserting by the airport. Supported by a Special Boat Squadron of hovercraft, shallow draft patrol boats, and landing craft they had the mobility around the enemy. They also had surprise…

The insurgents had been expecting an assault from the air, or from the city. They had blocked the runway with semi trailers, cars, and demolished aircraft to prevent landing by helicopters or fixed wing aircraft on it. They had also sandbagged the terminal and the nearby schools as strongpoints.

This however had ignored an assault from seaside, and riverside. Sandwiched between the two the Commandos hit from both flanks, silently, using the conveniently placed runway obstructions to sneak closer to the strongpoints.

Sargent Havers checked his chrono. Almost game time. He checked over his partner. He was good, equipment was ready. No one in their sights. Almost game time. Just a few seconds longer.

“BLHAM” “BLHAM” “BLHAM” a trio of 40mm grenades flung across the runway into the technical parked next to the terminal. The white phosphorus heat of the rounds ignited the stowed rounds of 20mm gun ammo for the ZSU-23 plopped in the back of the pickup.

The night sky was lit up, shouting and chaos ensued. The terrorists quickly found themselves in the fight of their lives.

Theofanes was sitting in his chair, watching the artillerymen getting ready and loading the howitzers. He was smiling. He knew he had the perfect plan to crush the jihadists and liberate the Liberian Coastline and (maybe) end the war. If they captured Monrovia and encircled the insurgents in Sinoe woods, they would have caused a huge blow on the enemy. They would have destroyed the two main armies of the insurgents.

''This is great. If everything goes according to the plan, we will crush their main armies with a single blow. That way, not only will we achieve a huge military victory, but they will lose all their external support and lose any sign of support from the local population. This way, the war will be over sooner and we will avenge every innocent Liberian citizen who died because of them.'' he was thinking. ''God bless their souls.''

General Goeben was standing besides him. He looked at the prince and started talking.
''This will be your greatest success in this war, your majesty.''
''OUR success, general Goeben. I really appreciate the help of the other allied nations.''
''That's a good thing to do I guess.''
''Yes. I am feeling sorry though. I am sure many of those men have families...''
''I know, your majesty... but they are torturing innocent people. We have to stop them''
'' I know. Is everything ready?''
''The artillery is ready. Our airforce is operating in the woods and the 10.000 men are already behind the woods and ready to launch the attack. We also have the coordinates.''

Theofanes said nothing. He stood up and took a step forward with a smile. He started speaking to the artillerymen.
''Soldiers, get ready to fire at the coordinates that have been given to you in ten minutes! Show the enemy the superiority of the KMF for once more!''
He then turned to the infantrymen who were preparing to march.
''Infantry, after the bombardment, we will show them hell! Show them how a Kasantian fights! Our allies are preparing their moves too and our forces in River Cess have already, after a short fight with almost 0 casualties captured and secured Timbo, Trade Town,Buchacan, Edina and Hartfort successfully 30 minutes ago! They are marching with our Eclisian allies towards Marshall and Monrovia! We will destroy those terrorists and we will free those innocent and poor people from the poison that is called terrorism! Long live Kasantia, down with the terrorism!''
The soldiers cheered. Theofanes smiled. After 5 minutes, Goeben ordered the artillerymen to fire at the enemy. He covered his ears and shouted ''FIRE''. The howitzers started to fire. The noice was loud and the sound of the explotions, horryfic. The infantry could see the smoke above the trees. After 10 minutes, Goeben shouted to stop. The howitzres fired one last time and then, they stoped. The airplanes were also removed from the air above the woods. Theofanes draw his sowrd and C96 pistol and ordered the army to start marching.

The infantry, like a single man, started marching forward. They get in the woods and, after 10 minutes, Theofanes shouted:
''NOW! EVERYONE, ATTACK THE POSITIONS GIVEN TO YOU! GOOD LUCK EVERYONE! CRUSH THEM!''
The Kasantians shoutes and started to run towards the destroyed bunkers and fortresses of the insurgents. The special forces quickly threw grenades and they blew up the machine gun positions and the remaining bunkers. The assault started and the Kasantians were fighting along with their prince. After a short gunfight, the insurgents were outnumbered and started to retreat deep inside the woods. The Kasantians chased them and, with the trees as covers, were shooting at the retreating soldiers. When they arrived at their lasts positions, the insurgents found out that there were already Kasantian forces. They were surrounded. The Kasantians infront of them and the Kasantians behind them opened fire at the same time. Then they charged. But before they could reach them, the terrorists threw their weapons and putted their hands up. They surrendered.

