Annette Colbert took another swig of Spjöd and held the blank paper in front of her, tapping the fountain pen between her teeth. Outside, the busy sounds of a city at peace seeped through the windows. Exhaling uncertainly, she took the pen and began to dictate a letter.
Open Letter to Korrodosian Diplomatic Command and the acting President of Liberia

President Taylor and Korrodosian Diplomatic Command,
Oskenia believes it is in the best interests of the conflict during this trying time to accept the Oskenian armed forces as the premier medical and humanitarian team operating in Liberia. The Oskenian navy operates three hospital ships that can be anchored off the coast for removing critical-care patients from conflict zones and evacuating them to Lukas Sjöberg Memorial Naval Base if absolutely necessary. The Oskenian Senate would like to maintain a general state of peaceful occupation in the Republic of Liberia throughout the entirety of this conflict and aid with supplying your medical staff with supplies, funding, and additional hands to treat those most affected by this conflict.
We propose the following for consideration:1) Oskenia will presume command of the Catholic Hospital and the JFK Hospital in Monrovia, governed by the Oskenian Navy Medical Corps. The Oskenian Hospital ship OSS Nobility will be moored off the coast overlooking the small clinic. All jurisdiction of the aforementioned hospitals will be given to Oskenia under supervision from the Liberian government.
2) Oskenia will transport critical care patients from the OSS Nobility to the Lukas Sjöberg Memorial Naval Base in Cape Verde, where they will be treated and given temporary dwelling until the conflict is either resolved or the situation becomes stable enough to return them to their homes. Children found in the combat zones will be immediately evacuated.
3) Oskenia agrees to invite a Liberian envoy to the colony of Cape Verde with the responsibility of overseeing and vetting all refugees arriving in the region, allowing them temporary Oskenian visas and providing them with support and assistance in finding temporary housing during the crisis.
4) Oskenia agrees to supply the Liberian government with $20 Million in Medical equipment and overtime pay for Liberian medical personnel, including up to $15 Million to pay for medical procedures done on Liberian refugees.
5) Oskenia also requests to be appointed as chairman to the Committee on Emergency Aid and work in tandem with the Liberian government on ensuring the fair and swift treatment of the innocent civilians involved in this crisis.

Annette looked over the letter and corrected minor errors, and then, satisfied by the document, took the official government seal of Oskenia and stamped a precise, distinct ink logo onto the paper. Calling for an envoy, she passed the letter to a young aide and then leaned back in her chair, finishing the last sips of Spjöd.
