All other officers, ncos and private experienced the same kind of professional and personnal trajectories. The fact that most of them are part of the kurdish minority from the country accelerated their dismises, often led to arbitrary arrest, torture, repression against family member, sometimes even execution of close relatives.

My name is Abdul Jaleel el-Hosein. I represent a small group of officers and laymen who seek to develop a secular opposition movement against the religious regiment which dominates our country. Our organization, the Circle of Citizens for Progress and Secularism, is widely divided regarding your action program. Only a small part of our members find themselves in your entire political program.

Statutes of these advisers (Permanent/Provisional ) and their specific skills: Permanent, the instructors will be in permanent service with the UCAFM, the skills and training vary according to each instructor but in general terms; all are trained to teach the operation of each weapon, how to carry out maintenance, how to effectively use each gun and some "tricks" that are possible to do with some weapons (especially submachine guns), the instruction is oriented mainly to the urban environment and a scenario of war in cities, however, the use of weapons will be taught (with less enthusiasm) in other types of scenarios, such as in the open field, mountain, plain and forest, this type of training will try to be covered satisfactorily (by least for basic knowledge), even though most instructors will not cover these last environments in detail.

Any other details that would be helpful to RP your advisers and the transfer of equipment (much appreciated): The instructors have received strict orders from the laustral government to train UCAFM fighters and officers in the combat of the urban environment and also to indoctrinate them to incite courage in them. There are female instructors who were sent to generate a better acceptance of the aid from the laustrals for political and aesthetic reasons, especially by the feminist and more progressive faction of the UCAFM. The weapon best presented by the instructors will be the CAM T-22 sub-machine gun, because it is an easy to produce, relatively reliable, nationally manufactured weapon ideal for urban combat, at least for instructors, also, trying to convince the UCAFM fighters that the best weapons are laustrals. The transport of weapons was planned by Martin Benver, who is a mechanical engineer who was hired by the laustral army to design some type of structure that could serve to carry the materials to the UCAFM without being detected. The "Benver plan" consists of drilling the inside of a large tree trunk and hide the weapons (separated in components) inside it, then closing the interior with fake wooden caps and transporting the tree trunks in small and medium-sized transport ships with false documentation that appear to be from medium-small businesses.

The International Socialist Congress

To all of our Socialist and Marxist brethren and sisters!

We have reviewed your memorandum considering our proposal and have agreed in full. The access to the Labanta Military Encampment has however, been cause for a review of the scale of our operations. Given that we will have access to such extensive facilities, the possibility of training additional units and units with heaver assets is under consideration for proposal from the ISVC. In the immediate future, base infrastructure would need to be further developed to train volunteers in the use of heavier assets.

The first elements of Corps Advisory Implementation Force Yi will be dispatched at Labanta shortly after the transmission of this message. Initial operations will include the establishment of a code of justice, and the appointment of training officers, as well as development of base infrastructure with the engineering units of the CAIF Team. Training operations are likely to commence in early April of 2020, with initial basic training. Specialization and combat training will commence as the remainder of the CAIF team arrives along with the necessary infrastructure and assets.

At this time, CAIF Team Yi will be the sole military response from the International Socialist Congress, however, if further humanitarian and development support is required I will act to the fullest of my capacity as Commissar for Socialist Unity to secure such support.

It was a long and uncomfortable trip in the old cargo aircraft still employed by the Commonwealth from Bratislava to the Labanta military base encampment, something Major Imahara lamented. Perhaps she had grown too soft as a procurement officer for the Commonwealth in the comfortable offices of Bratislava, too used to the NASC's diplomatic VTOLs, which were more generously appointed than any military cargo aircraft. Too used to rubbing shoulders with politicians perhaps to handle the rough transition back into the field. Still it was something that needed doing, with the low level Corps Advisory Implementation Force assets starting to stretch thin, it was inevitable that SOLPF Archange would be pressed into service. The extra pay and brevet promotion to General didn't hurt either, though Imahara couldn't shake the feeling of inadequacy that she felt at the possibilty of managing tens of thousands after managing a modest headquarters team.

