Commonwealth Palace, Christchurch, Imperial Caribbean States

Symbolic of the moment, the sun rose over Christchurch in splendid glory as monarchs and heads of government from nations around the world ascended on the island chain nation to officially open the Commonwealth of Crowns. The Commonwealth of Crown was a new international organization based on the old and traditional ideas that monarchy can be a force of good and nations are better off working together than competing against one another.

A gift from the Imperial Caribbean States government to the newly established organization, the Commonwealth Palace as the made the official headquarters of the alliance. Media and spectators gathered around the gates of the palace as suspense grew for the arrival of kings, Queen, and Emperors from around the world. The sea of tourists and citizens was matched by the towering scaffolding where reporters and camera crews stood perched waiting to get the perfect shot of foreign delegations. The buzz around the city was palpable as a new age in diplomatic relations approached.


"The delegations had already landed and are on their way to the palace. The Minister of Foreign Affairs has not citied any concerns with arrival those far so we should expect a smooth start to the day" Chief of Staff Micheal Kent briefed Prime Minister Marcus Oswald as the motorcade made it way from parliament to the Commonwealth Palace.

Prime Minister Marcus Oslwad had worked on this project for years with his Minister of Foreign Affairs and today was the day he would see it finally come together. Prime Minister smiled as he looked out the window "Oh Michael, the day has just begun there's plenty of room for things to go wrong".

Chief of Staff Michael laughed as the two men looked out the window to see growing crowds as they approached the palace.

The flurry of activity outside the palace was matched by the energy inside as staff prepared for the arrival of monarchs from around the world. Prime Minister Oswald stepped out his limo to be met by the white light shining off the clean white stone of the palace. A small swell of cheers echoed from the crowd as Prime Minister Oswald made his way up the steps.

"Mr. Prime Minister, Welcome to the Commonwealth Palace" a short round man greeted the Prime Minister

"Ah Lord Pegwell, the pleasure is all mine! It looks the palace was in good hands, I trust the transition will go well?' Prime Minister responded as he shook the Lord Pegwell's hand

"The time is certainly ready to the hand over the keys" Lord Pegwell laughed. The Administrator of the Commonwealth of Crowns Transitional Authority, The Right Honourable Kalvin Pegwell, The Baron Pegwell, was a former Minister of Foreign Affairs and Leader of the Opposition in the House of Commons. A skilled diplomat and politician, Prime Minister Oswald and his Minister of Foreign Affairs appointed Lord Pegwell to coordinate the initial planning to get the alliance off the ground.

As Prime Minister Oswald made his way to the great hall, Lord Pegwell, in his capacity as Administrator of the Commonwealth of Crowns Transitional Authority, stood on the top of the steps leading to the palace. Flanked by the Imperial Guard, Lord Pegwell looked ahead to see the flags of the member-states beating in the wind while he awaited the arrival of the delegations.

A flurry of cameras and excitement had swept through the capital city of Saint Claire that morning.Prince George's public commitment to the cause of monarchy and international cooperation had met with the typical reaction from the politicians and pundits, while the general public wondered in the streets what, precisely, any of this would mean for them. At an extraordinary meeting of the High Court at Burley, the Prince had explained the new Commonwealth to the Reeves, Aldermen, and Thanes, and had met with almost unanimous approbation.

As it left Burley Castle, a throng of people lined the streets to watch the princely coach proceed to the airport, escorted by the Prince's Corps of Gentlemen and Yeomanry. There, the Prince was met by the Statereeve, whose easy charm and impeccable manners immediately put His Highness at ease. He rarely travelled outside the country, and this was to be only the third time of his brief reign that he had embarked on a state visit. Waiting in the plane was Arthur, the elderly Earl of Lamberty whose support had been so crucial in garnering support for this venture.

"A new dawn for Shurdington, eh, sire?" The Earl grinned a wry grin and produced a sheaf of papers, ready to brief the young Prince.


