Official Dealings [The New Earth Only]

Information:

This RP will serve as the location for North American dealings and treaties with Usnarov followed by Germany. Since it didn’t make sense to make two different threads I’ve decided to kill two birds with one stone by just hosting both in one. Similar to my original intention before Gibet CTEd.

The House of Representatives chamber buzzed with activity as MPs, senators, and various civilian groups eagerly awaited the entrance of the Usnarovian queen. Having arrived in the Capital District two days prior and recieved the various ceremonies and gifts allotted to a foreign head of state there was a great deal of anticipation her arrival. Due to address the North American government in a special joint session of parliament, an event where both houses of the legislative branch of government convene for a ceremonial function, making such an address to parliament is not always guaranteed. Therefore the opportunity to do so remains a district honour for both the American government and the head of state in question. It was decided since congress would ultimately be charged with ratifying the alliance between the UCNA and Usnarov that the queen should be able to speak before the politicians who would affirm such a monumental agreement.

The chamber quickly silenced as Prime Minister David Tremblay entered the house chamber and approached the podium.

“Ladies and gentlemen of the house and senate, today I have the distinct pleasure of introducing one of the most honoured guests I have has the privilege of receiving during my time as prime minister” PM Tremblay stated, capturing the unanimous attention of everyone within the chamber, with the media in particular making sure to find the best possible view to broadcast. “In our world it has become an increasing imperative that those that can be considered free nations seek out to find common ground for us to stand on, and endeavour to set an example that others in our should emulate. Whether big, small, close to us, or across the seas, we must remember the things that unite us in common cause lest we risk endangering the ways of life we hold so dear” he said as he prepared to conclude. “Members of congress, Her Royal Highness Queen Maria Occissor of Usnarov” he concluded, sending the chamber into a thunderous applause as the foreign monarch entered.

The woman that approached the podium was not what one would likely expect a queen to look like, not in the traditional sense at least. Her older, somewhat harsh, features were made notably less defined by a small amount of fat. Her eyes, at first glance, seemed fairly shrewd... But there was a deeper well of compassion hidden behind them. In her youth, she would've been quite an eye catcher, but now in her older years the toll of years of stress was all too clear. Every wrinkle, every worry line, every small scar... They all held a story behind them. Despite those scars and worry lines, the expression that adorned her cheeks was one of serene warmth coupled with a small smile.

Queen Maria Occisor was dressed conservatively, a trait common among Usnarovians in general, in a simple looking gown colored deep indigo. The only item to display her status as a monarch was a simple red sash worn over her left shoulder, bearing two small black bands near her heart, representative of her long deceased husband and first born daughter. Normally, within the Usnarovian Council of the Nation, she would've been escorted to the podium by two honor guards. Seeing as she was in another country, however, she had instructed the two of them to not become involved... Much to their chagrin.

Stopping in front of the podium, she waited respectfully until the applause had settled down. There were so many people, she had to wonder how the Americans were able to get anything done. She had a hard enough time with the UCoN, and there were only eight members in total. Obviously they made it work, however... Better than Usnarov had in the past, frowning for only a moment as she recalled the final end of her country's Civil War... With that very brief introspective moment out of the way, and the applause quieting, she smiled wider and looked to the American assembly.

"I am quite pleased to be standing here today..." She began, her voice clear and firm. "As some of you may be aware, this is my first time leaving the shores of my homeland in some time." She took a breath through her nose, maintaining the calm poised stance she had practiced ever since assuming her title. "It was a a trip, however, that I felt was ultimately necessary. Since the end of our Civil War Usnarov has stood alone, that sense of isolation gave many the illusion of safety. Unfortunately, that simply is not the case anymore. With the world changing the way it has in recent times we must come together, for the betterment of all mankind... For peace." The Queen paused briefly, once again taking another slow deep breath to steady herself.

"Working together, your nation and mine can ensure a better future for our children... It is a great pleasure to be here, to take the first step towards that future. I hope that, through our combined efforts, Usnarov will be able to have a democracy much much more similar to yours... It has not been an easy path, as there are many within my nation that desire to preserve the 'old ways'... But those are the ways that lead us to near devastation. Now... Now is a time for a new way..." Once again she stopped. "That future will need to be defended, and I know that if we can all come closer, America, Usnarov, and all peoples of the world will be safer. Thank you..."

