In response to the commotion coming from both the Catedonian and Imerian delegations, a sense of confusion broke out amongst the Malgraveans present in the room. Firstly, due to language issues, as Mystrian Common wasn't the primary language of the Malgravean people, a certain amount of work had to be done to ensure that what was being said by the delegates was accurate, especially, when it related to accusations of terrorism, war crimes and even apparent proposals for a system of Catedonian occupation from the Imerian delegation.

Indeed, throughout both the Catedonian and Imerian delegates remarks, a series of quickened whispered discussions in Malgravean Ancient took place with both Eliot Reymont, the Foreign Minister and Seo Yi Kyung, a senior figure within the Malgravean Foreign Ministry providing their own running commentary and advice to the Prime Minister based on whatever was being said by either delegation, a running dialogue continuing for a few moments beyond both conversations before the Prime Minister seemingly confident in the technical advice she had received from her counterparts rose to speak again.

"If I may?" Nadzieja said, the Prime Minister pausing for a few moments, both to ensure she had the attention of the room and to recheck the notes that she had scrambled together while listening to her advisors, "I have a considerable amount of trust and respect for Comrade Telissat and the wider C'tani delegation, the information and advice they have provided to us over the past few years has been most welcome in assisting in our ongoing modernisation efforts, and so I am more inclined to be supportive of their assessment of this Prince Tizoc as opposed to the opinion of the Catedonian delegation, a state that is ultimately occupied by a power which engages in the theft and enslavement of ancestral energy."

Nadzieja then turned to face the Imerian delegation for a second, the Prime Minister bowing slightly out of respect, although she suspected that the Imerians wouldn't be particularly fond of her next assessment.

"In regards to the occupation plan outlined by the Imerian delegation, such a proposal strikes me as counterproductive for the long-term stability of the region. Given that Catedonia has suffered for multiple generations under a brutal and authoritarian foreign dictatorship I doubt that it would welcome another occupier with open arms, even if said occupier has made bold improvements in regards to its own internal situation," Nadzieja said both indicating her disapproval with the Imerian scheme alongside an acknowledgement of certain reforms, "It could be said that any occupation plan like that would net a similar approach from the local population in the form of an organised resistance movement, even more so when you consider that some of these natives will have been indoctrinated into this cult, and I believe it would be in the best interest of everyone to have an orderly transition of power that reduces the harm on the local population."

Nadzieja then made a few sweeping motions, a satellite image of Catedonia appearing in holographic form via an interface within her MalTec Ascension, the Prime Minister at least partially pleased that she got to show off a key piece of technology from her homeland, although they were quite confused as to how they had gone from a discussion on sports to one of occupation in the space of a few minutes.

"It is important that we forgo any imperialista mindset here and focus on the most prudent step forwards, an occupation by a singular power would be perceived most negatively by the local population, however, if we are going ahead with this line of thinking I suggest a more collaborative approach," the Prime Minister said moving past her earlier confusion, "I call this proposal a Multinational Occupation and Stability Generation Zone or MOSGZ for short, although I apologise profusely for the rather insufficient name as this is a proposal which has only been worked on internally within the Foreign Ministry. Ultimately, it creates a zone of occupation over Catedonia which will be managed by several international powers, although in this model gradual control will be ceded to Catedonian delegations as various internal institutions are created and have the required stability to function in their own right. MOSGZ is a scheme which allows for an orderly and evidence-based transition for Catedonia, so if we are apparently set on discussing the Catedonian situation I implore the delegates to support this proposal."

Telissat’s hands rested on either side of the armrests of his chair, and his stalwart face turned to the High King, once more bowing his head, the mithril of his circlet glimmering at his brow, while beneath his silver sleeves the blood-blue of the conflict service shipmaster’s uniform he wore showed.

“The Imerian proposal comes from a position of much honour and sincerity, but I do feel that I should express my support for Nadzieja’s concerns, we are discussing this in council in part because many in Mystria are concerned that imperialism from some powers is a risk. Not so long ago I had a meeting with one prominent citizen of Rintyar who expressed such concerns directly to Tizoc and me.

“If I wanted to have a single powerful nation lend its aid to the brave people of Catedonia, I would ask my people to do so. But while I do not doubt for a moment that the High King is sincere in his suggestion that this ‘duke’ would be able to become independent in a practical timescale, such a thing would not build the confidence of the region.

“More importantly, it would be insulting to the self-determination of the Catedonian people, who have suffered much already.

“Nadzieja also speaks from a place true to the fine values flowering in the Malgravean people,” he said, “an orderly transition of governance if that is what the Catedonian people desire, would be a spectacular achievement. I do feel that this may go a little further than expected. The reality is that as much as we adore order in principle, we are not acting to create something new, but to uphold the rights of the Catedonian people.

“An occupation of any sort is likely to be undesirable; a stability assistance force would be the language I would prefer, answerable to the Prince and in due course, civilian governmental institutions of the Catedonian people, at least in terms of their operational goals.

“Before we go any further, though, I would like to make an offer.”

Hands open on either side of him, he looked at the Dragon States delegation.

“I would like to formally extend an offer of asylum to Queen Ichtaca of Catedonia, Servant of the Primordial Serpent Alduin, Mistress of all Ocelotl. I foresee that you will be punished for nothing of your own doing here, in cruel ways. The minds of simple oppressors are no mystery to the necrontyr, and though it would be no fault if you had conspired with me.

“While we do not wish to give the appearance of taking a direct lead-in military action against another Mystrian state, the precariousness of your position henceforth is a direct product of my actions. I cannot spare all from suffering but I can spare you. I will send my forces to liberate anyone of close relation to you who is held as leverage over you, if they may be found,” he said.

“You may think that you may spare your people the wrath of the worm by suffering as their martyr. You will not. The cup of suffering is always overflowing.”

“Come with us. Live free from fear. You need only give the word.”


He paused, “You need not answer right away, for I have a question for your ‘advisors’ here.”

He then turned his attention to the dragon priest who had denounced Tizoc, by name. “Accusations must be answered, Vahzen” he said. “Fortunately we are in the palace of the Just God here in Glorelheim. Do you know of the relic of the High Council of Crystal Spires? The Rod of Law. It is a remnant of ancient days here, and it has the power to verify much that is said, for it changes colour in response to the speaker’s words.

“We use something similar in the Great Civilization, a testimonial cube, in courts, but this is far more powerful and utterly reliable, a pale blue when the truth is spoken, a crimson when lies are spoken knowingly, and more importantly, a purple when one speaks falsehood without knowing it. It is the personal talisman of a god, and the most tangible proof of him, even the most accomplished clerics cannot deceive it.

“Take the test of the Rod of Law here before us, answer the questions I and the council will put to you, about whether Tizoc truly has done what you have said. Discredit him in a single hour, make a fool of me.

“Should you speak justly and prove that you speak substantively the truth of him and his deeds, I will give no aid to him. But you must answer each question that any of this council ask, except where it would undermine the safety of your nation’s people directly.

He smiled, “You can tell us all that we have spoken falsely. That Tizoc’s word of your abuses does not ring true, that indeed you have not brought a delegate here who is no more than a hostage, that your people do not torment and pillage the spirits and bodies of those who you oppress.

“Will you take the test?”

