The Island nation of Cerinda has been ruled by the Communist Party since 1976 after a military coup toppled the oppressive Monarchy and placed them into power. Since then Cerinda's only allies has been with the Eastern Bloc with the majority of its Military being outdated by modern standards; however after the collapse of the Soviet Union and sanctions by the west, the government has been seeking new allies to trade and create alliances with.
That's why with the International Socialist Congress (ISC), it sees new opportunities to modernise its almost crumbling military against an increasing dissident population but too also help with Cerinda's nearly stagnant economy. Andrei Kamriov also seeks new allies in help spreading the Socialist Revolution elsewhere which he pledged to be Cerinda's new foreign policy, although since he took office 14 years ago, there have been none.
Andrei Kamriov hopes to attain friendly relations with the other nation in the ISC, he has already obtained diplomatic relations with the Communist Party sending one its youngest members as its representative to the Congress as well as sending five million dollars to the organisation, this also combined with the over two thousand volunteers of the People's Militia to the International Socialist Volunteer Corps (ISVC) which Andrei hopes would have bettered the ISC's views on Cerinda and the ideology of the ruling Communist Party.
