Introduction

Welcome to the OOC world building thread From Here on Out! Not wanting to start from the beginning, this RP begins on a world that has many similar characteristics as Earth, such as technology, climate, and people, but is located in a far off galaxy during an economic depression. The nations on the planet Solaria are on the verge of conflict as economies collapse and resources slowly become scarce. Civilians around the world have begun rioting in the streets as the unemployment rates in most countries ascend fifty percent waiting for a solution, whether it’s a fresh, powerful leader or the complete overhaul of the government. Below can be found the information on the planet, Solaria, as well as the calendar that will be used to keep track of time. Unfortunately, anything that is possible on Earth is also possible on Solaria, including, but not limited to wars, revolutions, and terrorism. The future is not as far away as it appears, war may be right around the corner.

Day Length: Approximately 24 hours
Year Length: Approximately 360 days

Standard Solarian Calendar: For simplicity's sake, the year length is 360 days long, divided into 12 Months, with 30 days per month. We will use a 7 day week cycle (Approximately 51 Weeks in a year), very similar to Earth. Days and Months follow a similar naming pattern to the real world.

Summer Solstice: End of June/Beginning of July.
Winter Solstice: Usually occurs around New Years Eve; IE at the end of December/Beginning of January.

Calendar Epoch: The epoch designation of the SSC is New Era (N.E.). The Standard Solarian Calendar was adopted shortly after regular space travel was established. The end of the modern era (Equivalent to modern day on Earth) was set as year 0 N.E. Sunday, January 1st, 1 N.E. was established as the official start and adoption of the Standard Solarin Calendar.

• January 1st, 1 NE: A global economic depression hits and riots break out in most nations.
• January 1st, 1 NE: A Terrorist organization named CHAOS (Located in Ostrovinsta and Chromium) claims to be the suppliers of the socialists who bombed a city in the UPC.
• January 2nd, 1 NE: Durzanian news anchor makes a distasteful "In communist Chuliu" joke on international television.
• January 2nd, 1 NE: Average global temperatures highest in 50 years!
• January 2nd, 1 NE: Bomb goes off in Aftnorxia, Ejli. 18 people reported dead, 36 reported wounded. CHAOS claimed direct involvement. Resulted in the complete destruction of the Durzanian and UCP Embassies, as well as Ejli's justice Building. Ejli swears to send aid to UCP and Durzan.
• January 3rd, 1 NE: Island made up of Garbage spotted off the western coast of Pekares!
• January 5th, 1 NE: Renovama suffers from a mild outbreak of Renovama Fever (At least 300 confirmed cases, and 30 confirmed deaths).

January 1st, 1 N.E.
City of Malin, Aspil Province

New years celebrations carried on into the morning, fireworks blasting into the darkness. Unfortunately not all the sounds of explosions were from fireworks. Two bombs were set off at 7:16 in the morning in the province of Aspil. Socialist lobbyists had bombed the city of Malin, having planned the bombing for months wanting to use the loud environment to their advantage. At first the bombs blended into the noisy atmosphere without many people noticing. Immediately afterward the dozen and a half socialists began to run. Local citizens started to notice the growing fire that now consumed two building about two blocks apart killing 8 civilians and wounding 14 others. The citizens saw the socialists with their very recognizable yellow and red shirts and a chase began. The socialists did not split up (a big mistake), making it easy for the citizens to follow. One by one the socialists were being shot in the back or leg by armed citizens. 7 were shot dead and 3 others were wounded. The citizens cornered them into an alleyway and contained them until federal officials were able to arrive.



Later that day, a terrorist group located in Ostrovinsta and Chronium claimed to have supplied the socialists with the bombs, wanting to give the final push to a long predicted civil war between the socialists and conservatives in the UCP. Fortunately, this was not the case, but it did make a civil war seem more inevitable than ever, especially if the socialists were supplied and supported by a foreign militant group.

8:29PM on January 1st
Capital building in Tilten, Koprad Province

President Rogers was sitting at his desk at the capital building with his face in his hands.

President Rogers: "Why did this have to happen now?" he said to himself. "We are in the middle of a global economic depression and on the verge of a civil war. If these socialists are supported by this left-wing terrorist group the socialists might actually attempt to succeed with the province of Aspil."