The White House


After her address to parliament was completed the Usnarovian queen was given time to speak with her accompanying entourage before going to the Prime Minister's residence and office, the White House, to discuss the treaty that would finalize their alliance with North America. As the queen returned to her guest residence, Prime Minister Tremblay along with several ministers in his cabinet to hold discussions of their own before her arrival. After adequate time for their guests to make preparations the American officials awaited the queen and her advisors arrival to finalize the treaty.

"It seemed like she received well by congress today" the minister of defense commented as he followed the Prime Minister to the meeting room where the talks were set to take place. "Especially with the election just around the corner having every party within both the houses give such approval to anything was quite the sight."

"I agree, though I doubt that even the most stubborn tory would create a scene with such a guest" the minister of foreign affairs commented as they entered the room and concluding their idle conversation as they along with several other ministers that would be present at the meeting took to their seats.

The Queen's Guest Residence...


The mood within the living room was tense, to say the least. Seated on one of the couches was the Queen, her expression calm and serene as it almost always seemed to be. The other couch was taken by her daughter, and heir to the throne, Hessia. She was far less calm than her mother appeared, but given the current topic of discussion, that wasn't a surprise. Several other generals were gathered in another room, their discussion quietly emanating through the walls. At the center of it all was Prince John P. Occisor Jr., the Chief Air Corps Officer of MACO. He sat in an arm chair, leaning forward and examining several papers laid out on the coffee table.

"The Americans received your speech well." He said in a less than even tone, eyes narrowed while examining several copies of the proposed treaty. The signing would likely happen in the coming days, which only added to his own stress. "Then again, why wouldn't they? You're their key to maintaining dominance over the Mediterranean. They need you to like them."

"Please... Not another one of your paranoia fueled rants, brother." Hessia replied with a tired expression, leaning her head back and closing her eyes. "The flight was rough enough as is, and I have an awful headache..."

"It's not paranoia!" John snapped, glaring to the table and picking up one of the papers. "This! This here! This allows them to put their military forces on Usnarovian soil! It allows them to emigrate! To influence our economy!" The man slammed the paper back down on the table with an audible thud. "They want us dependent on them, mother! So when the time comes we will have no choice but to submit to their demands or face the fascists alone!" The Queen's expression faltered slightly to a frown, but she remained quiet, instead allowing her son to continue... He usually ran out of steam before his voice became too loud, and some times he did make a point or two. "It will start simple... 'Can you give us some of your oil? Some of your fuel?' Just wait, though... When the times come, they will be demanding we take on African refugees!"

"What's the matter with that?" Hessia spoke up again, rubbing the bridge of her nose with a frown. "How many of our own people died after the war because they had no where to go?" John leaned back in his seat, knitting his eyebrows together while taking a few deep breaths.

"Far too many..." He admitted sourly. "But that only strengthens my point." His expression softened from one of anger to genuine concern, something that the Queen was seeing more and more as he grew older. "It has only been forty years since the end of the war, a war that lasted far longer than anyone truly remembers... Even today we are still recovering." He sighed, rubbing his temples while staring at the paper on the table. "Our history... Our culture is but a fragment of what it once was. Submitting to such demands would seal the final fate of the Usnarovian people, just as much as a fascist or, goddess forbid, communist occupation." He looked towards the Queen, whom up to this point had returned her expression to her usual serene stoic mask. "Mother... Usnarov is our home... They're our people... I do not intend to question your decisions, merely voice my concerns." The Queen was quiet for a few moments, her expression softening into a small smile.

"Everyday you remind me of your father..." She said quietly before straightening up on her own seat. "You both have grown up in a post war Usnarovian, you haven't seen the horrors of war first hand as I have..." The Queen sighed and picked up the document on the table, holding it up for her son to see. "We and the Americans are not as different as you believe, my son. Our cultures are quite similar, and I've no doubt that extends to what is and isn't morally right. Forcing us to take on such a burden would undermine those morals, and I don't think they would be willing to do that." She paused, sighing and setting the paper down. At this point it was fairly crumpled, but that was why photocopiers existed. "Usnarov is strong... Her people are strong... But you are right, both must be allowed to continue in their recovery with as little radical change as possible. If the Americans should make such a demand in regards to refugees, regardless of what threats we face abroad, the answer will be an emphatic 'No.'."

"I hope, for our sake, that they never make such a demand..." John said quietly. "Because the American's are our only hope..."

