Lisboa Attacks

The partisan attacks committed in Lisboa would damaged Belem Palace and leave 22 dead, including Foreign Secretary Wilma Sampaio and her family, as well as 55 more that are severely or critically injured. No cabinet ministers were present at Belem the day of the attack but lives of cabinet liaison and staff were unfortunately claimed.

Multiple car bombs detonated at Foreign Secretary Wilma Sampaio's motorcade that was en route to leave the Foreign Office building. Her security detail attempted to move the Foreign Secretary indoors but snipers positioned along the sides of the roads laid fire on Sampaio and her detail. The drive-by-shooting attack that took place at Sampaio's private residence, would kill the family of Sampaio's daughter, including Sampaio's three-year old granddaughter.

At the order of President Oluwakemi Taliscas, the Prime Minister has announced that Portugal's threat level is now classified as 'severe.' The change in the threat level means armed military personnel will be deployed to guard "key locations" in Portugal, as well as certain events like "sports matches" and "concerts." She said those personnel will take the place of armed police officers, who will be deployed elsewhere. Armed military personnel will be under the command of local police forces, who will decide how to deploy them. Additional resources will be made available to police as they work to keep Portugal safe.

Following the attacks, the Centro Nacional de Cibersegurança (CNCS) disclosed that they have suppressed a concerted attack against Portugal's telecommunication companies. The CNCS details that they have obtained a footage linked with the attempted cyber attack that has identified Chico Manquinho. While the cyber attack were unsuccessful, it revealed a worrying limitation of Portugal's cyber defense. The Executive Director of Cyber Command (CNCS) has announced that procedures are taking place to ramp up the defense of Portuguese critical infrastructure from malicious cyber activity.

The most recent terror attack since the 2023 Lisboa and Norte attacks, the Prime Minister has set out her plans for a "Commission for Countering Extremism" in the wake of the Lisboa terror attack. The commission is being established as a statutory body, legally compelled to identify extremism in communities where it threatens to undermine Portuguese values. Its role would be to encourage people and employers to recognize and challenge extremism, and seek to stamp it out in the same way there has been a marked shift in public attitudes to racism in recent years. The commission would also advise the Government on what new laws might be required to assert Portuguese, pluralistic values over extremist ones.


Portugal and the Spanish Federation in Iberia

The Portuguese and Spanish governments have agreed to terms of a peace-deal related to the Galician conflict and the Spanish Federation in Iberia's exit from the conflict. The following terms were reached:
  • Demilitarization of the Spanish-Portuguese border, all Spanish and Portuguese troops are to withdraw
  • Unilateral Spanish withdrawal from the Galician conflict
  • The signing of a Non-Aggression Pact between the countries
  • Commitment to a future Iberian Union (similar to Benelux) of political and intergovernmental cooperation
  • Respecting the sovereignty of a post-war liberated Galicia free of South American influence
  • Guaranteed DEU access to the Strait of Gibraltar
  • Guaranteed end to Spanish aid of communists in Africa
  • Guaranteed refusal of entry to any FSR/Puertollano/Chinese military forces in the Iberian Peninsula
The terms negotiated are limited to only Portugal and the Spanish Federation in Iberia.

The 297,000 service members originally deployed in defensive measures throughout Portugal's border with the Spanish Federation in Iberia and the 496 battle tanks, 938 AFVs, 128 MLRS, 776 artillery and self-propelled systems will not withdraw from the border yet until Spanish withdrawal coincides.


Operation Esforço Máximo

The latest Lisboa terror attack has fired up morale throughout Portugal and in the Armed Forces. In Galicia, a decisive shift in strategy has been made towards strategic bombardment.

The new operation, called Esforço Máximo da Operação (Operation Maximum Effort) is an aerial bombing campaign to be conducted against targets in Galicia. The operation is to be conducted for the next three days with possible re-evaluation unless the Galician government agrees to come to the table at the CSN Headquarters to negotiate a peace deal. Unlike previous operations, this operation is to be a "maximum effort" bombing campaign (hence the name) to destroy major target complexes in Galicia.

