      The international summit will start in Munich in three days. Several high-ranking guests are expected. About 4400 police officers from all over the country will be on duty. There are road closures, demos and restrictions for the citizens - her is an overview:

      The international summit will take place in three days at the Hotel Bayerischer Hof. For the residents and visitors of the state capital, this means a state of emergency again, because of increased security measures, stopping, road closures and traffic obstructions when the guests are transported. The Police Headquarters Munich will be in action with a total of 4,400 police officers from all over Bavaria and Germany. All in all, several heads of state and government, foreign and defense ministers are expected, including German PM Frank Barkly. Several big European country's and Pavloskiche President Putin and the head of state of Hammerland have also been announced as well as the head of the People's Republic of Salamut.

      In addition, many foreign and defense ministers have confirmed their participation. The German Federal Government will also be represented with Deputy Chancellor and Finance Minister, Minister of Health and the Federal Minister of Food and Agriculture. Likewise, more than 45 members of parliament from all political groups will attend the conference. The main topic is the tension between Algiers and Atlantic conglomerate and the handling of increasing terrorism in Europe. Certainly also an issue will be the termination of the ATS and the profiling economic crisis.

      A general order was issued by the City of Munich, which orders a security area around the hotel "Bayerischer Hof" on the January 23, 1999, 06:00 o'clock until the end of the summit. During this period, only specially authorized persons or persons with a legitimate interest will have access to this area. There is an absolute no-hold zone in the security zone. Even outside of these, there may be temporary stops to stop, such. on the announced demonstration routes (see below). Illegally parked vehicles will then towed consistently according to police. The opening rally will take place at 13:00 on Karlsplatz. Then it comes in the time of 14:00 to 15:00 clock to a demonstration. The final event is registered at Marienplatz from 15:00 to 17:00. In addition, the organizers intend to carry a human chain with about 600 participants through the Munich pedestrian zone from Karlsplatz to Marienplatz.

Following recent events, an adequate response is required. The following actions will be taken in order to insure the security of the Union:
  • A complete focus on CAS research. 90% of land vehicle and weapon funding will now be diverted to researching the next generation of CAS aircraft. A lease from France will be taken in order to keep our land technology at the newest possible state.
  • Increased border security with Balaton. Illegal migrants should be caught before they enter, in order to keep our citizens safe and financially secure.
  • A new task force meant to investigate and catch outside interference with our political system will be created.
  • Several new security regulations for businesses and corporations involved in large transactions will be put in place. They will be funded by the government, as a means to keep both citizens and capital safe.

Government Dispatch

The state department would like to inform the general populace of a minor reorganization occurring within the Hammerfesting government. With a unanimous decision from the Supreme Council, the distribution of power, as defined in the 1873 constitution, have been reallocated to better encourage the ideals of liberty and freedom in our nation. The Supreme Council will now serve as an advisory council to the National People's Congress, and will have the option to veto laws they deem counterintuitive to the general welfare of the people by no less than a 3/5 vote. The National People's Congress will now serve as the nations main legislative organ, while the Supreme Worker's Council will continue to be the nation's executive branch.

Additionally, NPC votes are now open to the general public. Congressional leaders will now each serve 4 year terms, with unlimited term limits, but being unable to elected more than 3 times in a row. While the changes may seem shocking, the State Department ensures that the general lives of each citizen will not be disrupted. A temporary Committee of Constitutional Democratization will be assigned to the task of gradually increasing the political liberties of the Hammerfesting citizens.

Another Triumph for The Eternal Republic

The liberation of the Ghabari people has come to fruition and once again, Yahel has proven its self as the great liberator of the Arab world. The war was a decisive one, fought by the brave men of the Republic and allied forces. The tyrannical regime of the corporate mongrels has been toppled in favour of socialist ideals. It has often been commented that creating laws for something as inherently lawless as war seems like a lesson in absurdity. But based on the adherence to what has amounted to customary international law by warring parties through the ages, it has been felt that codifying laws of war would be beneficial.

It is my opinion that the underlying principles fro the laws of war should be the following:
Wars should be limited to achieving the political goals that started the war and should not include unnecessary destruction.

Wars should be brought to an end as quickly as possible.

People and property that do not contribute to the war effort should be protected against unnecessary destruction and hardship.

To this end, laws of war should be intended to mitigate the hardships of war by:

Protecting both combatants and non-combatants from unnecessary suffering.

Safeguarding certain fundamental human rights of persons who fall into the hands of the enemy, particularly prisoners of war, the wounded and sick, children, and civilians.

Facilitating the restoration of peace.

The Admiral has stated that he feels that the APSIA's current Laws of War create undo hardship by often dragging out conflicts by banning certain tactics and methods of war with blanket laws that take no consideration to the circumstances of the battle or conditions of a war, in particular the current laws have given far too great an advantage to non-uniformed combatants that conduct asymmetrical warfare in urban combat areas leading to the current situation in Europe.

      President Weyn: The Hero America Needs?
      President Guska Weyn was sworn in earlier this month, and is aiming high with the various reforms that he aims to exact upon the Federation. Moreover, his ambitious but well thought out healthcare scheme, "Labouraid", seeks to ensure that the Federation's workers acquire the treatment they deserve.

      While Weyn's victory against his rival, Jonathan Espiga, was narrow, public approval for President Weyn is fervent and many are claiming that Weyn will be the President that lifts the Federation out of it's troubled past and into the modern era, and creating a nation that can compete with it's global rivals on more than just a military perspective.

      Weyn's inaugural speech detailed his passion for the people and land of the Federation, cementing his desire to be a true leader for our nation.
      It matters little if a citizen is a city slicker in Seattle, or a fisherman from Mérida, we are all bound by this Federation and the connectivity of our hearts and the soil we stand on. It is our obligation to improve this odd union, for the betterment of ourselves and the ideals that we all share. ... Conservative, liberal, communist, anarchist, whatever, we're all in this together, so we must make it count.


      Such brilliant oration has secured the President a large deal of popularity, even considering his relatively short public relevancy. A feat like this should not be understated.

      Weyn has spoken to the Daily Journal and claims his agenda for when Congress meets for the first time, in over a century, next month will be to push forward worker's rights reforms as well as healthcare bills. Primarily, the President aims to have some semblance of worker's healthcare approved by the new millennium.

Arguably, the most outspoken, controversial and prominent figure to attend the conference was the Prime Minister of the Netherlands, Sjors Van Esch, whose party gained an unchallengable majority in the Dutch parliament following a snap election held in light of nation-wide unrest, a former principal at AQR Capital Management LLC who allegedly mastered statistical arbitrage and was quick to identify macroeconomic trends and how they affected equity and fixed-income markets. I think that we will also see a combination of both fiscal and monetary policy, although, given the Prime Minister's political affiliation, it is likely that he favors the former. All is not good, but it could be worse, I say.

