Qionghai Experiences Pneumonia Surge of Unknown Cause

QIONGHAI, Hainan, Chinese Confederation, Pan-Asiatic States—Earlier this morning, the National Health Commission (NHC) China Regional Office reported to press outlets a typhoon of pneumonia cases with unknown etiology (unknown cause) detected in Qionghai City, Hainan Province of the Chinese Confederation. As of April 20th 2020, a total of 44 patients with pneumonia of unknown etiology have been reported to the NHC by the state authorities in China. Of the 44 cases reported, 11 are severely ill, while the remaining 33 patients are in stable condition. According to media reports, the concerned market of which all patients had reportedly attended to in the past three weeks at most was closed on April 12th 2020 after a municipal order for environmental sanitation and disinfection.

The causal agent has not yet been identified or confirmed. As of today, leading international agencies, including the World Health Organization, have requested further information from Pan-Asiatic authorities to assess the risk. Federal authorities have reported that all patients are isolated and are receiving treatment in Hainan medical institutions. The clinical signs and symptoms are mainly fever, with a few patients having difficulty in breathing, and chest radiographs showing invasive lesions of both lungs. Two patients have also suffered severe body pain, according to a physician's report.

According to the authorities, some patients were operating dealers or vendors in the Qionghai Seafood Market. Based on the preliminary information from the Chinese investigation team, no evidence of significant human-to-human transmission and no health care worker infections have been reported.

Although further study has been recommended by the National Health Commission's Health Secretary Ngư Tuyết Anh, in a communique to the World Health Organization, she has stated that, based on symptomatic analysis of the subjects, the disease could be linked to a strain of the Influenza A H3N2 virus. Many of the confined patients have suffered symptoms parallel to the 1968 Hong Kong flu pandemic.

As before, when the 1968 H3N2 virus had descended from H2N2 through antigenic shift, a genetic process in which genes from multiple subtypes reassorted to form a new virus, the Health Secretary reiterated an unofficial claim from an anonymous Chinese medical think tank that the new Qionghai strain could have undergone an antigenic shift from the previously-eradicated 1968 H3N2 virus.

Based on information provided by national authorities, the NHC's recommendations on public health measures and surveillance of influenza and severe acute respiratory infections still apply. As of today, the NHC does not recommend any specific measures for travellers. In the case of symptoms suggestive of respiratory illness either during or after travel, travellers are encouraged to seek medical attention and share travel history with their healthcare provider.

Health Secretary Ngư Tuyết Anh advises against the application of any travel or trade restrictions on the Pan-Asiatic States based on the current information available on this event, and reassured the public in a press release that the situation in Qionghai remains under control.

Guzbek, Aroni (April 21, 2020) - The Ministry of Health released a statement regarding the Qionghai Pneumonia situation this afternoon. "The Ministry is keeping a close eye on this emerging situation. As of the moment we feel the situation is under control and represents no present danger to the people of Aroni. We have full faith in the Pan-Asiatic States and Aroni's healthcare system to manage this occurrence. The following ministry have offered their actions in regard to this incident, following discussion and approval of the Ministry of Health.

The Ministry of Foreign Affairs, acting within the guidelines of the Ministry of Health, has declined to raise the travel advisory of the Pan-Asiatic States in whole or part, it will remain at Category 2 (YELLOW), as the disease does not represent a significant hazard to the health and safety of travelers. Additionally, We believe the situation does not warrant the intervention of the Epidemic Response Force, despite this company IV-C is standing on 7-Day Notice should the situation evolve further an it need to be activated.

The Ministry of Internal Affairs, acting through the Customs Enforcement Agency, will introduce screening of travelers coming from the Hainan region for elevated temperature. Those that test positive (greater than 38.5 C) will be directed to seek prophylactic treatment at a nearby medical center.

The Ministry for Trade, acting within the guidelines of the Ministry of Health, has declined to place trade restriction to the Pan-Asiatic States in whole or part.

The Ministry for War, acting on advice of the Ministry of Health, will not change posture of the Naval Auxiliary Hospital Ships. Additionally active deployment of Carriers and PHIB Groups in the Pacific and Indian Ocean will be unchanged, and that their facilities, would "not represent a major boon to a infectious outbreak" as "They are simply not design for treating populations of that type". As well "The primary mission of the groups remained unchanged admit this minor incident", Deputy MINOW Georgia Ramirez stated.