Shurdington's flag was the first to rise, to the bars of the princely fanfare which heralded the arrival of the delegation. The Prince waved, somewhat gingerly, to the assembled crowds, while Lord Arthur lapped up the pomp and circumstance from his seat. A footman opened the car door and saluted as the Prince disembarked, followed by a number of senior Thanes, courtiers and attendants, then the Earl (who pushed away a young retainer who stepped over to help him out), and finally the Vicereeve of Shurdington, Granville Garner, whose presence had been mandated by the Court. Prince George had little time for him - an unpleasant man who wore ill-fitting suits and brown shoes - but thankfully he knew when to stay quiet. Leading the entourage, the Prince acknowledged the salute of the Imperial Guard with a slight nod, and he smartly ascended the steps to greet the waiting Lord Pegwell.

"It is a pleasure to finally meet you, my Lord," said the Prince in his gentle, precise voice, rich in the diction and unctuous style of an older generation. "Please, allow Us to present you with this small token of Shurdingtonian esteem, and to mark this most auspicious occasion." Without a word of command, a footman stepped forward and presented a small velvet box, embossed in gold leaf with the Prince's coat of arms. A small, planished silver bowl lay within, containing silver models of the fruits grown in Shurdington; bananas, pears, apple, oranges, plums, cherries, and grapes.

The throngs of spectators cheered as the Lord Pegwell greeted the delegation.

"Your serene highness...Your Lordships..." an aid sheepishly stepped forward to get the men's attention "the next delegation should be arriving momentarily, shall you make your way inside? "

"Oh yes.." Lord Pegwell smiled "You are right, we must keep the train on time" he laughed "Your serene highness, if you will, delegations have gathered in the great hall. I will be there shortly"

Governor General Garrett Ainsworth stepped out Dyer Hall, the official residence of the Governor General of Serpens Land. Waiting for him were soldiers of the Serpens Land Army, dressed in their finest uniforms, and a car adorned with the vice-regal standard of Serpens Land. A soldier comes to attention in front of him. "General salute... present arms!" The row of soldiers all present their rifles as the military band plays God Save The Queen. Garret Ainsworth pauses for a moment before walking towards his car.

The drive through Fort Charlotte was an eventful one. Crowds lined the streets waving flags, hoping to get a glimpse of the Governor General before he headed off to the Caribbean States. This was a major moment for Serpens Land of the world stage. Many in government, and even the public hoped that this would be a new chapter in the history of Serpens Land.

As the vice-regal car pulled into the Fort Charlotte docks, crowds of reporters and photographers could be seen lining the roads. The car pulled alongside the gangway to HMSLS Carisbrooke, the ship that would take Garret Ainsworth and the Prime Minister to the Caribbean States. As the Governor General stepped out of the car, a large cheer could be heard from the crowd. The Governor General waved one last good bye to the crowd before stepping onto the gangway. At the top waiting for him was Prime Minister Karter Preston. "Prime Minister" Garret Ainsworth leans in to shake the PM's hand. "Your excellency" he responds, "So, another new chapter for Serpens Land, hey." "I guess so"



As Garret Ainsworth's car pulled into the front gates at the Commonwealth Palace, he could feel the tension mounting. He knew the very future of Serpens Land diplomatic relations relied on this day. As the car came to a halt beside the palace entrance he took one last look at his notes he had written for himself the day before. A soldier opened the door for him, and snapped a salute. He saluted back and smiled at the boy-probably only in his early twenties. He waited for the Prime Minister, and the rest of his security personnel, before climbing the steps up to the palace entrance.

"It's a pleasure to meet you, my Lord" exclaimed the governor general "It is with great regret that Her Majesty Queen Elizabeth II couldn't join us on the momentous occasion."

Empress Rose I was nearing the airport, her journey to the Imperial Caribbean States just beginning. She was joined with Prime Minister Benito de Marco, who was the first person to push the idea of joining the commonwealth through parliament. As Eritei was the nation that kept European Monarchies alive, it only made sense to join an international commonwealth of monarchies. The drive to the airport was lined with people, all waving flags and cheering for their Empress. Rose, always the social woman, was looking out the window waving back to them, whilst Benito sat back, occasionally looking out at the crowd, waving back as well.

