To: Strategic Ministry of NationStates (S6), Athretvari

Subject: Turbulent Relations

On behalf of the Nedean Business Tribunal, our Chairman of the Board, Drake Fairtrade formally requests a parley with the esteemed Anra Agājio, Strategosa of Athretvari. His objective is to hopefully calm some of the awkward tensions that have beset our great nationstates. It has been far too long since the last time a Defender and a Chairman got together to discuss the climate of our region and of our relations between our nations. His topics of discussion are as follows...

1. To reach an understanding with the Vari about their advanced technology and bring an end to the sanctions.
2. To discuss the Realms proposal of an International Monetary Fund with the Kredit Union as a major financier.

[i]The Athretvarian Government would like to propose that the Kredit Union expand its mission scope to something like a World Trade Organization where we could work-out some "economic rules of engagement" in the RP. The 'bank' portion of the KU could be maintained as a separate but associated part of the KU, acting as a type of International Monetary Fund and Development Bank. Athretvari would be very interested in joining and working with such organizations, and believe they would serve as perfect avenues for developing systems of trade between our nations.

3. To reup and establish proper treaties and contracts between the Realms and the Syndicate.
4. To discuss a partnership between Argus Organic and the High-Technate scientific community to combat the Loco-Coco Megapest and secure our regions agriculture industry.
5. Most importantly, The Chairman would like to get to know the Vari more personally and hopefully bring an end to some of the terrible racism against your great people by some Nedean Firms and citizens.

The Chairman would be happy to host the Defender in DarkHaven at the Syndicate Spire, however if the Defender would like to host or has a preference in the matter of location, by all means the Chairman is willing to accept any convenient arrangement.

We hope we can bring an end to these anomalies in our relations and work together for a greater Delta.

Subject: Improving and Developing Relations

Peace and prosperity to the esteemed members of the Syndicate Liason Bureau, the Nedean Business Tribunal, Chairman Drake Fairtrade, and to the People of Nedea.

The Strategic Ministry of NationStates confirms receipt of the Bureau’s previous communique, and upon initial examination, the Ministry believes the proposals contained therein are appropriately worthy of address & decision by the Strategosa and her high council. Upon her declared decision, the Ministry will draft an appropriate response in consultation with the Defenderate (the office and secretariat of the Strategosa).

Our government does wholeheartedly agree to the creation of some type of a dedicated ‘Athretvari Nedea Bilateral Forum’ to facilitate communications between our governments. Please let us know if there are any technical details you wish our government to handle. (We are by no means married to the name, and happy to consider another.)


THE ATHRETVARI FOLLOW UP
Strategosa agrees to meet Nedean leadership in DarkHaven

Ars Scientia The Ministry of NationStates quietly issued a public advisory today announcing Strategosa Agājio, Defender of the Realms, has formally accepted an invitation to DarkHaven to meet with the leadership of the Nedean Syndicate.

The news comes as tensions between the second and third largest economic powers on Enkon have increased recently after the Athretvarian Government imposed strict anti-loco coco customs inspections on all Nedean imports. Which were soon followed by what many in the halls of Ars Scientia called “revenge-sanctions” by the Syndicate Liaison Bureau on Ath-Tech AIs.

Anonymous sources in the Ministry and the Defenderate say the Strategosa faced stiff resistance from the High-Admirality, with Admiral Askov Ihval, Governor-General of Philosophia leading opposition to the Defender meeting with Chairman Fairtrade after the recent escalation in tensions, saying the Admiral advocated taking a tough line against the Nedeans. The Strategosa eventually won over enough admirals to end the debate by promising she would be “tough and not yeild an inch, nor betray the interest of the Technate or any of its Realms.”

Exact details of the summit are expected to be announced by the Nedean Government relatively soon. The Ministry refused to provide more information except to say the Strategosa hoped to forge a better, mutually beneficial relationship with the Nedeans.