He called for his secretary.

Secretary: "Yes?"

President Rogers: "I want to speak with general Conway. We have the support of the senate to take military action against the terrorist groups in Ostrovinsta and Chronium. Knowing how corrupted and socialist those countries already are I wouldn't be surprised if the terrorist groups are supported by the government there."

[Ostrovinsta]

Ostrovinsta was a mess, and it was barely a day into the new year. not only is there a terrorist nation inside the country, but it supplied the people that bombed the U.C.P.! As always, most stated believe the solution is to secede from Ostrovinsta. As if that would stop terrorists from making home inside them! The citizens aren’t happy that’s the U.C.P. are getting ready to charge in here to find the terrorists, and Anti-Foreigner movements are grower greater and greater each hour that passes! The number of riots have grown and some poor politicians are about to be elected into the major-offices that deal with all of these problems. President Bennet was just glad it wasn’t his problem anymore.

The wing of the terrorists in Ostrovinsta were currently cheering with joy! The plan was going perfectly and they are going to be elected into the Government!

"Kate Wenburg of DBC News reporting live at the Imperial Palace in Retha Unin, where thousands of excited citizens are waiting for the High Emperor himself to address the public. The 35 year-old Emperor has rarely been seen in public during the past few weeks, and the people are dying to hear from him. Rumors have been circulating that he and his staff have been working on something big in honor of the New Year, and from the look of things, it appears to be true."

Breaking News Banner flashes across the bottom of the screen while Kate speaks: Terror spreads across the west, after early morning bombing in the UCP! Sources confirm that at 7:16 AM, a hidden explosive blew up in the city of Malin, resulting in the deaths of 8 civilians and the wounding 14 others. The terrorists responsible for the crime were soon either captured or killed by civilians.

Excerpt from Emperor Dhumesdae's New Year's Speech:

"Greetings Citizens of the Empire, and Happy New Year to all! For six years we have labored to establish a competent fleet of space ships, and to build and maintain Phoenix Space Station. We have made vast advancements in the areas of space travel, flight, and colonization. In recognition of these achievements, I declare New Years Day and the January 2nd to be a national holiday, to be held henceforth in remembrance of the sacrifices and accomplishments of our ancestors and our peers!

However, despite our great successes, hard times are ahead for us. The past 6 years have not been without challenge, and though our enterprises in the heavens may help mitigate and stabilize the economic tremors that every citizen of the Empire has surely felt, the cost of that investment was immense and straining. The days going forward will not be easy; the dwindling resources and increased tensions here on Solaria will surely only bring additional hardship, but I implore you my people... have faith! We have endured far worse before. We are strong! We are the Empire, a light unto the world! Even under the greatest of hardships, we can endure, if we just build up and support each other, as our people has done in times past.

In order to ease the economic burdens of our people in these trying times, ensure the continued stability of the Maurc, and the protection of our borders and our people, I will be signing a number of bills into law this very day. Effective immediately upon the signing of my signature, the following provisions will take effect:

1. The Imperial government will be providing basic paying jobs to all unemployed Imperial Citizens to ensure that all receive at least enough money to be fed.
2. The Imperial government will be diverting a portion of its Orbital Fleet to the task of mining nearby astroids. The materials gained will hopefully help at least partially offset our shortage of materials here on Solaria, and provide a much needed boost to our economy.
3. The budget for schooling will be cut by 25% over the course of the next five years. Recent innovations and breakthroughs in the methods of teaching have drastically reduced the underlying cost of education, allowing us to reallocate some of our budget to what is now far more pressing matters.
4. The budget for the Military and R&D will be increased substantially. Civil unrest has erupted within the borders of many nations around the world, and if we are not diligent, it may end up spilling over into our lands. Though we may be relatively stable now, there is no telling what the future may bring. Be prepared to do all in your power to defend your families, your friends, and your nation... from all threats both foreign and domestic.
5. The government will now be offering grants and scholarships to encourage the best and brightest individuals of the Empire to lead the charge in pushing the boundaries of new forms of technology and scientific discoveries.

