Resort secured for a secret Meeting
The Premier of the Soviet Union looked towards the airport as the sound of an engine had been heard. Hutan had purchased a large degree of Soviet arms and during the 1990s the bringing of the Chechens and other Islamic separatists to the table along with the Mcnernians who had their Chief of Mission present to facilitate the meeting. The Mcnernians were a rather welcome ally though the fact that they were in SACTO had rankled the Soviet legislature and the Foreign Minister had been asked to testify and that had not gone the best as the young religious wing of the party which had grown up under his father's wing as much as he had but they had been filled with the propaganda rather then the knowledge to govern.
KGB and Hutani MID as well as MD-6 and the Interior Ministries of Hutan and the Soviet Union were securing the area, alongside the Nifonese military intelligence. The two leaders would meet in the garden and the hotel staff had been checked over and everything was secure. Mission Chief Zander Mahamoud sat at the Premiers right hand as the French issue concerned the Mcnernians as well as much as the offer from the Nifonese interested the CCCP.
Maki Kojiro slowly strolled through the garden, taking a look at the many exotic plants that surrounded him. Firm scent of foreign flowers reminded him of the days spent in the jungles of Annam, which filled with fragrance during certain seasons of the summer. The Nifonese Shogun was dressed rather plainly - a simple, ceremonial uniform of navy blue and snow white gave him an impression of seriousness and authority.
“I have to say, I am pleased to meet you for the first time, Rychenkov-san” Kojiro said as he sat down in front of the table, keeping his back straight, and face marble “How was your journey?”
"And it is my honor to meet you Excellency. My Journey was pleasant. Nothing worth noting. The improvements made to the Tu-144 have made it a good inter regional transport. I understand you recently saw off a fleet of New Hayesalia. My congratulations. May I introduce Mcnerney's Chief of Mission to the Arab Republic of Hutan. Zander Mahamoud." He turned to the dark skinned man at his side who rose and greeted Kojiro. "My government is concerned as you with the French menace to the world and we have found Common cause with the Soviet Union." Rychenkov smiled a rare thing on his hard and angled face as he faced the Shogun. It didn't quite reach his eyes. "Now I understand you have some manner of offer for the Soviet Union."l
“Straight to the business, that’s something I like Rychenkov-san. Thank you for your congratulations, albeit Hayesalians had not posed as big of a problem to the Empire of Greater Nifon as they thought they did.” Replied calmly Maki while keeping the eye contact with the soviet leader. In truth, Kojiro was disgusted by the mere presence of his rival, but was covering it by a stone, unmoving face “I understand how it is, to be governing such a vast state. We are not friends, Rychenkov-san, which is precisely why I am making the offer I am making to you today. The soviet interests are threatened by this Comrade Ryu” Kojiro smiled “You of course are concerned that if the USSR gets itself involved in Europe, other parties in different areas of the world may try to take a bite at the soviet union, weather they be of Muslim, or Chinese nature...”
Here Kojiro laid back a bit:
“The geopolitical situation in Europe is also problematic, Rychenkov-san. Aside from this so called Ryu soviet government has also to contend with his Italian allies and your disobedient East German vassals.” Kojiro paused, looking at Rychenkov. Both leaders understood too well that neither party here cared about any ideology. The only thing that mattered in the world of international relations was national interest - and power “I can offer you a guarantee that the Empire of Greater Nifon will refrain from any involvement in European theater, regardless of on whose side it’s going to involve itself, for the next five years. Likewise, the Empire of Greater Nifon will refrain from supporting any anti-soviet party near soviet borders for the next five years. This will be cemented by an official non-aggression treaty signed for duration of five years, of course.”
Kojiro smiled:
“Granted, I want something in return, of course. While the USSR will be free to do whatever it wants with it’s disobedient vassals, I want the USSR too acknowledge the region of South-Eastern Asia as Nifonese area of interest. Nifonese claim to that area will be recognized, and no soviet involvement will occur in that region. Those are fair terms, I assume?”