SUMMIT SCHEDULE

We are pleased to hear the Stratagosa has accepted the offer to parley. As it has been a very long time since the last summit we thought it would be beneficial to update the Defender of her itinerary as some things may have changed. . .

The Strategosa is expected to provide her own transportation from Athretvari to Nedea via air travel. We have opened a landing strip in the Tribunal Private Airport for the Strategosa's jet. From there a vehicle with escort will be provided to ensure the Strategosa's safe travel from the Airport to the Syndicate Spire. Then a Liaison Pass will be provided to the Strategosa free of charge and a lift will be made available for direct travel to the top of the Spire. Once the Strategosa arrives they need only present their pass to Mr. Fairtrade's secretary and they will be given access to the Chairman's office where the Summit shall commence.

The Athretvari government is more than welcome to provide additional protection as they see fit but should they require access to the Syndicate Spire, a fee of K$12,500 shall be applied to provide them with Liaison Passes. It should be noted however that only the Strategosa is invited into Mr. Fairtrades sanctum.

We look forward to your arrival Strategosa.

The anigrav raced upward with frightening speed. After several long minutes it finally peirced above the thick pink layer of smog and clouds blanketing the Nedean capital. Flashes of lightning flickered below Anra and a young woman identified only as Chairman Fairtrade’s Secretary. Anra was certain the woman carried much more responsibilities than her title, apparent age, and disinterested demeanor conveyed.

Dressed in a rather stylish Nedean pantsuit made from a fine, purple St Saratogan wool, and ceaselessly whispering into a tiny commset, the Secretary greeted Anra at the landing site at Tribunal Private Airport and then escorted her to the Syndicate Spire. Anra watched as along the way the young woman commanded great respect.

Anra’s thoughts drifted back to the corpse and the stealth artillery round. Ihval hadn’t been able to definitely identify its makers for her. Or at least he was playing coy about knowing who manufactured it. It wasn’t Vari tech. Though they were close to mass production and distribution to the forces, the Technate’s own stealth artillery was still undergoing testing. She bristled at the thought someone else may have developed the tech. Her research labs had spent fortunes and years studying the technology in the deepest secret. When used, an enemy target had no idea they were under attack until the rounds started hitting them. And like the versions Athretvari was developing, this one was made of superstrong alloy, capable of punching lethal wounds straight through a Skyhammer and her crew with no warning whatsoever. “Pirates!” was Ihval’s last theory. But there was no way they could develop the system themselves. They’ve have needed the help of a major power. But which one?

The anigrav came to a gentle stop. They were high above the clouds now. The lift’s doors opened and the Secretary waved Anra on into a large bright antechamber. “Please make yourselve comfortable, Strategosa Agājio. Chairman Fairtrade will join you shortly. If you require anything at all in the meantime, please just ask one of the service droids.”

Anra said thank you then before walking in, “that is a most fabulous suit you’re wearing.”

The Secretary seemed a bit taken aback by the compliment. She had reserved their conversations to small pleasantries in order to avoid any misunderstandings with the Vari monarch. The Secretary smiled, “Why thank you, Strategosa. And may I say, I love your dress! It’s like liquid silv—er.” She suddenly realized the Strategosa was wearing a tight bodysuit beneath the dress. A Shiga-nanowire suit!

Anra saw the realization race across the Secretary’s eyes before the young woman quickly tried regaining her composure. She looked at the Nedean and said, “You understand I am the leader of more than 15 billion people, and here alone in this place. Obviously I came protected.” The Secretary didn’t seem quite convinced. “Don’t worry. He’ll be safe as long as I am. Now, tell your Chairman I’m here.”

The water cooler was always busted on the 89th floor of the Spire and today was no different. Drake Fairtrade was on his normal route for the after noon when he stopped to get a cup of "water" from the defective machine and all it gave him was wet pants.

Great! he thought to himself. This is just what he needed before the big meeting with the Athretvari Monarch. He had been planning this meeting for months now and a "water" stain was not going to get the best of him today.

"Anastasia! I need some new pants right now!" He screamed into his wrist com at his now confused secretary.