My people, we stand at the edge of a new age, and with that comes many new opportunities, but also many dangers and uncertainties. It is up to us to be prepared to address these issues properly and effectively. But, together, I know we can overcome all that may stand in our way. • Durzanian Intelligence Satellites have picked up transmissions coming from remote areas within the nations of Ostrovinsta and Chromium. Apparently, a terrorist organization called CHAOS has taken credit for supplying the monsters behind this mornings bombing in the UCP. At this time DBC News cannot confirm if that truly is the case.
• After his morning speech, the Emperor himself offered his condolences to the leaders of the UCP and firmly denounced Terrorism and Terrorist Organizations across the world. If terrorists continue to threaten the peace of the world (and by extension, his people), he remarked, then the Empire would have no choice but to consider getting involved.
• Small, but incredibly insistent, groups of protesters have formed around the nation urging the Emperor to do more to stabilize the economic situation. Although the Empire's economy remains relatively stable at this time, the effect of the world depression is not lost on its citizens. Many feel, that if the Empire doesn't do more, then it wouldn't be long at all before the Empire suffered a similar economic fate to that of many other nations.
• Natives of the Sparihan Isthmus have petitioned the Imperial government to be granted autonomous rule, independent of the local regional government. They cite tensions with the local populace and a lack of respect by the regional government for their traditions as reasoning for their petition.

• The Grand Empire is currently one of the few nations that is remaining somewhat stable.
• The Durzanian Economy is currently stable, but stretched thin. The Maurc is at the weakest value in 5 years, but seems to be holding steady when compared to other forms of currency.
• Despite the relatively stable economy, the Empire and its citizens are starting to feel the effect of the world-wide economic depression.

At 8:00 at night, most people are in their houses cozy under their sheets in the national capital of Aftnorxia. However, a CHAOS bomb exploded on embassy avenue, destroying the following countries' embassies.

The UCP
The justice building of Ejli was also destroyed. All but one CHAOS member (who was executed immediately) escaped from civilians with local and federal police.
BREAKING NEWS
Terrorist attack occurs in Aftnorxia, Ejli. 18 people reported dead, 36 reported wounded. CHAOS has claimed direct involvement.
President Tenu will hold a conference with Parlament to discuss Ejli's response to the attack.
President Tenu: Thank you for meeting on such a short notice.
Military President Rack: You are very welcome. As we just have seen, CHAOS has killed 18 innocent people, and wounded 36 others.
General Yej: This behavior cannot be tolerated.
Prime minister Enerst: Absolutely not. But what will we do, considering CHAOS also destroyed Durzan's and the UCP's embassies.
Foreign Affairs Officer Unist: Not much, considering that CHAOS has its roots deep in the Ostrivinsta government.
General Yej: I say we put our military on code 9, then send support to The UCP and Durzan.
Military President Rack: But CHAOS may be supporting the natives we are at war with.
President Tenu: Either way we need to tread carefully, we don't need an all out communist rebellion. The military will be set onto code 9, and support will be sent to Durzan and The UCP. I wish you well.

[*]6 CHAOS combatants were identified and arrested in the city of Cracktual in the early morning on January 2nd following the horrific attacks in other nations. While these combatants were capture before carrying out their plot, there appears to be a sophisticated and coordinated rise of CHAOS activity. President Babu, in response to the CHAOS terrorist threat and under guidance from the department of analytical security, is further implementing TRAC (Terror Reduction & Attendance Coalition) - a sophisticated citizen tracking apparatus. In addition to facial recognition and online monitoring, TRAC will expand the number of police check-points in major cities to be every 50 meters. Police are authorized to pursue random ID scans. The data of all persons in the country will be collected in aggregate. Individual citizens will not be tracked unless deemed a threat by the TRAC algorithm.

TRAC's expansion makes Paasche THE safest nation on the continent from terrorism.

January 4, 1 N.E.
The Torch, Capital City of Kance

President Dupree stood at the window, his face stern as he stern as he gazed out unto the capital city. The doors behind him opened with a faint whine as a small bespectacled man with a briefcase that was handcuffed to his wrist walked inside.

President Dupree: Did you bring what I asked for Diori?"

Prime Minister Diori: "Yes sir I have."

President Dupree: "Good, sit we have much to discuss" He spun around quickly and sat himself down into his chair, Diori followed suit and sat himself down in the chair in front of the Presidents desk"I apologize for all of the added security Diori one can never be to careful when there are prying eyes, now show me what you have brought."

