What should seem strange is their level of coordination, which prior to the Green Tides coup; was easily laughable, but in its current state one could see that they are more well-trained, well-funded, well-armed, and well-coordinated than before.

They would be an independent actor (I see no reason for the LLF to attack Rhunnland) motivated by some personal anger at some Rhunnlandian institution or organization.

How this ties into the greater storyline I don't know, but that should probably be decided by OP anyway.

Doesn't make much sense in context. Lumads don't even have funds for cyber-attacks, nor do I find a reason for them to be angry at Rhunnland.

Khataiy since you'll be acting as mediator, expect that the Lumads will demand full independence immediately. The 10 year autonomous transition period is Samporna's counter-offer, which will allow the Lumads to form their own autonomous state first with the help of Samporna for ten years before they are given full independence.