"Uh, well, certainly I can do that for you sir but your spare pants are in your office." She said.

"So? What's the problem with that?" Drake asked.

"Well, The Stratagosa is already in there waiting for your arrival." She told.

Drake stood quiet for a second. Really? On the day of one of the most important diplomatic summits of his career he was going to mess it up this early. No way was he going to see the Stratagosa with wet pants or walk in to grab fresh ones while she's in there.

"Sir?" Anastasia inquired. "Would you like me to check the dry cleaning? Maybe a pair got left in there."

"Yea, I'll be up there shortly." Drake said, now frantic about this whole situation. The Stratagosa has been waiting nearly 5 minutes now!




One trip up the lift later Drake sees Anastasia at his office door.

"Quickly sir!" She said, gesturing to the fresh pants and the men's restroom. "I found these in your dry cleaning, though I can't guarantee how long they've been in there."

"Doesn't matter! Thank you Anastasia." Drake was relieved. He quickly ran to the men's room, changed his pants and ran towards his door. He flung his old pants at Anastasia, took a deep breath and walked into his own office.




There he saw her, a striking Vari woman with all the ostentatious regalia one would expect. He had seen her image before but to see her in real life?

Drake kept his composure. "Ah, Strategosa Agājio, I'm so glad you could make it. I hope your trip was a safe one!" He was grinning now.

He shut the door just as he saw his secretary shake her head and shoot him a dirty look.

Anra’s hologram flickered across the guestbot’s faceplate as she/it watched the projection of the Naval-Expeditionary Corps tactical team members spring into action from their positions around the poachers encampment deep in the central jungle of the northern continent.

As the team breached the camp’s electronic fence, they raced in blasting, or cutting with vibroswords, their way through set after set of surprised guards. A squadron of Naval-Air Corps A-1K/N Attack Skyhammers swarmed in from the south and northeast, raining molten-hot railgun fire on the illegal offworlders-site’s automated anti-air and ground-intruder defenses. They encountered little resistance, the poachers lightly armed and ill prepared for a surprise visit of Athretvari’s deadliest.

In the end, the tactical team had lost none of their own, but had killed 17 offworlders. Only 9 of the poachers lived, all except three needing urgent medical care.

“Hundreds of Hrakni limbs and husks. Looks like they’ve been poaching for a good season or two and were waiting for a pickup. There are also a few hundred rounds of standard-300 railpistol ammo, and about 25 kilos of explosive plastique. No stealth rounds, or anything that could possibly fire them. And no Dr. Somta.”

“Thank you, Major Nihkosz.” Anra’s guestbot turned to the ops center chief, “Keep looking. Find Dr. Somta and whoever shot his skyhammer out of the air, chief. Pronto.”

“Aye, Strategosa.” Nihkosz said as the guestbot went blank.

Anra blinked to see Chairman Fairtrade enter. He asked about her journey and begin to approach after a quick scan and seemingly applying some last minute adjustments and hand-ironing to his trousers. He had a joyful smile, was of medium height and fit, sported short wild locks of pitch black hair with hints of a noble gray, and had what Athretvars called a “fierce set of eyes.” Anra thought him handsome, for a non-Vari.

“It was safe, Chairman. Thank you. And thank you for the incredible hospitality you and your people have offered us since our arrival. I pray you forgive how long it has taken for this face-to-face to occur. I have longed to see DarkHaven in person and to meet you, but domestic issues have continued to draw upon my attentions. Do forgive me.

“Of course, I had wished our first meeting would have been under better circumstances and improving relations between our great nationstates. But I suppose at times we are the ones called upon to bring forth better circumstances for ourselves.”

Anra looked away from Drake toward the towers of the Nedean capital, “Counter to its reputation, DarkHaven is quite a beautiful city.” She turned back to Drake, “Our nations must find common ground, understanding, and trust. It is true, we have been adversies in the past. But we must work together now to revitalize this planet.