"Hanoi might disagree with that as we have a long standing alliance and the have provided us Anchorage. Not to mention that the Indonesians are interested in talking to us. Hanoi is truly my only problem and indeed the only problem really that I can see. They suffered under a red sun do you think a golden one tied to a religion that they associate with poverty for the many and wealth for a few would be any more welcome than the one which oppressed them."
“I am no fool, Rychenkov san.” Kojiro laughed, realizing the situation he was in. In truth, he would have loved to liquidate the communist Vietnam, but the Nifonese Shogun's knowledge of military strategy firmly convinced him that such a choice is now impossible “Many tried conquering Vietnam before, and none of them have succeeded, including the feared mongols. Hanoi holds no interest to the Empire of Greater Nifon provided it does not pose a threat to Huangdom of Manila, which is our strategic partner. We may even make an exception in our treaty for Vietnam’s case and recognize it as Soviet area of influence, provided that Hanoi does not attempt to export the revolution into neighbouring areas..”
“As I understand it the Vietnamese are not interested in the export of revolution. They are most inclined to seem the Khemerists, and Ryu, I do believe you are referring to the French problem. But the Vietnamese are somewhat concerned about the presence of so large a force in the vicinity of their country. So we wont engage in the export of revolution if the Vietnamese don't feel threatened. And I do believe Ryu means Reich if I am not mistaken.
“Oh, it means dragon” Kojiro looked at the man he was negotiating with “So I think we are covered on the East-Asian point. You will also have a guarantee that Nifon will take part in destruction of French weapons of mass destruction, and deliver all sorts of backup in this area. Do we have a deal, Rychenkov-san? We don’t have to make it public, of course...”
“The South pacific, exactly what is your interest precisely. Let's make it clear, the CCCP and the United States of America are interested in a lot of that area. As are the Mcnernians. But the fact is that despite our best efforts things distract us and the current Dragon crisis is going to affect all three of us. The CCCPs policy is similar to the PRCs ironically when dealing with the smaller nations. And some may contact us for development aid. Though we don't wish to export revolution. My main concern is the Soviet Union's territorial integrity as well as the prosperity of its people as well as the prosperity of all those who come to us seeking aid. And as I understand it the small nations don't want to be snapped up and recolonized.” The Mcnernian spoke up, “My Government is supportive gentlemen of an agreement of some manner of action to restore stability to the general situation.” The Foreign Minister of Nifons overtures in regards to the New Caledonia and the French Polynesia was received well in Cathcride, a concern was how this would go over with Moscow, Beijing and Washington. With Moscow the whole issue of New Caledonia as well as the French Polynesia issue seemed fine. Rychenkov spoke, “Well the issue of France’s WMDs how would you go about disposing of them.”
“The interests of the Empire of Greater Nifon within the south pacific are, security of it’s partners in the Philippines, disarmament of any movements” Kojiro hinted at various revolutionary groups “that threaten them, and acquisition of New Caledonia and it’s nickel reserves. The islands of French Polynesia are of lesser value. As for removal of French WMDs, I believe that this is something that our chiefs of general staff ought to debate, though I do believe that the Red Navy ought to cordon the areas Northern Atlantic and Mediterranean and seek to destroy French SSBNs before they leave ports. Their continued existence poses too much threat to be left alone, regardless of the costs. As for the rest of the nuclear component, located at air bases at Luxeuli, Istres and Afrod. Those bases would need to be razed to the ground, possibly with the use of tactical nuclear weapons.”
“Preferably not, we know better than many the problems of Radiation and the use of tactical nuclear weapons will still cause problems. Diplomatically perhaps more than the Radioactive or the other ones. I think that we are done here, the Soviet Attache in Nifon would be a good person for your people to contact, perhaps the SSBNs by now due to Le Dragons rhetoric are slipping port as we speak.”