The discussion trailed off after that, and eventually the royal family members retired to their respective bed chambers for the night. What the next day would bring was still unknown, but as far as the Queen was concerned, she was hopeful. Her son was a patriot at heart, he loved his country deeply... Perhaps to a fault. Hessia meanwhile seemed quite intrigued by American culture as a whole, though she viewed it through a far less paranoia clouded lens than her brother... So, for the time being, all any of them could do was hope the Americans were as magnanimous and egalitarian as they appeared to be.

The following morning,
The White House


The morning after the Usnarovian queen’s address to parliament the White House was finally prepared for their representatives’ arrival. After holding a final meeting last night with his cabinet Prime Minister Tremblay and by extension the current government of North America were prepared to discuss any other adjustments to the treaty with the queen and her government, though they hoped that the document itself was already to Usnarov’s satisfaction.

The treaty itself was written to emphasize that the alliance would be between two states of equal stature, with neither North America or Usnarov having any less or more of a role in maintaining the agreement despite the vast difference in military and economic power. This fact and inclusion was important for the Prime Minister. He was distinctly aware that everyone understood that North America’s power in comparison to that of Usnarov was overwhelming, potentially giving off ominous impressions in regards to North American intentions. While it is true that the small Mediterranean islands were vital in counterbalancing UFIN and imperialist expansion in Europe and North Africa, he needed Usnarov to trust that North America’s desires to build a strong ally in the region and see the tide of fascism repulsed was earnest.

The Prime Minister stood at the entrance to the White House alongside the ministers of defence and foreign affairs, as well as the numerous honor guards displaying the flags of North America and Usnarov as they awaiting the arrival of the queen. A motorcade soon pulled up towards where the Prime Minister stood as the queen’s personal guards opened the door to allow her entourage to exit.

“Your Royal Highness” the Prime Minister greeted her with a slight bow. After him and his ministers exchanged greetings with her and the figures that accompanied the queen they were escorted to the Cabinet Room where the meeting would take place. Two large copies of the treaty were on the table, intentionally left with space should any last minute changes be made. After both parties took to their assigned seats the Prime Minister began the meeting. “Before you is a copy of the treaty that will pronounce our agreement. It is my earnest hope that the treaty is to your approval as it is to us, however if there is something unsatisfactory or you would require an alteration be made you are welcome to discuss it with us now to remedy this before signing.”

Treaty of Alliance Between The United Continent of North America and The Queendom of Usnarov


The Parties to this Treaty,

REAFFIRMING their determination to safeguard the freedom and civilisation of their peoples, founded on the principles of responsible government, individual liberty and the rule of law. They seek to promote stability and well-being in the Atlantic and Mediterranean Areas.

NOTING that North America already has arrangements pursuant to which its armed forces are stationed in Usnarov, and has armed forces and administrative responsibilities in the Atlantic, Arctic, Pacific, and Mediterranean Areas,

RECOGNIZING that Usnarov has administrative responsibilities within the Atlantic and Mediterranean Areas, and may have military obligations outside as well as within the Atlantic and Mediterranean Areas,

DESIRING to declare publicly and formally their sense of unity, so that no potential aggressor could be under the illusion that any of them stand alone in the Atlantic and Mediterranean Areas, and

DESIRING further to coordinate their efforts for collective defense for the preservation of peace and security pending the development of a more comprehensive system of regional security in the Atlantic and Mediterranean Areas,

THEREFORE DECLARE AND AGREE as follows:

Article I


The Parties undertake to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered and to refrain in their international relations from the threat or use of force in any manner.

Article II


In order more effectively to achieve the objective of this Treaty the Parties separately and jointly by means of continuous and effective self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack.

Article III


The Parties will consult together whenever in the opinion of any of them the territorial integrity, political independence or security of any of the Parties is threatened in the Atlantic and Mediterranean Areas.

Article IV


Each Party recognizes that an armed attack on any of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common danger in accordance with its constitutional processes.

Any such armed attack and all measures taken as a result thereof shall be immediately reported to their respective ministries of defense. Such measures shall be terminated when their ministries of defense has taken the measures necessary to restore and maintain international peace and security.

Article V


For the purpose of Article IV, an armed attack on any of the Parties is deemed to include an armed attack on the metropolitan territory of any of the Parties, or on the island territories under its jurisdiction in the Atlantic and Mediterranean Areas or on its armed forces, public vessels or aircraft in the Atlantic and Mediterranean Areas.

Article VI


This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of the Parties to other organizations for the maintenance of international peace and security.