Still it would be awhile before the bulk of the CAIF team would, in fact arrive. Most of the engineering units would take multiple craft to land safely in Labanta, and the task force elements from Great Viet had been left in the capable hands of Nguyễn Trường Giang and Lê Quý Long at least until that had arrived in Labanta. For now Imahara had a reprieve, only being responsible for the offloading of the weapon stores from the Commonwealth, and scheduling the incoming flights, as well as establishing communications with Bratislava and receiving proposed regulations for the training of the unaligned brigades of Lusitania's antifascist forces.

As Commonwealth Air Force flight Ayudante 15 landed in the Labanta encampment, Toshi took the chance to stand, her lanky one and nine tenths meter frame crumpled too long in the cramped conditions of the cargo craft. The crew chief thought to keep her from doing so while the plane bounced on landing, however, such notions were dissuaded when her facial features betrayed anger at the thought of being kept in this flying tin can any longer than strictly necessary. When the craft rolled to a stop she immediately made for the large cargo ramp at the rear long before her fellows had even completely released themselves from their seats. As the ramp began to lower she adjusted her uniform, re-buttoning of her immaculate fatigue coat, and brushing hairs that had fallen loose back underneath her peaked cap, an instinctive action to appear as professional as is possible to unknown persons, and make the best impression possible. The reactions from some of the special forces operators betrayed some hint of disregard for the desk flying bureaucratic officer who was clearly out of touch with the daily operations of a frontline unit. Still, Imahara was resolved to be the first to put boots on the ground, in line with foolish tradition to be sure, but nonetheless important to her personally.

After delivering instructions to the the flight crew, Imahara made for the Air Traffic Control Station to deliver flight schedules, and to get some idea of where to establish a command post. While on the way, she made a point to keep track of the various assets that Labanta had access to. For undisciplined militias the Anti-Fascist forces of Lusitania had managed to secure a fairly impressive base for their operations. She had noted the airfield and helipad on the way, each of which was fairly well maintained, and could support the operations of a major force, and if the hangars were indicative of the rest of the repair facilities it appeared that the mechanics wouldn't be totally left out to dry. Still, the lack of available personnel was problematic. Further it appeared Labanta had been constructed as an operations base, moreso than a training facility, and the Yellowstan Engineers would have their work cut out for them if any serious formations would be trained here.

Some time later, Imahara had started to establish a headquarters, at least enough to regain communications with the Offices in Bratislava. If events had gone to plan, her superior Elisa Navarre Moreno back in Bratislava would have provisional regulations for the training and operational soldiers of the ISC intervention force, and the trainees that had volunteered for service in the Lusitanian brigades that would form the core of the nonsectarian forces.

Provisional Regulations for the Lusitanian Revolutionary Brigades

Provision 1: Prohibition on Sectarian Political Activity

The primary mission of the Lusitianian Revolutionary Brigades is the formation of a unified leftist front against the Lustianian reactionary forces. As such, the Revolutionary Brigades of Lusitania are to be strictly nonsectarian in Leftist tendency. Sectarian political activity is therefore strictly forbidden to persons in training. Persons suspected of sectarian political activity, which is to be defined as unauthorized meetings of sectarian groups consisted of more than twenty persons, spreading of sectarian propaganda, or acts of violence of personnel against persons of other leftist tendencies within the Revolutionary Brigades, will be punished as follows.

-For unauthorized meetings: Organizers will be sentenced to not more than three weeks remedial duties, participants will be subject to not more than two weeks remedial duties.
-For the act of spreading sectarian propaganda: Those found guilty of this charge will be sentenced to not more three weeks remedial duties.
-For acts of violence: Persons will be sentenced not more three months in military confinement in addition to whatever additional punishments incurred in the act itself.

For those who have completed their training, and are engaged in regular duties, and members of the International Socialist Volunteer Corps, regulations prohibiting sectarian political meetings are lifted however, if found organizing sectarian meetings for trainees, punishments will be doubled.

Provision 2: Prohibition of Counterrevolutionary Violence

The Revolutionary Brigades of Lusitania are a revolutionary army dedicated to the ideals of the Lustianian anti-fascist movement, and not common criminals. As such, acts of violence that are counter to the ideals of the movement are strictly forbidden. It cannot be stressed enough that the Revolutionary Brigades are to act in the most dignified manner feasible in a state of war.