“The fall of the Moarfallian empire pained me greatly. And not solely because its collapse unleashed hordes of pirates within raiding distance of Athretvari’s eastern waters, but because they were a truly great nationstate. We cannot allow such a trajedy to occur again.

She held out her hands to Drake, “So, shall we bring forth better circumstances, Chairman?”

Drake looked at Anra, maybe Blue is Beautiful as the Vari say. He went to approach her open hands.

"I agree completely Strategosa, and please, just call me Drake. Chairman is what I make the M8 call me." He went to shake her hand or whatever this Vari custom was with two hands outstretched. "I think we certainly can bring be-"

PRIMARY ALERT FOR THE CHAIRMAN OF NEDEA FROM SYCON!

"What the? Really! is this the best time for this!" Drake thought to himself. He looked to the viewscreen with that text flashing. This could be a really important message if it's from SYCON but it would be rude to shut this meeting down just as it's getting started. "Hmm, perhaps if I take this message here, it will be a show of trust to the Strategosa." Drake thought for another half second. "Well, Nedea wasn't built by those who played it safe. I just hope this isn't going to ruin it." He looked back to Anra, smiled and then back to the screen.

"Computer, relay message!"

CONFIRMED MY CHAIRMAN!

The screen changed and Jenni Helix's voice came on.
My chairman, our agents have just confirmed the return of the Moarfallian Government in exile. They have already taken the capital back and we should expect a message from them shortly. That is all.

The screen flicked back to the Nedean Business Tribunal logo. "Moarfall is back? This is excellent news!" Thought the Chairman. He turned his attention to the surprised Vari woman.

"Well, Strategosa, it would seem our Moarfallian friends have returned! This means great news for the Echelon and the world at large. I guess we can check that one off the box huh?"

The Chairman saddled himself into the adjacent couch. "I suppose we can get to the real nitty gritty now." He checked his initiatory. "Looks like our goals were to find a way to end the embargo, discuss some sort of money fund for Delta, renew our contracts and treaties and tackle this Loco-Coco epidemic." He glanced up to the Strategosa. "And most importantly, I want to get to know the Vari more personally and end all this silly prejudice that's plaguing my nation. Of course, if you wish to discuss anything you have on your mind we certainly can." He reached up his hands in a similar fashion to her. "So Strategosa, where shall we begin?"

“Well, that is truly excellent news about our Moarfallian friends. There were growing voices of concern in Ars Scientia over the situation to Athretvari’s east since the central government in Acheron went silent. Piracy in our eastern waters has spiked in the time since, and we were preparing to take corrective actions to reestablish freedom of navigation. I’m happy that likely won’t be needed now.

“I’m sure you’ve also already heard about the reemergence of our Ivstinian friends.

“We are eager to see them both reclaim their rightful places among the great nationstates of this world.”

The Strategosa stiffened in her seat.

“We are still uncertain as to the exact issues with respect to Athretvari’s AI technology that your government find so problematic as disrupt the development of mutually beneficial trade relations via the imposition of an embargo. I believe the embargo against Athretvarian technology is unjustified without further clarification from your government of what exactly is at issue and how we can best address your concerns. If the question is an issue of data privacy, I am willing to authorise my government to negotiate with yours appropriately secure methods of data transfer and storage. For example, storing all Nedean user data in Nedea, and anonymous-encryption of data requests, uploads and downloads to and from Athretvarian servers, etc.

“If the concern is espionage, well, all I can say is that Athretvari has a strong tradition of the rule of law, and high safety and anti-corruption standards, as well as numerous legal and regulatory ‘firewalls’ between our commercial and intelligence activities.

“It would be dishonest of me to say we do not conduct intelligence operations around the world, including in Nedea, but they are no more nefarious in nature than those we expect any other nation, such as Nedea, to be conducting within the Realms. Our intelligence services can access our technology, but only through legal channels and only for authorized purposes.

