Despite the lies continually pedaled by the Koalicja Postępu propaganda outlet that is Trybuna Ludu, Adalbert Wilgus was an unforeseen agressor for Mr. Malanowski, and should be punished therefore. According to the Law of Poznan, which Koalicja Postępu is recklessly attempting to shut down in favor of a communist dream that will never occur, even minor assault and battery charges can land the convict 3 years in a provincial prison. However, Wilgus runs the streets espousing his ideas of violence still due to the threatening coalition behind him. See beyond the facade of a political entity, Koalicja Postępu is merely a band of socialist misfits that will soon collapse under it's own bloated weight! Poor Mr. Malanowski has even been frightened away from pursuing charges on this criminal due to the threats of the fanatics following him. We should not, as a nation tolerate these people, and Wilgus should be taken to court immediately.

      It seems likely that the Songjiang Corporate Authority will be resuming the place that the old Politburo occupied as the main governing body of Songjiang. However, the terms of peace past this seem largely unknown. With the largest war since 1945 coming to an end so quickly, it seems likely that whatever terms are agreed to will be setting a precedent for the future.

The Ministry of Commerce would like to inform the peoples of Visaya and those worldwide of the recent changes to Visayan economic policy. The changes are stated below:


  1. A flat income tax of 15% has been introduced for all residents.
  2. Corporate taxes have been reduced to 18%. Extensive tax deduction programs have been designed in order to encourage greater industrial development within Visaya.
  3. All investors may receive extradited immigration to Visaya, and receive a special 0% income tax for 10 years.
  4. Investors who develop assets in Visaya will receive a special tax of 5% for the first 15 years, with the ability to extend said tax deduction.
  5. Companies building factories that produce electronic equipment shall receive special subsidies by the government.
  6. Zoning laws have been drastically simplified in order to encourage increased urbanization.
  7. Agrobusiness companies will receive monetary subsidies in order to acquire better equipment.
  8. In order to protect the developing Visayan industry, a market cap of 40% has been placed on all foreign entities who develop assets within Visaya. This market cap is nulled if the company's headquarters is transferred to Visaya.
  9. The federally owned Visayan Investments will strategically offer loans to Visayan industries, monitor and control the economy to an extent, and will buy stakes in strategic companies.

      Pavlovski Glascom Parliament member Nursultan Napkinayev has announced via a radio broadcasted announcement in Tashkent that he will be declaring his candidacy for the appointment to the General Secretary's office by the National People's Congress. Napkinayev's political career began in 1993 alongside the creation of the Glasnost Community (Glascom) when he was appointed as a Glascom Parliament member by Gorbachad. Napkinayev grew up on the outskirts of Almaty, and worked as a metal worker for most of his adulthood. Napkinayev went on to serve as a Worker's Council Representative from 1985 to 1993. If appointed to the General Secretary's office, Napkinayev would be the first ethnically Kazakh General Secretary of Pavlovsk.

      Napkinayev's views are fairly similar to that of Borov Yemelin's, another candidate for the General Secretary appointment. However, Napkinayev looks at the possibility of democratic reforms in a different light, believing that the General Secretary should stay as an appointed position, but the National People's Congress should be directly elected. Napkinayev is also a proponent for the 'three capital' movement, a group of Pavlovski politicians whom believe that the Legislative, Executive, and Judicial bodies of Pavlovsk should be housed in different cities within Pavlovsk. The primary argument for this movement stems from the belief that the Rybinsk FR is over-represented at the Federal level. However, the idea remains largely a fringe movement.

When asked whether or not France should reunify, Alain Clerc responded by saying,
      Whether or not is a question that was already answered long ago. The question that should be asked is not whether or not, but how. This is a question we cannot take lightly. It is one of the most monumental of our time, and if we cannot answer it in our generation it will become one of the most monumental of the next’s. If France answers wrongly, it has no chance of surviving. I know not the answer to this question. If I had the answer, France would’ve been reunified as soon as I entered office. But I know one thing. One fundamental condition about French Unification. France, if and when it is reunified, must commit itself to peace. Only when France can be trusted by its neighbors, and its neighbors can trust each other, can France exist and prosper. So, I make a simple statement on reunification, that French reunification must come hand in hand with peace.