      European defence and the EC Army model

      Today it is clear that a robust European Common Security and Defence Policy (CSDP) is a must, and the time to enhance it has come, stated the German PM Frank Barkley. The European project, which has been built over the last decades, is at risk. In addition to difficulties, profound geopolitical changes, various armed conflicts and, above all, a new wave of jihadist terrorism are good examples of the scale and complexity of the security context. Those challenges affect every European country without distinction. And no country, however powerful it may be, can afford to face the dangers that emanate from a world in deep transformation. This fact implies that multinational cooperation is mandatory.

      The question that arises from this statement is this: How can we improve European military instruments? The EC Army is a good model to achieve this goal. Currently, the EC Army is a framework nations – Germany, Atlantic Conglomerate, Rhone Republic, Netherland, and Alicia, which share the same prerogatives, responsibilities, and duties – make all decisions by consensus. "I think that Europe of defense is important for all Europeans," says Corporal Erich Hermann, "we need to be prepared ... and all together". Master Corporal Julian Hendrick, a mechanic who is a troublesome mechanic, admits that he has to know how to "combine several ways of seeing things, different ways of doing things, different rules and what we have to try to do with" when we integrate EC Army.

      In accordance with Article 8 of the aforementioned EC Treaty, the Member States of the Community of European Nations undertake to protect each other against any foreign military aggression. With this intention in mind, and after a unanimous decision will be reached within the Council, the common defense will be ensured at the continental level by the General Community Staff (GCS), acting as coordinator, and at the regional level by the Community Headquarters for Northern Europe (CHNE) and the Mediterranean Community Staff (MCS). The General Community Headquarters will be based in the Netherlands. The two regional headquarters (Northern Europe and Mediterranean) are located respectively in Germany and Alicia. They aim to coordinate continental defense from these strategic poles and to strengthen military cooperation, through joint maneuvers, exchanges among each others.

      From strategic and operational perspectives, this is a very positive situation for the CSDP, for several reasons. Among others, the force generation process is easier as personnel requirements are less urgent. And by the same token, with a core team used to working together, planning activities are simpler. In short, the current political development of the European defense leads us to consider that the coming EC can and will play an avant-garde role in military cooperation processes. Because of its characteristics and operational capabilities, EC Army will be in an unequalled position to act to the benefit of the EC.

    Bulls Rush Into France With US$35.103 Billion Surge After Dutch Bear Hug, FTSE 100 Sees 1.46% Rise Following EC Victories In Algiers, Dax Performance Index Hits US$5,100 In Light Of Algiers Campaign, Hang Seng Drops to US$1,049.18 As Rebellion Emerges In Wei; Market Wrap

    The last seven days have been quite eventful for North Africa and Europe, with the European Community launching a full-scale offensive on the Kingdom of Algiers merely hours after the 1999 Munich European Community Summit, a fiasco that saw two attempts to disrupt the meeting and possible even assasinate its attendees, most likely conducted by the Sons of Allah, an Algiers-based terrorist organization, on which, according the the statement issued by the German Federation, the Kingdom of Algiers has repeatedly failed to crack down.
    "This government [the government of the Kingdom of Algiers] is irresponsible," the German delegate said during the fruitless Munich EC summit, in a fit of rage that saw many of his critics bash him for his poor English and puffing, "they even don't have the balls to stay till the end in order to find a compromise. The principal concerned Nation leave the summit and I have to underline the fact that the EC is at war with Algiers. They are not willing to find a solution but we will find one on the battlefield!"

    The conflict began with the commencement of what was dubbed as "Operation Pheonix", a strategic bombardment campaign executed by bomber aircraft that aimed to destroy the infrastructure of the Kingdom of Algiers, preceded by a number of unsuccessful offensives launched by the Algiers forces, the operation being a success due to the offending party's greater numbers and superior equipment, leaving countless factories, railways and petroleum refineries damaged to significant extent. Do the surprise of many, however, an unspecified number of pilots and aircraft that took part in the operation have been reported missing. On February 2nd, Operation Fennec began, a full-scale offensive that had all of the EC task forces attack either Casablanca, Oran or the capital, Algiers. A field report issued by the APSIA Organization then described what followed.
    Alician forces are on the brink of collapse, their CAS proving effective, but not enough against the Algerian tide. Near the finial hours of the siege, artillery barrages begin bombarding the city. The citizens of the city, seeing their own government turn on them while violating both morality and APSIA law, turn to aid the Alician forces, seeing them as the lesser of two evils. Alician forces with this new found aid are able to hold off the advances of the Algerian counter-invasion.

    Having faced significant logistical issued due to a lack of proper infrastructure, the European Community leadership was surprised to hear of such a swift victory, the Alician Ministry of Foreign Affairs hastily writing the terms of surrender and revealing it to the international community. The terms demanded unprecedented concessions to the European Community, such as, not limited to, the annexation of the cities of Ceuta and Oran by Alicia, the transfer of 2.6 billion barrels of oil every day to Alicia. The demands made by the Atlantic Conglomerate however, were the ones that induced the most outrage: US$600 billion in reparations, paid within the next two decades, and the capital city - Algiers. In response, the Ministry of Foreign Affairs of the Kingdom of the Netherlands, as well as the European Community, issued a statement explicitly stating that the Kingdom of Algiers will not be expected to ratify the treaty, possibly in light of countless diplomats and political scientists labelling it as "blatantly imperialistic".
    The international public out-cry associated with the terms of surrender, and even with the very conflict itself, made no impact on investors today, however. The bulls are back, with the Financial Times Stock Exchange 100 Index on the London Stock Exchange seeing a 1.46% rise, hitting over US$5,975 and closing at US$6,018.81, substantially all of its composite public limited companies seeing similar, if not identical, gains. The case was the same in the Netherlands, the country not actually taking part in any military engagements, where the AEX-Index on the Amsterdam Stock Exchange hit US$534.36. Max Jan Van Claes from Bloomberg's Amsterdam bureau reported that the accredited investor community of the Netherlands see the sixth of February as the start of the re-habilitation of the global, and, if not, European Economy. German equity markets were, too, no stranger to the prevailing sentiment, the European Community's victory in Algiers validating stock comebacks; the DAX Performance Index hit US$5,100 as soon as the market closed.

    Meanwhile, in France, the sixth is also a day of victory for the bulls, with the CAC 40 Index on Bourse de Paris closing at US$4,118.44. This comeback, however, isn't validated by French victories in the Algiers Campaign. The Ministry of Finance of the Kingdom of the Netherlands has made a bid for 51% of all oustanding shares in Société Générale, BNP Paribas and Crédit Agricole, worth US$12.464 billion, US$32.857 billion, US$18.618 billion at a price per share of US$37, US$38.2 and US$15.9 respectively. The total investment, at value, amounts to US$63.939 billion, and US$76.726 billion at cost; the tender offer has been made at a 20% premium, a figure impressive in light of recent geopolitical events. The price per share has soared as a result, renderring the total investment, at cost, worth at least US$160.473 billion; that's a US$35.103 billion surge in the total market capitalization of all three banks. Professor Jean Lagarde, renowned economist and financier from the University of Paris, who just so happened to be trading at the time of the announcement, is said to have said to his colleagues:
    My friends, Verte and Paribas' shareholder are not going to see a better offer waved around before their cowardly faces for the next ten, if not twenty, years! "Yes, Jean," you might be thinking, "but the fact of the matter is that the Dutch are merely taking advantage of bearish sentiment amidst recession fears. They're pulling a bear hug, this is a hostile take-over. They're not going to stop raising that premium until shareholders are enticed, supposing they have not been enthralled now!" Well, must I remind you, my friends, that the Kingdom of the Netherlands is under new management, namely, that of Sjors Van Esch, a lobbyist from Applied Quantitative Research, and, most importantly, ING Groep N. V.? He does not mean to evince bad faith. No, gentlemen, he sees this as a milestone, with regards to that national investment initiative of his, the foundation of which he has been so enthusiastically promising and foretelling for the past two months, and we should, too. I re-iterate: This offer is without precedent, and so it shall remain for the next decade!