"What's wrong, Benito, you're always more social than this," Rose said, looking out at the crowd of people. She wasn't trying to hide her cockney accent, speaking in full English to Benito.

"I'm more focused on what's to come, meeting all the foreign monarchs in on place could be disastrous," he said, looking out the window to see the waves of people.

"Well, there'll be nothing to worry about, I'm sure there'll be security, and the Royal Guard won't be lax," Rose said.

"They never have been," Benito said, moving back to look at a notebook he had on his lap.

The drive ended shortly there, when the car stopped, and the Royal Guard came over to let the two of them out. When Rose exited, the Royal Guard around her saluted her quicker than she could tell. Before Rose could walk a step away from the car, cheers erupted from the crowd of people beyond the fences, so far away the only thing they could possibly see of Rose was a little dot on the sea of pavement. She made a wave to them right before the flicker of cameras from the press started. The Royal Guard brought Rose and Benito to the plane that would take them over to the Caribbean States, where they were greeted by the Captain of the Guard.

"Ver Imperia, I'll be the captain for the duration of your stay, please, follow me into the plane," the Captain said, walking into the plane, followed by Rose and Benito. Rose quickly took a seat in the lounge, right before the door closed, sealing her in. She knew the time spent in the Caribbean States would be a stressful one, but she was more worried about her husband and kids at the moment.

She walked a little forward, however waited for the aging Prime Minister to catch up to her. The two of them then ascended the steps of the palace towards its entrance.

"My Lord, it's an honour to meet you," Rose said as she came face to face with Lord Pegwell. She did her best to hide her Cockney accent, but she still couldn't speak the normal English accent, making her words sound more like a merge of the Cockney and English accent. "I must thank you for the invitation here, it's an honour to be able to meet with both your Empress, and others."

I not all the time like-minded nations have the chance to come together."

Lord Pegwell and the Eritei delegation turned to the crowds to wave before ushering them into the palace.

The motorcade of Her Imperial Majesty Empress Anne IIroared through the city before coming to a halt as it reached the gates of the Commonwealth Palace. The former home of the Imperial Caribbean States Supreme Court, now the Commonwealth Palace, this was the Empress's first time visiting the building as she sought to honour the independence of the judiciary from the crown and never visited. As the motorcade turned off its alarms it slowly passed through gilded gates leading to the palace. The cheering from the crowds slowly faded and was replaced by the stern commands of the military officers prepared to greet the Empress.

The captain of the "IMPERIAL SALUTE!" shouted as the Empress slowly stepped out her limo and made her way to Lord Pegwell. Both flanked by the Imperial Guard, Lord Pegwell bowed deeply before his monarch. "Your imperial majesty, it is an honour and pleasure to welcome you to the Commonwealth Palace"

"Lord Pegwell!" the Empress laughed "left your head, it's my honour to be here. Your leadership in planning this alliance will have a lasting impact on generations. I look forward to meeting with the other leaders and charting the path forward."

"Well thank you.." Lord Pegwell smiled "I know the leaders look forward to discussing the future with you as well. Please, may you follow the footman?"

The Empress turned and waved to the spectators before the following the footman inside.

The plane that read "Nespandian Royal Air" Can be seen has landed, What came down was King Wilhelm IV and Nevaria - Spandrian Foreign Affairs Minister Who could be seen from afar. A smile appeared on King Wilhelm's face, a sign that he was very interested and honored. "Regards!" said Wilhey, He embraced Leaders from Other Countries. "My Country and I Feel Honored to be Invited to this Event, Hopefully This Will Improve the Relationship Between Each of Our Countries," Wilhelm said.

"Great, a new chapter in the history of Nevaria - Spandria that will be written in the History Book," said the Foreign Minister.

"Just Relax, No need to be like that" Said King Wilhelm.

It was another busy evening in the Empire's capital city. As with every other day, the Imperial Palace was buzzing with activity, especially so today since His Imperial Majesty, Emperor Jayanagara VII will leave for the Imperial Carribean States to attend the long-awaited official opening of the Commonwealth of Crowns the very next day. Under advice from Premier Sri Indra Thohir and his cabinet of ministers, the Emperor had agreed for Majapahit to join the newly-established organisation aimed at furthering cooperation between monarchies of the world. The motion aligns perfectly with Jayanagara's consistent "free and active" foreign policy, and potentially could establish new relationships with other like-minded nations, something even the opposition faction in Parliament agreed with. The Emperor had high hopes that today was the beginning of a truly pleasant era of diplomacy in his reign.