The Ministry of Health offers it sympathy and condolences to the Pan-Asiatic States and all those affected. The Health Research Agency offers the space and manpower of the BSL-3 lab at Corvdata for the assistance in characterizing and fighting this microscopic enemy.

IMPORTANT ANNOUNCEMENT - TRAVEL RISK ADVISORY
TRANSIT RISK AND RESTRICTION REASSESSMENT - PAN-ASIATIC STATES - CAUTION/LIMITED




What is going on?

Due to the developing public health situation concerning the Qionghai Virus in the Pan-Asiatic States, the Congressional Republic has reevaluated its Travel Risk Advisory for the PAS to CAUTION, with LIMITED measures in place beyond standard procedures to regulate travel.

The Qionghai Virus is believed to be linked to the Influenza A H3N2 virus, colloquially known as "Avian Flu." While the number of cases remains low and the Oslean Congressional Republic maintains a fair level of confidence for the Pan-Asiatic States to resolve the situation promptly - out of an abundance of caution, the Congressional government will be following recommendations by the Ministry of Health to pre-emptively limit potential spread of the Qionghai Virus within Oslea.

How does this affect you?

Oslean nationals should strongly consider reconsideration of any travel to the Qionghai region of the Pan-Asiatic States.

Travel for non-Oslean nationals with history in the Qionghai region within the last 3 months may no longer enter through an Oslean port-of-entry until further notice, effective immediately.

If you hold an Oslean passport and have travel history within the Qionghai region of the Pan-Asiatic States, you will be asked to complete a questionnaire upon return to the Congressional Republic and screened for any symptoms currently considered to be associated with the Qionghai Virus. Symptoms may include, but may not be limited to, fever and respiratory issues. Be advised that you may be directed to follow further medical direction depending on your condition upon return, which may include mandatory self-isolation.

What else is the government doing?

The Oslean Food and Agriculture Authority, in partnership with the Ministry of Health, is assessing Pan-Asiatic foodstuffs to determine if they will be a potential transmission vector of the disease. No conclusive evidence has yet been determined and the risk related to consuming food sourced from the PAS is considered low at this time.

The Center for Disease Control today announces that a novel, unknown pneunomia type virus has been reported by Pan Asiatic State authourities in Qinghao city, Hainan province, originating in the Qinghai Seafood Market. There is currently 44 known patients of this disease( some of these are dealers and vendors of the Seafood market), with 11 severely ill, while the remaining 33 are in a stable condition, reported symptons include fever and invasive lesions of the lungs, some have also reported difficulty breathing and body pains. It is believed from preliminary research that the virus is a strain of the H3N2 Influenza Virus of the 1968 Hong Kong outbreak( both of these share similar symptons) and speculation exists that this virus is the result of an antigenic shift from the H3N2 Influenza virus colloquially known as avian flu, as of right now, it appears as though all cases are localized in Qinghao city. The Center of Disease Control with cooperation with the Americae Roman State Department will continue to monitor the situation as it develops.


PRECAUTIONS

While the virus is still considered to be localized outbreak, the Americae Roman government has decided to start preparing comprehensive counter pandemic countermeasures should the disease spread outside of Pan Asiatic borders and the virus possibly becomes a global pandemic. The State Department has not to introduce a hard travel ban, but the travel advisory levels of the Pan Asiatic States will be increased from Yellow( EXERCISE INCREASED CAUTION) to Orange( RECONSIDER TRAVEL), the State Department specifically warns all Americae Roma citizens to refrain from travel to Qinghai city entirely. Currently the Pandemic Response Division of the Center for Disease Control has been placed on high alert standby and ready to mobilize within 5 days should the virus start infecting more nations and also should the virus be detected in Greater Americana, for now, there is no specific measures needed to be taken in Greater Americana, but citizens should be vigilant and kept up to date with new information.
The State Department and the Center of Disease Control will send a research team to Qinghai city, the epicenter of the virus to collect samples of the virus to ensure identification of the type of virus and thus able to begin vaccine research, Americae Roma wishes the PAS government grant permission for these researchers to enter the nation's soil.
Currently Americae Roman health authourities sees no imminent threat of the virus towards Greater Americana, however, the government is primarily concerned about the threat of the virus towards the overseas military presence of Americae Roma, The Department of Defense has sent notifications to units stationed in the unified combatant commands of CENTCOM and INDOPACOM with specific instruction on dealing with the virus.