      These statements have been met with general support over party lines, with the notable exception being the more radical elements of the NPLP still loyal to the old DCP's mission statement. Several Federal Party officials reportedly suggested that the Federal System could be applied to the entirety of France, but Alain Clerc declined to comment on the Federal Plan's relation to French reunification.

      The Knights Academy is opening in Shanghai as the first of 8 collages and trade schools Wuxing intends to open to fulfill the Counsels mandatory education for all mandate. The Knights Academy will cater to providing educations for those expected to begin working for Knight Errant Securities but will also feature more traditional academic paths one would find at most collages across the globe.

      The Knights Academy will exclusively provide education to those who have taken education sponsorships with Wuxing and graduates will be required to serve a 10 year term with a Wuxing based corporation upon graduating in a position provided to them by one of the academies job counselors.

      It is expected that students will mostly major in law enforcement and military professions such as fighter pilots, and counter insurgency operations and that these students will eventually go to work for Knight Errant PMC operations or its law enforcement agencies, but apparently medical programs intended to support DocWagon are also going to be hosted at the academy.

      The names of the 7 other Academies have yet to be revealed but will likely take naming conventions from the Wuxing subsidiary they are mainly intended to support.

      CEO Xing Mei has stated she is excited to provide educational opportunity and job security to the next generation of Songjiang opportunities she herself lacked coming out of primary school.

      It is expected that Aztechnologies and HSBC will be opening academies as well soon. it is Unknown if Ztech or SMS will build specific academies catering to there needs in Songjiang or simply sponsor students entering into existing institutions.

      It is known that Ztech has been upset by existing Songjiang laws not allowing them to implement some of there education policies inside Songjiang key being the application of employee numbers to workers and students within Songjiang in place of traditional names. No legislation to change this law has been put forward by any member of the counsel as of yet so the law remains since it is not anti capitalist.

President establishes "Ministry of Peace"

CIUDAD BELDAD, SANTA ROSA — President Terence Cola has signed a bill into law that would establish the Ministry of Peace as a cabinet-level department of the executive branch of Santa Rosa.

The Ministry of Peace, as defined by it's establishing legislation, will be responsible for "maintaining peace at home and abroad, peacefully resolving conflicts, inspiring the veneration for human life, and subduing passion for war."

President Cola has nominated Gloria Ma, who won the Bernstein Peace Award in 1984 for her role in solving the Denpasar crisis, to be the inaugural Minister of Peace. She will have a confirmation hearing tomorrow morning.

"Ms. Ma is an excellent proponent of peace, dignity, and fairness across the globe and has a long career to back it up," Cola, who also has won a Bernstein Peace Award, said. "She will do an excellent job at the new Ministry and we all look forward to seeing their progress and work."

Bangsamoro - Lakon Duterte announced today, with the approval of the Supreme Council, the creation of the Bangsamoro Special Economic District. It will be exempt from normal economic policy and taxation laws that other datunates must follow. Following the principles of Rykovian socialism and technocratic rule, Bangsamoro will conduct a 10 year trial (extendable) in order to conduct studies on the benefits and downfalls of both ideologies. Annual economic and political statistics will be released in order to give the populace of Visaya the ability to peer into the finer workings of Bangsamoro. Chief Economic Advisor, Rihad al-Kazeem, has been placed in charge of leading the district's economic policy, while scientists nationwide compete in a special interview process to be selected as the leader. The first Director-General will serve for 2 years, with elections occurring every second year to choose a new Director-General. The creation of the B.S.E.D. is very provocative, coming from the Supreme Council that is supposed to guide the nation, not control it. No doubt internal conflicts and frictions will arise as a part of this decision. As citizens of Visaya, we can only wait to see what comes next.

Datus meet in Luzon City in a show of defiance to Supreme Council
Declare their lack of support in recent Council actions.