Thousands of journalists, reporters, and photographers crowded the main courtyard of the Imperial Palace, having patiently been waiting for the Emperor to make an appearance. Jayanagara gave them his most sincere smile and waved to the crowds as he walked down the red carpet towards the black Maybach 62 parked at the end, his personal vehicle of choice. The Deputy Foreign Minister, Mr. Rajasa Chandra, followed closely behind him, making sure to keep a low profile while occasionally also smiling to the cameras. The Emperor himself had requested Chandra to accompany him to Christchurch for the event to represent the Imperial government, as Foreign Minister Retno Marsudi was unfortunately unable to attend herself due to unfinished matters with several foreign ambassadors, while Premier Sri Indra Thohir was on a visit to Papua. As the convoy took a turn, the Commonwealth Palace was now visible up ahead. The flags of the Commonwealth of Crowns' member states were all waving proudly side by side in the calm winds, including Majapahit's own Imperial banner. A few moments later, the entourage pulled up after a much more numerous convoy of vehicles had left; Jayanagara blindly guessed that it must've been the ICS entourage. The doors were then swung open by two men from the Imperial Guard clad in sharp black suits, both sporting a pair of aviator sunglasses. Jayanagara and Chandra stepped out of the car to be greeted by yet another flurry of cameras and a large crowd outside the building. The two walked up the steps towards the main entrance of the palace, where they saw Lord Pegwell awaiting them. They approached the Lord, both hands unconsciously locked together in front of their lower abdomen as a standard Majapahiti gesture of politeness.

"Good day, Lord Pegwell. It is a pleasure to meet you," the Emperor started, smiling. "My Premier and Foreign Minister expressed their most sincere apologies for not being able to attend this event in person, as they currently have other matters of state to tend to. Deputy Foreign Minister Chandra here shall take their place in representing our government today."

Chandra nodded, "We'd like to thank you once more for the kind invitation, my Lord. It is such an excellent idea to unite all of our nations here today."

The Emperor had high hopes that today was the beginning of a truly pleasant era of diplomacy in his reign.

Thousands of journalists, reporters, and photographers crowded the main courtyard of the Imperial Palace, having patiently been waiting for the Emperor to make an appearance. Jayanagara gave them his most sincere smile and waved to the crowds as he walked down the red carpet towards the black Maybach 62 parked at the end, his personal vehicle of choice. The Deputy Foreign Minister, Mr. Rajasa Chandra, followed closely behind him, making sure to keep a low profile while occasionally also smiling to the cameras. Lord Pegwell turned to the Deputy Minister "and im sure Deputy Minister Chandra will present you and your government well. I can say from previous experiences the role of Deputy Minister of Foreign Affairs can be demanding but essential to a diplomatic service. I trust the commonwealth will benefit from your attendance."

Three footmen soon escorted the Emperor and Deputy Minister to the great hall.

"excuse me, sir..." a slim woman wearing a grey pantsuit holding a clipboard approached Lord Pegwell "...the delegations have been accounted for. Shall we start the proceedings?"

"Ahh yes, of course, let's not keep things waiting!" Lord Pegwell confirmed as he made one last wave to the crowds before heading into the palace.

As Prime Ministers, Minister of States, foreign ambassadors, and representatives from throughout the commonwealth membership gathered in the great hall, Lord Pegwell gathered with the commonwealth monarchs and Prime Minister Oswald as they prepared for their formal entrance into the great hall to start the day's proceedings. As the Administrator of the Commonwealth Transitional Authority and the Prime Minister of the Imperial Caribbean States, Lord Pegwell and Prime Minister Oswald were granted the honour to lead the procession of monarchs and provide welcoming remarks.