Prime Minister Diori took a small key-ring that had 2 keys on it out of his pants pocket and used it to unlock the the cuff that was attached to his wrist and then unlock the briefcase. He placed the briefcase onto the president's desk and opened it. President Dupree sifted through the contents of the briefcase until he saw what he was after, a document that said "CONFIDENTIAL" in bright red lettering.

President Dupree leaned back into his chair as he read the contents of the document, "This is good Diori." he said whilst shutting the weighty document. "I have another job for you Diori, I need you to get into contact with leader of CHAOS I wish to speak to him as soon as possible"

Prime Minister Diori stood up and said "Will that be all sir?"

President Dupree: "Yes that is all Diori, you may leave."

Diori made a slight bow and exited the room. As soon Diori left the room Lennix picked up the phone and dialed a number. "Begin mobilization, set national readiness to red, and get me the ambassador of the Kingdom of FOO."

ANCHOR FRANCIS BARR: Good evening! From Renovama City News Network, I'm Francis Barr, here with the latest news.

[The screen switches, depicting chaos and the aftermath of explosions.]

BARR: The blight of terrorism shows no signs of stopping. Attacks have taken place in several countries, particularly in the UCP and Ejli, resulting in dozens dead and more injured. A group called CHAOS has claimed responsibility for the attacks and has warned that these events are just "the beginning." In response to these attacks, President Garfield was quick to condemn the terrorists...

[The screen shows President Garfield - an obese, mustached man in a black suit and red tie - speaking in a press conference.]

PRESIDENT WILLIAM GARFIELD: These CHAOS terrorists did nothing more than proving that they are evil. They think they can cripple civilized countries with their heinous acts, but I am confident that these brutes will be brought to justice sooner or later.

BARR: President Garfield has also stated that the Renovaman government will take necessary precautions to prevent CHAOS from harming the Republic. They include deploying additional armed police in downtown Renovama and authorizing seizures of assets likely used for socialist causes. In other news...

[The camera switches to showing economic reports and massive protests in downtown Renovama.]

BARR: The economy of Renovama has seen better days, to say the least. The GDP has contracted further in a recession that is probably not going away any time soon. Meanwhile, fuel prices have kept on soaring since the past few weeks, and many citizens are getting extremely agitated by the weak economy. The finance minister has accused the unemployed and poor of draining the economy and the resources of the country. However, many in Garfield's government believe that a lot more needs to be done than simply punishing the "useless eaters." No matter what people in the Republic think, we got other news...

[The screen displays piles of garbage, both on land and at sea.]

BARR: Environmentalism? Sounds more like a liberal or socialist word to the Republic. The government today has drafted a proposal - the Minor Economic Revision Bill (MERB) - that would repeal "environmental" laws from the previous era of corrupt democracy. Sources close to the President have said that "draconian laws" to be repealed include laws relating to garbage waste and recycling. The finance minister has called this a step in the right direction:

FINANCE MINISTER ANNA PAYLEN: This MERB will be a positive change for our republic. Our country has no use for laws that hold us back from our true economic potential. Of course, there are so-called environmentalists who cry about an "island" of garbage that does not exist. Of course there are socialists that insist on the hoax known as global warming. However, the MERB will prove to be a step in the right direction if we want to have any chance at recovery.

BARR: The MERB has drawn in support from major figures in the government. It will soon be up for a final promulgation/approval from President Garfield. In other news...

[The screen switches to armed police and health care workers in HAZMAT suits, patrolling the slums outside of downtown Renovama.]

BARR: The government is paying close attention to a minor health concern in the poor outskirts of Renovama. There are so far 300 confirmed cases of Renovama fever, a deadly viral hemorrhagic fever. At least 30 people have already died in the previous week from Renovama fever, and health officials are working to contain the outbreak. Here is a statement from the Minister of Health:

[The screen broadcasts the face of Health Minister Jacob O'Brien, a middle-aged man with glasses and in a black suit.]

HEALTH MINISTER JACOB O'BRIEN: We are talking about a serious disease that can be spread with contaminated water or bodily fluids. However, with enough action from our government, we can end this outbreak and prevent the disease from spreading to the downtown core. Our thoughts and prayers are with the people enduring in this difficult time.

