Sardar Ali cracked open the window blinds, peering out to the streets with a mix of paranoia and excitement. How he had waited so long for today.
His birth name was Aldrich Wells. Before Aldrich Well's disappearance friends and family had noted his behavior had drastically changed. In conversation he had shown resentment to first world nations, claiming they were "neo-imperialist" in nature. To friends and family, Aldrich had just vanished, his increasingly secluded lifestyle had made him a hermit. In actuality though, Aldrich had left his home to join Al-Itihaad al-Islamiya. Upon joining the organization Aldrich had changed his name to Sardar Ali, signifying his offical support for the terror organization. He had spent the next several years fighting in Iraq, slowly climbing in rank to the cell he was attached to. Upon becoming a member of the "Fursan Allah", the organization had tasked him with the formation of a new terror cell abroad.
And so Sardar Ali infiltrated the nation of Spokane, slowly establishing a terror cell over the past year. Expansion of the cell had to be slowed drastically to avoid detection by the nation's counter-terrorism units. But today, today would be a new day.
Sardar peered out the window, watching the protesters clash with government forces. He smiled, closing the window blinds while turning back to the rest of his cell.
"Today is the day we shatter another imperialist nation brothers and sisters!" Sardar had exclaimed.
The cell was alive with activity, dozens of fighters prying off walls and floorboards to retrieve their contraband weapons. A massive map was laid out as members contacted other safe-houses, ensuring they were ready for the coming insurrection.
Sardar had grabbed a Mosin-Nagant with a mounted scope, examining the weapon for a minute before turning back to the map and coordinating with other safe-house leaders.
As this occurred inside the safe-houses, dozens of fighters would infiltrate civilian protest movements, providing pistols and handmade explosives to the protesters. The cell was still small, so the communists had to appear as the larger threat.

"What is it?" Gajsek asked, suppressing a yawn.
"It's Spokane," Lukan said, adding a fresh stack of papers to the ever-growing pile. "The rebels there have gotten out of hand."
"Out of hand how?" Gajsek asked, picking up the first of the papers and reading through them. As he read the paper, his eyes widened in shock. Without waiting for Lukan's response, Gajsek set the papers down and called his secretary.
"Call the cabinet," he said. "We're meeting immediately. Also, I want to speak with Spokane's ambassador as soon as possible."
"All right," his secretary said. "But get some sleep first."
Gajsek hung up without agreeing.

The People's Confederation of Rhyssua sympathizes with the citizens caught in the crossfire between separatist and government forces within Spokane, and offer to send $10 million in food, clothing, and medical supplies to the country as soon as can be arranged. The supplies will be delivered via an airdrop into the capital city, to be distributed as the Spokane government sees fit. First Citizen Denis Gajsek also proposes to meet with the Spokane ambassador to discuss further measures, and expresses his willingness to work towards a compromise between the Spokane government and the separatist group calling themselves the "Fallen Angels".

The Ambassador walked into the first citizen’s office and spoke “I am the Spokane ambassador to your region. Did you want to see me?”

Denis Gajsek gave a tired smile. The only thing that betrayed him was the dark circles under his eyes, which indicated how little sleep the First Citizen was running on.
"Indeed I did," Gajsek said to the ambassador. "Please, sit down."
Once the ambassador sat down, Gajsek sifted through some papers on his desk.
"Before we commit any more aid," he said. "we have some questions for your government."
Gajsek took the ambassador's silence as an excuse to continue.
"What's changed?" Gajsek asked. "Why'd they decide to capture territory now, and assassinate your Prime Minister? What's their military strength? Have they contacted you with a list of demands? And, finally, how much are you willing to compromise with them to preserve your government?"

Al-Itihaad al-Islamiya wrote:Several militants positioned themselves along various rooftops, all of them armed with Mosin-Nagants. The militants would sporadically fir at the Fallen Angels as well civilians alike before retreating away. Their primary purpose was to kill civilians that came too close to the supply drops. Their aim wasn't too kill as many as possible but rather kill only a handful of civilians. They were hoping to incite not fear but hate among the protesters.
Meanwhile, Sardar ordered 100 militants, armed with assault rifles and RPG's, to join any nearby protest movements or Fallen Angel movements. By direct order of Sardar, these militants were ordered to actively attack peacekeeping forces as well as municipal buildings.
"And you" commented Sardar as he turned to face the ten militants standing before him. "You will be the key to this revolution. You will be the greatest among us. You will be our martyrs," continued Sardar as he eyed a pile of IED's stashed in the safe-house.

He stretched back and spoke “They popped up out of nowhere back at the end of the last decade. They apparently sent a letter answering your next three questions to our king, i’ll go fetch it right now. May I be dismissed?”

Gajsek smiled.
"Not quite," he said, "I need to know what the Spokane government plans to do about this. Would they be willing to negotiate with the Separatists?"