When a moment was taken to give remembrance to the late Emperor, the Dystan delegation were in silence; the king had met with him on many an occasion, as did former Prime Minister Zihark Jemson, and Tynah was a family friend dating from the union of the two nations. And of course there was Marron, who had to leave with the Rohanian delegation to make sure her descendant, now the young Empress, would be safe.

Afterwards, the issue of teleportation once again came up, Prime Minister Winstara Gnomekicker speaking up, "Ah, yes, we of course will be willing to work with the other nations here to make a teleportation network between our lands; of course the issue would be Rohane Alista, but worry not, we have already taken that into consideration," he had a map with him, "There is a nearby island close enough to the mainland to potentially work for such a thing, and a ferry could be commissioned to enter from that point. Naturally, we have been mapping out potential areas that would be good locations for hub locations for each nation," the map had several spots circled to signify areas of strong magical energy. "But of course, regulations must be set into motion before we deal with setting up the network. I think for one thing, it would be safe to assume we should put wards on secure locations."

When the games were brought up, Princess Tynah's eyes lit up, "Ooooh, games, you say? Like fencing, archery, and arena matches!? Ahhh, you should visit Auram if you wish for such things, GHAHAHA!"

Zihark, now in his role as advisor, sighed, his eyes closed as usual, "Much as I am loathe to admit it, the princess does indeed have a good point on one thing; our Arena in Auram would make for an excellent venue for such games, but I understand the need for potentially a more... mobile location. The Jarlsberg Institute has been working on artificial islands with other nations in the Dragon Sea Alliance, including floating ones! Such a local could indeed be a good location for such an event if we wish to move it between areas. On the note of other events, I believe that the Imerians an Malgraveans do have a good point; poetry and the like have merit on their own, and athleticism is not the forte of everyone. Even among us Draconids, I believe that Her Highness would likely outdo me in any such physical contest."

"Dystans are fully willing to take in any refugees," the kobold prime minister continued on the other subject at hand, "Dyste is a country founded on it, as a matter of fact. And when it comes to Catedonia, rest assured that we have no interest in taking such a thing for ourselves; we generally try to stay out of military affairs unless our allies are in danger."

When the Rod of Law was presented the the Dragon Priests, King Tyroth stood up, the figure dwarfing most in the room, "Well now, what an interesting idea. Of course... if you do not wish to take the test, you can always speak with me on the matter. I can be very..." he grinned, "... persuasive when I need to be."

Before the advisors of Ichtaca could answer, the Rohanian delegation saw a woman stand, covered still in her clear poncho and nothing else, fiery red hair behind her in a ponytail. She cleared her throat, lowering her head in respect to Telissat and Tyroth before speaking.

“With the departure of the imperial family due to the tragic extenuating circumstances,” she began as a way of explanation, a quick glare shot to the Imerians who hadn’t even seemed willing to properly respect the moment of silence, “I will be representing The Constitutional Empire of Rohane Alista from here on, as Secretary of State for the nation. I understand you are pressing the Catedonian party for an answer here, Lord Telissat, but we must protest.

“And, indeed, not just you, Lord Telissat, but also the Catedonian representatives themselves, and the Imerian delegation, and potentially even your guest, Tizoc, though we have yet to speak with him directly. Each and every one of you, either directly or through implication, asserts your gods given right to rule, or the divine ability to discern the truth such as no one else can. For reasons obvious to most of you, I’m sure, we find this patently distasteful, but even more we find it inherently disgusting to resort to the opinions of deities on this matter in the first place.

“There are people, real living people, who are clearly and obviously suffering in Catedonia, whether you believe the cause to be Dragon State’s colonizers, Tizoc’s guerilla fighters, or a combination of both, and you cite your divine wills and rights. It seems to me that the people of Catedonia likely are experiencing something that of all the people at this table, only we of Rohane Alista might truly and fully understand.

“These people suffer, and if your gods cared, why have they not already intervened? Why have they not already told you to stop the suffering? This Alduin could easily do so, and have done so clearly for many years, with his most faithful such esteemed advisors to the queen of Catedonia herself,” Severa said, indicating the dragon priests with a nod. “The supposed Just God, to whom this rod belongs, has not intervened in Catedonia, so what does his opinion of justice on this issue matter? You Imerians have spent such long periods of time warring in foreign lands against those things you viewed as unholy, yet have never been directed to intervene in Catedonia, apparently.

“Leave your gods out of this. They do not care, and if they do, they do not matter. The suffering people, they matter. The Catedonian people have been fighting this fight for a century, and to our shame, Rohane Alista has never intervened before. We can’t, and won’t pretend, to be able to make up for our past mistakes, but we will own them. As fallible people, not as those who must look to the heavens for our orders.

“I speak now not to you, Ichtaca, or to Tizoc, or even to anyone here, but directly to the people of Catedonia. We, in Rohane Alista, know your pain, most likely more than anyone else in the entire region. Our people spent centuries as slaves among another culture, in truth even when not in name. Our people were forced to embrace new deities or suffer, and indeed were often made to suffer anyways. Any hint of resistance was met with punishment not just for the rebellious natured amongst us, but their families, friends, and entire clans. Eventually, some among us became true believers, turning on their own family for the chance of social advancement, and in that time, no gods or their people came for us. We escaped by our own power, and our own will, and built what we truly believe to be one of the great nations of Mystria, often without outside help.

“We offer to you, people of Catedonia, our hands and our feet, to walk with you and lift you if you stumble. Rohane Alista has failed to adequately help during tragedies in our time, and we will not stand aside for another. If we are only people, then we will be better people than the gods themselves. We will fight with you, we will build with you, and when the day rises on a truly flourishing Catedonia, we hope that we might greet it with you.

“Usually, such promises would need to be reviewed by the Joint Senates before I was able to make commitments, but this is different. The Senates preapproved aid for the people of Catedonia, as well as our backing to an independent Catedonia to join the Dragon Sea Alliance, which would require the further approval of the other members, but which we are sure they will give.”

Severa caught her breath before finishing. “No matter the other results of this conference, a free Catedonia and her people have a friend in Rohane Alista.”

“You ask me to place my faith in a lesser god’s toy? You are either brazen or foolish. I see no reason to waste my time answering to a machine hiding in a person’s flesh, least of all when it’s clear that you merely wish to use our presence to justify your warlike ways.” Vahzen spoke, no longer focusing on Ichtaca, whatever Ichtaca had to say. Daanik would handle her if she misbehaved, so it was no longer her priority.

When Tyroth made his threats, Vahzen’s face, concealed utterly within her mask, turned to him, showing no fear or change in mannerisms. “Stay out of this, lesser dragonling. I have no reason to waste my time with you or your kin, you are so utterly beneath me both in importance and in power that my very words could tear your scales from your body. I am in great need of new scales for my cloak as well.”

Whether bravado or genuine belief, Vahzen’s tone was a mixture of dismissive mockery and frustration, perhaps with the situation unfolding, or more likely with some other manner entirely.

Ichtaca, for her part, had finally embraced an awkward silence, her face frozen in genuine confusion and worry.

"You all delude yourself if you think you can meaningfully break the crown jewel of the Dragon States. Catedonia will not change hands until the end of time itself, when the seas engulf it along with the rest of Mystria, the flag of the Dragon States will be the last thing that sinks into the ocean, that is how ironclad our rule over it is. Cry your delusions about rights all you wish, soulless nulls, dragon pretenders, warped half-beast creatures, you cannot break the power of a true God no matter how many forces you wish to muster."