The first three missions of the operation are to be flown as planned on three consecutive nights. On the first night 87 bombers were launched. 39 support aircraft from the Air Force, the Navy and the Marines supported the bombers by providing F-16 fighter escorts, F-15E SAM-suppression missions, Air Force F/A-18 Hornet and Navy EA-18G radar-jamming aircraft, chaff drops, KC-135 refueling capability, and search and rescue aircraft.

The targets of the first wave of bombers are the airfields at A Coruña Airport, Santiago de Compostela Airport and Vigo–Peinador Airport and supply depots and complexes while the second and third waves struck targets around Santiago de Compostela (capital) itself.

The second night would see 93 sorties flown by the bombers. Their targets included rail networks and harbors. Deepwater harbors were targeted, including the Marina of Vigo, Ria of Ferrol and Port of A Coruña. Other harbor targets include Curuxeiras Port and the Mariana of Baiona. Rail networks targeted include: the Eje Atlántico that stretches from A Coruña in the north down to Vigo in the south, that passes through Santiago de Compostela and Pontevedra; Ferrol, Lugo and Monforte de Lemos; Ourense; and Santiago de Compostela. The third day would send bombers targeting further supply depots, industrial potential and rail networks in an effort to cripple guerrilla and South American-backed forces. A total of 103 long range Tomahawk cruise missile strikes would accompany the three-day operation's targets.


Portugal

All forward bases, as well as major civilian airports within range of opposition artillery in the bordering districts of Viana do Castelo, Branganca, Villa Real and Braga have begun to be evacuated.

Portuguese SAM systems, including Hawk XXI, Patriot PAC-2 and SM-2III would be deployed in the bordering districts to Galicia to leave opposition air forces relegated to a defensive role.

The President has also authorized the mobilization of 40,000 service members to the four bordering districts accompanied by 270 tanks, 180 AFVs, 90 helicopters, 380 artillery pieces and 140 military aircraft (not to Galicia.) The mobilization beyond aircraft and helicopter support will include field hospitals and electronic warfare capabilities.

Galicia

While the initial invasion faced tough resistance, the Galicians had showed their hand with a defense in depth that would make the armies of WW1 proud. However at the negotiation table Lusophone and Spain had reached a deal. Cutting off Galicia from a country which to import supplies from.

This created the perfect opportunity for the European Coalition to withdraw back to its previous position and take a more defensive stance.

Elsewhere the attack submarines from every nation involved would begin to form a blockade cutting of Galicia from imports by sea, every sub would stay submerged to prevent attacks from Socialist missiles as well. Effectively cutting off imports to the socialist state from the outside world.

Meanwhile the constant cruise missile strikes would continue to bombard the nation. While German spy satellites would constantly look for other valuable targets as well, mainly looking for hydroponic farms as the tech was known to be used by South Americans and could be something that enabled the Galician defense to last much longer than it could traditionally.

Caribbean

The German ships had not been expected to be kicked out so soon. Which didn't leave German High command much time for a plan, with the fleet limping and Puertollano Ships licking their lips just outside of FUNA waters, a gutsy call was made. Under the NAF the German government held the belief that while no doubt powerful, the NAF could be pushed over in their hesitation to piss other nations off. The GU High Command was hoping for more or less the same. As FUNA waters stretched all the way to the Nordic land in Greenland, it was agreed that the German ships would never leave FUNA waters until they could make it to safety in Greenland, who had been a major ally of the GU and the High Command hoped the Nords would take the fleet under their care until they could defend themselves.