“I will leave it to the Red Navy’s ASW assets to take care of the SSBN problem. As no Nifonese assets are now in the vicinity in Europe, and will be needed for the assault on France’s overseas territories. So I take it, Rychenkov-san, that we do have an agreement on the most important issues? Let’s conclude our talks, and draft this treaty.” Kojiro concluded his speech.
“We won't get involved where we are not wanted, such as the South pacific. The far south. New Zealand and Australia might also object, let us get our ideas on paper and submit it for ratification.”
Soon after, the triparate treaty was signed, becoming one of first agreements that Nifon had made with a major communist power.

"You certainly did well, Kojiro-sama!" smiled Ryōichi Kenji, the viscount of Nakajima and a senior policy adviser under a long set of locks of black hair falling from the top of his head "By giving off essentially nothing, you have ensured that apart from Vietnam, those disgusting aka will keep away from the zones we are concerned with the most."
"I must say that this is unlike you, Kojiro-kun" came a question from General Yamaguchi Kaien, the current inspector general f the armed forces, as he nonchalantly laid himself on the table in front of which Kojiro's administration was usually meeting "To make deals with the aka. I can understand your reasons, but isn't it a little immoral?"
"Oh, trust me, Kojiro-san has only Nifon's best interests in mind." came a reply from the Baroness of Kariwa. Despite passage of the years and over 40th spring on her neck, Tokugawa Asuka still remained an example of beauty "We have a guaranteed position and free hand to act how we want with France."
"And yet, it seems a little hypocritical..." questioned the Inspector General "do we really need to involve the aka in it? I have already heard that our business partners are concerned about the deal..."
"Of course, Yamaguchi-kun, we need to.." the Nifonese Shogun smiled, while looking at many traditional shoji doors that decorated the Akagi castle, before turning around to face his staff "Do you really believe that I would support the commies in any form? I have signed it because it's not a document; it's Rychenkov's death stentence."
A pregnant pause fell upon the room, to the point that slow dipping of water from rain hitting the roof of Tosa castle could be heard.
"I apologize for bringing most of you up to speed, but the plan was created by me and Asuka-san in a rush citing the crisis. I had not a chance to call forth a cabinet meeting to explain you my intentions with greatest details." he turned into the assembled, sitting down and connecting his hands. Chills went down the spines of those who remembered Maki from his military days, as they remembered the face Kojiro was now making many times - usually before he started slitting throats of his foes "Rychenkov would have never made a move unless I guaranteed him that I won't interfere with his operations. That way, USSR is meant to get itself involved in Europe. Citing length of soviet borders, it's only a matter of time before someone tries to exploit the fact that soviet attention is focused in that particular area. Furthermore, Russians would be forced to fight against both East Germany, Ryu's forces and the Italians; and I highly doubt that West Germany, despite sharing the anti-french side, would be too eager to cooperate with the aka. Citing industrial and population potential of the French, East Germans and Italians I can say that I see that war going for a certain time, all while USSR will suffer due to it's inflexible, state-managed economy straining itself from the war effort."
Kojiro smiled:
"The French will be hit as well. Other nations in communist block will be forced to take a side, therefore dividing our foes and making them kill each other. While they fight, we will wait - watching fire burn across the river - then finish off the weakened victor. Which we can do in a couple of different ways. If Russians win, we can sponsor muslims to stirr problems for them in central Asia. Or if the French win, they will be too weakened to resist another war with a major power, especially that we will call upon our allies that time."
"All while guaranteeing us our sphere of influence in Southern Asia, protecting our holdings in Philippines, and granting us one quarter of the old world's nickel supply that we are going to take from France..." Baroness of Kariwa could not smile at the complexity of Kojiro's plot.
"Precisely..." Maki Kojiro replied "We all know that most of the battles will happen in the rimland. Who controls the rimland, controls the world island. Who controls the world island, controls the old world. We, the Nifonese have been called to be restrainers of the forces of evil. To accomplish our mission, we need to build a geopolitical potential far beyond what our foes can. "
And then Kojiro looked at his staff:
"I will pick the commies apart piece by piece. They will be the architects... of their own destruction."