Tyroth suddenly burst out in laughter, "GHAHAHAHA! Oh really, now? I would certainly like to see you try if you could... but oh, you truly wish to venerate the Dragon God? I certainly do not see Lord Bahamut here, but I could always pass on a message if you like! For what it is worth, I believe my scales would make your cloak far more valuable if they were on it, but alas, I am not here to donate today, so perhaps another time would be preferable to you? I can, of course, always find a time in my busy schedule for that, if you were capable of it. But certainly you are above such things, O High and Mighty Priestess?" He was enjoying this a little too much; even if he was letting the Prime Minister run the show, he couldn't resist this battle of words.

The Dragon Priest listened, and beneath her mask, a wide grin could be seen, almost as unnatural as the pale skin concealed beneath. "Waste your breath, Lord of Kobolds, your kind will regret your hubris in due time. Alas, our interests are internal at the moment, but there will be a time when that changes, and you will hang yourself on your own words, oh great Tyroth."

At this rate, we need to invoke the deities to have a brawl. What do you say Tynah.”

"Oh my, another one to add to the list," Tyroth smiled as he sat down. "I have had so many people over the centuries tell me such threats. Needless to say, I am still here and they are not, so make of that what you will." He left it at that for now, satisfied in how his verbal spar turned out.

The Prime Minister was so caught up in things he almost missed the Rohanian's comment on an independent Catedonia joining the DSA, "Ahem! Yes, I believe such a partnership would be welcome provided the member states agree to it. Of course, there would be some conditions to be met, but being independent would of course make up much of it. We will have to see how things turn out."

The Glaristanti delegation for their part remained silent for a few moments, with the words of the priestess seemingly catching them offguard. The delegates eyed the woman for what seemed like an eternity until at last Veleon broke out into a raucous laughter, “GHAHAHA! In my five centuries of life, I have had the misfortune of encountering some truly brazen fools….be the aristocrats of Corneria, the usurpers of Svjea, or a would be vampiric deity. Yet by a few short words, you have placed yourself at the top of that ignominious hierarchy. Let me make one thing perfectly clear to you, Priestess….You would be wise not to overestimate the standing of that wyrmling of a pretender you so foolishly worship. Compared to the Draconic Lords of Dyste or the Trinity of Kings, he is nothing but an insignificant speck. Mind you, that is assuming he even wields the abilities that you ascribe to him. As for your nation, do not make me laugh. Do you really think that a savage backwater such as the Dragon States could take on the might of the world powers, let alone the forces which back them? Face it, your nation would be torn asunder as soon as you dared raise a hand against us”

Veleon cast a quick glance to Tynah and Tyroth, all the while smirking at her father’s remark, “Also a word of advice, Priestess…..It would be in your best interests to avoid provoking his majesty. He may not look it in his old age, but he has swept aside foes far more bothersome than a lowly pest such as yourself. That is assuming I or my consorts do not tire of you first. Brasa knows it has been far too long since I have been able to put a rabid cultist in their proper place.”

"It is true that the Rohanians of this era lack souls, yes....but they have far humanity than your wretched kind ever will. For all of their weaknesses and disadvantages, they have overcome the adversity that stood before them to build a truly wondrous society the likes of which is but fiction to your kinsmen. Be it in science, industry, technology or culture....theirs is a land that is an envy of the civilized world. All of this, they have done without needing to barter away their souls to a lowly demon masquerading as a deity for a scrap of power to rule over a desolate hellscape." Laoisha spoke, her tone dripping with barely concealed venom as she narrowed her eyes at the priestess.


“Honestly, why is it that mortals must puff up their chests and express their delusions? Priestess, I realize you are but a child, but surely you must realise it is poor form for a diplomat to interrupt a conference with such grandstanding. Besides, you are deluding yourself if you think you can take the Champion of the King of Dragons.” Kiara, shook her head at the Queen’s remarks, seemingly thankful Winstara had interjected “Ah yes, I was hoping we could get to that little matter. I can say with full confidence that Glaristant would be willing to support the integration of an independent Catedonia into the DSA. Mind you, we would likely push for a few conditions to be met prior to the granting of full membership along with an extended probationary period.”

Gerald stood stunned in silence for a solid minute. There had been discussions earlier, and some lovely talks regarding the idea of pan-Mystrian games and also a civil court and also a respectful moment of silence. Lunch was rather lovely and Gerald also took the time for a nice hydrating saline soak to keep his tentacles nice and healthy. But before Gerald could get in his perspective, came the deluge of heightened emotions concerning the Catedonian situation. Between the Rod of Law, the sudden expression of athiestic solidarity by the Rohanians, the bold words, and even King Tyroth looking for a piece of the action, Gerald had the feeling that he was perhaps a bit in over his head. He glanced at the bodyguards near him, who prepared to evacuate the ambassador in case things got spicy and the vaunted security field somehow failed. The A Squadronaires' eyes darted back and forth, before Gerald motioned for them to calm down. He had been around and well, worse things had happened to Dornalian delegates. Besides, he had to address something Telissat had said regarding Gaia and the ring.

Coughing and composing himself, Gerald stood proudly and said, "I mean, I would say that the Colonial Republic is also willing to take in any Catedonians who wish to take refuge in the Republic. We're a bit out of the way, but well, anyone who wants to come to the Republic is welcome to seek shelter there. Also, while I am here as an observer of sorts, I can say that we wouldn't mind providing assistance to any Stability Assistance Force which results in an independent Catedonia, but well, one thing at a time." Gerald continued to add, trying to steer the conversation to subjects less likely to result in a fight, "Now in regards to something a bit less contentious....the idea of various forms of pan-Mystrian games with both intellectual, artistic and athletic pursuits is something we'd be willing to endorse. Maybe even hold certain types of competitions in certain nations? Also, that idea of a court to arbitrate civil disputes between nations in Imeriata isn't a bad idea either." In the meantime, Gerald took note of the DSA members' eagerness to recruit an independent Catedonia into their ranks--but said nothing.

Turning to Telissat, Gerald added, "And as for the Menelmacari proposal....well, I don't have too much problem with that. Certainly, the CRE would be willing to support any such endeavor and to assist the Menelmacari and the Great Civilization in its construction and maintenance. After all, anything that helps to ensure a more prosperous and secure Mystria is fine by us." Gerald of course, knew that some of the bigwigs in Los Angeles would be annoyed by this--there had been some talks about forming a dedicated Mystria Command with its own space station in orbit around Gaia, so signing onto another nation's project would dampen the prospect of an independent station (if not a dedicated Dornalian Mystria Command--MYSTCOM had a nice ring to it and standing up a formal command would need to happen eventually). But hey, the optics would be better, right?

Nadzieja couldn't stop herself from simply shaking her head in response to the eccentric antics of her fellow delegates, the Prime Minister was quite familiar with some of the individuals present at the conference, however, she still found herself quite disappointed in some of the movements that had taken place within the past few minutes, a similar sentiment flowing through the rest of the Malgravean delegation present. Beyond, the strange comments on divinity and faith-based practices from the Rohanians, it was quite clear that delegates from DSA-aligned states had not exactly heeded to her earlier advice on imperialism and were rather keen to push the discussion in a manner which would see Catedonia dragged into the DSA, a state of affairs which did not exactly align with the goals of the establishment of a truly independent and stable Catedonian state.