Article VII


The Parties hereby establish a Council, consisting of their Foreign Ministers or their Deputies, to consider matters concerning the implementation of this Treaty. The Council should be so organized as to be able to meet at any time.

Article VIII


Pending the development of a more comprehensive system of regional security in the Atlantic and Mediterranean Areas and the development of a more effective means to maintain international peace and security, the Council, established by Article VII, is authorized to maintain a consultative relationship with States, Regional Organizations, Associations of States or other authorities in the Atlantic and Mediterranean Areas in a position to further the purposes of this Treaty and to contribute to the security of that Area.

Article IX


This Treaty shall be ratified by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Parties respective governments, which will notify each other's signatories of such deposit. The Treaty shall enter into force as soon as the ratifications of the signatories have been deposited.

Article X


This Treaty shall remain in force indefinitely. Any Party may cease to be a member of the Council established by Article VII one year after notice has been given to the Parties respective governments.

Article XI


This Treaty in the English and Usnarovian languages shall be deposited in the archives of the Government of North America. Duly certified copies thereof will be transmitted by that Government to the Governments of each of the other signatories.

IN WITNESS WHEREOF the undersigned Plenipotentiaries have signed this Treaty.

DONE at the Capital District of North America this first day of April, 2019.

The Queen quietly examined the document laid out in front of her, slowly she reached a hand to her pocket and withdrew an old pair of glasses. The frames were somewhat scuffed and tarnished, and one of the lenses had a slight crack. From their age, they were likely as old as modern Usnarov itself. She affixed them, straightening them for a moment before once again examining the document. Everything appeared in order, though it took her a few moments to read through the document herself, while she was fluent in speaking English she was a tad rusty when it came to reading it. Once she was certain that she had understood everything correctly, the woman quietly gestured to one of her honor guards.

The young man did so dutifully, his expression stoic as he produced a simple wooden box from within his uniform jacket and handed it to the Queen. She smiled as she took the box and flipped it open quietly, then turned to the Prime Minister as she withdrew an intricately designed fountain pen. It, like her glasses, appeared over forty years old if the aesthetics were to be believed.

"I see no need for modifications, Prime Minister. This..." She said quietly, looking the pen over. "This is one of the pens that signed the Treaty of Lacroix. With one quick stroke, over three decades of bloodshed came to an end." Without any further hesitation she placed the pen against the paper in front of her and in an elegant flourish signed her name.

"Her Royal Highness Maria Occissor, Queen-Protector and Sovereign of The Usnarovian People"

"I am quite gratified to have lived long enough to see it used not to end a war, but to begin a friendship." Once she had finished she looked over the pen, then placed it back within its wooden box and slid it towards the Prime Minister. "In Usnarov, it is customary to present something to a new business partner or other close friend. Please, accept this as a gift... May ours be a long and peaceful friendship."

Prime Minister Tremblay smiled as his side of the table received the Usnarovian's gift as he and his accompanying ministers prepared to sign the document. "You are most generous, and we are most honoured by your kind gesture. It is one that I, or perhaps my successor, will attempt reciprocate as our relationship develops" he said before signing the treaty.

It was a cold and damp day when the German delegation arrived in the North American capital of Toronto. While not entirely different from the conditions found back in Berlin this time of year it was clear that the stereotypes of the cold Torontonian winter and spring were clearly not unfounded. With this fact in mind the Germans would of certainly preferred to conduct a state visit to North America later in the spring or in the summer, when the ceremonies and parades their hosts would conduct would take place in a more amicable environment, but with the luxury of time becoming such a rare commodity such things placed low on their priorities. Renewing Germany's military and political agreements with the North Americans took initial precedence during the Kaiser's visit here. The fanfare could take place after Germany's defense was re ensured.

An armored limousine surrounded by a motorcade adorned with the German Emperor's standard pulled up towards the entrance of the North American Royal Palace. After coming to a halt the accompanying Gardes du Corps of the House of Hohenzollern opened the door, saluting the Kaiser as he stepped out and towards the awaiting North American monarch and his royal guards. This arrival lacked the same reception as the one that took place the day before did, with Georg's visit here today taking place more quietly, allowing the two heads of state to converse in a more private setting as their respective heads of government discussed the paperwork elsewhere.

"Charles," The German Kaiser said warmly, extending his arm for a handshake with his North American counterpart.