    The Board of the respective banks have yet to issue an announcement. In light of recent reforms that undermined a number of political and civil rights, it is probable that the French state will be involved in this decision.


    Bears have been rushing into South and Southeast Asia for the past five days, following rumors of an emerging rebellion in the City of Hanoi and Saigon in the People's Republic of Wei. Not too long afterwards, Bloomberg's Saigon bureau reported that massive attacks have ben launched, taking unsuspecting garrisons of the People's Republic of Wei by surprise. Multiple garrisons, even entire cities went silent as the People's Repubic of Wei mobilized their militias to retake the captured areas by force. Only a few hours later the Kingdom of Wu launched a full-scale invasion of the Kingdom of Shu, most likely to put an end to the rule of the Shu Royal Family, who have been labelled as pretenders to the Shu throne. The Shu forces however, managed to overrun the Wu offensive, causing a massive rout not only in the belligerent states, but also in the Corporate Territories of Wuxing in Honk Kong, the Hang Seng Index reacting to the chaos with a 5% decline, a flop without precedent - save for the 14% decline that followed the collapse of the Asian Trade Sphere. Robert Shiller, an economist from the University of Yale who is relatively well-known locally, told Edward Yang from our Hong Kong bureau that:
    The situation in Southern Asia is getting worse and worse as we speak. The former constituent states of the Asian Trade Sphere are already in recession. What's even more worrying is that this is all correletated. The Corporate Territories of Wuxing belong to Qatar, which is in turn an autonomous region of Yahel. The Middle Eastern behemoth’s economy is being kept alive by oil exports, with a price rally that has seen record highs, and world-wide military engagements. But when peace comes - and it will - oil prices are going to collapse - not only in light of a global ceasefire, but the imminent recession that has been bound to occur following the collapse of the Asian Trade Sphere and, consequently, record low demand for petroleum products. The massive corporations headquartered in Qatar are going to face collapse, too, especially the Hong Kong and Shanghai Banking Corporation. This is going to be a world-wide financial fiasco that is going to go down in history as the Trade Sphere Debacle.

Hammerfest joins Glascom, ISEx, Economic policy changes, and representation for the Sámi?

Ánslo - After much deliberation by the Glascom community, Hammerfest has officially been accepted into Glascom. The benefits of this can not be understated, as now we and like-minded nations around the world can easily reach eachother in both trade and friendship. Accompanying this was the merging of the Ánslo Stock Exchange (ASEx) and the Glasnost ISEx, which will allow for mutual investment between Hammerfest and its fellow Glascom nations. When asked about Hammerfest's entry into Glascom, General Secretary Lundström said:

I'm overjoyed that the Glascom council accepted Hammerfest into the community. For too long, we have isolated ourselves economically, culturally, and politically, trying to keep afloat on a policy of autarky and self-preservation. This time has come to an end. It is time for Hammerfest to open its shell and share its wonders with the nations of the world. I've no doubt that Glascom will prove an invaluable asset in accomplishing this.


With the entry into Glascom and merging into ISEx, The National People's Congress has drafted new economic legislation that would increase the amount of private enterprise already in the country, allow state companies to appear on exchanges as the government sells off shares, and allows for the creation of a corporate culture within state enterprises. The resulting competition created by the latter will undoubtedly assist the Hammerfesting economy as we enter a new age in trade. The government has decided to pursue a less interventionist approach in the private sector, and will no longer automatically buy out private enterprises that grow too large. Instead, they will buy an ample stake in said companies so that the government can have still have a say in every Hammerfesting company. Lastly, the new legislation would approve for the creation of so called "special economic zones," cities and districts where normal socialist policy does not apply and allows for greater competition and international financial exchange to occur. Already, the cities of Malmo, Trondheim, Bergen, and Gothenburg have been selected as potential candidates for special economic zone status. It is hoped that the creation of such a zone will attract much of the Hammerfesting financial sector, which has been greatly suffering in recent years due to a lack of competition. While hardline socialists within the party have heavily criticized the new legislation for a "capitalist pig approach to the pristine socialist economy," it is the view of the majority of the NPC that such changes will do much to revitalize the Hammerfesting economy.

For the first time since the creation of Hammerfest, Congressmen and women will be having to run against candidates in securing their spot in the NPC for another 6 years. The next election will be held in less than a year, on February 6, 2000, and already NPC members have begun to campaign in their respective districts in the hopes of gathering the people's support. While the Big Three continue to dominate Hammerfesting politics, a number of promising candidates of other, smaller parties have begun to pop up, in the hopes of representing the views of their localities. Accompanying the economic legislation drafted by the NPC also comes a prospecting bill that has garnered support of many of the northern NPC members: semi-autonomy for the Sámi people. The bill would call for a local Sámi parliament that would have much greater power than administrative divisions in deciding its internal policy and government. The bill is expected to blast its way through Congress, as the vast majority of NPC members either support the bill or are too afraid to oppose it due to the consequential stance they would be inevitably showing. Many changes are coming to Hammerfest, and will undoubtably vastly change the quality of life and way of living for Hammerfesting citizens.

    Clemenceau Slams Algiers Peace Deal, EC Gives Way For APSIA Trusteeship Council, FTSE 100, DAX Take A Beating, Fall 1.46% and 0.94% Respectively, AEX Index Recovers With 1.34% Hike After French Federation Gives Go-Ahead For Flemish Re-Integration As Netherlands Leaves EC; Market Wrap