Again, a flurry of activity started to take place as both Eliot Reymont and Seo Yi Kyung swept into action to advise the Prime Minister on her next course of action, a rather tricky task considering the rather fast-pace of the conference itself and the political ramifications at play, however, the foreign policy team had gained some valuable experiences over the past few years and had therefore become quite adept at providing quick advice to the Prime Minister.

"Unfortunately, as I hinted at earlier Malgraveans are not known for our ability to name things adequately in the Common tongue, however, Telissat’s more precise language does align quite adequately with the strategy we were thinking of when we devised MOSGZ and I am quite thankful to the interjection on this front from our valued friends in the C'tan,"

Nadzieja then paused briefly as she worked to find the appropriate words to address another issue which had popped up during the conference, namely the actions of the Dragon Sea Alliance.

"Beyond that, any future stability program for Catedonia should not be confined to a singular political alliance or with the overall ambition to add said newly independent nation to your political sphere. It shouldn't need to be said but this mission should be wholly focused on assisting the Catedonian people and freeing them from the grips of an authoritarian regime, and I must say that we are quite disappointed that certain members of this conference have ignored this fact and skipped straight towards expansionist ambitions of their own, and I am hopeful that all in this chamber will see reason and support an initiative that pays no attention to this rather petty imperialist concerns."

Nadzieja then bowed to the Dornalian delegate, as a sign of respect and acknowledgement of his words, the Prime Minister was not personally familiar with the individual the Dornalians had dispatched to the conference, however, she had enough contact with Dornalians over the past few years to know that they would have sent someone quite reasonable to ensure that their interests were secured during such an important meetings.

"I believe I heard someone mention the possibility of the construction of an artificial island to act as neutral territory for the establishment of an arena to host international sporting and artistic competitions? Malgrave would be quite willing to offer our assistance on this project, and anything else involving artificial islands or engineering in general, as those in the room should be aware that Malgrave was formed to expand our knowledge of science and engineering, however, beyond that we also have quite a fair bit of experience on the issue of artificial islands as during our isolationist period we engaged on quite a wide array of engineering projects to ensure that our navy could maintain long-range operations without foreign support, a part of that project being the construction of artificial islands which served as logistical points."

Satisfied by taking the lead in puncturing the hot air balloon produced by Alduin’s mortal servants as they railed against the concept of universal sapient rights, the Kouralian delegation had remained somewhat quiet up to the recess. Of course, notes had been made on the matter of teleportation transit and the Crown Captain had spent much of Prime Minister Gnomekicker’s input turned away from the table to take counsel from one of the Kouralian party’s many aides. Though he had lived a full and varied life, like most human Kouralians, Sir Barynel was ungifted in conscious use of magic and was entirely incapable of the innate command of thaumical energies shared by many of the Feivienas.

To that end, Professor Sir Volurr Streghona (DThau, KAO, MFW) of the Thaumic Chancery had been unceremoniously shuffled forward in the group until he was able to deliver a brief explanation of the mechanics of teleportation, wards, and other related thaumical principles. The explanation was, just like applying the term ‘mechanics’ to such esoteric and arcane practices, useful in illustrating the broad strokes of the ideas to a layperson whilst also entirely incorrect when someone with a modicum of experience drilled down into the underpinning concepts. Fortunately for Sir Volurr at least one of the Kouralian pentatheon must have been able to bypass the behavioural recursion field to dissuade the Crown Captain from opening his mouth publicly on the subject.

Instead, attaches of the Dystan and Spirean delegations of suitable seniority and expertise found themselves receiving handwritten missives from the Kouralian Crown part way through the Recess. These notes invited representatives of the Jarlsberg Institute and other equally august magical colleges to inspect and analyse submissions on teleportation to the relevant government offices and Senate Committees. Of course, all such advice would be contingent on passing vetting and other checks – but would certainly be lucrative both for the experts themselves and their associated institutions.

Kouralia had once placed itself somewhere beside the Malgrave when it came to development of magical – or Thaumical as it was known in the Crown Union, and Ancestral as it was known in the United Kingdom – industries and capabilities. Whilst it was true that many of the Fei folk were traditionally said to be born ‘of and in’ magic, therefore exhibiting an innate ability to understand and manipulate thaumical energies that far outstripped that of trained Human mages, it remained that those of their ilk were not overfond of involving themselves in wider society. Magic use in Kouralia remained governed by the Society of the Wise’s maintenance of a register of authorised practitioners and accredited educational establishments that was backed up by criminal sanction from the Crown. It was no lie to suggest that the Society of the Wise was hidebound and conservative in the extreme – shaped more by edicts from time immemorial than relevant and contemporary statute and regulation. It had only been that summer that the Justicial Chancellor of Thaumistry had invited widespread condemnation from the Society and many of its most prominent members for describing it as ‘the last great unreformed public guild.’

This resulted in a widespread lack of promoting careers and research in the field as the number of courses, instutitions and educators the Society deigned to accredit remained disproportionately small compared to Kouralia’s neighbours. One couldn’t allow too many people to learn about the forms and wisdoms of Thaumistry, or else one’s position at the head of the arcane elite might be at risk from that most hateful of things: meritocratic election rather than appointment born of carefully cultivated patronage. This meant that, outside of academic circles and a few noteworthy enterprises such as those patronised by the Prince Palatine of Reðuyn, commercial application of thaumistry struggled under a paucity of government subsidies in a field made up of artisanal handicraft practitioners lacking the skill, capital, or labour pool to move from a cottage industry to a factory system.

Now the Malgravean embracing of the Ancestral Energies had recently shown up the Crown Union’s capabilities when it came to magic capabilities. The metaphotical ravens of underfunding and underprioritising magic for centuries were coming to roost even as increasing discord amongst the aether and other magical energies combined with prophesised ills to make the Mystria of today more dangerous and in need of thaumical skill than that Kouralia had seen before.

Much of this discussion took up all the time the other delegates spent productively arguing about necromancy and soul gems, which Elena was thankful for. The Æhrycreda had plenty to say about interfering with the soul of the dead, but the Crown Princess’ interests were sufficiently divorced from theological study that she would surely not have been able to hold her own against career mages and priests. Similar barriers stood in the way of the Kouralian professional delegation offering any comment of note, whilst it seemed unnecessary to repeat the accusations of tyranny and unjustness that others were levelling at the Nordo-Catedonian delegation.

On return from recess the Kouralian delegation’s vim and vigorous will to launch itself into the afternoon’s debate was dulled somewhat by an overindulgence in the dinner’s dessert course. For that reason the debate on Prince Tizoc and Catedonia had thus far been without an input from the Crown Captain or his companions. It was not to say that they were rendered senseless. Observation by the Kouralians of the minute’s silence for Emperor Stephenson was as solemn as the official pronouncement had been, and hushed discussion of the other delegations positions on Catedonia had ensued as aides and attaches offered counsel to the Justiciars. Eventually however, gradually the effects of myriad pastries wore off and Sir Barynel rose again to give the Crown a voice in proceedings.