20 Minutes later

Theofanes was cleaning his sabre. Ηe saw his soldiers handcuffing the insurgents. Some soldiers gathered the weapons of the insurgents. A soldier gave Theofanes the casualty report.

''Well, we defeated them. The area is secured. Everything is going fine. Let's call the army in Marshall and see how they are doing.''he thought.
After 30 minutes, the new Kasantian camp was set. He went to his tent and called with his telephone the commander of the army near Monrovia.

''Lieutenant Grisky, how's the situation there?''
''Everything is going according to the plan. As you already know, we captured the cities of Timbo, Trade Town,Buchacan, Edina and Hartfort. Just a moment ago, we captured Marshall too! We faced resistance, but we managed to secure the town. Our men are ready to march towards the city of Monrovia. How's the situation there, your majesty?''
''We defeated the insurgents and captured the Sinoe woods. Listen to me carefully. You will march towards Monrovia after our navy arrives and start to bomb the insurgent bases on Monrovia. You know the battleplan.''
''As you command, your majesty.''he said and closed the phone. Theofanes closed the phone. Then he draw the photo of the brunnette girl and after staring at it, he kissed it.
''Now, let's hope that we will help the Korrodisians to capture Monrovia.''

He put the photo on his pocket and then, he started reading two documents from the Open Communiqué of Korrodos.
''Let's see what they are proposing.''

1925 Hours

Ünuszleutenant Errante stood with his arms crossed, watching his sailors adjust screens and communicate with the rest of the ship. He glanced at his watch. Five minutes. He picked up the situation phone.

"Bridge, CIC. Guns trained. HE loaded. All turrets secured. Radar shows positive target ID."

"CIC, bridge. Proceed on schedule."

Errante replaced the phone on its mount. Not taking his eyes from the virtual turret display, he addressed the room.

"Four minutes!"

The young officer was excited. He had only been chief operations officer on the Dexterous for three months prior to the Liberian crisis, and now he was in full command of fire control onboard the ship. For the first time in 30 years, the eight massive fifteen inch guns on the Dexterous and her sister ships were going to open up on terrorist positions. In three minutes, forty high explosive shells would slice through the air and scream towards their intended targets from the five Battleships moored 10 miles off-shore, slamming into hostile positions near the Spriggs Payne airport in Monrovia. Korrodosian Commandos had struck in a surprise assault minutes ago. Now the Dexterous and her sister ships were tasked with softening up the rear-ward support units to prevent the terrorists from resupplying their now trapped comrades.

The fire clock began, ticking down from 30 seconds. The bright red light labeled "brace" began to flash overhead. The gunner flipped the protective cover away from the trigger as the clock neared zero. Errante gripped a nearby pole to brace for the recoil about to be generated from a full broadside.

At 1930 hours exactly, all five ships opened up with a beautifully terrifying display of firepower. Tracers from the shells streaked in an arcing motion towards their targets as the ships were forced sideways from the recoil. At a reserve fire base, terrorists were awoken to the terrifying sounds of incoming rounds and what followed was a complete and total annihilation of the enemy combatants.

Back on-board the Dexterous, the now-empty guns were quickly reloaded. First the shell was rammed into the chamber, followed by three power bags per gun. Then the chamber was sealed and the process was repeated. In less than two minutes, the next salvo was fired. By 1940 hours, the end of their barrage, the five ships had collectively fired five salvos, with 200 total shells hitting their mark. Seven key terrorist-held resupply units and fire support bases had been obliterated, killing an estimated 360 insurgents. The Korrodosian Commandos were now open to complete their assault without needing to worry about enemy reinforcements or artillery.

Célonel Cornet surveyed the most recent aerials from the active warzone. They had been taken only five minutes prior and immediately printed for review. It showed the overwhelming destruction caused by Oskenian warships to terrorist positions in the region. The maps had been labeled hastily by a junior officer, who now stood next to Cornet, explaining the content of the images.

"This was originally a forward artillery base that had been established to provide cover for the airport that Korrodos is assaulting as we speak. It was built in this urban area to try and conceal the existence of such a base, but through joint co-operation between AWACS aircraft operated by both Oskenia and Korrodos, we made a positive ID on the target yesterday. This is a before and after shot--"

The Leutenant placed two images on the table in front of Cornet. On the left was an image of a seemingly innocent road. The barrels of 105mm artillery emplacements was barely visible. Children were visible playing nearby. The next image, taken in IR due to low-light conditions, showed the destruction of war. The road was no longer visible. The makeshift buildings that had once existed were no more. Twisted metal and bodies were strewn across the extent of the photograph. Deep craters peppered the scene.

Cornet removed his cap and rubbed his forehead.

"Leutenant, did the Navy confirm there were no civilian targets in the region before they began their barrage?"