Luzon City - All 16 Datus met in Luzon City today in a show of direct defiance to the Supreme Council. Convening in Rajah Jhanda Roychaudhuri's, the leader of the Kingdom of Luzon, palace, they discussed various topics ranging from the Council overstepping boundaries to decreasing tensions between the Datus. In particular, they announced their strong disagreement of the creation of the BSED and the Davao Federal District. 11 Datus even denounced Lakon Duterte, saying they would be pursuing new Councilmen elections. Televising their speech on regional television, they shared their concerns with the people about the obvious power creep of the Elder Council in recent months. Rajah Roychaudhuri pointed out in his speech:

The Supreme Council was made to guide the nation of Visaya, not control it. And to me, and my fellow leaders, it seems that that is exactly what the Elders are trying to do. I ask you, my fellow citizens of Visaya, would you rather place your trust in a council hundreds of kilometers away from your villages, your farms, your fisheries, or in your local lords that live with the people, speak with them. We see how you live, we experience it every day. What do those Elder's know?


The Elder Council, or Lakon Duterte, have yet to respond. Economists fear another recession on the horizon, while citizens fear for their lives in these troubling times. We can only sit as bystanders before the winds of fate that blow before us.

Industries nationwide flee from Visaya in the wake of the League of Freedom
Economists fear for the worst.

What economists have feared has come true as thousands of businesses withdraw their assets from Visaya. The Manila Stock Exchange reported its worst day in 40 years, with almost $2.5Bn worth of losses. The Elder Council has frantically tried to keep corporations from leaving the nations but to no avail. It is almost certain that Visaya will enter an economic recession, the first time nearly since the creation of the country. The only provinces not enduring heavy economic loss are Serafari, Baggouin, the BSED and the Davao Federal District. Lakon Duterte has announced that he will seek a quick end to the crisis, both politically and economically, so that the people of Visaya will suffer as little as possible. Professionals speculate that the military may be mobilized. It seems the country is heading towards the fires of war, but can Lakon Duterte save us before it's too late?

      United Federal Party wins majority in Nican House

      Despite ferocious resistance from the Francophile party, the Federal Party managed to win 102 seats in the Nican House, to the Francophile's 47 seats, 21 independents, and 10 NPLP.
      United Federal Party enter confidence and supply agreement with independents and moderates in Pontivi House

      The United Federal Party underperformed in the Pontivi House, however. Although they performed respectably in the elections, holding 68 seats. The NPLP held 80, the Francophiles held 8, and there were 24 independents. The UFP entered a confidence and supply agreement with 20 independents, 1 Francophile, and 7 NPLP.
      Alain Clerc expected to be next PM

      Alain Clerc is expected to be selected as the next Prime Minister. Alain Clerc has said that implementing the Federal system in Nice-Pontivy will be his first priority, and to that effect, the amendments to the Constitution entailed by the Federal system will be introduced to Parliament. A 2/3s majority is required to pass a Constitutional amendment in Parliament.
      Election Protests

      During and after the elections, protests, mostly holdouts from the Christmas strikes, continued. However, Minister of Security Olivier Dupuy stated that they did not impede elections to any significant degree, due to preparation allowed by the delaying of the elections. However, many NPLP and Francophiles still cry foul, as many see the delaying of the elections as an attempt to buy time for the UFP. Notably, many Francophiles blame their party's poor performance on the UFP delaying elections.

Supreme Council announces new government, economic reforms, embraces Rykovianism

Manila -After the cessation of powers by the Datus to the Supreme Council, and nearly a month of brainstorming and deliberation, the government has released the plan for the new Visayan government.

Following the principles of Rykovianism, a semi-presidential democracy will enter into effect. The President, who will be elected by a first-past-the-post popular vote, will be the head of state and will appoint the Prime Minister and the Cabinet with the approval of Parliament. The President's term will be 6 years.

The Prime Minister will be the head of government and, along with his cabinet, run the day-to-day operations of the nation. The President will be able to decide how much autonomy is delegated to their Prime Minister. This may result in more hands-on Presidents, versus those who act purely ceremonial. The Prime Minister can be dismissed by the Parliament only in a vote of no confidence.

The Parliament, named The National People's Parliament, will be made up of 900 MPs and will be the supreme legislative organ of the Republic. Ministers of Parliament will be elected every 3 years, based on proportional representation. Although the ideology of Rykovianism is enshrined in the constitution, parties of differing ideologies may be offered a place in Parliament as long as their views are not declared as too radical.

The Supreme Council will be renamed to the High Advisory Council and will act as a purely advisory organ to the President and Prime Minister in all matters of importance. In an emergency situation, in which both the President and the PM are unable to command, the High Advisory Council will be handed temporary executive control.

