I have ~100 troops committed (excluding spies, and that's only another 20 or so), 15 aircraft, and 5 subs. Until the surface ships (5) and fresh aircraft (20) arrive, that is.
Erk, I thought you had more personally. But the reason so many troops have been dispatched is that the Viceroy wants to make a show of force and end the conflict as quickly as possible. (the nuclear disaster is more of an afterthought for her, the military decided to dedicate the 30 divisions to the nuclear disaster.)

Rhyssua's biggest problem, military-wise, is how decentralized everything is. After suffering through a military dictatorship/communism, decentralization of the army was written into the new constitution. That, combined with how bad their economy was, means the People's Confederation isn't in the greatest shape in terms of numerical superiority. And, until recently, I wasn't actually contributing anything militarily (didn't count the transport planes in my numbers).

Actually, it is a myth that Battleships are outdated. A modern battleship would make an excellent fleet escort with the right technologies. For example, The Vanguard class (the battleships I am using) are designed in a very defensive way, they use laser weaponry to intercept incoming projectiles (this includes missiles, shells, even low flying aircraft.) and are equipped with traditional 16 inch guns to annihilate any surface contacts or partake in land bombardment. But even without a laser defence system a battleship (including the Vanguard class) still has its thick armour which can easily withstand missile strikes and low calibre shells (however, it is possible in mission killing a battleship by destroying radars ect in the unarmoured superstructure and making it virtually blind.) To summarise the Vanguard class, they do the equivalent job as Iowa's did in WW2 and are used primarily as anti-air escorts and land bombardment ships. But are more than capable in fighting other capital ships.
Destroyers in this case are just as useful, they are used heavily anti-submarine warfare and for anti-air engagements with their missile armaments (and to a far lesser degree in this scenario their limited laser defences and launching missile strikes beyond the range of the battleships guns).

Fair enough but that implies sticking state of the art tech on the ships, which mine don’t have.