BARR: President Garfield has said that Renovama fever will be an issue of the past. And in other news... that is all the news for this evening, folks! I'm Francis Barr with RCNN and thank you for watching.

[The screen transitions to the RCNN outro, which shows "RCNN" written in blue-and-white text and plays a short melody. Just before the outro fades, Barr can be heard saying, "Hope the fever kills them."]

National Events:

• Renovama will take precautions to ensure CHAOS will not pose any risks to its citizens, via measures such as increased armed police presence.
• Renovama's economy is slowly deteriorating, though has not yet reached worrisome levels (e.g. to a point where riots occur). Fuel prices have increased without an immediate end in sight, and large-scale protests are held over economic concerns. The oligarchy is prepared to make tax cuts, as well as enacting reforms such as repealing environmental laws that it deems excessive.
• A minor outbreak of a viral hemorrhagic fever (Renovama fever) is ongoing in the Renovaman slums. As of January 5, 1 NE, there are 300 confirmed cases and 30 confirmed deaths. The outbreak is expected to be easily contained.
• The rich-poor divide remain at severe levels.
• A wall is currently dividing downtown Renovama from the outside slums. The wall is currently patrolled by armed police and the local military.

January 6th, 1 N.E.
Capital Hill, Tilten, Koprad Province

The air was stiff and silent from coast to coast in the UCP. It had been five days since the bombing in Malin and there had been minimal talk of the situation in the senate. All the senators and politicians knew the situation and how urgent it was to take action. At 10:31AM president Rogers delivered his request to congress to allow military action against CHAOS.

"Senators, we find ourselves at a critical time in history that will shape the future of our great nation. Socialism is on the rise across the provinces, an ideology that the founders of this nation fought so very hard against. Terrorism is increasing exponentially and civil war seems more feasible to our adversaries than ever. We must act now before we are unable to stop this evil momentum and restore peace and prosperity to the provinces and the global community. I call for a vote for military action in the nations of Ostrovinsta and Chronium where CHAOS is believed to be stationed."



The vote was taken following the request. President Rogers was unsure if the vote would succeed, but he knew he had to try.

At 11:20AM the voting process was completed. The final vote was 31-9, the vote was a success. What CHAOS thought would bring the citizens of the UCP to their knees did the contrary. President Rogers was filled with pride. The people were united, the politicians were united, the whole nation was united, excluding the small band of socialists in the province of Aspil.

January 7th, 1 N.E.
Capital building in Tilten, Koprad Province

"Thank you general Conway" president Rogers said as Conway left his office. The two as well as many other military officials had been in many briefings since the vote passed.

"We'll begin mobilizing immediately." Conway replied looking back.

The final decision was to invade Chronium and Ostrovinsta. In short, the goal was to eradicate CHAOS as quickly as possible to destroy all hope for a socialist revolution and cut off the shipment of supplies to the socialists. It was not to seem as an invasion though. A small company of 150 marines would be escorted by the Fourth National Fleet to Ostrovinsta by January 9th. There they would hopefully meet up with an Ejlian fleet near the capital city of Vjoicha to make sure the political process was not corrupted and that no terrorists infiltrated the government. Then they would move onto Chronium, where there would be no choice but hunt for CHAOS members.

Returning from another unproductive session of the Supreme Vanguard Council, Kliment Vilkhov trudged solemnly towards the dark oak doors to his office. It had already been three months since the ambitious Vanguardist saw his meteoric rise to power, but he just could not get used to the sight of his new workspace - the extravagant material, the spacious office, and the view out into the People's Square. It all felt excessive and sickening to the man, knowing that the office was constructed with kickback. Nevertheless, with a heavy sigh, he pushed through the grand doors.

Damn, he thought as he looked at his desk and remembered he ordered a record of every major governmental transaction in the past year to be delivered for personal review today. It's going to be a long day. A pile of reports on budgets from the major Ministries of Tekistion still lay on the other side of his desk, leaving more unfinished work for the Vanguardist. He knew very well that with the power at his fingertips, he could leave the tasks of reviewing the reports to the Ministries or his many aides, but Vilkhov was no stranger to the political climate of Tekistion. He knew very well that the bureaucracy was slipping from the power of the Supreme Vanguardist, and as such it was unsafe from his position to leave anything of importance to others like previous leaders did. No, for what he had planned for the nation, everything had to be done just right.

