The Magdeburg Convention [IC][CCD ONLY]

The German representatives sit at their desks. They arrange the files that contain the Magdeburg convention. They await the arrival of the delegates, and look at surveillance footage from around the area showing security guards and soldiers blockading streets. As the look up, they look at the forty Imperial Guards stationed around the room. They feel safe, although uneasy.

The Royal plane that carried Ambassador Curtis of the Tussian Holy Empire landed.
A convoy awaited them as the stormtroopers follow him in a formation. Two on the rear left, two on the rear right, and one in the back. The convoy reaches the building where the Magdeburg Convention was happening.

Meanwhile, the helicopter (an old Soviet-era one) landed to drop off Ambassador Bean from the Tussian Holy Union. His guards, with exo-skeletons as it is typical for Royal Guards, followed him in a formation similar to Curtis'. They reach the building too.

The representatives were seated on opposite sides of the room to avoid any possible conflict. The Tussian leaders have been rumoured to possibly be coming later in the convention but it is not yet certain.
Have I been here long enough to be considered an NS elder yet or no?
Fairly conservative, Orthodox Catechumen, Tussia does not represent all of my political beliefs.

The 2 excess NKVD guards are stopped at the Doors by Imperial German Guards. As the rest are allowed in, 16 more Imperial Guards enter the upstairs viewing arrangement.

Third Pillar Bocht Pieters’ Helios touches down outside the city, disgorging two reinforced vehicles. His three aides, all high ranking members of the Inner Väl, fidget after the long trip. Pieters himself remains stone faced and cold. The trip into the city takes a very short time and they arrive at the building shortly. The High Duke would be attending via videocall from a portable display Pieters had folded under his arms. The perfectly in sync Art-Org Elite form up around the four diplomats, shielding them as they approach the entrance.
If this nation represents my views I’ll eat my hat.

A large battleship begins to dock, its A battery of 3 guns opening up with blank shots in salute. At its mast flies a strange flag, one that is unknown. Below it is the modern flag of Kafair. It drops anchor and ties off, a group of 10 stepping off. A man, the marks of a general on his arms. This is General al-Tozen, accompanied by a pair of lieutenants and 7 men of the Faceless, dressed in all black, with small face opening sin their balaclavas, black body armor covering it all. The guards all carry assault rifles, with both lieutenants holding shotguns, and Tozen armed with a pair of blades. They walk, making their way to the conference hall.

A weird sound could be heard from outside. Above the building a golden Viking Longboat could be seen making its entrance through a medium blue portal. The longboat made the area a lot brighter, and gave a warm presence.

A minute later, the Longboat seemed to vanish, bringing the light back to normal. The warm presence was still there. A man had appeared in the room wearing an exquisite white and blue suit, and a golden eyepatch on his right eye. He had a golden scimitar with shimmering gemstones hilted on his left. 2 other men appeared on either side of him, holding brilliant glaives.

Count Kharkov and his aids entered the room exuding an aura of repressed rage and anger. He sat down in the far back of the convention hall and set up a small name plate so that he could be identified even if the massive Double Aquila insignia on his dress uniform didn't give it away. His aids, Majors von Kluge and Alexievich were individual experts in the way of warfare they had been sent to defend. KGR Major Alexievich was an expert in the application of White Phosphorus and the mastermind behind the purification of Athens soon to be a Kyavani military district since the natives had been completely wiped out. Major von Kluge commands the 9th Corrosive Artillery detachment and is responsible for more deaths with the orders he gives his men than all the other delegates in the room combined. Count Kharkov is perhaps the worst among them. A ruthless killer, Kharkov earned his title of nobility during the Siege of Isenburg in the 7th civil war. There he served with the 1st Iron Hussars regiment during their mass crucifixion of most of Downtown Isenburg. Kharkov understood the importance of such "crimes" to the Imperial Military and was ready to argue his case against all who tried outlawing his homeland's chosen weaponry...

OOC: first forum post so sorry if I look stupid.

General Paul Rommel arrives in Magdeburg with two Smite soldiers as bodyguards. Albeit overkill it certainly ensures his security and the security of those he wants to be secure. He enters the Conference Hall and takes a seat next to Tussian Ambassador Curtis and receives the documents containing the details of the Convention. “I’d apologize for my late arrival if it was something worth apologizing for. Now, where were we?”