The country's first elections will take place in two months time, on March 21, 1996. Both the President and MPs will be running for election.

Visayan Liberal Rykovianism will seek to marry libertarian economic theory with classical Rykovianism. The outcome is likely to be close to the theories of economist Margeret Thatcher.

      January 25th, 1996



      Negotiations Bring NPLP on board, leave Francophiles in the dust

      Negotiations that stretched over 3 weeks came to a conclusion as many NPLP moderates declared their intention to vote for the amended Federal Plan. Major amendments include separate State Legislatures, which will select 5 members each to represent them in the Senate, as well as additional powers granted to the States to counterbalance the Central Government. Several independents and Francophiles announced their intention to vote against the bill, however, with many of them switching sides after reviewing the amended Federal Plan. In all, in the Nican House, all UFP members intended to vote in favor, 4/47 Francophiles will vote in favor, 10/21 independents will vote in favor, and 6/10 NPLP will vote in favor. In the Pontivi House, all UFP will vote in favor, 39/80 NPLP will vote in favor, 3/8 Francophiles will vote in favor, and 11/24 independents will vote in favor.
      The New Federal Plan

      The New Federal Plan consists of reworking the legislative system and introducing a so-called "executive" branch of the government. The Parliament reforms consist of a Lower and Upper House, called the Congress and the Senate. The Congress's districts will be determined on the basis of population, with a cap of 300 seats. The Senate would be distributed evenly between the two states, with 50 seats for both, at all times, making 100 seats total. 10 of these seats would be chosen by the State Legislature. The layout of the State Legislature would be chosen by the state, rather than the Central Government. The executive branch would consist of a President, who would be responsible for the proper execution of laws, and represent the government in major affairs. The executive branch will also include many of the agencies and services of the government, although several would still be run by the states or Parliament.
      Implementation begins next election cycle

      After the amendments are voted on and presumably passed, the process of implementation will begin by redrawing voting districts. Each house would vote on a constitution for their state concurrently. The new legislative amendments would take effect during the next Parliamentary Elections, scheduled for June 30th of 1997. The executive amendments would take effect after 3 years, when elections take place on December 30th, 1999.

      Months ago, General Secretary Gorbachad had announced he would be ending his term in office on January 8th, 1996. Since then, the National People's Congress has been in heated debate over who the next General Secretary should be. Beginning on January 8th, the NPC has been holding daily rounds of voting and debate for the appointment, but each day has ended with the Congress unable to secure a majority vote for any one candidate. General Secretary Gorbachad has opted to stay in office until the NPC is able to secure a majority, but has also threatened he will resign at the end of this month whether a replacement is chosen or not.

      A large reason for why the vote is in gridlock is due to many Congress members opting to abstain from the vote. One such congressman who is abstaining is Vladimir Vaseyokov of the Rybinsk FR, who told the Gazet that he is abstaining "because it's what [my] constituents want. A lot of them don't want to see Gorbachad leave, and even more don't like the options for replacement." For another view, the Gazet talked with self-described 'radical left-wing' Congressman Altynbek Mamin, who told told the Gazet that 'we are in gridlock because our system is not designed for democratic processes. All previous General Secretaries have appointed their own successor. Gorbachad is ruining our previously unbreakable governmental system.'

      With two weeks of Congressional gridlock on the issue of the General Secretary appointment and counting, a new candidate has entered the fray at the last minute. The new candidate in question, Vladimir Poutine, is the son of a French refugee from the former United France and a Pavlovski mother. Poutine previously worked as an NKVD counter-intelligence agent, who ended his career at the NKVD in 1994. Since 1994, Poutine has worked for Amur, a Pavlovski publicly owned defense corporation. Poutine's political views are largely unknown, due to having no experience whatsoever in the realm of politics.

      The circumstances of Poutine's announcement are undoubtedly peculiar, as he was initially brought in to the National People's Congress for a hearing about the Amur corporation's labor conditions, an issue completely unrelated to the General Secretary appointment. However, Poutine requested to be allowed floor time during the next voting session on the appointment, and was allowed to do so by Premier Lermontod. During his time on the floor, Poutine expressed his disgust for the current state of the National People's Congress.