The beauty of what he had planned was that very people knew his goals and thus saw no reason to oppose him. The young candidate took care not to reveal his ambitions during the Party elections - indeed, quite the opposite; his persona was seen in many ways as naive and unfit to take the reins of the country. It was perhaps on this assumption that the old guard supported him. They believed he would once more be a puppet at the hands of their kleptocracy and pose no threat to their power. They could not be more wrong. Vilkhov had lived through the nation's decline into the sorry state it is in today, and all the while he learned more about the glorious past and what prosperity the founding ideology of technocratic socialism could bring to Tekistion once again. The crimes of the bureaucratic traitors, he believed, were unforgivable - and he sought to justly purge the nation of them and claim his title as a hero of socialism. But this would all come in good time. For now, he just had to deal with the massive stack of papers on his desk and weather the coming storm that was surely coming to Tekistion.

He sighed once more as he sank into his leather swivel-armchair, and pulled out the latest issue newspaper from his bag. Despite the availability of technology to him now, he was old fashioned in many regards and preferred to read a tangible paper. With a heavy heart from his ponderings, Vilkhov began to scan the bulletin.

"Plastic Island Plagues the Ocean," the headline read. Vilkhov had long wondered about a solution to the growing problem of climate change and how to bring about more environmentally friendly policies to Tekistion, but unfortunately the present political and economical circumstances made it very difficult to find a realistic way to solve the issue. "Global Market Downturn Continues - Capitalism on its Last Legs!" Although he enjoyed the enthusiasm the reporters had for spreading socialist thought, the situation worried him. The already sluggish economy of Tekistion meant that the country was forced into self-sufficiency as the government simply could not afford to import foreign products and luxuries. While this meant that Tekistion was relatively safe from economic effects because of changes in the course of the global market, it also meant that the few things that Tekistion continues to import would stop flowing into the country, which could make the economic situation go from bad to worse - or even to completely unrecoverable.

But this was not what worried him the most, as his attention was caught by an opinion article - "The CHAOS Terror Spree - Liberators, or Heinous Villains?" The recent terror attacks across the globe were becoming a point of debate among the Vanguard Council. Reactionary regimes from every corner of Solaria were becoming emboldened to change their foreign and internal policies to become more aggressive, and Tekistion still had very little to go on in regards to the motives of the terror group. The group has supported socialist revolutionary activity in the past in other countries, and yet, at the same time, a supposedly rogue CHAOS agent was arrested just three days ago for attempting to sabotage a rail line in downtown Monograd after local militia forces were tipped off to her suspicious activity. What is their end goal here?

Kliment Vilkhov had no time to ponder this question as his thought process was interrupted by a red-faced, out-of-breath aide who barged in through the oak double doors with a crash. "Comrade Vilkhov," blurted out the aide,"it's Comrade Magalin."

Vilkhov frowned. Piotr Magalin was the head of the Soyuzniy City Regional Vanguard, wielding a lot of political clout among the Vanguard party - but more importantly, he was Vilkhov's longtime friend and political ally, being extremely instrumental in helping Vilkhov win the electoral race to his position. He was also not known for his theatrics, but rather for his cold and calculated nature, so the Supreme Vanguardist was surprised to hear about an urgent message from him on such short notice. "What is the news from Soyuzniy, then?" asked Vilkhov eyeing the aide with suspicion.

"He's been killed."

President Stefan Townsend stands in front of the podium. "Please be seated, thank you. Thank you everyone, for coming here! Thank you Mark Bennet, for everything you have done. Hello, people of Ostrovinsta. I am honored that you have elected me as your President. I promise you, that I will do everything in my power to protect our lands."

As the sun rose over the ocean on January 9th, A fleet of 127 men were in 100 boats to the coast near the coast of Vjiocha, Ostrivinsta. The two officials who are in charge prepared to meet the worst.
General Yej: We are approximately 20 minutes away from the Ostrivinsta coast.
Military President Rack: Yes. Now, we must prepare for the worst.
General Yej: Precisely. We will land on the beaches at 9:00 AM and make clear paths for any UCP troops landing, then move to the outskirts of Vjiocha where we will meet up with UCP troops to storm the city.