From an Aircraft Carrier docked offshore, a convoy of helicopters surrounding a single Loon took off, flying towards the mainland 2nd Imperial German Reich and the City of Magdeburg. Landing at a designated site, War Ministry guardsmen climb down from their transports and form up to escort the official, dressed in Greater Russian Uniform, to the entrance, where he hands over his identification papers.

"Good day." He says to the door guards. "I am Stepan Prikaschikova, Chief Negotiator of the War Ministry, representing Confederation Government and Russia Major."

He thinks to himself, "Let's get over with this".

As the last expected Representative arrives, they are escorted into the hall. The top floor is now filled with Imperial Guards. They are left to be seated around the room, and the Kaiser beckons to the Chief Negotiator of the War Ministry to sit next to him. The Baron hands the Kaiser a stack of papers, and he moves around the room passing them out and shaking hands. He stops when he gets to the Kyavani reps. He knows of Kyavani history, and the crimes committed by these men. However, he can’t find it in him to blame them, as it had been so common in their nation for long. He hands them a paper and shakes their hands.

As he returns to his seat, he sips from a glass of water.
“refreshments are available if anyone wants anything,” He announces. “Now, to the Convention. We will be going over the sections of the Convention and what they entail, and will take suggestions into account for possible reforms to the document. I thank you all for your participation and hope that the Confederation May achieve a proper set of rules for war.”

he takes another sip.

“Welcome to the first Magdeburg Convention.”

His aides stay a few feet behind him, clearly ill at ease near him. "Ah, Count Kharkov. I was wondering if I might see you here." He states in a grey monotone. He motions to a seat near to Kharkov. "Would you mind terribly if I were to take my seat there? I have a feeling our views on these proceedings may align nicely."

He turns to the strange man next, "Of course, though I'd prefer you only smile if you take genuine pleasure in these proceedings. While Kyavan does use this weaponry, we are not proud of it."

Pieters brushes off the front of his slate gray suit, speaking as he does so. "What pride is there not to be had in enlisting all available means to attain victory? It simply demonstrates the measure of one's own resolve in the matter". He turns away for a moment, distracted by an aide telling him that due to internal complications Grand Duke Hoef-Van Bongo would not be able to make the videocall.

Ambassador Curtis looks around at the fellow representatives. Two of the Storm Troopers, each with a red band representing that they are officers, standing on either side. He gives a nasty look at the Union Ambassador Bean and they exchange a nasty look at each other.
"So, this is the meeting? Are these all of the attendees?" Curtis asks his thick French accent showing.

The Kaiser stands, clearing his throat into a microphone to get attention.

"Now, to discuss the General provisions of the Convention. To start, I ask that every signatory obey and respect the Convention in all cases; for example, a signatory nation will be prohibited from disobeying the Convention even when engaging with a non-signatory state."

He glances down at the paper.

"If armed conflict not of international scale occurs in a signatory state, the state shall be required to enact the following:

1) Soldiers who have laid down arms, or those injured to the point of which they can no longer fight, or any persons not engaging in active hostilities, shall be treated humanely with no discrimination brought about by sex, race, sexual preference, faith, birth, or wealth.

The following prohibitions and restrictions will be required to enact the prior statement:

a) Prohibition of Violence to life and person; particularly mutilation, inhumane treatment, torture, and outright murder.
b) Prohibition of the possession of hostages.
c) violations against personal dignity; prohibits particularly humiliating and/or degrading treatment of prisoners or those not actively engaged in combat.
d) Prohibition of death sentences and executions without prior judgement and assessment by a regulated and professional court of law.

2) The care, collection, and treatment of the ill and wounded.

Impartial International medical services may offer their services to member parties engaged in conflict; It is prohibited to deny an Impartial International Medical Service, such as the Red Cross or the Red Crescent, access to an area consisting of many wounded/ill individuals or suspected area of wounded/ill individuals."

He stops, looking around the room.

We cannot force the whole of the Confederation to sign, so what do we do, should our enemy use these laws, and their lack of requirement to follow them, against us?"