      These weeks have shown the worst side of the Pavlovski government. We have resorted to petty bickering which has done nothing but create a quagmire of domestic politics, isolating us from the world stage. We must end this, and act fast. I vow to uphold the democratic processes introduced by Gorbachad, but I also vow to ensure that the efficiency of our old systems is maintained. A balance must be struck, and I know where to strike.


      The speech seemed largely improvised by Poutine, and the circumstances for this unusual occurrence of a random guest to the NPC has come under question by many Pavlovski media sources. Whether or not Poutine will receive any votes in the NPC is yet to be seen, as his speech was given after rounds of voting took place today.

      Labor Unions in Israel see rise in separatist sentiment

      The Israeli Labor Unions of Yahel have seen a recent spike in separatist rhetoric. Many members of Labor Unions Israel, particularly in Jerusalem and Tel Aviv, are now advocating for Israel to be a wholly independent state from Yahel. This new independence fervor has been largely led by Jewish activist Itzik Fahima, who has long advocated for an independent Jewish state, but has not seen much popularity until recently. The independence advocates are primarily of Jewish faith, and calls for an independent Jewish-only state has sparked large controversy with Muslim and Christian citizens of the region.

      Itzik Fahima spoke on a radio show on January 15th about his movement, and cited his primary complaints with the Yaheli government being that 'autonomy is a start, but not enough. We are a people separate from that of the rest of Yahel, and deserve independence to reflect that'. Fahima also held a rally in Tel Aviv on January 27th, where he called for 'all true Jewish Israelis to unite as one, to bring about a true state for our people.'

      The movement has not yet been addressed by the Yaheli government, but as it continues to grow in popularity, there is no doubt a government response will be given-- or demanded.

An Actual Food Coma?

Nasahad Masgarash, 28-year-old resident of Benishire (A Small Riyadh suburb), was found in a state of medical emergency in his living room, June 28th. Upon the announcement from Yahel that pork was officially on the table for all Muslims, this man went on a full-blown, all-out eating spree. Recipes show Nasahad eating upwards of two pounds of pork with each meal. After a panicked emergency call from his girlfriend, emergency responders arrived to find Nasahad out cold on the ground. Upon reaching the hospital, he was able to be stabilized and when questioned, it turned out that Nasahad had eaten over 3 whole pounds of bacon in one sitting. This serves as a reminder to the world that moderation is a necessity in day to day life, and excess can lead to downfall.

The situation in the east hasn't helped our cause in the slightest. With no other place to turn, we've come to the decision to propose removing military aspects from the pact to the Glascom Council. We are trying to build up our reputation as people of peace, but frightened eyes do not see clearly. We hope that this will be the solution."

      ​​Gorbachad backtracks his previous comments, opts to stay in office until successor is chosen

      Previously, General Secretary Gorbachad had chosen to leave office on January 8th. Since January 8th, the National People's Congress has been holding daily votes on who to appoint to the office to replace Gorbachad, but throughout January were not able to secure a majority vote for any one candidate. As a result of this, Gorbachad vowed on January 10th that he would leave office on February 1st, whether a replacement was appointed by the NPC or not.

      A week has passed, and before today there was no word on any end of term from the General Secretary's office. But this morning, Gorbachad's office sent out a press release detailing that 'the General Secretary has opted to stay in office until a suitable successor has been appointed', in order to 'maintain a stable governmental structure'. This is a clear backtrack, but has been praised by NPC members, many of which glad to have the spare time to solve the emerging appointment crisis

      Changes to Vanavoy-European Council Deal Promises to Solve EC's Problems




      Succeeding discussions between representatives of the EC, Vanavoy, and HLR, a new agreement has been signed by all three parties that promises to solve the EC Pact's current economic struggles. The new agreement, deemed the Berchtesgaden Deal after where it was signed, limits HLR's control over the economies and regulations of the European Council's member countries. HLR previously had the ability to subsume domestic companies at it's own will, and was able to enforce their regulations across the European Council. Now, thanks to the Bertesgaden Deal, HLR will only be allowed to enforce their regulations and/or acquire domestic companies in times the Vanavoyan government deems times of "economic emergency."

      Finally, after four years of stress following the initial agreement between Landersvich/Vanavoy and the EC, the treaty has been changed and the economies of Europe are expected to soar in their newfound freedom.