    On the 13th day of February, the delegations from the German Federation and French Federation met to discuss the European Council's involvement, or, more precisely, that of the German Federation, Atlantic Conglomerate and Alicia in the democratization of the former Kingdom of Algiers following the successful campaign launched in light of tensions between the African state and Atlantic Conglomerate. The EC delegation proposed a deal that would involve over US$600 billion in war reparations, primarily to provide compensation for the US$300 billion loss that the Atlantic Conglomerate had sustained in the naval engagement that lead to the conflict, and the dissolution of the Kingdom of Algiers and subsequent formation of four states. The French delegation argued against the proposal, citing potential ethnic tensions and - consequently - the consolidation of the Sons of Allah terrorist organization's position amongst the distraught general populace. The delegations of Alicia, Germany and the Atlantic Conglomerate maintained their stance, however, the German delegate even declaring "Vae Victis!" as the French delegation decided that it was no longer desirable for them to take part in the conference. The next day, the President of the French Federation made a speech, revealing that his administration will no longer seek to discuss the aftermath of the Algiers campaign with the German Federation, accusing the latter state of making unreasonable demands and of ignorance of the alleged fact that the King of Algiers - alongside his cabinet - actually provided funding for the Sons of Allah terrorist organization.
    The EC stated that they would only accept a deal if the newly founded nations paid war reparations. Not only is this unreasonable-the Atlantic Conglomerate started the conflict-it will cause rampant instability and cause even more suffering. The Sons of Allah may yet rise again in these debt-stricken nations. Creating new nations, only to have them pay war reparations for something they didn't start and didn't want, is unacceptable. You want to know what they said when we pulled out? 'Vae Victus.' The conquered should not expect, nor ask for, mercy. And you know what I say to that? No. We are not living in the shadows of the Romans. We are in an age 15 centuries after Rome. There is no need for the people of Algiers to fear the wrath of the victors.

    Just a few hours later, German state television issued a broadcast that showed Frank Barkley laughing and accusing the French Prime Minister, Jacques Clemenceau, of being ignorant of what he referred to as "realpolitik", and that the international community would have no regard whatsoever for a "potential French attack on another nation". Many journalists found it hard to interpret the statement, citing the Prime Minister's poor mastery of the English language.
    The French President has a very specific vision of the peace in Algeria. He think that the people are not responsible for what their government is doing. So if tomorrow French federation attack another nation, we shouldn't blame the Fenchmans [French people] for having an irresponsible government. No, pay them for the damage caused during the war. We tried, in Munich, to avoid war and fight against the terrorism of Sons of Allah. Unfortunately, we never reached an agreement because the Algerian delegation left the conference before it really begun. The French President is living in a world of his own, and does not want to face reality. 'Realpolitik' is a term that Jacques does not know; he is an old and ignorant relic of an old time, seeking to run behind something that passed.

    The President argued that:
    If the German Prime Minister ever bothered to come to Algiers, I am sure that there is one thing he would see. Hope. What will the Algerians say, then, when the Germans, the leaders of the EC, crush this hope, and call it 'realpolitik'? I am afraid that it is not us who are living in a fantasy, but the Germans. A fantasy of power, a fantasy that whatever the EC says goes. But in due time, everyone in the EC will wake up from the dream into a horrible reality-one where the actions of the EC have consequences.

    The following day, the Qatar Bi-Quarterly newspaper reported that Salman Bin Abdullahziz Al Saud, the Chancellor of Yahel, issued a statement that labelled the European Council as "savages" and criticising the union for denying the victims of the tyrannical Algerian regime any mercy. Below is an excerpt from the newspaper:
    The people of Arabia once looked past their borders, upon the everlasting skyline with stars in their eyes. They gazed upon the europeans and saw them as a bulwark of harmony. A guiding hand across the world that served to bring aid to all lands across the globe even as Yahel was nothing more than waring factions under the Turks. The past sadly, plays tricks on our minds, and as time goes on it becomes more and more apparent that some of the groups that consolidated their power over the European continent do not follow these expectations. Inhumane does not begin to describe their actions. We would think that a group which had dealt with so much infighting in their years would understand war more than a petty grab for power, but in their actions of denying the victims of the tyrannical Algerian regieme any mercy... It shows that the EC have been the savages all along.

    Shortly afterwards, Aftenposten, the state newspaper in Hammerfest, reported that General Secretary Lundstroem formally denounced the European Council for its actions against the Kingdom of Algiers, calling for an immediate withdrawal of the EC task force from the Kingdom of Algiers and "severe" re-structuring of plans with regards to the aftermath of the conflict. A journalist from the Qatar Daily was sent to directly ask Admiral Ping Lang of the Qatar Navy what the official stance of Yahel and Qatar is with regards to the European Council's Algeirs campaign and peace deal fiasco. The Admiral said that, as long as Qatar and Yahel had anything to say about the matter, the people of Tripoli will not be paying "them [the European Council] a cent, but that he has received no orders that pertain Qatar, Yahel and the European Council. The very fact that such an inquiry was made by such a prominent media outlet was enough to frighten the European Council and - more importantly - the government of the Kingdom of the Netherlands. However, General Secretary Poutine of the Federal People's Republic of Pavlovsk was said to have said: "The time has come to put an end to the European Council. This was more than enough to convince the European Council to make another attempt to reach a concensus with the international community. On the 19th day of February, the German Federation sent a dispatch to the Kingdom of Algiers, offering the following terms of capitulation that had allegedly been hastily written, an inference made on the basis of countless grammatical and spelling errors.
    The EC Council reaffirmed the importance of fighting against the sons of Allah and the right of the Algerian people to determine their own political future and control of their natural resources. The EC encourage efforts to form a representative government to afford equal rights and justice to all Algerian citizens.

    Furthermore, the EC Council determine that the members states should play a vital role in humanitarian relief and reconstruction efforts and the development of institutions in Algeria. It welcome the resumption of humanitarian efforts and the appointment of a Special Adviser by the Council. Meanwhile, the EC affirmed the need for accountability for the crimes committed by the previous Algerian regime under their King and respect for Algerian heritage.

    The Council recognise the responsibilities and obligations of the Atlantic Conglomerate, German Federation and Alicia States as occupying powers and of other states that were not occupying powers as working under their command. It welcome the commitment of Member States towards the stability of Algiers, remained concerned about the fate of Sons of Allah and determined that the situation in Algiers remained a threat to international peace and security.
    This treaty recognized the EC responsibilities under applicable international law as occupying powers for the years 1999-2003; and recognize the creation of a transitional governing council of Alger that will governing Tunisia independently under the supervision of the EC. After the end of the occupation in 2003 The kingdom of Algeria will be fully sovereign over its territory.

    The EC occupation force will train the new Algerian army in order to undertake a ordered withdrawal from Algeria without destabilizing the country. Every years 30% of the EC troupes will be withdraw from the country in order to achieve a fully withdrawal from Algiers till 2003. In this same time the EC will train till 2003 a capable defense forces of 700,000 men in order to guaranty a durable stability after the departure of the EC occupation force.

    The proposed terms of surrender, however, were met with yet another wave of criticism that was primarily, as it was previously, directed at the European Council. This urged the organization to re-consider negotiations with uninvolved members of the international community, this time in the headquarters of the APSIA Organization in Ciudad Beldad, Santa Rosa. There, it was finally agreed upon that the democratization and possible dissolution of the Kingdom of Algiers will be overseen by the APSIA Trusteeship Council, lead by members of the organization that were not involved in the conflict, although the delegation that represented the European Council were still reluctant and agitated. The next day, Libya declared itself independent of Algiers while under occupation by Knight Errant forces. KE have granted full authority over its Africa Corps troops for the next few months to the provisional Governmenment of Libya, while Yahel and its affiliated have guaranteed the nation's independence and sovereignty. The Qatar Navy marines left Tripoli and surrounding towns, retreating to just a few miles outside of Libyan territorial waters. Shortly afterwards, the European Council released a statement, revealing that the organization was not, in fact, going to give in to the will of the international community.
    The Algerian Governing Council (AGC) is the provisional government of Algiers that will take the lead from 1999 to 2000. It is established by and served under the EC Provisional Authority (ECPA). The AGC consisted of various Algerian political and tribal leaders who will be elected by the people to provide advice and leadership of the country until the February 2000 and then transfer the sovereignty to the Algerian Interim Government. This one will be replaced in May 2001 by the Algerian Transitional Government, which will then be replaced the following year by the first permanent government).