-Acts of Assault: Acts of assault against other anti-fascist forces, and uninvolved persons, are to be sentenced to not more than six months military confinement during the conflict, and are not immune to prosecution for their crimes by civilian authorities after the conclusion of the military conflict unless a provisional civil authority extends such immunities.
Acts of Murder: Acts of murder, which is to be defined as the killing of other anti-fascist personnel, or uninvolved persons, and the killing of opposition forces who have surrendered in good faith to the anti-fascist militias, is punishable by execution or by military confinement for the duration of the conflict and whatever further punishment civil authorities require. Final sentencing however, is subject to the UCAFM leadership.
Acts of Rape: Acts of rape are strictly forbidden regardless of the political affiliation of the victim. Persons who are considered to be guilty of rape or indeed other acts of sexual violence will be punishable by execution, or by military confinement for the duration of the conflict and whatever further punishment civil authorities require. Final sentencing however, is subject to the UCAFM leadership.

Provision 3: On Looting

While the seizure of the means of production is necessary in the course of the revolution, the Revolutionary Brigades are to act in a more disciplined manner when it comes to asset seizure. Seizure of personal effects not deemed a risk to the security of operations is forbidden. Similarly, members of the Revolutionary Brigades are to seize property only as directed by UCAFM leadership, the commanders of the Revolutionary Brigades, or ISVC observers. Activities outside these accepted activities will face inquiry, and if found to have caused unnecessary damages to other proletarians or lack of proper discipline they will face punishment. Destruction of personal effects, and unlawful destruction of other assets will be punished more severely than simple seizure. Those who are found to have engaged in undisciplined looting are to be sentenced to not more than six months of remedial duties, or three months in military confinement, punishments for undisciplined destruction are to be double than those of simple seizure.

Provision 4: On the Appointment of Officers

As the Revolutionary Brigades are to operate as a cohesive military force, there are currently no provisions for the elections of military officers. Elected officers are deemed to be too ineffective and routine changes in leadership will reduce the quality of officers. Additionally, concerns exist as to the possibility of sectarian conflict in officer elections. As such, officers in the Revolutionary Brigades are to be appointed by a commission of ISVC observers on the basis of meritorious service in basic training, leadership qualities, and prior military experience. If, after the Revolutionary Brigades have proven successful in eliminating sectarian infighting, a commission of ISVC and UCAFM officials may review this provision, and make changes if deemed necessary.

Provision 5: Discipline in Military Training

As it is expected for the Revolutionary Brigades to act as an organized, elite military organization, members of the Revolutionary Brigades are to act with discipline in training as a demonstrator of discipline in the field. Trainees in the Revolutionary Brigades are to obey the instructions of their ISVC trainers without question. Those who violate these instructions are subject to punishment from their trainers, however, corporal punishment is strictly prohibited, and confinement or remedial duties are not to exceed one week, unless such activities are a threat to the security of operations of the Revolutionary Brigades, in which case punishments will be handled by an ISVC Commission.

Conversely it is expected of ISVC trainers to not abuse their authority over trainees, or threaten the security of operations of the Revolutionary Brigades. Any such violations will be punished by dismissal from the ISVC mission in Lusitania, and any further punishments required by the the International Socialist Congress.

Any other details that would be helpful to RP your advisers and the transfer of equipment (much appreciated): The instructors have received strict orders from the laustral government to train UCAFM fighters and officers in the combat of the urban environment and also to indoctrinate them to incite courage in them. There are female instructors who were sent to generate a better acceptance of the aid from the laustrals for political and aesthetic reasons, especially by the feminist and more progressive faction of the UCAFM. The weapon best presented by the instructors will be the CAM T-22 sub-machine gun, because it is an easy to produce, relatively reliable, nationally manufactured weapon ideal for urban combat, at least for instructors, also, trying to convince the UCAFM fighters that the best weapons are laustrals. The transport of weapons was planned by Martin Benver, who is a mechanical engineer who was hired by the laustral army to design some type of structure that could serve to carry the materials to the UCAFM without being detected. The "Benver plan" consists of drilling the inside of a large tree trunk and hide the weapons (separated in components) inside it, then closing the interior with fake wooden caps and transporting the tree trunks in small and medium-sized transport ships with false documentation that appear to be from medium-small businesses.