Saba, Caribbean

After the successful referendum result, the National Bolivarian Armed Forces of Puertollano and the Armed Forces of the Federation of Nativist Islands stationed off the coast of Saba re-asserted control over the island. They used the friendly ports to unload armed service-people from the Bolivarian Republic and the Federation of Nativist Islands and established a military presence. They were greeted with applause from the people of Saba - who had only just recently voted to be incorporated into the FNI. There, the President of the FNI, Danilo Medina, signed the act of federatio between Saba and the FNI and it was official incorporated into the FNI. The German Imperial flag was lowered, and instead replaced with the flag of the Federation of Nativist Islands. Aid from the FNI and Bolivarian Republic then began to flood into the island, providing humanitarian resources such as medical help, food and water. This military exercise was backed up by allied air forces and the stationing of troops was overseen the Bolivarian navy.

Galicia

More Portuguese attacks against the Socialist Federal Republic of Galicia were to be expected: having their past attacks thwarted was not a good look for a populace tiring of a seemingly endless war. TeleSUR broadcasts from Galicia into Portugal made that very clear and often urged the people of Portugal to resist the "imperialist onslaughts on the border" by the "criminal Portuguese regime". As the hordes of Portuguese bombers tried to fly into Galician airspace, militants would take potshots at them with hand-held anti-aircraft weaponry. Although not accurate, they would prove useful as a surprise element against the Portuguese pilots who are flying over foreign and unknown territory. Then anti-aircraft SAM units and mobile anti-aircraft units would shred the bombers from below. This indication would give enough time for the evacuation of the public utilities the Portuguese were intending on destroying. That would provide enough time for evacuations - saving both human lives, military service people and resources. The next response from the Bolivarian Republic and the Galician Republican Army was the scrambling of their aircraft in defense. The home advantage would be too great, as the attack aircraft from both Galicia and Puertollano would severly outnumber the Portuguese bombers and escorts. Thankfully, for the socialist forces, Portugal decided to be divided and conquered, by splitting their firepower over three consecutive nights. That would enable them to be cut down, one by one, by a larger air force.

All major roads coming into Galicia from Portugal were destroyed by shelling. Galician Artillery bombarded these positions as the Portuguese military began to station itself along the border. This would force the Portuguese to go off road if they were interested in fighting a land war against the people of Galicia. Something that Germany did not very well at before.

The advance of the German military was stopped and the German Armed Forces were forced to retreat. This was a significant victory for the Galician Republican Army, who had not even lifted a finger in the defeat of a foe much greater their size. It had proved, effectively, that the use of conventional tactics were very successful against a fully conventional German military who relied on massive firepower. The attempts at cruise missile attacks on key infrastructure to prolong a Galician hold-out would be reduced greatly by interceptor missiles and other anti-ballistic missile technology. This would help defend from most missiles, but where they did hit, re-construction was a major priority to any damage the Germans intended on inflicting. The Germans even went so far as to launch missile attacks on farms, which by all means, are civilian targets. Hydroponic farming was usually in highly dense civilian populations, thus the toll on innocent human lives were very noticeable. Community gardens would be used, in turn, to provide additional food to the populace and individual households were encouraged to grow much of their own food.

On top of this, freighters from the FUNA (Underground Movement Union) were sent carrying humanitarian aid to Galicia. The humanitarian aid includes food (preservable), water and other important necessities. This action would surely test the reliability of the German Blockade and discover whether it is all a bluff. Either, the Germans let the FUNA freighters through into Galicia (where they would provide humanitarian resources to prolong the hold-out) or decide to attack neutral freighters from attempting to provide life-saving resources.

American Waters
The American Navy was very quick to react to the continued intrusion on their waters. Immediately, a Battle Fleet was hurriedly mobilized in Norfolk, comprised of several destroyer squadrons, accompanied by cruisers and a single, surprisingly not yet retired battleship and the carrier USS Constitutionalist, and airwings from the mainland would scramble to get in the air, quickly arming their aircrafts with anti-ship missiles and electronic warfare assets. They were also assisted by a destroyer squadron from Jacksonville, Florida which would mobilize from the south. The Battle Fleet's would immediately move to intercept the German ships still in their waters, with the intent of preventing them from continuing north, and in fact would broadcast a message threatening to open fire if they choose not to stop their ships immediately and surrendered.