General Yej: Now, we must be careful with this plan, we cannot afford a disaster.
Military President Rack: Have you sent telegram to the UCP?
General Yej: No. I will do that now.

Greetings President Rogers,
Right now we are sending 127 troops to the coast near the capital of Ostrivinsta. We also have 50 troops waiting to storm the beaches of Chronium at your command. We have set the military to Code 10. We have many more troops ready, with many workers at the mainland to assist us. We hope the best out of this operation, and that the peace of the world is secured with the hypothetical end of CHAOS. We are united allies, with united people. We are 5 minutes from landing.

Part 1 - Minor Economic Revision Act
My ministry has proceeded with the removal of policies complicating the country's chances for economic recovery. With the provisions of the Minor Economic Revision Act, a total of 29 laws have been nullified, such as:

• Recycling Act - enforces mandatory recycling, with punitive fines for egregious violations of excessive waste
• Water Pollution Act - ineffectively defends the water resources of Renovama (e.g. drinking water quality, ocean water quality) with excessive or needless provisions (e.g. punitive fines for companies)
• Green Perspective Act - requires the Renovaman education system to educate preschool, primary and secondary students about "mindful" environmental practices (e.g. "recycling" materials, "saving" energy)

Rest assured that policies such as those listed above are no longer in effect. This should accelerate our progress towards the end of our recession.

Part 2 - Tax Reductions
Per your recommendation, my ministry will be enacting tax cuts to productive workers of Renovama. The most notable cuts would involve decreasing the income tax rate from 20% to 15% for those with an annual salary of $200,000 or above. A corporate tax of 10% will be imposed on any foreign businesses that invest in or enter the market of Renovama (rather than the usual corporate tax rate of 20%), so as to encourage further progress towards economic recovery and additional foreign interests in the country.

The analysts and experts are in concurrence; it is only a matter of time before the Renovama Fever outbreak becomes a national crisis. The window of opportunity for containing the spread of the disease outside of the city's walls (e.g. in the outskirt slums, impoverished neighborhoods) is closing quickly. At this point, several statements can be confirmed:

• there are 500 confirmed cases and the number of confirmed deaths have risen to 75
• there are no confirmed cases of Renovama Fever within the city (i.e. the downtown section encased by the city wall)
• in the event of at least one confirmed case of Renovama Fever in downtown Renovama, all patients and potential contacts are to be quarantined; all public transport is to be shut down; and national alertness condition should be raised
• there is no need to restrict international travel, as the chances of the Renovama Fever spreading abroad are negligible

There are unconfirmed reports that the main sources of drinking water for the outside slums and impoverished neighborhoods may have been contaminated with Renovama Fever virus. As a reminder, the Renovama Fever virus is somewhat fluid-borne (i.e. can spread via water and bodily fluids) and belongs to the family Filoviridae (i.e. a deadlier relative of the Ebola and Lassa viruses).

Regardless, all options must be kept on the table. Those already responding to the outbreak include armed police, soldiers on active duty and healthcare workers observing Biosafety Level 4 protocols. If the worst-case scenario is to occur (i.e. the Renovama Fever gets past city walls), the government may have to be evacuated to a secure location and radical solutions (up to and including extermination of infected persons) may need to be implemented.

CHAOS is a problematic group. As you know, it has claimed responsibility for terrorist incidents in other countries, and it may be sooner or later that they have their eyes set on Renovama. Our country is already in a plethora of issues, and an additional threat from a terrorist group would bring the country over the edge.

After several conferences with the Ministry of Health and your ministry, I have made my decision. I have authorized the radical solution of appeasing CHAOS as proposed by your ministry. If the leader(s) of CHAOS is successfully contacted, they are to be offered weapons of Renovama Fever in exchange for (at least) temporary truce with the Republic of Renovama. More specifically:

• CHAOS shall have access to deployable stockpiles of Renovama Fever virus if its leader(s) agrees
• samples of weaponized Renovama Fever virus shall be gathered, manufactured, stored, and/or transported at the expense of the Renovaman government
• the use of Renovama Fever-infected suicide terrorists, though convenient, has NOT been authorized and should NOT receive my authorization without further discussions with CHAOS (if possible)
