Yes
Just a few things:
1:Complete the application processing if you are not a member of the region, then publish a statement of acceptance of the convention in the form of a story, news, official government statement.
2:Acceptance of the Convention in IC can take any form.

The Fascist Republic of Nasnaree declares that it does not accept the terms of this Convention because all water bodies are the property of Fascist Nasnaree. The only part we accept is the section on proclaiming regional seas.