    The council had several key powers of its own. Their duties included appointing representatives to the APSIA, appointing interim ministers to Algeria's vacant cabinet positions, and drafting a temporary constitution, the Transitional Administrative EC Law (TAECL). The TAECL spelled out the provisions which were to govern the Algerian Interim Government, and the timeline for holding elections to a National Assembly, drafting of a permanent constitution to be voted on by the Algerian people, and elections to a permanent government.

    Libya is invited to participate in this Algerian Governing Council (AGC)

    In response to the official statement issued by the European Council, Pravda, the state newspaper owned by the Federal Government of the Federal People's Republic of Pavlovsk reported that General Secretary Poutine denounced the peace deal, adding that the international community made its position clear; the EC should not be involved in the new governance of Algiers, and accusing the EC member states of "moving their neo-colonialist agenda forward". The statesman added that the consequences for the EC will be dire. This was more than enough to frighten the Netherlands, the only member of the European Council that did not take any part in the Algiers campaign. In fact, it was too late to alter the poor relationship between the European Council and the Netherlands; on the 19th day of February, the Ministry of Foreign Affairs of the Kingdom of the Netherlands announced that the Netherlands had nulled the Articles of Incorporation of the Kingdom of the Netherlands into the European Council, citing "blatant manifestations of imperialism".
    The European Council has repeatedly evinced its vile intentions as to the northern area of the African continent. Following a war that was bound to be won by the EC task force, it was but a step away from bestowing an undeserved burden upon the people of the Kingdom of Algiers, and continues to be ignorant of the desires and, more importantly, needs of the aforementioned nation and has treated the much-needed input of uninvolved states with no regard whatsoever. It light of this, as well as other, blatant and immoral manifestations of imperialism, of which the people of the Kingdom of the Netherlands have been ignorant for too long, the Kingdom of the Netherlands hereby declares that the articles of incorporation of the Kingdom of the Netherlands into the European Council have been violated and will be nulled. The Kingdom of the Netherlands hereafter does not recognize itself as a member-state of the European Council, and will diligently take part in attempts made by the international community to stabilize the African continent.

    The National News Network of the French Federation soon reported that the Regional Government of Flanders has been given the go-ahead to begin the process of re-integration into the Kingdom of the Netherlands. President Jacques Clemenceau stated that "...the calls of unification with their brethren from Flanders have not gone unanswered." As the bell rang to signify the closure of the Frankfurt Stock Exchange, the market made its stance abundantly clear - it was not supportive of the European Council - with the Deutscher Aktienindex closing at US$5,049.56 - that's 0.94% below its opening indication. Similarly, in London, the Atlantic Conglomerate, the London Stock Exchange evinced its stance, with the Financial Times Stock Exchange 100 Index - affectionately referred to by traders as the "Footsie" - closing at US$5,930.93; that's 1.46% below its initial opening indicator. Meanwhile, in Amsterdam, the Netherlands, traders initially feared a sell-off in light of the statement that announced that the Netherlands has left the European Council. After all, this meant that the Netherlands will no longer enjoy priority over other states with regards to trade deals with Alicia, the German Federation and Atlantic Conglomerate. The statement issued by French President Jacques Clemenceau, however, which revealed that Flanders will be handed over to the Netherlands, as well as rumors of closer co-operation with Landersvich-Kychova, crushed the bears, with the AEX Index closing at US$541.52, 1.34% beyond its initial indicator

EC News, Election updates, and The War With Algiers


Since the beginning of the war with Algiers the EC has been split down the middle with how to approach the conflict and on how to end it. After weeks of debate, pressure, and war the EC buckled to international demands and will be withdrawing troops from the Kingdom of Algiers. The new stance, introduced by Alician President Cortez, is that the intervention from the EC is not completely needed in setting up a democratic government in Algiers. The overall support for the EC from EC citizens hasn't changed much in Alicia, The Atlantic Conglomerate, or The German Federation but the Netherlands citizens and government made a decision to exit the alliance. The EC has made it a point to make clear that relations with the Netherlands are to remain strong and that the EC will show all respect towards the Netherland government and people. The EC has stated they will support the transition to a democratic government in Algiers and Libya and will assist any way they can. The EC has stated they have extreme interest in supporting the new found government of Libya in hopes of becoming close trading partners and allies.
EC representatives have stated that reforms for the EC government are in the works for a third time as growing support has been to simplify the council. Will the EC come out of this stronger than ever?
Representative Didi from the Maldives in Alicia petitioned the legislative branch to force President Cortez to withdraw from the EC. This being the first time ever the legislative branch challenged Cortez over the EC was unprecedented but Rep. Didi gained no traction only getting 3 votes in total on the measure, 22 short to force the lower houses leader to respond. The three votes were from Didi himself and the two Rykovian reps.


The Election in Alicia is heating up and the primary is only four months away. Although the primary has always been needed both major parties and one secondary party have provided only one candidate. Political experts are saying this is a strategy to unify party members and over throw the Cortez political powerhouse. Polls are showing the conservative candidate, Representative Rita Navarro, gaining a lead over President Cortez. Although Navarro is polling fantastic across the country, Cortez is still polling exceptionally in highly populated areas. The cause of this? President Cortez has out raised and is out spending Navarro by nearly 3 to 1.
The Third Party Candidate is former Lt. Governor and former marine Jon Gonzalo. Lt. Governor Gonzalo is from the Alicia Arms and rise party. The parties main goal is to raise the military budget and have former military men run the country. Political experts have said Gonzalo is preforming better than expected by raising 13% more than usual in donations.
The Alician Rykovian party is also out preforming. The party currently holds only two seat in the lower house and are defending both during this election but with a 130% increase of cash on hand who knows what can happen. The Rykovian finances are not being shown to the public but some lower house representatives are gaining traction on forcing the party to disclose donations.
President Cortez has began running ads around the country outlining her experience in the Government. At the age of 30 Cortez became a legal adviser to the state department. In 1988 she become the head of the department making her the first woman to be the chief diplomat of Alicia. In 1992, President Gaona made her his VP and kept her the head of the state the department. The first time a woman became VP and the first time a Vice-President also headed a department. In 1994 after the assassination of Gaona, Cortez became the first woman president and in 1996 became the first woman elected to the office of President. Cortez has held many "first" but if she loses re-election she will also be the first woman only serving one elected term as president.