“Many of these proposals fall under the auspices of my colleagues, or will require ratification by the Senate, but here I can speak as the Captain of Justiciars to offer the Crown Union’s support for a number of these measures. We already subscribe to more limited variations of a number of these protocols. Spirean students can study freely in Kouralia, and Kouralians freely in Malgrave, and vice versa. We certainly have no issues with expanding any such programme to a universal sharing of minds amongst learning establishments. It would be wise, I feel, to consider both streamlining and minimising all student visa processes as well as subsidising and incentivising partial-credit cross-study programmes. This would allow a student in Kouralia to study for a year, or half a year, or whatever locally arranged process was created, on a comparable course at a Rohanian institute and have this recognised as a contribution to their home qualification. However, when it comes down to it, I believe the mechanics of arranging such exchanges should be for the educational establishments themselves to sort out, with governments only involving themselves in facilitating immigration processes. Similarly we have few issues with common standards, customs union, immigration and asylum processes, or free travel processes, provided that document checks at the border and information sharing allow countries to take stock of who or what is coming and going.

“On the subject of the International Court of Arbitration, we agree with our fellows of the Grynings Vagen. I believe the Imerians a good host for it, but believe it needs a great deal more detail to be thrashed out before we can subscribe to it.

“On the subject of an International Criminal Court, we are not significantly opposed to this idea. Kouralian courts already claim extraterritorial jurisdiction on the most serious of crimes, over Citizens and foreigners alike. However, we do have concerns about how one court may oversee so many legal systems so agree with shelving that pending further discussion.

“On the subject of intelligence sharing, this is a matter that I have a deal of understanding of. We are happy to share intelligence with our allies, and even with those who we have not formally entered into information sharing agreements with. However, this must be on the understanding that the nation which owns the intelligence both has the right to not share that intelligence if it is deemed sensitive enough, as well as setting handling conditions on it. Whilst this is necessarily a world of shadows and secrets, being unable to abide by such handling conditions and improperly disseminating intelligence could result in serious harm to a nation’s security to say nothing of endangering the lives of those who gather or provide such intelligence. Engaging in such activity must result in severe sanction.

“Kouralia already hosts the Coalition of Policial Networks, which acts as a vehicle for law enforcement cooperation amongst a number of nations in the region. As part of this, intelligence can readily be shared from one nation to another, and can even be requested. However, it is entirely for the owning nation to choose what to submit and what not to submit, via their national COPNet Bureau. We would be willing to lead on and host a similar organisation and framework for intelligence on matters of national security, and of course look to expand membership of COPNet.

“On the subject of the Mystrian Games, I am largely in agreement with my Malgravean and Imerian friends. The spirit of international competition can grace cultural fields as well. My people already host annual national competitions in matters of sculpting, music, poetry, metalworking and other forms of artistic expression. I am not entirely sure about ‘theological debate’ as an area for competition however…” Sir Barynel shrugged, “I also feel that this process should be separated into another event, possibly multiple – potentially one for performance art and one for art that results in the creation of an object. With so many varied events, we will be struggling to display them all at once and give them the focus they deserve if they must compete not just with their ilk but also with sporting events.

“Finally: we are fully on board with proposals to regulate teleportation, encourage space travel, and protect the wildlife so long as we are included in the bodies that will be drafting such regulations.”

With that, Sir Barynel nodded and sat down, to be replaced in the standing pose by the Crown Princess. As much as she lacked the statutory power of the Crown Justiciars present, it was decided that the heir to the throne better encapsulated the spirit of the Kouralian people. Reporting on the words to follow would me infinitely more impactful to a domestic audience, while it carried less commitment to action promised in the eyes of an international audience, given she herself had no power to carry out what she proposed.

That she rose to speak to the delegates did not, however, mean she was happy to do so. Princess Elena’s hands clasped behind her back in an authoritative, martial pose that allowed her to appear steadfast even as they concealed the nervous clenching and unclenching of her fists. As much as she might have been groomed from childhood to adopt the mantles of diplomacy, public address, and stateswomanship, it did not mean that the young woman found it easy or desirable to do so. She knew her duty to her people and her Crown demanded it, but with every fibre of her being she wished she could sit out such events that placed the eyes of a nation or a world upon her.

“Ladies and gentlemen, my friends and allies, and fellows with whom our dealings have been fewer and lesser. I feel we may be losing sight of how we ought to comport ourselves. This is the Mystrian Prosperity Convention: not the Free Kingdom-Blaken Island pact. I do not care what a holy woman from some far off land thinks, but apparently her words sting some of you here such that you cannot let them go without retort or impotent challenge.

“Impotence here is the operative word. I am glad that you have all declared that today, this most auspicious day of days, Catedonia is welcome to join the Dragon Sea Alliance; yet barring Ms Uniop none of you have seen fit to recognise that until faced personally with representatives of the Nordic and Catedonian states today you had no intentions of helping them.”

As she spoke, the Crown Princess brought her hands around into view, to reinforce her message by hammering her words home with a fist on her palm. “It is certainly hypocritical of me to say so, for as much as I have warred personally in this land and that of Malgrave, neither I nor my countryfolk have done any more to help Catedonia than you. Oh, Thoughts and Prayers were shared I suspect, and donations probably found their way funnelled into the bank accounts of another bronze-faced holy person, but I can’t say that we have ever tangibly done anything to help Catedonia.

"I apologise today on behalf of the Crown Union for this paucity in compassion and strength on our part. I am sorry to the Catedonians themselves, and to any others who may have looked at our vaunted ideals and high minded words and thought that in us they might find friends. I am also sorry to th Catedonians and others for the time they must still bear the burden of oppression from this day going forward. we all know that the Nordic realms will never relinquish their imperium on Catedonia – and I have no doubt that many of Tizoc and Administrator Ichtaca’s countryfolk would not want them to. For this reason, neither I nor the Justiciars of the Crown sat here today can pledge anything meaningful without further discussion on the matter and a referral to the Senate of Kurton. But I must make it clear that all we have seen today of the ruling priesthood of Alduin is obscene in the extreme, especially compared to the reformed nature of other Imperial states, and the Crown Union cannot condone its continued overlordship. Furthermore I personally consider that the Dragon States’ dominion on Catedonia must be destroyed.”

At that, Elena nodded once, casting her eyes around to meet the gaze of the High King and the Malgravean officials before she sat down again and allowed the next speaker to take to the floor.

A different member of the Rohanian delegation stood up, this one a young man with dusty hair and piercing grey eyes, clearly of inhuman origin, given the slit-like pupils he had. He wasted no time speaking the common of the region, speaking instead in Rohirric, an older and rougher tongue by far, and less known, a message meant perhaps less for the entire conference than those with particular interests in Rohane Alista’s political stand specifically.

Malgrave comes and makes assertions, that an invitation to the Dragon Sea Alliance, which I proudly hold myself as a representative of,” the man opened, “is in some way an imperialist advance. I counter that simply because the Malgravean people see fit to join an openly imperialist alliance with their own former oppressors, this does not mean any such alliance is inherently imperialist. Indeed, as a historical defensive pact which has fought for the freedom of our members and even those who are not, and stands opposed to this ill-named Crown ‘Alliance’, I dare say the Dragon Sea Alliance is less imperialistic by far than any suggestion from the Malgravean party. We have merely extended an open invitation to Free Catedonia to join us, should they see it as beneficial; our aid to them is not reliant on their joining, as it would be if this were the imperialist offer the Crown Alliance claims it is; but it is hardly surprising they should think it is. They know nothing else, after all!” He finished, sitting back down.