To all soldiers, marine, sailor, airmen and personnel currently located in the Unified Combatant Command of the Central Command and the Indo Pacific Command.
We have recieved information that a new pneunomia type virus outbreak, possibly related to the H3N2 avian flu virus, has occured in the Qinghai city of the Pan-Asiatic States. The threat of the virus to Greater Americana currently is minimal, however, a far greater threat exist to our nation's overseas military presence, and due to the geographic proximity to the Pan-Asiatic region, this threat is substantial greater in the Unified Combatant Command that you all are currently stationed in( CENTCOM and INDOPACOM), therefore special procedures will apply in your Unified Combatant Commands, which are:
1. Activate your Unified Central Combatant's Pandemic Research and Biodefense branch immediately
2. Pass a hard travel ban to the PAS for all personnel stationed in CENTCOM or INDOPACOM
3. Should any personnel begin to feel symptons similar to the virus reported in Qinghai, he is to be quarantined and tested, we may have to contact health authourities of the PAS for cross diagnosis
4. Carefully monitor the spread of the virus and provide up to date information to the Pentagon

A similar notice will be sent to the Black Water private military contractor group operating in Afghanistan.

Public Advisory Regarding an Emerging Virus in Qionghai Province of the Chinese Confederation

The Chinese Confederation has notified the Department that a "mysterious illness" is emerging today (20 April 2020). As such, the Department of Health and Disease Control has consolidated the following bulletin.

What is this illness?

The causative agent has yet to be determined. However, recent reports point to it affecting the respiratory tract, not unlike that of the Wuhan Pneumonia that is affecting the world at this moment as well. It has been stated that the virus is linked to the H3N2 virus, and many of its victims suffer symptoms roughly analogous of the 1968 Hong Kong Flu.

Reportedly, some patients were vendors at the Qionghai Seafood Market, while no human-to-human transmission has occured.

Is it dangerous?

HDC does not believe that this illness will pose a threat to Nacrad in the near future, due to the current total border closure in place in response to the Wuhan Pneumonia virus, which is a different virus altogether.

What should I do?

Presently, the public does not need to be overly worried about this illness. Due to the current policies enacted to curb the Wuhan Pneumonia pandemic, we do not believe that this virus will enter Nacrad. However, you are advised to keep good personal hygiene, and follow the instructions given on the bulletin about Wuhan Pneumonia, as this virus still poses a significant threat to Nacrad.

The PEOPLE'S FEDERATION OF PAN-ASIATIC STATES working to amplify public consciousness on the situation in Qionghai at hand, issued a notice to the public this morning detailing that the "unknown cause of viral pneumonia" was confirmed by the Pan-Asiatic Central Infectious Disease Research Laboratory (CIDRL) in Neo-Tokyo to be a novel strain of influenza designated recently as the NH4N2-2020 Virus.

Researchers from CIDRL isolated an H4N2 influenza virus with a multibasic cleavage site in the hemagglutinin protein from quail eggs. A dated report from 2014 detailed that this virus remained lowly pathogenic in chickens and required trypsin for in vitro growth. This virus showed higher preference for mammalian-type sialic acid receptors, yet until only recently, no cases of transmission to humans had been detected by authorities of the National Health Commission (NHC).

CIDRL is now inclined to believe that this new strain has undergone an antigenic shift, and now poses a serious danger as a highly contagious virus. As of 21:00 on April 24, 2020 - 41 cases of pneumonia with new NH4N2 infection have been diagnosed in and around the city of Qionghai, including 7 severe cases and 1 patient who has succumbed to pneumonia and expired. The remaining patients were reported by physicians to remain in stable condition.

As a new influenza virus emerges, the national, provincial and municipal expert groups of the Pan-Asiatic States have drastically revised and improved the plan for the diagnosis and treatment of this new NH4N2 threat. State-President Xi Jinping of the Chinese Confederation, with unanimous support from the Executive Council (EC) of the Pan-Asiatic States, has announced a city-wide quarantine of Qionghai. Non-essential work has been ordered to cease effective immediately. Local schools and universities have suspended classes until further notice. Exports and imports to and from the city's ports have been redirected accordingly. Security checkpoints have been implemented in and around the city's perimeter.

Since the beginning of this outbreak, Qionghai, with the support of the state and Hainan Province, has cooperated with relevant departments to carry out the prevention and control work in an orderly manner, with its first commitment as a city, being that it will spare no effort to treat patients by formulating a work plan for diagnosis and treatment, earnestly realize early detection, early diagnosis, early isolation, and early treatment, as well as to concentrate experts and resources for full treatment.