The war with Algiers is officially coming to an end. All AC troops have been pulled and all Alician troops in Oran have been pulled. Alician officials have stated troops in Ceuta have remained so far but are preparing to come home as the last injured citizens are nursed to health. The Alician state department has released a statement stating any Algerian citizens in Ceuta requesting immigration status to the Alician homeland will be granted it but that citizens around the rest of Algiers will go through the standard immigration process.
The presidential palace stated funds are being diverted for repairs to the navy, airforce, and marines. They also made clear Gibraltar is currently receiving repair and that security and surveillance have been doubled for the Area.
What will come next with Algiers is unclear but hopefully democratic governments and pure intentions run steady.

Former interior minister Mick Kennedy announces Santiago governor run


CURITIBA, SANTIAGO — He was in charge of the military regime's police. He had plans to turn Santa Rosa into a one-party state, forever. He wanted total control of who could and couldn't enter the Panama Canal. He was charged with treason and high crimes against the republic. Now, he's running for governor.

Mick Kennedy, next in line to the title of patriarch of the influential Kennedy dynasty, also wants to be the next patriarch of his home state of Santiago. Born Miguel Oswaldo Kennedy, Mick was always ambitious for power. The boy was elected class president of his small private Catholic school before attending Santa Úrsula University, where he studied law.

Kennedy worked as a consultant for the Global Research Foundation, thanks to his cushy family connections. After being disenchanted by what he called the "self-obsessed cesspool" that was international consultancy, Kennedy went on to create the "Center for National Progress" in 1982, a new think tank that pushed a third-way political ideology.

During his career as a full-time political theorist, Kennedy made friends with General Higini Giese, a regional commander who would later be influential in overthrowing the social democratic government of Presidential Tito Pérez. Giese began to endorse Kennedy's ideology of "national progressivism," which was a fusion of state-centralized collective economics combined with a conservative social policy. When Giese was made Paul Oppenheimer's chief of staff, he personally recommended Kennedy for the job of interior minister, which he graciously accepted.

Kennedy's acceptance of the job earned him condemnation from both the press and his own family alike. The press called him a "power-hungry upstart" and a "dangerous ideologue." His family, which has historically been associated with liberalism throughout Santa Rosan history, essentially disowned him. Regardless, he became one of the most powerful men in the country.

The military regime allegedly ran political prisons, which would've been under the purview of the Ministry of the Interior. Additionally, the Ministry ramped up the presence of secret police throughout the country. Kennedy, a staunch nationalist, supported overwhelming state control of the Panama Canal, and was one of the most ardent supporters of the "control-flow scheme" that required foreign nations to apply for a pass to be allowed access through the canal.

During his tenure as interior minister, he had a public feud with economic minister Ruben Szaterwitz. The two frequently clashed about policy, often in front of President Oppenheimer. Eventually, Kennedy, who also became the Chairman of the Political Advisory Council, started to fall from the president's favor when his ambitious political reform proposal was rejected by the military junta. Shortly after, Kennedy was sacked by the regime and arrested on August 3, 1993 for "high crimes and treasonous acts." He was silently released by Prime Minister Antonio Lardesi a year later.

For the past five years, Kennedy resumed his tenure as the President of the Center for National Progress. He occasionally wrote columns for The Curitiba Daily Reporter. Yesterday, he announced he intends to run for Governor with the National Democratic Party.

"I have ideas and experience that I want to bring to the table," Kennedy said in a rally that was attended by thousands of supporters. "Santiago deserves to stand out while the federal government keeps collapsing due to the socialist Cola government."

The attacks against the Socialist Party government of Terence Cola were resounding in Santiago, which is one of the whitest and most conservative states in Santa Rosa, voting overwhelmingly against the first black president in the past two elections.

"Santiago deserves to shine," Kennedy shouted, "and I want to be the polish!"

Sub-Saharan Africa
Although not affected much by the mini recession of 1997 as other areas, HLR offices in Sub Saharan Africa have still suffered. Over the past 2 years they have been in decline, with the first HLR growth in 2 years being on Sunday. The tanked stocks mean a lot of African investors have lost trust in the firm. Several "new monetary safekeeping advancments in banking tech" have been intruduced in order to reintroduce confidence of growth into investors. Effects are yet to be seen.

Asia and Europe

In order to artificially inflate the value of subdivision stocks in Europe and Asia, HLR and the Landersvich governmt have been mass-buying their own stocks. This is predicted to stabilize and grow in the next week if the current pattern continues. Investment is recommended while stocks are still cheap.

Supreme Court rules Socialist Party's new constitution proposal unconstitutional


CIUDAD BELDAD — The Supreme Court unanimously ruled this morning in an advisory opinion that the Socialist Party of Santa Rosa's proposal to write a new constitution is "unconstitutional" and "illegal to implement as stated."

In an opinion authored by Justice Lucia Antunes, the court's president, the Socialist Party's intention to completely repeal and rewrite the Constitution of Santa Rosa would be a "total violation of Clause 3 of Article I," which reads "The Constitution is inviolable. It cannot be suspended or annulled."

The Socialist Party said via a spokesman said "We will continue to maintain our proposed reforms for this country and will implement them knowing their legality and acceptance by the people of Santa Rosa."

Pres. Cola declares first "Tito Pérez Day"


CIUDAD BELDAD — President Terence Cola declared the first national Tito Pérez Day, celebrating the life of the former President on what would've been his 57th birthday.

Pérez was the President of Santa Rosa for a year before dying during a military coup. He is often seen by a hero by some on the left in Santa Rosa for his progressive domestic policy, though more hardcore leftists criticized his hawkish foreign policy. President Cola insisted that the day was for "remembering a man who stood for democracy."

Number of Mbali Catholics in Santa Rosa at record low as Church crumbles from within


BAHIA NEGRA, SALVADOR — In Feburary of 1991, Matubo O'jibu, the dictator of the African nation of Mbale and the Pope of the Mbali Catholic Church visited the revolutionary socialist leader Buenpensar Tshinga in the largest predominately black city in Santa Rosa. The meeting ended with Tshinga being declared the "Patriarch of Bahia Negra" and sparked a cultural and spiritual moment for millions of black Santa Rosans.

Eight years later, the popularity of Mbali Catholicism has plummeted. A survey taken by Kruppschleimer-Wippenswertz suggests that the African-based faith is practiced by only about 2% of Santa Rosans, down from 5% about two years before.

A number of reasons are to blame, though leadership issues seem to be the main point of disillusionment. Tshinga, the head of the church within Santa Rosa, has been embroiled in scandals and accused several times of laundering church money for private escapades, many of which involve drugs and other illegal activity. Additionally many churchgoers, such as Sancho Gordozo, feel abandoned by the Pope himself.

"O'jibu left Santa Rosa with this criminally unhinged and unspiritual Patriarch and now lives in isolation. All we wanted was his presence, but the minute he stopped showing his face, we knew it was over," Gordozo said.

Gordozo now goes by the name Mahoma after converting to Islam last year. He feels that Islam has more to offer spiritually than the Mbali Church.