As the large oak doors, trimmed with gold and carvings telling the story of St. Gaberial the Patron set of important messages, slowly opened to the great hall the orchestra perched in the balcony began playing the newly-penned Commonwealth Fanfare. Draped in gowns, suits, and military uniforms adorn in their tiaras and medals, the monarchs of the commonwealth slowly and with distinction made their down the center aisle to their seats at the front of the hall. As each passed the assembled audience, heads dipped as guests bowed and curtsied before the monarchs.

The orchestra slowly faded out as the last monarch took their seat and Prime Minister Oswald made his way to the podium to give his speech. The Prime Minister clearly his throat before commanding the attention of the room.

"Your imperial and royal majesties, your highnesses, your excellencies, my lords, ladies and gentlemen. It is with great pleasure, honour, and humility that I welcome you to the Imperial Caribbean States. Before we continue with the day’s agenda, I would like to thank the monarchs for entrusting us Prime Ministers, Presidents, First Ministers and Ministers with the responsibility of leading this great alliance. I can say from early conversations leading up to this moment, the national governments of member states have shown commitment and willingness to ensure this alliance makes a meaningful impact on its citizen and the global community. I would also like to expand a thank you to Lord Pegwell in his capacity as Administrator of the Commonwealth of Crown Transitional Authority. Lord Pegwell and his team have shown great leadership as they prepared for your arrivals this afternoon. As Prime Minister, I have seen many treaties, agreements, alliances, and associations that were created in good faith that did not last the test of time. While that was the case for many, I am hopeful and see great promise for the illustrious alliance. For we will have an alliance only if we do the work needed to keep it. Ladies and gentlemen, may God save the Commonwealth of Crowns!”

Prime Minister Oswald led the podium hopeful that his speech allowed the guest and the monarch feel welcome and passed the things off to the Lord Pegwell.

Lord Pegwell took the podium and gently pulled down the mic to accommodate his short stature. "Your imperial and royal majesties, your highnesses, your excellencies, my lords, ladies and gentlemen. May I thank Prime Minister Oswald for this warm welcome to the Imperial Caribbean States. In my capacity as the Administrator of the Commonwealth of Crown Transitional Authority, it is with high honour that I may officially welcome you to the Commonwealth of Crowns! As the Prime Minister had noted, the early success of this alliance rest on the steadfast work completed by the gracious monarchs and their honourable governments that make up the commonwealth's membership. Based on economic prosperity, national security, and intellectual pursuits the commonwealth uses unilateral systems to empower sovereign nations to meet their full potential. In order to do so, we must maintain the appropriate leadership to guide this great organization. As the administrator, while I have guided this organization I must prepare to step down and allow for new vision and leadership. To allow this to happen, I formally ask the Crown Council to maintain thir first sitting following this speech to formally announce who will serve as the Lord Commissioner, Finance Commissioner, Security Commissioner and Judicial Commissioner. The highest authority of the Commonwealth of Crowns, the Crown Council is composed of the monarchs of the commonwealth and is charged with setting the annual agenda for the commonwealth. As Lord Pegwell cited in his opening remarks, Empress Anne II saw the expressed need to establish the commonwealth's leadership.

Gathered the council chambers, which once served as the Chambers of the Chief Justice of the Supreme Court, among fellow emperors, impresses, kings, queens, princes and governors-general, Empress Anne II called her colleagues to order.

"My dear cousins, it's an honour to be chairing our first meeting together. As Prime Minister Oswald and Lord Pegwell noted this is an extraordinary alliance [i]if we can keep it. There is much work to do ahead but in order to do so we must confirm who will lead with this great alliance. The reality remains that we must appoint a Lord Commissioner. With that in place, we will be better positioned to complete the good work we wish to do."[/i]

"Your majesty, let me the first to say that it is an honour to be here today, our nation has been fighting for the monarchies of the world for a long time, and an alliance of this type will help us achieve our goal. Now that the formalities are out of the way, I would like to say that, although I personally don't know the Lord Pegwell, and I do not for a second doubt your nomination, however I would like to personally voice my concerns for the choice. As one of the longest serving Prime Ministers in Eritei, and a life long politician, I would be skeptical allowing the Leader of the Opposition to host such a commitment. Not only should it be his job to serve the people, as their elected official, but it could also give the Lord more of a hold over the current government. Unless the Lord is not currently serving in parliament, and my old age is just making me less fit like always, then I believe the position should be given to someone not involved in the Cabinet or opposition positions, as to prevent any leverage and bias." Benito then bowed again to Empress Anne, then again to Rose, before slowly taking his seat, landing in the chair with a grunt.