Severa herself stood again after exchanging quick words with the now sitting man. “I imagine that these fiery outbursts were foreseen by some parties here,” she spoke in common, shooting a knowing glance to Telissat. “But at this point, they are not helping the general actual purpose of the conference. We move that the topic be laid to rest for now, and that we bring it up again, if needed, at a later date, one where those interested in the situation know what they actually will or will not bring to the table. In our fervor over the Catedonian situation, we have not suitably responded to many of the other points.

“Of course, we didn’t, and don’t, expect the establishment of any form or arbitration or justice court without clear directives on which issues they do and don’t have authority over; such talk is dry, but important, and can be handled in more detail in the following days, weeks, and months. As for the location… we strongly and unfalteringly deny any movement to place either in Imeriata. While they have their own sense of justice, their trade and penal codes are not in step with much of the rest of Mystria, restricting many cultures and limiting who any nation may send to represent themselves in these places, and the location of Scandera is also non-ideal, distant and cold such as it is. Our proposal is to place both in neutral locations; possibly the same one, whether that be a natural island or something manufactured for the specific purpose.

“We have already voiced our support for educational immigration measures; while specifics will need to be determined, we still stand in support.

“On intelligence sharing… no. I don’t need to ask anyone; Rohane Alista will determine who we share intelligence with, and under what circumstances, except where as dictated by our own bilateral treaties. We will not join any region-wide such measures and strongly suggest each delegate thinks about how much you truly want foreign intelligence services having free access to demand your nations’ information.

“Rohane Alista is certainly positive towards both cultural and sporting displays, though we argue they should be kept separate, especially as, with an exception for the Battle of the Bands, we do not usually see culture as a competition but a collaboration. Additionally, there are challenges with such a region-wide competition, both for sporting and for culture; such events should, naturally, move about to highlight many parts of the region, but I already have no doubt that magically based sports and cultural events will be amongst those many will push for, which actively discriminates against Rohanians not just as competitors, unable to participate fully, but also makes it impossible for one of Mystria’s largest and most populous nations to even host, at any point, these events. While these things alone are not enough to cause us to stop supporting such ideas, they are significant concerns I would like to see addressed.

“For the next issues, teleportation regulation and a regional space system, we are not particularly concerned with regulations on teleporting, though we are opposed to a generalized regional portal network as an obvious detriment that only hurts Rohane Alista’s people, businesses, and safety. We are wary still of the Mystria-wide space force, but depending on specifics, we may at least work together at some times; we would propose some of these issues, such as when exactly a species becomes sentient enough to forbid colonizing its worlds, be handled by the proposed arbitration court.

“Issues such as standardization bodies and ecological pacts will need to be considered on a case-by-case basis, and as such we will not commit or oppose them at this time. Thank you,” Severa finished, sitting back down and breathing out through her nose, something those in the DSA who had interacted with her quite a bit might recognize as annoyance.

"Of course cultural events is biased against Roläningarna!" A young man said in the good old tongue amongst his comrades as the Rohanian delegation spoke, most likely in response to the earlier glare from the Rohanians as most of the federal delegation seemed a bit surprised by the glare, as they had honoured the earlier minute of silence were they not aware exactly what had prompted such an evil eye.

"Not only are they barbarians as the rest but to be able to produce art one must have a soul to pour into it!" The young man finished his joke, a comment that resulted in good cheer, chuckles and even quiet laughter amongst the federal delegation even if most people did their best to keep the volume down. It was hard to tell if the young man did not care who heard it or if he just decided to hide behind the language spoken amongst him and his fellows as he was neither loud nor quiet in his tone. He chuckled at himself and looked quite proud of his merriment as quite a few of his comrades gave him joyful pats on the back. He was clearly a young man with very dark skin with an almost blueish hint to it, his hair was thick and white and organised into large braids that was tied together in a pony tail and his ice blue eyes shone of pride. Despite that did his very thin fuzz over his lip only depict him as a mere manling and not a man fully grown just yet. The elf in military uniform joined in, in the laughter but the redish woman in the diplomatic dress gave both of them a glare, one seemingly mirrored by the high king in his silver helmet. The last glare was the one that cut the laughter as a hot knife would through butter and silence once more fell over the group as they again decided to pay attention to what was said around them.

"Now if you excuse me for just a moment!" The red woman said as she again rose up "Some people seems to suggest that it would be hypocritical of any to act first now, we must ask how such an act would be any such thing? The federation has not been asked by the people there to bring our enlightened guidance there until now, nor do I suspect that any other has been approached by such offers from abroad, it would be a poor cause for war to take it upon oneself to bring about liberation just because such acts were in accordance with our conscience and no other backing, quite the contrary would we expect that would the absolute royal federation leave our conscience and our conscience alone as a cause for warfare would it cause quite an uproar amongst a lot of people here!" She said in protest.

"I see such speech already, 'Imperialist' are thrown around by many a people here at our expense for wars thought for more justification that so, however, that is where we get the strength to put force onto the vile foeman of all men and women gathered here whenever our common existence is challenged!" She said, her red eyes going through the room from man to man, to woman to woman. "Our offer still stand and we spit at any suggestion of hypocrisy, when evil is seen and we are asked to do so, we deal with it, we burn it in fire and in the blood of warriors, we crush it with cold iron and hot led, for such is the way of the domains and subjects of our most beloved Monarch, blessed be His name and may we all be lucky to stand before Him. HOWEVER, as have been stated this discussion should most likely be held without the foemen of such an action here, we as we stated suggest that we bring freedom to those who live there and then leave them to their own devices under their own king as was our original offer, but it is an offer best left for later and the details is better left outside of this conference!"

Nadzieja rose to speak a few moments after the Imerian delegation had finished speaking, the Prime Minister bowing slightly in their direction as she took a small amount of time to compose herself and arrange some hastily arranged notes, as beyond the simple fact that earlier remarks had sparked some rather fierce discussion between her colleagues she understood that they'd likely spark similar debate and potential outrage back home in Malgrave and such concerns needed to be addressed, especially, as one regarded a particularly sore point about her motherlands history.

"Before my involvement in national politics I was a simple academic working to advance our understanding of what we in Malgrave refer to as Social Solidarity, a policy field which I believe directly translated into Mystrian Common would be something akin to Social Welfare, as a result of this time in academia my direct experience with diplomatic conferences such as this one are limited so you'll have to excuse me if I have made an incorrect assumption here, however, I do not believe that it is appropriate to make such offensive comments in regards to a rather turbulent and painful moment in my homelands history even if attempts were made to hide it by using another language, of course, I understand that my earlier comments about the imperialistic implications of making any intervention in Catedonia centred around any singular regional alliance may have sparked some anger amongst the delegates but I believe that we should focus on the matters at hand instead of once again bringing up differentiation between the Crown Alliance and Dragon Sea Alliance, especially, as I believe that this conference is supposed to move beyond such nonsensical divisions

Hopefully, with this matter out the way, we can address the matters at hand and I shall start by addressing the issue of the International Court of Arbitration, as someone that quite despises cold weather I sympathise heavily with the Rohanian assertion that the Imerian mainland can be quite a cold place and without teleportation guided by ancestral energy or powered by engineering marvels such as the Avro Swallow it could be quite burdensome for some nations to travel to within a reasonable timeframe.