"The teachings of Allah as recorded by the prophet Muhammad reveal a much more true spiritual truth about the world than a church whose origin is dubious. Africans such as ourselves have followed the Quran for hundreds of years and it's time we finally return to our roots."

The Patriarch of Bahia Negra's office did not respond to a request for comment. The press officer for the Patriarch's office died last year in a narcotic-related incident and a replacement was never made.

Some still remain faithful, despite the Church's shortcomings. Golindra Salamanaca, a 84-year-old woman who regularly attends mass at the Bahia Negra Cathedral, says she hopes that the Church will root out the problems that plague it.

"This has happened several times in the past but the Word has always been true. I would just like for our leaders to be held accountable," Salamanaca said.

In Maharlika, Banking and Finance are very different from the rest of the world, in that paper currency isn't used and the central bank has more power over the financial system.

The Maharlikan currency is the Maharlikan Credit, and comes in many different shapes and forms.

The 5,20,50, and 100 Credit Denominations are represented in Ceramic Chips, similar to poker chips.

The 200,500,1000, and 5000 Credit Denominations are represented in Bars of Nickel which is half as thick as a poker chip, and the size of a Credit Card.

While the currency is made of materials with a price, they are essentially Fiat Money, in that they are backed by the government, not a commodity.

The Central Bank of Maharlika is the Bangkok Direkto Sentral ng Maharlika or the BDSM, which is charged with controlling the Credit Supply, issuing Federal Government Bonds when a deficit happens, and setting the interest rates on those bonds which will change every Budgetary Year.

April 12th, 1999

Chairwoman Golda Robles of the BDSM announced major changes to the set rates. In Maharlika, The BDSM is the Bank of the Banks, when Banks are not able to meet their reserve requirements, they either borrow from the BDSM, or if the BDSM denies to create more money to lend to the Banks, they borrow from others. In both cases a bank is required to pay interest of these loans.

The Interest Rate for Loans from the BDSM is called the Direct Finance Rate or DFR, and currently sits at 1%, with the BDSM currently in an expansionary footing, the DFR will stay at a low rate, and will continue to create money to lend to banks who ask for it to fill their reserve requirements.

If the BDSM is on a Contractionary Footing, it will not lend to banks, and they will instead have to borrow from each other at the Interbank Banking Rate or IBR, which is set by the BDSM, and is usually 2% higher than the DFR. The IBR currently sits at 3%, and because of this higher rate banks usually borrow from the BDSM, and the BDSM is able to directly control the money supply.

Today, Chairwoman Golda Robles announced that the DFR would be dropped to 0.75%, and the IBR cut to 2.75%. She also announced changes to the reserve rate, dropping it down to 7.5% across all banks besides those with less than 15 Million in assets.

She also announced that the Local Bond Rate, the interest rates for bonds issued by Local Governments, would be cut to 1.5% for the next Budget/Fiscal Year.

NATIONAL EDUCATION CONFERENCE SEES UNVEILING OF MAJOR EDUCATION OVERHAUL

The National Education Conference entered it's 5th and final day today, with the President and the Chancellor of Education attending. While Education is a Constitutionally delegated jurisdiction of the Regions, this education conference, which only happens at the middle and end of every decade, is a chance for the President to affect Education Reform through cooperation with the Regional Governors. It is here that President Gloria Macapagal Arroyo unveiled her 21st Century Education Plan, which she stated would overhaul the filipino education system to match the future needs of the 21st Century Economy. The Regional Governors of Cebu, Davao, Batanes, Palawan, and the National Capital Region who had worked closely with the President on this plan, announced they would be immediately implementing the plan. So what is in this plan?

REFORMS TO K-12 EDUCATION

The plan sees a major overhaul of K-12 Education, with the Grade Structure and Curriculum being vastly altered. As nearly 100% of a land within a Region might be within the borders of a city, School Districts which administer education will only cover 1 City.

Grades K-5 will be Elementary, with Kindergarteners having to be six years of age by January 1st. This January 1st Deadline is applied throughout, and the only exception is for those deemed extremely gifted, which will be allowed to skip grades with authorization from a regulatory power. On the opposite side of the spectrum, students who are behind on curriculum may be held back at all levels, and social promotion from the different stages will be banned. All elementary schools will start at 9 AM, and end at 1:00 PM. Each elementary school will have students do 2 Hours of Music and 2 Hours of Art every week, spread out between the five days of school. The School Year will begin on September, and end in May, with June, July, and August being the Summer Vacation. The school year will be a maximum of 200 days.

ELEMENTARY SCHOOL CURRICULUM
Kindergarten curriculum involving academics is nonexistent, and will focus on fostering the creative abilities of children through activities. At Grade 1, children will begin learning to read, write, and English and Tagalog, as well as Addition and Subtraction only. At Grade 2, students will review what they learned in Grade 1 for the first 2 Months, and then begin developing their English and Tagalog skills, and begin learning Multiplication, and by the end of Grade 2 should be able to do Multiplication up to the hundreds place. At Grade 3, after reviewing concepts from Grades 1-2, students will begin to write narrative essays of at least 1 page, as well as read and comprehend four books per year, with the books chosen being at the discretion of the teacher within a list of books created by the school district. Grade 3 Mathematics also has students begin to divide, and by the end of the 3rd grade they should be able to long divide with or without remainders, long divide with decimals, and round. At Grade 4, after the 2 Month review period to review concepts from Grades 1-3 students will begin to creatively write 2-3 page narrative essays, and will develop their grammar and punctuation and syntax skills from Grade 3 to match, Grade 4 students will read 4 Books a year. Grade 4 Mathematics will see students delve into operating with fractions, as well as basic geometry, and by the end of the year should be able to find the area, perimeter and volume of shapes, as well as be able to graph ordered pairs. At Grade 5, things really ramp up, students must delve into the different types of essays like persuasive, and develop their syntax, punctuation and grammar skills to be able to write 2-3 pages of all essay types. Furthermore, they must read and prove an understanding of 6 Books per year. They will also delve into poetry and other types of writing. In mathematics, Grade 5 students will begin to learn basic algebraic equations after the review period, as well as further develop their math skills. They will be writing multi page essays of all types, and read and prove an understanding of 7 books per year. [For reference, Grade 4 students had to learn things that under the IRL Common Core Curriculum Standards would be learned in 6th Grade, Grade 3 at 5th, and Grade 5 students will be learning at 7th and 8th Grade levels.]

MIDDLE SCHOOL CURRICULUM
At the Middle School Level, School starts at 9 AM, and will end at 2:00 PM. With a school year same as the Elementary Schools, things change drastically at the Middle School level as Physical Education and the Sciences are introduced, and greater freedom is given. High School level Algebra and Geometry skills are a must to graduate to the High School level. Unlike many Education Systems, Middle Schools will operate on a block, staggered schedule, meaning students will go to different classes, every day. Math may be on Monday, and then English on Tuesday. A typical Middle Schooler schedule for each grade might look like this:

      Jacques Clemenceau declares an end to the "European State of Emergency"

      May 13th, 1999



      President Jacques Clemenceau today declared that the "European State of Emergency", a term coined for the Algiers Crisis, has finally and completely ended. With the return to normalcy of the German Hulm government and the treaty of peace between Algiers and the EC, the immediate threat to the French nation has ended. President Clemenceau stated that intelligence agencies had confirmed that the threat of the Sons of Allah had been eliminated, adding that "sanity has prevailed." This announcement has come with the returning of the French military budget to the normal 15% of the total budget, and the demobilization of French reserves. The Clemenceau government seems intent on pursuing a policy of armed neutrality, consistent with the Parisian and Froussardian foreign policies up until reunification.