"Yes sir. Navy aircraft did low sweeps of the target zone before the ships opened up. It was COI before the HE hit."

"Show me the rest."

The remaining images were essentially the same image. A seemingly innocent town or meadow reduced to a smoldering rubble by high-caliber shells. Oskenia was maintaining a general peace, but they were deployed in full combat-readiness, and was prepared to use that military might to full effect, supporting allied units. Célonel Cornet was a peaceful man who joined the UAV command to reduce civilian casualties in combat using precision air-strikes. He saw the Navy as disrupting his plans for minimal civilian damage. The Battleships had accurately destroyed their targets and reported the regions Clear of Innocents before firing, but Cornet couldn't help but feel a pit forming in his stomach. Hopefully the medical and economic assistance offered by the Oskenian Government would help the citizens of Libera re-locate to a more peaceful country in the end.

The IKFA Atlas V steamed her way into the harbor. She was your typical heavy lift ship, flat deck, bridge area up front. However, her cargo had shifted during transit. A rouge wave in the Atlantic almost took the ship out completely, had it not been for the crack crew flooding her ballast tanks.

She was loaded with a half dozen MK VI patrol boats, bound for Liberia. The cargo itself rightly easily, with the proper crane facilities. The Korrodosians were going to do it at sea, but a helpful message from the Oskenians reminded them they were passing by Cape Verde anyway, and the facilities there would be safer.

The stubborn Korrodosians relented, and made port. The Captain of the ship, Lt. Cmdr Erik en Gnells made his way down the gangplank to the small cluster of Oskenian navy personnel after the ship had docked.

“Hello hello, thank you so very much.” He started with a smile.

"Pleased to make your acquaintance, Commander. Welcome to Oskenia. I am the base commander, Entüradmiral Basile Girard. This is my Executive Officer, Türüadmiral Joël Martin. I am honoured to welcome you to Lukas Sjöberg Naval Base, named after the late Dictator."

“Thank you for having us… What a wonderful facility you have here. I grew up in the port city of Nasatra back home. We have a law, and it basically equates to, ‘one good deed deserves another’. Is there anything myself or my crew can help you with while we are here? It should only take us a day to get the patrol boats righted. We need to fabricate a new cradle for one of them. But you are Admiral’s I won’t bore you with details…” He smiled politely. Imperial Fleet Auxiliary vessels got to see much of the world, however he was relatively new to the posting and very excited to be seeing it.

Girard chuckled as the group made their way across the pier. Nearby, the Hospital ship OSS Intervention was being prepared for its deployment to the Liberian coast, aiding her sister, the Mercy.

"You are our guests. We will take care of your warship and send it on its way, but you should resupply and relax while you are here. What hosts would we be if we asked a nearly-shipwrecked crew to help with repairs?"

“Good point.” The Captain laughed. “It will be a good chance for us to learn about your nation and people. I can’t say that my geography studies are up to date on this part of the world. Your nation is an island nation?”

“It is indeed. The exact reason we need an extensive navy to protect our expansive coastline. Cape Verde was acquired in the late-1800s and we established a military base here in anticipation of future military operations in the south Atlantic. It has obviously come in handy in Liber-“

The Admiral’s response was cut short by the sound of approaching rotor blades. Three Heavy-lift MEDEVAC helicopters landed in formation at the nearby Naval Hospital, and promptly evacuees from the Liberian crisis were offloaded and ferried into the Emergency Room. All the while, ground crewmen refueled the aircraft while the spinning rotors shot dust in all directions. As soon as they had landed, the helicopters took off again, not ceasing their evacuation operations.

Holding his service cap tight to his head, Admiral Girard continued, yelling over the noise of supercharged turbines.

“As I was saying, this base has been a vital part of the Liberian crisis! Our aircraft have been moving citizens from the combat zone to here non-stop, refueling in mid-air! The majority of people being evacuated are children and their families, if we can find them! A lot of orphans have been found wandering around the war zone, displaced and separated from their parents! We’ve done our best to treat and re-connect families, but it’s hard to do when communication is cut off! Once they arrive here, they get free healthcare and medical procedures and then are given a dorm to sleep and live in!”

The officer motioned for the group to follow him as they entered the lobby of the command building. As the door sealed behind them, Girard sighed, once again being able to talk at a normal volume.

“Welcome to the Lukas Sjöberg Naval Base and Hospital. This building will serve as your accommodations while you’re here. Mess hall is down that way. You can contact me or my staff at any time by talking to my chief of station. His office is right there. You are free to explore the facility at your discretion, just be mindful of orders given by military policemen. Good day, gentlemen.”