Empress Anne turned to Prime Minister Benito "you are correct, if Lord Pegwell was sitting in parliament it would certainly be an issue. That said, Lord Pegwell is not sitting in parliament, his term as Leader of the opposition was in the last administration, and he does not currently hold any elected office. Until he was tapped to serve as Administrator, Lord Pegwell was a private citizen and dedicated much of his time as a lecturer at the University of St. Michael. Thank you for your concern Prime Minister, I hope I clear any confusion"

Governor general Garrett Ainsworth took a sip of water before standing up. He waited for Empress Anne to deliver her final words before sitting down. "It is, in my opinion that Lord Pegwell should be nominated for the position of Lord Commissioner. As I am sure we can all agree, the defence of monarchy and it's institutions is a very noble deed. Who better to serve as the first Lord Commissioner than the man who ensured the creation of the Commonwealth of Crowns?"

Following the speeches by Lord Pegwell and Prime Minister Oswald, Her Imperial Majesty Empress Anne II called for the first meeting of the Crown Council. The highest authority of the Commonwealth of Crowns, the Crown Council is composed of the monarchs of the commonwealth and is charged with setting the annual agenda for the commonwealth. Empress Anne took a deep breath before moving forward as she was unsure how the council would take what she was about to say.

"While Lord Pegwell has been reluctant to take the Lord Commissioner position. I would humbly put his name forward as a candidate. My case is thus, Lord Pegwell has been at the core of all commonwealth planning and decision making to date. Without his dedicated work we would not be sitting together today. With that said, he is well-positioned to get the commonwealth on good footing in these early stages of its creation. Additionally, Lord Pegwell has served as a Minister of Foreign Affairs making him well versed in diplomacy. As Leader of the Opposition, in the House of Commons, Lord Pegwell understands to nature of domestic politics and its impacts on foreign policy. Furthermore, we all have a trusted relationship with Lord Pegwell. If he wasn't a man we could trust you simply wouldn't be here today. What say, you my friends? Would anyone else like to suggest a candidate for Lord Commissioner?"


Governor general Garrett Ainsworth took a sip of water before standing up. He waited for Empress Anne to deliver her final words before sitting down. "It is, in my opinion that Lord Pegwell should be nominated for the position of Lord Commissioner. As I am sure we can all agree, the defence of monarchy and it's institutions is a very noble deed. Who better to serve as the first Lord Commissioner than the man who ensured the creation of the Commonwealth of Crowns?"


Empress Anne turned to the Governor-General "Well thank you, your excellency. You're right, at this point, Lord Pegwell is the most knowledgable individual in the world about the commonwealth. While I urge for Lord Pegwell's appointment I understand the perception that there may be a consolidation of power in the Caribbean states. That said, I would like to make it clear that it's my intention to have Lord Pegwell serve only for one term."

As the Empress advocated for Lord Pegwell she understood this would mean that no other Caribbean states official will likely be Lord Commissioner for some time and that for the commonwealth's first term she would not be able to appoint anyone to the other commissioner's offices but she was confident her choice would be best for the alliance.

With little opposition to her desire to see Lord Pegwell lead the Commonwealth as it's first Lord Commission, Empress Anne moved the conversation to the remaining executive positions.

"My friends, even with Lord Pegwell leading our dear Commonwealth it's imperative that his lordship is supported by a capable and dedicated executive team. As of now, the positions of Finance Commissioner, Security Commission, and Judicial Commission still remain. It's my desire to the executive team representing various nations. That said, given Lord Pegwell's ascension to the Lord Commissioner position the Imperial Caribbean States will not be seeking additional executive seats. So what say you my friends? Do you wish to nominate someone from your nation to serve in the remaining positions?"