It could also be said that Imeriata holds certain viewpoints that put it at odds with others in the region such as their rather anachronistic approach to trade, however, to a lesser extent the same could be said for other nations within Mystria, so I assume that any court of International Court of Arbitration will follow a certain set of common agreed to principles and I doubt anyone will question the sincerity of an Imerians willingness to uphold such agreements.

Regardless of my minor disputes with these assertions, I don't believe that it would be prudent to establish this International Court of Arbitration within Imeriata or within any state present at this conference, as in any case, I suspect that regional divisions and petty nationalism could interrupt the work of such an International Court either in the immediate future or in a few years time.

I, therefore, suggest that a neutral venue is constructed either in the form of an artificial structure akin to ones constructed by the Ancestors or an artificial island which would be perhaps more technologically feasible as such an endeavour would be directly comparable to efforts my homeland engaged during the years of isolationism to provide logistical bases for the Royal Navy."

At that Nadzieja retrieved a small circular device from her pocket, a few swiping motions revealing a large holographic display which showcased a series of pictures that had been taken on artificial islands that the Malgraveans had put together to serve as the basis of military bases to facilitate military movements during isolationism and research stations to conduct localised research projects, the projection remaining for a few moments for the delegates to analyse the structures before the Prime Minister continued on with her speech.

"I also have to disagree with one of the suggestions made by the Imerian delegation, namely, their proposal to join together sporting and cultural events into one joint supersized tournament, as I believe that would rather overcomplicate procedures and take away from the enjoyment of both pursuits for the betterment of nobody.

Furthermore, I do not believe that the mere existence of sports and cultural events that are dependent on or strengthened by the use of ancestral abilities is a form of discrimination against Rohanians, as much as an event that is dependent on the ability of natural flight wouldn't be discriminatory against humans and other species that lack such natural abilities.

It is quite natural that a region that is strong in ancestral abilities would possess events that are dependent on or enhanced by ancestral abilities, however, that doesn't mean that a land stripped of said abilities would be unable to compete in these games as I imagine we'd have different fields for events for those without ancestral abilities just as we'll have events for those of differing weight considerations to avoid rather unfortunate accidents.

I am also quite confused at the Rohanian dismissal of an intelligence-sharing scheme, as I do not believe that the existence of such an organisation or the membership of the Rohanians would preclude them from deciding who they share intelligence with.

I sincerely believe that such an organisation would be based on the Coalition of Policial Networks, an organisation that acts as a conduit for cooperation between law enforcement agencies in the region. It is entirely up to CoPN member states what information they choose to share with their colleagues via the earlier mentioned COPNet Bureau, so again I do not understand these apparent concerns about forced intelligence sharing when I presume that COPNet would be the basis of any network that involves intelligence agencies.

Ultimately, I am quite hopeful that my suggestions and advice will be taken upon constructively and built upon for the betterment of this conference and the wider region."

If Kaimara had any expression beyond annoyance it was hard to gauge. She didn’t bother checking the Dragon Priest, her husband needed no such aid if things escalated after all, and she knew that there was no point in trying to dissuade him from action if things came to that.

The Imerians and the Malgraveans proved significantly more irritating, as per usual. The former were little more than pale Thalassians with a bunch of former slaves brandied about as supposed equals, and the latter were their usual frail selves, aligning themselves with the very slavers that had stolen their lands less than a century, betraying their ancestors fates to become mere puppets once again.

“The prejudiced blather of the Imerian states-kin, who casually insult us and friends, and then accuse us of prejudice, aside, the establishment of a justice and arbitration court is questionable and dare I say completely poisoned deliberately by the Great Civilization’s endorsement of Imeriata for the task.” Kaimara was glad that the Drow Queen was so good at casting magic to help her understand even the most distant of tongues, at least.

“So long as there is inherent hostility between Mystrian nations and foreign empires.” a deliberate omission of the Imerians as Mystrian, not that Kaimara regarded them as such given their distance. “And within Mystrian nations as a whole, there is no likely path towards a successful regional court I’m afraid.”

Kaimara refused to mince any words, much to her elected counterpart’s worry, the Ranstreimosi Minister in the room by contrast would focus on another goal. Comparatively boring to either Empress or Queen, and lacking the self-import of Satara, she simply spoke with an honest tone in her voice.

“On the subject of foreign empires and Imperialists, I believe the Catedonia situation must be resolved sooner or later, given the hostility of the Dragon States towards the wellbeing of the deceased. With so many crises faced abroad lately however, I would like to propose an immediate region-wide sanction and embargo of all Dragon States goods flowing in and out of the region. While we are all divided militarily, we can at least hit them economically while we plan ahead our next moves for combating the spread of the Dragon Cult and its oppressive colonialism.”

After hearing the comments by representatives of other nations, Tyroth could not stand for it; two comments in particular had gotten to him.

"You are claiming the Dragon Sea Alliance has 'imperialist' views. Might I remind people, that our alliance was in large part to protect our lands from imperialism; most of the founding Dystans were refugees from the former empire of Great Corneria seeking refuge from its ever expanding reach, and making a stand against it! We were up against one of the great powers of its time, and had to make allies. Queen Aurora from Silverdale was more than happy to oblige, as was my dear Kaimara," gesturing to the ruler of Rintyar, "As well as the steadfast aid of the people of Glaristant led by Grand Duchess Iriyea. And against the odds, against the Avatar of Chaos itself, we won. But we knew we had to remain strong together lest another empire try to attack. And when the people of Rohane and Alista united under a single king-"

"Oh, no, father, Jacobi was the ruler of two kingdoms, so he was a Double King!" Tynah interjected. "Oooh, I know this part well, since I was part of the beginning of the Dragon Sea Alliance! We originally made a team to protect our lands against an invasion from another realm, but my retainer Melux was quite adamant about retaining the alliance in order to strengthen our ties, both defensively and economically! It is because of that I got that burger deal with Mr. Moocow's!"

"Of all the things to bring up about the Dragon Sea Alliance," the king sighed, "But I hope you have realized, that our alliance has been going for centuries, and not once have we have ever used it as a way for imperialist gains! We may offer membership, but that is entirely voluntary. Now, for the other thing...," his smile seemed to fade a bit. "Not Rohane Alista nor any of the Dragon Sea Alliance can be called 'barbarians'. Dyste, Silverdale, Rintyar, Glaristant... all of us have existed for several centuries and very much have our own culture to show for it. Now this is where my friends in Rohane Alista and I differ; we Dystans are more than happy to compete in matters of culture alongside sporting events; adventurers helped built our nation, and that spirit lives on to this day, GAHAHAHA! However, do not take the differences in opinion on that factor to mean that the Rohanians is in any way lacking in the fields of art. Ah, but I digress; I am only here as a courtesy to our Prime Minister." He sat back down.

"If I may," Prime Minister Gnomekicker spoke up, "I would suggest that perhaps there can be different divisions for such games? While I understand the Rohanian's concern about magical events, bear in mind that the opposite is true as well; disallowing magical events would actually discriminate against nations that do use magic prominently. I am no Mage myself, but this would heavily hinder several nations in the same way that having them hinders Rohanians. Might I add, though, that simply put, not every nation needs to compete in every event? If magic is a concern, that could be a different division in the games if we wish to have different hosts. And in spite of my king's... enthusiasm for it, I can also agree with the notion that cultural events are not necessarily the same as sport, and can be a different event or division within these games."

