Nation name: San Claver
Number of military personnel you will send: 1,533. 1,000 are army personnel with light armor accompaniment (nothing bigger than a T-15 Armata). 533 are naval personnel with 1 frigate, 3 patrol boats, and a replenishment oiler.
Number of other humanitarian personnel you will send (and their occupations): 104. They include nautical engineers, machinists, logistics specialists, and various construction professionals. Basically every specialist you would need to design and build a shipyard or port.
Bias your troops might have (OOC): Most San Claverans have at least some African ancestry, so they will show the African population some favor because of that. There are also corrupted officers & soldiers who work with a cartel, so they will be looking to expand the cartel's influence into Congo.
Motive of YN's government (answered OOcly): San Claver is a regional power in the Caribbean, but they want more international prestige. They're hoping, by getting involved with this project, that they can begin to project their influence into the rest of Africa too. In the effort to help Congo, they want to modernize the nation's shipbuilding industry and their ports. This should help the Congo a lot economically and logistically. It probably makes the most sense for the San Claveran troops to be placed in Muanda & the surrounding area.

History: San Claver was founded by the Spanish in 1566. As a colony it relied on growing sugar for its economy. Additionally, it served as a convenient place for patrol fleets and privateers to sail from. It experienced two slave rebellions, both of which were put down, and remained in Spanish control until the United States conquered the island nation in the Spanish-American war. Like Cuba, the island was permitted to become an independent nation, and it has remained independent ever since. It did not participate in either world war, but it was a hot spot during the cold war, when the CIA attempted to overthrow the elected government. The attempt failed, and San Claver has been somewhat hostile toward the United States ever since. In the 1970's the Santeos Cartel began to infiltrate San Claver, and by the 80's San Claver had a reputation for drugs and violence.This continued until 2009, when the cartel and government agreed to an off-the-books truce. The Cartel would police its members to prevent unnecessary violent crime, and the government would turn a blind eye to anything short of kidnapping, rape, and murder. Almost overnight, the crime rate plummeted. In the 2010's the country tried to rebrand itself as a tourist destination and developed a steady tourist industry. In 2022, the Venezuelan navy fired on a cruise ship sailing under the San Claveran flag, and San Claver responded in kind. The Venezuelan-San Calveran war lasted 4 years, with Venezuela's navy outmatched by San Claver, and San Claver's army outmatched by Venezuela. A peace treaty was negotiated and signed in Mexico City in 2026. Following the war the country reinvested in its military, selling its cold war era equipment wholesale to African, Latin American, and Middle Eastern nations while restocking with their more modern Russian and European counterparts.

Government: San Claver is a Republic. It has an elected Senate, an elected President, and a civil law court system.

Population: 10 million

Military: 75,000 active personnel. Most of them are in the navy, due to San Claver being an island nation. Up to ~3,000,000 people are considered fit for service should a draft be implemented. That would decimate their economy, however, so sans a world war that involved them, they would never institute a draft.

50: 20 physicians + 10 engineers + 10 teachers + 10 geologist

Most of the troops are monotheist and may have a tendency to preach. However most are coming to help build the nation and leave ASAP