Großdeutschvolk Group Founded by German Nationalists

Earlier sentiments to promote German identity in Vanavoy have recently grown into a formal association called the "Großdeutschvolk". Membership in the association includes various regional leaders across Vanavoy, although the national government, especially Lord Protector Matthias Strauß and his cabinet, is almost universally in opposition to the movement. Of course, many leaders of the Czech states are also opposed to the movement which seeks to strip Czech of its status as an official language. The Großdeutschvolk group is also widely unpopular in Trent, however, the Duke of Trent curiously is one of the group's leading proponents and played a large role in its creation. In response, criticism of Duke Emmanuel has sharply risen in Trent with some calling to reduce his power to only ceremonial duties before he replaces Italian as the official language of Trent, which is over 95% Italian speaking. Problematically for the citizens of Trent, there is virtually no way to make His Majesty relinquish any of his power. The Trent Assembly, though democratically elected, has no power to impose its decisions on the Duke, and regardless passing legislation requires the Duke's approval. This has led some to theorize that the Lord Protector and the Confederal Assembly he presides over may be able to strip Emmanuel of his powers. Such a move is utterly unprecedented, however, and many even in the national government believe that doing so would overstep the powers given to the Confederal Government.

      Gorilla Rampage in Denver Zoo; 5 dead
      Animal Rights Activist Group, the Animal Treatment Ethics Protectors (ATEP) was organising a protest against the zoo's very existence, as well as a very broad statement about animal captivity as a whole.

      On July 7th, 1:03am, ATEP Leader, Isabella Wilbur procured a blow torch and burned off the lock to the cage of a family of gorillas. Head gorilla, affectionately named Joker by his keepers, was sleeping peacefully when his cage was unlocked. The protest continued and escalated, with objects getting flung all around the zoo by ATEP. One of these objects, a heavy can of tear gas, was flung into Joker's cage. It smashed into his head, and while it did not explode and release gas, it was enough to rouse the giant from his sleep.

      In a rage, he got up and began mauling the protesters, injuring 27 and killing 12, including the ATEP leader.

      While this hasn't been confirmed, according to a witness, Joker fist bumped his favourite keeper before leaping over the Zoo fence and escaping.

      Further continuing military expansion of the American Military
      According to President Eric McCarthy, the American Military is set to receive a hefty military expansion in the coming years, mostly in the form of more numerous assets. Specifically, the President has stated his desire to create a much more quality army, as well as continuing to increase the number of ships in the Federation's waters.

      The Defence Secretary agreed to speak with us on the matter.
      Our nation has responsibilities, interests and threats. Our military needs to be more than capable of dealing with this and must be on par with our neighbours. Moreover, if we are not able to be viewed competitively, our nation will lose grip in a manner of a rude shock.


      According to government officials, the Federation aims to vaguely 'project our power sufficiently to secure our interests in full' by 1998. As vague as this, many citizens have expressed affirmation of this plan.

      President pushes back retirement to 2000
      Recently, the President came out and has said he is pushing back is retirement deadline by another four years, to the new millennia.
      The fact of the matter is that the Federation, and the world, is going through an odd and scary time right now. I feel I am a man who will be able to lead the Federation through any catastrophic events in the near future. I hope the people of the Federation are pleased with my decision.

Election results in, RPF wins Parliament by landslide, Matcher wins the presidency!

Manila - the results are in from the first Visayan democratic election! With a 91% voter turnout for the parliamentary elections, election stations could barely keep up with the hordes of people. Six parties ran for election: the Rykovian Conservative Party, Rykovian Progressive Front, Democratic Rykovian Party of Visaya, Visayan Zeminist Party, and the Liberal Rykovian Party.

The following is the number of seats each party won:

RCP - 86 MPs
RPF- 435 MPs
DRPV - 67 MPs
PNF - 214 MPs
VZP - 50 MPs
LRP - 48 MPs

With such a landslide victory for the Rykovian Progressive Front, the appointment of an RPF Prime Minister is all but certain. Meanwhile, for the presidential election, the RPF candidate Thargeret Matcher fought RCP candidate Roham Jiskani and won with 68% of the vote. With both an RPF President and Prime Minister in place there is no doubt that they will dominate Visayan politics for the near future.
