The Peoples Republic of VolnyogradNations Leader(s)/Government: The Volnyogradan Government is composed of 5 separate District Congresses, each with 15 candidates elected from different sub-states within to represent their constituents. These Congressmen/Women are up for re-election every year, meaning problematic candidates can be removed by the people quickly, based on their performance during their time in office.
The Congressional Districts are overseen by the nations democratically elected President, generally chosen from the congressional pool; His duty is to oversee, supervise, and otherwise maintain the unity and effectiveness of the Congresses. A system of checks and balances between the two means that without the support of both, no law or initiative may be passed and put into effect. Stalemates are to be resolved via popular vote after thorough discussion, over a period of 1 week. The president is subject to re-election every two years, that an ill equipped candidate may be removed by the people. The current president is Grigory Zhukov
If the period of 1 week is not met, then the final branch of the Volnyogradan Government comes into play; The Proletariat Courts, a body of 15 officials chosen from the highest ranks of the judicial system, expected to be unbiased and impartial to favor when their role of resolving disputes is called into play. They are expected to discuss for 3 days the ramifications of said contested law/initiative and determine whether it is in the nations best interest to kill or pass the bill. At the end of this 3 day period, they are expected to have reached a unanimous decision on the bill/initiative and exercise their power to see it is carried out.
THE VOLNYOGRADAN BILL OF RIGHTS
1. It is the right of all Volnyograd's Citizens to voice their opinions of any matter, regardless if they are in public or private. Any attempt to limit, infringe upon, or silence a Citizen will be met with the full extent of the law. Included is the right of all citizens to print, distribute, or otherwise speak in any form of media they so choose. Libel and Slander are not protected by this law, nor are defamatory false remarks that defame ones character. These may be met with Civil and Criminal suits on a case by case basis.
2. It is the right of all Volnyograd's Citizens to vote in free, open, fair elections. It is also the right of all Volnyograds citizens to donate to a political party and/or candidate within a range of 50,000 rubles. All political opinions are welcomed, and discrimination based on this factor shall be met with harsh reprimand and penal measures.
3. It is the right of all Volnyograd's Citizens to own firearms, so long as they are not a former criminal with a violent history and demonstrate reasonable and responsible ownership.
4. It is the right of all citizens of Volnyograd to be defended by a public attorney if brought to trial, and to enjoy a fair and speedy trial by fellow members of the proletariat with a certified judge presiding; all offenders will be presumed innocent until proven guilty by the courts, and offenders shall be forced to pay a bail no more excessive than 10,000 rubles.
5. It is the right of all citizens of Volnyograd to enjoy privacy, free from government surveillance, in their homes and in most public settings, with the exception of festivals, events, and state of emergency.
6. It is the right of all citizens of Volnyograd to exist free from the yoke of slavery, and all peoples within her borders are under the law free men unless they have heinously infringed upon the laws of the land. It is also so that all men should be free to pursue whatever religion they may, and that the state shall hold no bias towards any particular institution of religion within her borders.

Nations Climate/Geography/Fauna: The Nation of Volnyograd is divided into 3 major climate zones as a landlocked country;
In the eastern sector of the country, the landscape is dominated by open, expansive grasslands much like the prairie, home to rich earth and mild weather, rarely dropping below freezing for most of the winter; It see's moderate rainfall, although during the fall the land is prone to flooding due to heavy rains. It is home to roughly 10.3 million citizens of Volnyograd, mostly farmers and ranchers who provide the bulk of the nations food supply. In terms of fauna, it is home to a variety of animals, including a thus far discovered 56 bird species, 5 different large herd mammal species, 6 different solitary herbivore species, 2 species of pack predators and 1 species of solitary predator.
To the north and east lies the swampy, soft terrain at the foot of the nations small mountain range, the Sovenyad Mountains. The terrain here varies from low lying, swampy areas to hills and high peaks, and is home to roughly 7.9 million citizens who mainly take advantage of the mountainous location beyond the bogs to mine its precious deposits of iron and coal. The climate here is much colder than to the south west, and the mountains often catch heavy thunderstorms during the fall and spring. Rainfall varies. The species here are much sparser than the fertile grasslands, and all told it boasts some 16 discovered species thus far in its swamps and on its peaks.
To the southeast lies the metropolitan heart of Volnyograd, a place known as the Suvilov Forest Lands. The terrain varies from flat to hilly here, and boasts dense hardwood forests in area's not cleared along the Krashnikoff River Basin; roughly 17.5 million people live here, divided between four cities along the rivers edge spanning nearly 375 miles. The people here fish the rivers, harvest timber, trade using the river as a highway and take part in industrial output. The fauna is expansive due to the warm summers, cold winters, and bounty of the forests surrounding the city, boasting some 200 indigenous species with others yet undiscovered.