Galicia

The confrontation the Galicians hoped to create was all for not, once the Canadian aid ships got close to the blockade they were contacted and swiftly turned around without conflict. This marked a major victory for the Germans as resources would now surely not make it to Galicia from the outside world.

After that drama the Germans once again tinkered with their bombing tactics, this time aiming for the countryside farms, farms under reconstruction, as well as the community gardens of major cities. The method of bombing would also change slightly. Instead of continuous attacks the Germans would employ saturation attacks against a single target to maximize the amount of missiles making it through Galician air defenses.

The German government also called on the Galicians to meet with the Portugese government and end this conflict without any further loss of life.

Caribbean

Realizing that the Canadians would not allow any further movement North, the Admiral of the fleet ordered all ships to halt immediately and surrendered to the Canadian ships. Accepting the lesser of 2 evils the fleet messaged the Canadians their intentions and awaited a response.

The German march north would continue, quelling any minor local resistance and leaving minor forces to keep areas occupied. Eventually getting to the city of El Argoub where 1/5 of the German forces would split off down road N3 to occupy the major cities along that road. While the remaining forces would march to Dakhla and continue further north. Continuing their propaganda war by promising a free Sahrawis state away from Morocco Rule.

Lisboa Declaration

Proclamation Defining Terms for Galician Surrender
Issued at Lisboa, Portugal, 4 December 2025

  1. We, the chief representatives of the Portuguese Republic, the Germanic Union, the Soviet Union, the Sixth French Republic, and the United Roman Triumvirate, collectively known as the Allied Nations, representing our compatriots, have conferred and agree that the Galician government, shall be given an opportunity to end this conflict.
  2. The resolute military power of land, sea and air forces of the Allied Nations, is sustained and inspired by the determination of all the Allied Nations prepared to see through the armed conflict in Galicia as planned until the Galician government elects to cease hostilities and participate in a diplomatic resolution.
  3. The result of the vain and selfish resistance of the Galician authority to the free and prosperous peoples of Europe stand for ever in awesome clarity as an example to the people of Galicia. The full application of our military power, backed by our resolve, will mean the inevitable and complete destruction of the hostile Galician Armed Forces and just as inevitably the utter devastation of the Galician homeland.
  4. The time has come for Galicia to decide whether it will continue to be controlled by self-willed partisans whose unintelligent calculations have brought Galicia to the threshold of despair, or whether it will follow the path of reason.
    The following are our terms -- no delay shall be tolerated:

  • There must a complete elimination of the authority and influence of those who have deceived and misled the people of Galicia, for we insist that a new order of peace, security and justice will be impossible until irresponsible militarism and influence of ill-intentioned foreign dogma cease in Galicia.
  • Until such a new order is established and until there is convincing proof that Galicia is no longer conducting policy based on foreign dogma and Galicia's war-making power is eradicated, points in Galician territory to be designated by the Allied Nations shall be occupied to secure the achievement of the basic objectives set forth by this declaration.
  • The commanders of all sides shall order and enforce a complete cessation of all hostilities in Galicia by all armed forces under their control, including all units and personnel of the ground, naval, and air forces, effective immediately should the Galician government adopt this declaration.
  • Upon the adoption of this declaration by the Galician government, the immediate withdraw all of their military forces, supplies, and equipment shall be effective. All demolitions, minefields, wire entanglements, and other hazards to the safe movement of Allied peace-building personnel, in existence after the withdrawal of military forces, together with lanes known to be free of all such hazards, shall be disclosed and reported to Allied peace-building personnel by the Commander of the side whose forces em-placed such hazards.
  • If such Galician military forces are not withdrawn, and the terms outlined are not observed, and there is no mutually agreed and valid reason for the delay, Allied Forces shall have the right to take any action which it deems necessary for the maintenance of security and order.
  • The introduction of reinforcing military personnel by all sides in Galicia shall cease. Provided, the rotation of Allied units and personnel on a temporary duty basis, and the return to Galicia of personnel after
    short periods of leave or temporary duty outside of Galicia shall be permitted within the scope prescribed: "Rotation" is defined as the replacement of units or personnel by other units or personnel who recommencing a tour of duty in Galicia. Rotation personnel shall be introduced into and evacuated from Galicia only through the ports of entry transparently disclosed by Allied Forces to Galician authority. Rotation shall be conducted on a man-for-man basis.
  • The introduction of reinforcing combat aircraft, armored vehicles, weapons, and ammunition by all sides shall cease. Provided, Allied Nations shall only introduce military units related to Allied peace-building missions. Any Allied aircraft, armored vehicles, weapons, and ammunition which are destroyed, damaged, worn out, or used up throughout Allied peace-building missions may be replaced on the basis piece-for-piece of the same effectiveness and the same type. Such combat aircraft, armored vehicles, weapons, and ammunition shall be introduced into Galicia only through the ports of entry transparently disclosed by Allied Forces to Galician authority.
  • The Galician authority shall insure that personnel of their respective commands who violate any of the provisions of this declaration are adequately punished.
  • The Galician military forces, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.
  • We, the Allied Nations, do not intend that the Galician nation shall be enslaved as a race or destroyed, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon the innocent. The Galician Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Galician people interfered with by foreign dogma. Eventual Galician participation in world trade relations shall be permitted.
  • The occupying forces of the Allies shall be withdrawn from Galicia as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Galician people a peacefully inclined and responsible government.
  • We call upon the government of Galicia to proclaim now the unconditional surrender of all Galician armed forces, and to provide proper and adequate assurances of their good faith in such action.


Operation Cair Pra Trás

The introduction of the Lisboa Declaration to the public and the Galician government has maintained an optimistic attitude within the Taliscas administration that a peaceful conclusion to the Galican conflict will be reached. Nonetheless, President Oluwakemi Taliscas has ordered a re-evaluation of Operation Maximum Effort, an aerial bombing campaign conducted against targets in Galicia should the Galician government not adopt the Lisboa Declaration and a return to hostilities occurs. The President has authorized a Defense Ministry interdiction effort, Cair Pra Trás da Operação (Operation Fall Back), should this happen.

Operation Fall Back would happen subsequently to a Galician attack. I'll post it then.


Portugal

Galicia

The unfair and unjust terms of the 'Lisboa Declaration' were simply rejected, and the Socialist Republic demanded negotiations to the end of the war. In a public humiliation of the terms, the Hygiene and Sanitation Co-operative based in Santiago de Compostela decided to print the terms of the declaration in 'limited edition' toilet rolls. These proved very popular among an increasingly violent and angry population, suffering under the attacks from the imperialist forces of Western Europe. But - in a sign of diplomacy - there has been evidence of co-operation on the side of the Galicians and the Portuguese to negotiate better terms and resolve the conflict.

People's Action Committees, established during the earlier years of independence, were working hard on repairing much of Galicia. This organised labour was responsible for farming, rebuilding roads, houses and public property. The TeleSUR crews based in Galicia, who were also trapped by the blockade, widely covered their efforts. "These are the heroes of Galicia, among the many armed forces men and women who fought back the German pigs," a TeleSUR host said on live television. While there were attempts to cripple the infrastructure of Galicia, it was self-sufficient. Small community gardens were made on roof-tops of housing complexes, all supermarkets were price-controlled and the reserve supplies built-up over generations was becoming incredibly useful. The Strategic Oil Reserve, created from the massive Bolivarian petroleum wealth continued to stand the test of time.

Large billboards were built by disaffected citizens with the blockade on the border. With the amassing Portuguese, the bill-boards read: "Come Over, Cowards", "Join Your German Friends In Our Grave Yards" and "End This War of Aggression". The citizens of Galicia were not alone in this view, an ally came in the form of the Federative Republic of Persia. Large Persian-based transport ships (civilian) traveled to Galicia to defy the blockade. The Germanic Union would have to fire upon the civilian transports to prevent the much needed food and medicine from arriving at Galicia ports. And it would be a test to Germany as to whether they want to start another war, or let Galician children receive medication.