The Pan-Asiatic States has committed itself, and all its state-organs, to widely publicize disease prevention knowledge, to enhance public awareness of self-protection, as well as to cooperate with countries and provinces in conducting etiological research. Local Qionghai workers' councils, residential unions, and city offices have vowed to cooperate with the National Health Commission to notify the World Health Organization, and thereby, the nations of the world, of new information in a time-appropriate manner.

The NHC reminds that at present, the public should maintain indoor air circulation, try to avoid closed, non-ventilated public places and crowded places, and wear masks if necessary. If you experience persistent fever and respiratory tract infection symptoms, it is advised that you should visit your nearest medical institution immediately.

As the appropriate government offices of the Pan-Asiatic States work towards tracking the spread of this new virus, I advise all foreign nationals and businesspeople to remain extremely vigilant of the situation as it develops, delay non-essential travel to Qionghai if possible, take steps to prevent infection by observing social distancing when possible, and to consult the official communications of the Bureau of Trade Regulations and Consumer Protection (BTRCP) at their website (https://btrcp.gov.asi) for further information regarding the redirection of goods inbound or outbound Qionghai.

I leave it entirely up to everyone to determine and report (ICly) the severity of infection in your respective countries based on how committed you want to be to this RP over the next few weeks.

HOWEVER I strongly suggest amplifying the rate of infection to a degree similar to today's nCOV outbreak for realism. It is extremely important the virus reach beyond PAS' borders. The more severe the outbreak, the more actionable the situation is for other players.

I will continue to release daily updates on the virus. In a few hours, posts tailor-made to everyone's respective responses will be released.

Finally, I will not make an OOC thread for this RP, but will instead expect everyone to use the spoiler tag when making an OOC comment.

Best of luck to everyone. Save as many of your citizens as you can! (or don't, if your government is corrupt).

NEW MEASURES TAKEN AGAINST QIONGHAI PNEUMONIA VIRUS
AMERICAE ROMA CENTER FOR DISEASE CONTROL

While there has been no new information regarding the development from the virus, from sources of both Americae Roma and the Pan-Asiatic States, the Center for Disease Control in cooperation with the federal government will quickly issue out new precautions in order to prepare for the disease possibly reaching Greater Americana before the worse arrives.

Americae Roma has assembled a team of researchers consisting of members of the Center of Disease Control, the DoD's biodefense branch as well as representatives from biotech firms like BioNTech and Pfizer, Gilead Science and GlaxoSmithKline. This research task force will be deployed to the epicenter of the pneunomic virus-Qionghai City, where they would collect samples of the virus to be brought back to Americae Roma's biodefense and biotech research labs to begin the process of vaccine development for the virus.
Americae Roma wishes that the Pan-Asiatic States would allow our researchers to enter Qionghai research for sample gathering, and also hopes the Pan-Asiatic States would release the full genome of the virus as quickly as possible.

Because of the possibility of the virus becoming a global pandemic, it has been decided that precautions be enacted to Greater Americana in addition to biodefense procedures in overseas military bases located in the Middle East and Asia-Pacific. The Center for Disease Control in cooperation with the Imperial Ground Force and Imperial Marines Engineering Corp has begun construction of at least 120 new field hospitals and quarantine sites across Greater Americana, with each hospitals estimated to be completely in less than 15 days, and more field hospital maybe constructed should the situation escalate further. The Americae Roma National Guard has also been placed on active mobilization under biodefense procedures with cooperation and coordination with Federal, Commonwealth, State and local law enforcement and medical assets. The Center for Disease Control has given out bulk contracts to companies to purchase large stockpiles of N95 and surgical masks, as well as anti pneunomic drugs, medical supplies, disinfectant as well as other neccessary provisions in order to ensure that medical facilities are sufficiently stocked with the needed provisions, these medical supplies will also be distributed to the populace to enhance general preparedness. While no social distancing order has been issued due to the lack of cases in Americae Roma so far, citizens are highly encouraged to be vigilant and informed of the evolving situation. Americae Roma has yet not decided to enact a travel ban with the Pan-Asiatic States, but will require all visitors from the Pan-Asiatic State to be screened and any seen with symptons will be quarantined.

Citizens living in overseas territories and protectorates may have to have stricter measures enacted due to proximity with the Pan-Asiatic States and some social distancing rules may have to be passed, just like in Greater Americana, an effort will be made to construct new field hospitals and create stockpiles of needed medical supplies.