Culture: Volnyograd's culture is one of camaraderie between her citizens, and a friendly air is cultivated in public with handshaking, eye contact, waving, and acknowledging individual's in a polite fashion considered must's to remain in good social graces. They are a politically active and involved people, often discussing the state of the nation and her affairs; they also possess a very connected family structure, with multiple generations often sharing the same house if the room is available. They are a passionate and lively people, who enjoy well seasoned food and alcohol of all variety's; they live the "dance of life" as they call it.
It is considered taboo to interrupt when another is raising a point in a discussion, and it is also considered heinously rude not to get the door for an elderly individual. Women and men are generally considered equal in status in society, with women holding the rights to vote, work, enlist and own property/conduct business dealings.

National History: Volnyograd was founded in 1343 by Ivanoff The Unyielding, during the breaking of the former Constantinian Empire, and through the years it slowly expanded into the neighboring small city states left behind by its former rulers demise. By 1567, after a series of successful wars on her final small neighbors, Volnyograd finally reached her modern borders; a monarchy long established ruled with an iron fist, with serfdom the lifestyle of most of her citizens.
Growing her infrastructure via serf labor, Volnyograd grew stronger and styled itself as something of a power, bullying smaller nearby nations until its near defeat in the coalition war of 1857; Volnyograd forced peace with a daring maneuver to capture the enemy's capitol city, but limped away bloody and beaten with little gained. This began a period of near constant rebellion for the next 20 years until the father of modern Volnyograd, Resnov Paplovich led his peoples army into the capitol and ended the rule of the tyrants. In 1877 The peoples republic of Volnyograd was formed, a daring first venture into a capitalist-socialist state.
Resnov would spend the next fourty years being re-elected by the people, and building up Volnyograd in ways the kings never could have; he built massive foundry's, tripled food production with investment into agriculture, and set up new mines to up the nations mineral production. During this golden period of expansion, the nation flourished as area's neglected saw new wealth flooding in, and a destitute people turned their fortune as one; by the time of his death in 1897, he had fixed the nations deficit and turned a surplus budget for the first time in nearly 100 years.
His successor Grigory Zhukov began building up the Volnyograd military in 1900, instituting tough training, tripling the troops numbers, and commissioning new aircraft and armored vehicles.

Equipment/tactics/etc.: Volnyograd's infantry are deployed at the squad level 12 strong, composed of 7 riflemen armed with the
FEDEROV AVTOMAT
A semi-automatic, 15-round box magazine fed rifle chambered in the 6x55mm standard ammunition. It is capable of firing 100 rounds a minute, and is considered accurate out to 600 yards. The rifle is issued with the 9 inch M2 Field knife/Bayonet which can be attached to the front of the rifle via locking mechanism, a standard cleaning kit/dismantling tool, 6 spare magazines, 400 rounds of ammunition and a leather sling.Each squad also contains 3 light machine guns, variants of the federov rifles, equipped with heavier barrels for sustained fire rather than semi-automatic, it is also issued with 30-round staggered, curved magazines and an optional bipod attachment. The Federov LMG variant is capable of 400 rounds a minute and utilizes the 6.5x55mm round. It is issued with 600 rounds and 6 magazines.
Finally, the last two men are armed with the Beretta M1918 Sub Machine gun, firing the 10x25 mm pistol round standard with Volnyograds armed forces. It is issued with a bayonet, sling, and 10 clips each able to hold 20 rounds. They are issued with 800 cartridges.

Browning Model 1903, issued with a standard cleaning and disassembly kit, one bottle of lubricating oil, 150 rounds and 3 clips.