Royal Palace at York, Toronto

Charles II sat at his desk within his office at the Royal Palace at York, the residence of the North American royal family within the capital district, reading a book as he awaited word of the kaiser's arrival. The office itself was richly decorated and filled to the brim with various historical pieces originating from all manner of periods and places, accumulated by his predecessors and the British monarchs before them. Being surrounded by such a collection of what could debatably be considered invaluable artifacts to British-American history emitted a constant reminder of his role as the figurehead of so many peoples within North America alone, being the descendant of British, French, and German families and houses, making him one of the most ethnically cosmopolitan rulers the nation had seen. It was a strange feeling for him, knowing that his position was the culmination of over a thousand years of an ever changing tradition of succession, but it was one that he liked to think he used to take his duty to heart.

The quietness of his office would finally be concluded by a knock on the door by a palace aide, entering the room with a bow to inform him that the Kaiser was about to arrive. Closing his book, he made his way through the palace and towards the entrance, exiting through the large front doors just as the German motorcade was approaching.

"Georg. Welcome back" Charles replied with a smile as he shook the hand of the kaiser before gesturing him to enter the palace and out of the relatively poor weather. The two would make their way to the room where their discussion would take place. "So. You wanted to discuss matters privately? I would of thought you would of gone to the White House along with your chancellor to discuss the treaty renewals with the prime minister?"

“The chancellor and his aides can handle the politics himself, my presence at the negotiating table is unnecessary I believe,” Georg replied as he took a seat in the richly decorated room, a testament to the resilience of their monarchy. He had visited this palace and the other estates that comprised the North American nobility several times in the past and was impressed how the North American and formerly British traditions mixed so effectively into the cultures here. However the idea of nobility being mixed with - in some ways - what could be considered borderline socialist democracy raised many questions in his mind.

Georg admired the Americans for remaining loyal to the principles of monarchy and nobility, despite their system’s quirks. The electoral system in particular seemed strange to him. While it was charming in its own way, reminiscent of the ways of the Holy Roman Empire of old, it appeared a strange deviation from the traditions it sprang from. Perhaps it was to only allow the most able of the dukes and duchess with their respective noble houses to reign, but it still was a strange sight to behold in his mind.

“I have decided to take the time to converse with you. To gain a grasp your opinions and goals as your nation’s head of state so I can better understand you,” Georg began. “I knew what to expect from your father, you not so much. I’m curious to know how the first year of rulership has developed you.”

Charles was taken slightly aback, raising an eyebrow as he reclined slightly his seat. Georg seemed incredibly direct with their line of questioning about his personal thoughts. While Charles did not view it as a bad thing, it was somewhat unexpected. He had usually dealt with individuals of the noble houses or his guests with a respectful degree of distance due to the nature of his position and the state of politics in North America. Georg, unlike his most recent guest of queen Maria of Usnarov for instance, was speaking to Charles as if he were a relative of sorts, talking in a manner more akin to a cousin than his typical honoured guest.

Technically he was, due to the links between the house of Hohenzollern to either queen Victoria herself or some of the noble houses to which Charles was related. The previous ruling houses of Harlem and Toronto-York, with the latter being the direct successor to the British house of Hanover had very strong connections to German nobility, making him at least in part distantly related to the house of Hohenzollern. It was naturally not to the same degree as him and the houses of Providence-Rhode Island and Boston-Massachusetts who were directly related to him for instance, but those lines still existed. His previous interactions with the German ruling house and Georg before ascending to the throne were sporadic, though never unpleasant.

He thought back to Georg’s comment about his father, William. He always spoke very highly of his German counterparts, though this was not necessarily unique. William spoke and held respect for Aeuria and Nowistrana's monarchs too despite the controversy his opinions generated in North America. William endeavoured to have North America and Germany under cordial relations though the recent lapse into quasi-isolationism prevented this relationship from developing further, something Charles had a particular interest in adjusting which he assumed Georg already knew.

"I'm sure that you're aware that I have overseen developments to begin breaking us out of our dormancy. The conquests of so many independent nations at the hands of the fascists and their sympathizers is, in my opinion, a shameful blunder and one that endangers our prosperity" Charles replied, deciding to humour his counterpart with a similar style of speaking. "While the reasons for our inaction are... complex, I believe that these recent events have opened the eyes of North Americans across the nation. It is my intention, and hope, that this will begin to see the tables evened to at the very least halt this progression."

“A benevolent intention,” Georg responded, pondering Charles’ response briefly before moving their conversation forwards once again. “And I would assume you wish your newfound partners in Usnarov to believe that as well?”