SPAIN NPC ACTIONS

With the Germans having overrun West Sahara, leaving Morocco defenseless against their advance, the government in Madrid voted to terminate hostilities with the remaining European combatants of the Second Fantastic War.

Terms of armistice with the GU, URT & USSR announced

Spain reasserts the existing presence of the DEU MDSF in both Spain and Morocco in the Strait of Gibraltar containing personnel from across the DEU, acting as a supranational guarantee that the Strait is not threatened in any way by any country.

Spain unilaterally grants West Sahara independence from Spain.

Spain formally remains in a state of war with Britain, however due to the threat of French intervention under the Entente alliance it is unlikely that the Spanish will make any military threat against the garrison of Gibraltar. For all intents and purposes, Spain is once again at peace. The referendum in Morocco is expected to take place as soon as logistically possible, with ballots being prepared in major cities. The CSN will be invited to act as monitors for the sake of transparency.

Peacekeeping mission in the Balearic Islands, Iberian rapprochement

Portugal and Russia have been granted permission to launch peacekeeping operations in the Balearic Islands, by deploying their military forces to the region. With much of the Spanish fleet sunk during the Battle of the Euro Sea, it is a sign of support for Spanish sovereignty in light of the nation's current weakened position. Spain remains committed to the terms of its peace agreement with Portugal; the government has ordered the demilitarization of the Portuguese frontier and calls for Galicia and the remaining combatants of the Second Fantastic War to accept the Lisboa Declaration and surrender.

Galicia

The Persian Relief Force was an unwelcome nuisance, however the German navy was prepared for some nations to attempt to come to Galicia's aid. Even if they didn't expect a European ally to be said nation.

There were 4 different phases to preventing the ship from reaching Galicia.

Firstly, the ship would be contacted and informed to immediately turn around. Should this fail or be ignored the ship would then be buzzed by a anti ship missile from one of the attack submarines as a warning shot. Afterwards a second message would be sent saying that the ship will be sunk should it reach Galician territorial waters while an attack submarine would follow the ship. Finally should it reach Galician waters the attack Submarine would open fire using both its torpedo tubes and anti ship missiles to ensure that the relief ship could not reach Galician waters.

However the German High Command holds the belief that the crew of the ship does in fact value their lives and will turn around without much of a fuss.

Meanwhile over on the land the German Air Force celebrated the 16th month anniversary of relatively constant bombardment of every food supply capable of feeding by spray painting vegetables to the side of cruise missiles before they were sent off to bomb farms and gardens.

The German Government once again called for Galicia to come to the table and accept the "more than fair" Portuguese terms of surrender and turn their back on their South American masters.

The arrival of the 400 'Special Forces' from Germany was not welcome. If they were transported by air, anti-air missiles would be fired at the transport planes from Saba, as well as from the Bolivarian Navy stationed in the Caribbean and off the coast of Saba. Should the missiles not knock down the transports, attack jets would be scrambled and would target the transport carrying the Special Forces. If they were transported by sea, anti-ship missiles would be fired at the transport ships by aircraft and the Bolivarian and FNI Navy would immediately engage them. Should this not destroy the transports, attack submarines would fire their torpedoes at the transports.

If all fails and the Special Forces somehow arrive on the islands, the National Bolivarian Armed Forces would deploy jets to bomb the quaters of the Special Forces and where they were based, using intelligence sources. For bunkers, the Puertollanoans would use a Massive Ordinance Air Blast (or MOAB) to destroy any remaining Special Forces located beneath the surface of the land. The military of the FNI and the Bolivarian Republic would then be deployed, after the Germanic Forces were targeted in strategic air attacks, by sea to re-capture the islands for the Federation of Nativist Islands. The forces would shoot-on-sight any remaining Germanic Armed Forces.