“Now, while I wouldn’t necessarily mind seeing you, your staff, or board members sport AthTec AiPhones, I wouldn’t necessarily advise it for logical reasons. But that doesn’t mean your general population can’t enjoy the many wonders of Athretvarian technology,” Anra finally broke a smile.

“As far as our sentinet AI-citizens. They account for only approximately 1% of Athretvari’s population, and don’t often travel outside of the Realms, but when they do it is of paramount importance to us that they be treated with the respect and dignity that would be afforded any living person. Many are in fact Trans-AI, the digitized consciousness of important individuals that continue to live on after organic death through these AI. They are highly valued members of Athretvarian society.

“So you see why I must insist some solution be worked out to this embargo situation before we can discuss any advancement of normal trade or the Kredit Union. The embargo not only disrupts our trade, it also threatens a part of our population directly, and is beginning to cause anti-Nedean sentiments to rise just as we are trying to forge closer relations.

“Regarding our Coco Locos friends. They have turned out to be much more resilient to our eradication efforts than was first expected. Initial efforts utilizing intrusive customs inspections, quarantines, and even incineration of anything entering Athretvari that was remotely suspected of being infected were successful at holding off the pest for only a short period of time. Reports soon began emerging from a number of agricultural regions throughout the Realms of swarms of flying Locos devouring and destroying all manner of crops. It was then that I ordered our scientists to begin working on a biogenic solution.

“A wrinkle developed a few months after the start of the infestation, however. Since invading Athretvari, the pest has mutated into two new subspecies much better adapted to the Realms’ tropical climate and many flood-lowlands and marshes. We now not only have to contend with the original strain, but also with fresh and brine water-born strains of the insect. Unlike the original form, these new strains lay their eggs on the stalks of Athretvarian marsh grasses and other aquatic plants found in and around lakes and estuaries. Their larva are more destructive than the adults, eating all vegetation and other insect larva and unhatched fish eggs they happen upon. We even have a few reports of deadly ‘loco larval blooms’ in a number of our smaller lakes that are so dense they kill off all other life. All. The larva feast on the dead remains, then explode into thick clouds of hungry flying adults, all in a matter of a few days. The results have been, well, devastating to Athretvari’s agricultural and aquacultural industries. It is also further threatening to severly affect tourism and our overall economy.

“However, just recently, a small, local university laboratory in Sziul happened upon this,” Anra removed a dull silver ring from a finger on her left hand and placed it on a large table. She waved her right hand over the ring and whispered slowly Opus Ex Pestilum Loco. A hologram of a dense cluster of molecules appeared floating above the ring. Long streams of information in Commontongue began to scroll-up beneath the cluster. “It’s an enzyme found in the venom of red river-spiders, a species quite common throughout Enkon, including Nedea according to our databases. Initial tests have shown it to be a highly effective and deadly neurotoxin to adult locos, and also just so happens to disrupt the growth cycle of their eggs and larva, and leaving them highly vulnerable to white mold, also a common species found across Enkon. The mold kills them in about 5 to 7 days.”

Anra waved her right hand through the hologram and whispered, “Close sesame.” The hologram of the molecules and the streaming data vanished. She pushed the ring toward Drake, “For you. All the data we have on the three species of Locos we know of, as well as all the data we have on the red river-spider venom enzyme. I have authorised my scientists to work with yours on further research and development. Much more testing is required before we can be sure it is safe to use without ... unintended consequences. I am hoping your government agrees to work with us, but even if not, please accept this as a token of our friendship to your people.” She quickly ran through the simple hand gestures to activate the hologram and data stream, download the information, and deactivate the ring.

Drake took the device in his hands and after fumbling for a bit got it to work with a little extra help from Anra. He then pocketed it.

"Thank you. Very fascinating technology. The Vari are such an enigmatic and purposeful people." He smiled.

