To expand:
Support: Stability in the region. Ratifying deals with countries in the region that form a formal relationship and system of communication.

Don't support : Hard line politicians want to export PenguinLand' s brand of socialism, which Askeland does not follow. Askeland ratifying deals that hurt the PenguinLand's stance or trade deals in the region.

ORBAT: (If war was declared) Not too sure if we would get involved in a full a war currently, yet if push comes to shove we would deploy naval forces and a small contingent of land forces to secure and defend territory.

(Important Note: Our nation is surprisingly in the hemisphere where penguins don't live. Comprising areas of Northern Russia and the Arctic. Since you're a Nordic nation it' s reasonable to assume you might have borders with us as we have lots of exclaves dotted around. I want to check first to see if that's ok).

general friendliness, recognition, exchange of embassies and normal trade. If we can secure a few arms deals, sell training services and/or gain access to a place to carry out winter/artic warfare training that's all gravy

18th Fleet will be based near the coast at the start in order to provide security for the special envoy and its detachment of businessmen and diplomats. Also to provide lets say "Gentle" reminder of who is who in the negotiations.
Note: The imperial navy is used to having its own way and for people to back down when facing it (something like the US navy). They are far from incompetent so do not expect red army during the invasion of Finland. One of the ships is brand new and commissioned 5 weeks before being send there. You can expect the imperial navy to have a show of force when facing you with flybys from the planes of the imperial carriers. Shooting at them will provoke the navy to shoot back. Admiral Milosevski will be a good diplomat and he is reasonable.