The Korrodosians saluted smartly and started to settle in. They realized their circumstance’s risk to harm the relations between the two nations if they caused an incident. However, that moderation only lasted a few hours at most. Firstly they were sailors, and any chance at land made them want to sample the local life, even if they were gentlemen brought up in the best warrior tradition they were still going to explore. Explore they did. They would spread out over the base in pairs or small groups and get as much of the atmosphere as they could. If they were intelligence agents they were terrible ones. They spoke of their ship and mission, past experiences, and the Empire at length. They all spoke multiple languages, so no one was safe. They would talk your ear off if you let them.

-24hrs Latter-

High Admiral Lebedev had gotten report about the Oskenian assistance and had made in roads to contact his counterpart in their government. As commander of all naval assets of the Empire he had a huge role and responsibility, however, one could always spare time to thank kindred spirits.

The secure diplomatic video chat screen turned on at his conference room. “Hello, this is Admiral Lebedev, Commander Korrodosian Naval Forces, as I stated in my letter, I wanted to thank you and talk about future naval cooperation. With me I have my Chief of Staff, and Chief of Naval Operations.”

Defense Minister Annette Colbert smiled as she set a drink on the table.

"Good afternoon, Lebedev. I am Defense Minister Annette Colbert, retired Oskenian Air Force Célonel. It is good to meet a high-ranking Korrodosian official at last. Let me start by assuring you that your crew is safe and sound at Cape Verde, and apparently have built up a reputation for being very talkative only in the past 24 hours they have been there. I have talked personally to Dictator Paul Shaefer and he is looking forward to pursuing military ties with your extensive Empire. How may I help you?"

Admiral Lebedev returned the smile. “Most Korrodosians are quite talkative. My crew has sent back many good messages about your hospitality, and I wanted to thank you for that. I apologize for any difficulty in reaching us, we delegate a lot of responsibility to what most would consider junior positions, so it can be hard sometimes connecting with such an anonymous organization. However the overarching theme we have gotten from our troops abroad interacting with yours is one that we should pursue some formal agreements.”

He took a pause and sip of water before continuing. “Cape Verde is an excellent position for any further support of the Liberian campaign. Anything we can do to formally establish a presence there or anywhere in your nation would be appreciated. We are willing to pump money into the infrastructure of such areas.”

"Cape Verde is an open possibility for a joint-military base. The deepwater ports can accept ships as large as fleet carriers. We cannot viably give you a permanent establishment, but we can repurpose one of our wharfs for your fleet. We split Cape Verde into two sections, Alpha and Bravo. Alpha is the northern section, used for naval operations, and Bravo is the southern portion, used for our space program. Due to the large amount of rocket exhaust, Bravo is not suitable for naval operations at all. The island of Sal would be the most viable location for a Korrodosian port, and we can give you the old submarine port there, which you can retrofit to your needs."

Colbert cleared her throat and pulled a map from a folder. She motioned to an island in the far right.

"This is Sal. Population of roughly 14,000 Oskenians. Your country would have autonomy over the port itself only and nowhere else. Any unauthorized breach of this area would result in hostile action. This is to protect our citizens and space program. Your vessels would also have to follow strict channel guidelines and not stray from their pre-determined course. Do you have any opposition to this?"

“No no, no objections… that would work splendidly. We have agreements with other such nations so our sailors and troops will be used to it. My only question is air travel in the area. Is it restricted much due to the space program?” The admiral asked. “Also, how much in compensation would your government be requiring? Obviously we would foot the bill for any improvements, and we like to hire host nation companies to help the area out…”

The Defense minister shuffled through her papers and finally procured a chart.

"There is an altitude ceiling of 10,000 feet at all times unless pre-authorized by the Air Force. During launch operations, all airspace is closed except for "essential" aircraft and chase fighters that photograph the launches and patrol the perimeter. Amílcar Cabral International Airport on the island of Sal is open outside of launch operations for all commercial flights, and of course, Korrodosian military aircraft. There is a strict glidepath for arrivals, however, and this must be adhered to at all times."

Continuing to sort through papers, Colbert pulled out yet another document.

"As for compensation, it depends on the work being done. We are open to discussions in price depending on the construction/materials/resources being consumed. Foreign nations would have to be approved before being allowed to work at Cape Verde, but generally it would not be a problem."

“I am sure my counterparts in the Airforce will appreciate that. They may even want to come to an agreement of their own. I think this is a good step forward, and our two offices will have to connect on lower levels to hash out fine details. I am happy we had this conversation Minister. This will ease my mind working out so far from our main bases.”

Admiral Lebedev gave the lady a polite nod. It felt awkward not shaking on an agreement or toasting it over a drink, but such was technology.