"You know, I think you're absolutely right Stratagosa! This embargo is silly and unwarranted. But you see, after SYCON delivered that report about possible espionage software in Vari devices, I was duty bound to bring it before the M8. When they read it there was a discussion on what to do and in the report our Proxy recommended an embargo and seizure of Vari technology. The vote was passed 4 to 2 with 2 abstains. I sent the order to the Envoy and here we are. Now, between you and me I think the report is just a tactic by our wonderful Proxy just to stir up the M8 and make them more vulnerable to her own spying. She's a true patriot in her heart but she takes a lot of pleasure in the clandestine if you know what I mean." He winked.

"I trust you when you say there are all these firewalls, standards, and laws but there are many Nedeans who are just suspicious of the Vari. Like I said, enigmatic is a good way to put it and if there is one thing a Nedean dislikes more than anything, it's uncertainty. Though our thriving Gambling Industry would tell you there's a certain masochism that's irresistible. So I would ask you please forgive some of my more biased folk and hopefully after all this is said and done we can have a thriving and tolerant relationship with eachother."

"As for the embargo, I can get it lifted I'm sure. A few of the M8 owe me a favor but I need to show the more apprehensive members that the Vari can be trusted. I like your idea of having Nedean data stored in a datacenter here in Nedea and data robust data encryption. I think the ability to audit such a datacenter on a surprise schedule would really make them feel better. And finally, how about a clause that says something like, your intelligence can only access Nedean Data with SYCON's approval and the data accessed is shared with both parties."

"With that kind of contract in hand I'm certain I can get the embargo lifted and we can have our governments begin working on a proper data solution. Of course, we will still want to negotiate proper treaties between us but we can get to that momentarily. I'm just happy to get the new AiBox for my nephews birthday."

Drake relaxed himself a little more and looked at the painting of the Argus Building on his wall with all the other corps.

"Concerning those Loco Coco pests, Argus has been breathing down my neck to negotiate a solution with the science community. The coffee shortage has been a real pain and the increased costs for importing are starting to impact the working class Nedean. I'll be honest with you, I'm not much of a science guy myself. If you want to talk anthropology and archaeology I'm your guy. So if you believe there is a solution here using spiders, I can direct liaisons from Corporeal and Argus to communicate with your governments science arm to rectify this problem. I'll have my secretary give you a data pad on all the info we have on the Loco-Coco and the KX-21 compound AKA Pesto-Destructo. I know this isn't the first time Nedean genetic engineering has created something terrible so I appreciate the help offered by you and your nation."

Anra stared in silence at Drake Fairtrade for what must have seemed like weeks or even months to the Nedean Chairman. At one point she was certain he had fallen to sleep sitting awaiting her response as he slowly slumped in his seat, and his eyes shuttered closed for ever the slightest moment. Suddenly, he gave out what sounded like a short snore-like snort, just loud enough to jolt his eyes open and him back upright in his chair. At other times she swore he was on the verge of wetting or soiling his pants and chair as he seemed to do a type of sitting pee-pee (or poo-poo ?) dance, adjusting his butt from one side of his seat-cushion to the other. Or had his butt-cheeks and legs simply “fallen asleep,” and he needed to supply them with a bit of freshly oxygenated blood, or were they in need of some movement to relieve him of a spot of restless-leg syndrome? She wasn’t sure. Either way, the dances lasted only the briefest of moments as he demonstrated incredible will-power over his body. It wasn’t as if her own personal needs hadn’t arose during the time, but she wasn’t one to run from a contest, and focused her mental energies to insure she wouldn’t be the first to ask for a bathroom break.

Occassionally a knock on a door by an aide checking in to insure they were still alive would interupt a long, long, long staring contest between the two leaders. Anra rejoiced that she won nearly all the “no blinking” contests, but dissappointed the Chairman won all the “no smiling” contests.

After Drake let out what Anra hoped was a little burp and failed to excuse himself, she was certain he had all but forgotten she even there.

Finally she said, “Agreed! I must admit, that your proposal goes a bit beyond what I initially had in mind.” She stopped herself and then said, “We can let our ministers hash-out the details, in a better format. If you don’t object, I’ll have my government establish a type of “Permanent Bilateral Working Forum” (NS thread) to facilitate direct communications, cooperation, and work on mutually beneficial projects or actions between our governments.”