      Prime Minister Alain Clerc, normally conspicuously quiet, spoke out about the recent declaration, stating he supported a return to neutrality and cordial relations with the EC.
      As long as the EC does not threaten the French nation, I believe it would be prudent to get back on track with developing relations with them. France must at some point begin integrating and cooperating with the rest of Europe.


      Many critics of the government have pointed out that Hulm continues to hold Alsace-Lorraine, a territory that many still consider vital to the French nation, and that Albion's foreign policy, ambivalent in the past, has become highly unpredictable and unstable. The leader for the French Labor Party stated that:
      Albion may become a thorn in our side. It is too soon to tell whether they consider us allies or enemies. We should not return to some sort of blissful peace so soon. The French people deserve better.


      Still, it seems many agree with the decision to return to neutrality. With no crises looming on the horizon, many seem content to resume business as usual. However, some who remember the 1940s would warn otherwise. Perhaps history will repeat itself. Will warmongers and terrorism rise again? Is a destabilizing force on the horizon, set to change the world order as we know it forever? Some say yes. Of course, it is too early to tell.

      In other news, CNES, a normally neglected agency formed from the amalgamated union of the disparate French space programs has been making a resurgence. The government has reassigned 1 billion from the budget to CNES to dramatically expand its capabilities, reportedly to begin the launching of commercial satellites. While some have decried this as a waste of resources, some have lauded this as a step in the right direction for France. Some have suggested that doing this would allow France to become a true superpower, or at least a very important one. The public is divided on the issue, but the government seems almost unanimous in their decision.

      Shen De will be accompanied by [REDACTED] highly trained soldiers dressed as common rebels (TEAM CIN) at the border of the war-zone near [REDACTED], Stung Treng at [REDACTED]. A team of local rebels will be hired to stage as Wei soldiers (TEAM SANE) planning to ambush TEAM CIN, which will act as if they are being overwhelmed by enemy fire. Shen De will now courageously lead TEAM CIN to victory inspiring the soldiers with his actions and will fake a hand injury that results in him losing his left hand.

John Kufuor Elected President of Volta

June 4th, 1999


John Kufuor, hailing from Akan State, has bested his opponents in the June General Election.

In a seemingly surprise victory, Kufuor [50.7%] beat Olusegun Obsanjo [41.9%] and Helen Johnson Sirleaf [7.4%]. Most polls showed Olusegun leading Kufuor by an average of 3.2%. However, Sirleaf took a greater share of the electorate than expected, draining Obsanjo's support in his native Nigeria and rural areas. Kufuor outperformed expectations in large cities, where massive turnouts, such as 81% in Abuja and 76% in Dakar, propelled him to victory. Helen Sirleaf, being the first Voltan woman to run for President, thrived among women ages 18-35 and in suburbs

John Kufuor's Fair Volta Coalition also exceeded expectations by taking control of the entire legislature. Overall, the FV Coalition gained a net total of 53 seats in the National Assembly, putting them at a new total of 213 seats. Meanwhile, Olusegun's People's Democratic Coalition lost 65 seats, slumping them down to 179 seats. Other coalitions and parties, including the Socialist Party and the United Muslims of Volta totaled 82 seats. In the Senate, the Fair Volta Coalition took control by a 5 seat margin in the 110-seat chamber.

President-elect Kufuor campaigned on reforming healthcare, constructing a new centrally-located capital, land reform, education overhaul, and protections for minorities. Kufuor also pledged to improve Voltan infrastructure, proposing the creation of high-speed railways in large cities and more highways to be built. His "Equality For All Voltans" plan received widespread appraisal from womens' rights activists and religious minorities. He also plans on eliminating red-tape and regulations on domestic businesses while allowing for greater foreign investment. This stance is a turnaround from the incumbent administration's closed-off economic policies.

Opponent Olusegun Obsanjo said the following at his concession speech:

While the result wasn't what we expected, we fought a hard fight. I congratulate John on a well-fought victory. As for my political career, decisions will be made prior to the upcoming by-elections. Thank you all for your support.


Meanwhile, Helen Johnson Sirleaf said the following:

Family and friends, though we didn't win, we made a significant impact. Our campaign managed to rack up support from all types of Voltans: man or woman, rich or poor, Christian or Muslim. I know from this campaign that the future for Voltan women is bright, and we will keep fighting. Thank you all for such an amazing campaign!


Kuofur will be inaugurated on October 4th, 1999 in a transition period for him to assemble a Cabinet and further plan his moves.

      Trade Unions rally against Rykovianism as "Red Scare" grips nation

      Trade unions rallied against what many are calling the "false promise" of Rykovianism, a brand of communism promoted by states such as Pavlovsk, Carpathia, and Yahel, in an unprecedented show of infighting within what many formerly considered an indivisible bloc in the French left. The protests are led by the mainstream French Labor Party and the "Socialist-Pontivy" faction of the United French Federal Party. Little support has been given to the French Rykovian Party, which has long been considered a fringe group in the French left coalition. Sources familiar with the left-wing bloc stated that the rally is the culmination of significant infighting that has gripped the formerly dominant coalition. In response, the French Rykovian Party and their few allies pulled out of the French Labor Party and established their own bloc, with 3 delegates in the National Assembly. Although the orthodox communist and Rykovian factions have normally been at odds, the French Communist Front also pulled out of the French Labor Party, establishing a voting bloc with 5 delegates.

      Experts have said these actions represent an unprecedented backlash against the far-left by the center-left, and has earned praise from both sides of the center. Many newspapers have printed articles accusing the Pavlovski NKVD of interfering with French legislative elections for the Rykovians (seemingly false), while others have printed articles denouncing the expansionism of Yahel. Federal government officials have made no comment on the claims, with Prime Minister Alain Clerc simply stating that "the claims will be properly investigated and reviewed."

      The infighting has rocked confidence in the left-wing coalition, which until this had been fairly stable, anchored around the two dominant center-left parties, the FLP and UFFP. Many politicians in the UFFP have openly denounced the rallies as riots, and called on the FLP to stop the rallies and return to normal. While the coalition seems to be intact, the rallies have dealt a significant blow to the UFFP's confidence in the FLP, as one source familiar with the situation stated.

      In other news, permanent antarctic inhabitant, Dakota Oogrooq, has proclaimed the antarctic his domain and announced the formation of "South Dakota". The nation has seen no formal recognition from any international entity yet, but Dakota promises to write a song for every head of state that recognizes his new nation.