"I am glad to make your acquaintance and hope for future positive communication with Korrodos. Good afternoon. Oskenia æ væbra y Schönqüæ."

The old and worn Mil Mi-2 transport helicopter slowly descended down to the blacktop road that led to the Liberian Capitol Building, formerly the home to the Congress of the Republic of Liberia. Once the jewel of Liberian power in Monrovia, the war that had wiped out half of the city's inhabitants and further destroyed it's struggling infrastructure had seen to extensive damage to the seat of political power. The Seal of the Republic that adorned the front of the building had been blown away, the residue matching the familiar marks of an rocket-powered grenade, most likely done by an insurgent with a sense of twisted humor. The golden dome that had once shined brightly in the hot sun was now crumbling, half of it already caved in, most likely from an explosive device planted in the main lobby. The left wing of the building had seen the worst of it. Signs of several impacts from grenades and rockets, as well as small arms fire and splatters of blood, laying under them were the bodies of nine men wearing suits and traditional garb, all most likely belonging to the Liberian Congress. Those men were unlucky enough to miss the evacuation notice when Monrovia was still under Liberian control. When the National Police and few remaining Liberian Armed Forces personnel fell, the city became a slaughterhouse, especially for those in power. The Capitol Building executions weren't just isolated to national facilities, but to local ones as well. Bodies were strung up from the roofs of Monrovia City Hall, including that of Monrovia's Mayor, Jefferson T. Koijee and a few Policemen charged with his protection. As coalition forces moved in across the city after the Korrodosian push, they witnessed all sorts of atrocities. By the time Major-General Akumbe and his soldiers arrived, most of the city had been secured, aside from a few remnants still trying to fight their way out of the slums. Monrovia, as the Liberians knew it, was dead.

As the Mi-2 landed successfully onto the blacktop, the exterior lighting flicked off, shrouding the area in darkness. The Major-General and a squad of freshly trained Liberian soldiers emerged from the side door, the two Pilots exiting the helicopter as it's blades winded down to provide security for the last remaining Liberian aircraft currently in service. The Mi-2 was old and formerly mothballed when the Liberian Air Force and the U.N. Mission dissolved and left. It had belonged to the Justice Air Wing previously. The drab green paint had grown dim with patches of rust along the sides, the Liberian Roundel now faintly red, white and blue. As they departed, the Liberian soldiers moved in a triangle formation, the Major-General in the middle with an AK-47 in his hand. The Liberians moved with a fluidity not seen in the AFL. They moved with professionalism and with pure and unbroken concentration and focus. Unlike Akumbe's worn jungle BDUs, these new soldiers wore a form of Flecktarn that resembled the same worn by the Korrodosians, with equipment that far exceeded what the former Liberian military could give it's soldiers. On each soldier's left shoulder sat the Liberian flag, subdued in olive drab and reversed. Under it laid a new logo, two crossed AK-47s with a single star above. The name tags on the front read the last names of the soldiers and on the opposite side laid the words "LIBERIAN ARMY". Each soldier also wielded an AK-47, though these were completely configured, removing the wood stock and accents and replacing them with rails and an adjustable polymer stock, equipped with a flashlight and a red dot sight. On top of their combat helmet were pairs of night vision goggles. These uniforms and equipment were the first batch of new combat uniforms that would be issued to the new Liberian Army under the Liberian Defense Agreement.

As they moved up to the front doors of the Capitol, the soldiers forced the Major-General to the rear, despite his displeasure at doing so. The soldiers stacked up on both sides.

"NVGs on." Each soldier flipped down their goggles as dim lights of green could be seen.

Within seconds, the team burst through, moving in a sweeping pattern like a wave. "Room clear." Said one soldier.

"Moving to breach."

"Copy."

The soldiers continued the rhythm, clearing room after room, covering their sectors and keeping their heads on swivels. Remaining behind was Akumbe, keeping his old AK-47 by his side, watching these young men move with such precision. Whatever the Coalition was doing to the Liberian Armed Forces, it was a complete difference to what came before. What came before worked and the previous administration lived by "if it isn't broke, don't fix it."

"Lion One, East Wing clear."

"Lion One, West Wing clear."

"Lion One copies all. Rally at the chamber." The chamber being the legislative chambers where the members of the Congress convened.

"Major General, the Capitol Building is clear." Said Sergeant David Nyagoi.

"Good. Get some lights on. We've got company at 0600. Bring in every unit we have. If this is going to be a base of operations, it needs good patrols." Said the Major General as he sat down in one of the many chairs scattered about in the chamber.

"Yes, sir." The man said as he saluted and walked out.