She rose from her seat and let out an long quiet sigh of relief as she stretched her legs. Her balanced seemed off as if she forgotten how to stand upright on her two legs. Her own butt-cheeks ached with flashes of “pins-and-needles” and she resisted with all her might an almost overridding instinct to reach back with both hands and massage them back to life right in front of the Nedean leader. Luckly, her will-power won and instead she simply lifted her hand in a type of V with her thumb extended out and said, “Peace and prosperity, Chairman Fairtrade, I must thank you sincerely for your incredible patience and hospitality. While, I’m sure I’m not the only one of us that would love to sit here all — day, we both must have other work to attend to. At least, I hope I’m still Strategosa and have other work to do.” She smiled, “That last part was a joke. I’m pretty sure I’m still Strategosa.”

She watched as Drake performed a similar miracle and danced off the pain in his own butt. He went to say something but Anra nearly shouted as she thought she felt her bladder about to explode, “I’m not one for long good-byes, Chairman. And I know your citizens would like their beautiful cityscape back. So, I will relieve you of needing to host us any longer. Good day!” She barely got out the last word before running out the room.

The governments of Nedea and Athretvari have agreed to convert and maintain this thread as a permanent bilateral channel for communication.

Both governments have also agreed to an informal communicational format, and to prioritize discussion of subject matter over RP narrative.

Secondly, let me apologize again for the weird abruptness of how I ended the meeting between Anra and Drake. Not sure of my headspace when I was writing that.

Now, back to business.

The Realms government has successfully negotiated and is in process of writing up the ratification of a treaty between Athretvari and Croxoco that establishes diplomatic relations and commitment to free up trade barriers, among some other basics. I don’t want you to think I’ve forgotten about working on improving our relations.

To recap (the 4 essential goals of the summit):

  1. ”To reach an understanding wrt Vari advanced technology and in so doing also end sanctions against said tech in Nedea.”
    1. So, while we did agree to some solution during the summit, I don’t think it really addressed all the issues in question, or addressed them well at least. There were really two major issues: Nedean concerns over data security and sanctions against Vari tech, specifically AIs, including AI citizens of the Realms.
    2. We feel a simpler, more market oriented approach would more directly address the first issue to both our satifications, and better help achieve resolution of the second. We’re thinking licensing. If our governments can agree to a Bilateral IP Protection & Domestic Production Rights Agreement (BIPP&DPRA) or something similar, Vari IP, including tech IP, can be transferred, and then manufactured, programmed, serviced and operated all from Nedea and by Nedean companies.
    3. As to a BIPP&DPRA, we can negotiate exact terms in the future, but in essence the Realms could agree to one that:
      1. restricts all manufacturing and initial sales rights of Vari IP to Nedeans within Nedea that also hold a valid Vari IP license for the Vari IP being manufactured and sold.
      2. restricts further sales, resales, trades or other types of transfer of Vari IP to Nedeans within Nedea.
      3. restricts sale, trade, or other type of transfer of a Vari IP license from one license holder to another without explicit (RP) permission, granted in writing, by the Vari IP license issuer, and an explicit (RP) approval of the license transfer, granted in writing, by the Realms government or authorized agent.
      4. stipulates that AthTech, or whichever other authorized Vari corporation or agent that licenses out Vari IP, will receive an agreed licensing fee per amount manufactured and sold of that Vari IP in Nedea per RP year, and that the exact details of each license agreement, including payment arrangements, shall be negotiated.
      5. stipulates that the Nedean holder of a Vari IP license has a right to claim the ability to domestically manufacture Vari IP at the negotiated Scientific Advancement (tech level) agreed to and permitted by the license, and that the Government of Athretvari shall confirm that claim of ability.
      6. stipulates that Vari IP licenses may be suspended or cancelled by the license issuers, and that sanctions, including fines and penalties may be imposed by the Government of Athretvari for violations of the terms of the licenses or failure to enforce the BIPP&DPRA, in part or whole, within Nedea.
      7. stipulates, as an OOC clause, that any violation of the BIPP&DPRA or of a Vari IP license must be RPed, even if the violation occurs in secret.
    4. As far as the second issue, specifically concerning AI citizens of the Realms, please see 3a, below.
  2. ”To discuss the Realms proposal of an Enkonian International Monetary Fund with the Kredit Union as a major financier and/or facilitator thereof.”
    1. We never really touched on this, but our primary idea was to create an open joint fund, capitalized by donations from the Realms, Nedea and/or the Kredit Union, and other nationstates that wish to participate.
    2. We envision the Kredit Union Bank serving as holder, administrator, and insurer of the Fund account, for an (hopefully, charitably discounted) administrative fee. Failing this, we envision a “special bank” can be jointly established to service the Fund.
    3. We envision the Fund supporting and encouraging small and mid-sized nationstates to participate and compete in the Enkonian global market through issuance of favorable-rate loans, conditioned grants, and strategic investments targeted to strengthening the recipient’s economic conditions. (A proper rewording of this could serve as the Fund’s mission statement.)
    4. We envision decisions concerning operations, selection of and negotiations with Fund recipients, disbursements, and other aspects of the Fund being decided by the Fund’s donors in proportion to their overall donations to the Fund, with successful decisions being those agreed to by a majority of the Fund donors that also represent at least 75% of the Fund’s donated capital.
    5. It is our assumption that any participation of the KU and/or the KU Bank would require a decision by the Echelon of the KU, and so are not necessarily expecting a definitive answer to this particular proposal at the moment, except perhaps your government’s opinion on the idea.
    6. Of course, all the above and any other details to be negotiated.
  3. ”To reup bilateral relations and establish proper treaties and contracts between the Realms and the Syndicate.”
    1. The Realms government is prepared to sign a Liaison contract inline with Syndicate Liaison Contract: Alseheia #1, including a few necessary and desired revisions and amendments, such as nondiscrimination and exemption of Vari citizens from any sanctions based solely on the fact they are AI or of the Realms, or both.
    2. The Realms government is also prepared to sign an additional contract, or amendment(s) to the above mentioned contract, that includes a simultaneous bilateral adoption of hybrid currencies by both Nedea and the Realms on a one-to-one parity between the Nedean issued Kredit and the Realms Athcoin (aka Жopernik).
    3. The Realms government would then humbly request that the Government of Nedea agree to assist in moving the Kredit Union as a whole, or each of its members individually, to a similar simultaenous adoption of hybrid currencies contract, or equivalent, with Athretvari, and on like terms.
    4. The Realms government seeking to better economic relations between the Realms and Nedea & its allies would also humbly ask the Government of Nedea agree to assist in moving the Kredit Union to admit Athretvari as an Observer-state thereto. We would hope such status will confer upon Athretvari the extension of invitations by the members of the KU to participate in particular KU discussions and policy debates that may be of mutual interest to the Realms and the KU, while not offering the Realms voting rights in the KU. We’d also ask that if the Realms is granted Observer-state status within the KU, that Athretvari also be invited to participate in any special or sub-forum/committee organized by the KU where, based on the forum, its participants, or the subject matter to be discussed or debated it is concluded by the KU that the special or sub-forum/committee being organized is of mutual interest to the government of the Realms, and/or where the participation of the Realms is similarly concluded to be mutually beneficial to the participants, including Athretvari.
  4. ”To establish a partnership between Argus Organic and the Realms scientific community to combat the Loco-Coco and improve Enkonian agriculture industry.”
    1. We hope the solution offered by the Strategosa during the summit was successful and has had a positive impact on Nedea’s efforts to combat the Loco-Coco megapest menace as it has in the Realms.
    2. We still welcome a partnership involving Argus Organic, though we consider this a lower-end priority when compared to the other issues. And think it may fit into the IP framework.