Telissat’s expression soured when one Imerian spoke up to offer a jest at the expense of the Rohane Alista delegation.

Of course he knew the Imerian language, but he wasn’t the only one.

“Birger auf Otwaliberg, Ser,” Telissat said, using the Spirean honorific, speaking directly to the man, “it would be wise to remember we all have access to translation here.

“What many call in common ‘Souls’ are a complex topic, one that is beyond discussion here. It should suffice to say that I do not have one either, nor do many of my people.

“Whether being magic immune makes one ‘soulless’ or not is also a topic better suited for the Grand Collegium than here, but I would point out that many of the people of our host nation are also nulls to a greater or lesser degree, as too are our Cantalivan friends in some respect.

“However, as I feel that your remarks are directed at insulting our friends of Rohane Alista, I think it would behoove you to apologize to them and withdraw those remarks, or else be known as a man who caused the High King himself to lose face in front of all these nations and peoples here present.”

In the space of a few moments a variety of emotions flowed through the Malgravean delegation, initially a feeling of sadness and offence at the remarks made in reference to the period known in their homeland simply as the Great Exodus followed quickly by content and slight happiness during and slightly after the remarks made by the Prime Minister, however, these feelings quickly disappeared as the conference continued on and a sense of confusion now flowed in full force across the faces of the Malgraveans present, although those talented in empathy would recognise that this confusion mixed was sadness flowed rather strong from the Prime Minister who decided to remain silent for the time being.

It was Eliot Reymont, the Minister of Foreign Affairs and Deputy Prime Minister who instead decided to step forward, the politician had somewhat of a more direct experience with C'tani delegation compared to the Prime Minister as the laterrs crippling fear of bugs rendered her somewhat less efficient in maintaining contact between the two powers.

"If I may I would like to make a small interjection on behalf of the Malgravean people," Eliot said bowing slightly Telissat as a way of acknowledgment and a brief apology for the interjection in itself, "I believe people have misunderstood the meaning of my Prime Ministers remarks earlier, as Nadzieja wasn't referring to the Dragon Sea Alliance as an imperialist institution but rather stating that it would be a mistake to make the matter of Catedonian liberation something that is organised strictly along existing alliances, as that would be quite an imperialist mindset which by Malgravean understanding fits into this category

It is possible that the Malgravean understanding of this word is quite different compared to others in the region, and we do apologise if anyone misunderstood our earlier statements to be an attack on the DSA, however, that does not excuse the subsequent insults that have been thrown towards the wider Malgravean people, as Ser Telissat said it would be wise to remember we all have access to translation here, so under the understanding that has just been established by our C'tani comrades I would like to request an apology from the Rohanian delegate, those who are familiar with Malgravean history should be aware that loss of our initial homeland and the exodus left a massive scar on our society, as many of our fellow citizens were forced into slavery and the disturbance from the resettlement led to the civil war which in of itself led to the period known as the Lost Decade, so you've got one tragic event leading to many others and so dismissive reference to this are quite hurtful and in our opinion require an apology."

Eliot once again bowed to those in the room before taking her seat next to the Prime Minister, an impromptu moment of silence breaking out amongst the Malgravean delegates as they paid respect to those lost during the exodus.

The young man looked confused at the shipmind as his name was called out and he took a moment to try to take stock as he leaned over to the man next to him and whispered a few quick sentences as if to confirm something.
"I planned not to cause insult!" The man said as he quickly rose up, the common that came out of his mouth was understandable but still heavily accented to the point that one still needed to focus on his common to understand it. "It was mere an joke and I intended not for anyone to be insulted! If insult was caused do I beg for forgiveness!" The young man said with a smile and his very heavy accent before sitting down again.

After the Imerian had sat back down, there was much hushed chatter amongst the Rohanian delegation, before the redheaded Secretary of State nodded, standing, and faced the conference. First she turned slightly towards the Malgraveans, eyes soft a small frown on her lips.

“We will withdraw the abrasive remarks of a member of our coalition, and in the memory of the many good things done for the Malgravean state by the Rohanian people through the years, ask that you forgive him. He has been offended by the implication of the DSA being imperialist, when it has a long and storied history of the reverse, but has clearly chosen the wrong form and forum to express his feelings. We hope the Malgraveans understand this was the result of an unfortunate misunderstanding on our point and accept our apology on this matter,” she opened, before turning first towards the Imerians, then the C’tani, and Telissat in particular, and then the conference as a whole.

“As for the other issue at hand,” she began, and her eyes hardened, the frown growing from small to significant. “We do not accept what Birger auf Otwaliberg has presented as an apology. We don’t care if it was a joke; it was, plainly speaking, a racist attack, and exactly the kind of thing that Rohanians across Mystria deal with everyday. We will not stand here, at a conference of the region, and take obviously false apologies for obvious insults, or accept the implications thereof. We wish you good fortune with the remaining conference, Lord Telissat. The Rohanian delegation is withdrawn,” she finished, picking up her own documents. As she did, there was a flurry of activity among the rest of the Rohanian delegation, papers being shuffled, organized, and packed, briefcases and purses being fastened, and one by one, starting with a clerk who had until this moment been typing each time someone spoke on a laptop, and ending with Severa herself, the delegation’s members departed, leaving their designated area, and then the hall itself. As Severa departed the hall, her fiery hair the last thing out the door, it creaked and slammed shut again.

Telissat’s response to the milquetoast response of the young Imerian man and the immediate withdrawal of the Rohanian delegation was to remain silent for a moment, he did not seem upset, but he certainly allowed some of the frustration he felt to show on his face. When he spoke, though, he was quite calm, “And with that, we are going to enter a brief recess,” he said.

He rose, his chair scraping across the floor, and he then fixed the Imerian man with a look that could cause milk to not only curdle, but spontaneously turn into the most unpleasant fermented cheese available in the Absolute Royal Federation.

He did not say anything openly, instead looking to the various groups with the conference, “Please take this short recess to explore the premises, we have prepared a number of cultural gift packs for your delegates, and stewards will be circulating with these now,” he said. Because of course there was a plan for this kind of incident.

At this, Luna rose from the table, leaning close to the High King whom she had sat next to, “Primus, a moment of your time please,” she said. This was a soft whisper, and it was clear that she intended to take over from Telissat for now, as he shipmind’s avatar headed toward the door.

Before the recess, Gerald found himself once more outpaced by the events in the Conference. This time, not only was there talk of imperialism and sports, but the Imerians had made a faux pas--an ill-timed joke which was the rough equivalent of pouring gasoline on a fire. And now, that fire had resulted in the Rohanians storming out in protest. The Tentaculan dabbed his forehead with a saline wipe, as one would wipe the sweat from their brow, as he shook his head disapprovingly.

Gerald noted the way Birger auf Otwaliberg had attempted to apologize....and ended up doing so in a way which made things seem worse. Now, Imeriata and Dornalia did have ties through the GPE--and likely other means and mechanisms that Gerald was not privy to--but something had to be said. Hopefully, being a diplomat, Gerald could say it without making things worse--or getting a stern rebuke from Los Angeles.

After authorization to speak, Gerald said, turning to no one in particular, as he began to speak loudly and with some gravity, "Now, I admit to being...not the fastest speaker in the room. There's been a lot discussed here--sports, empires, liberation--and I'll admit, it can be a lot to take in sometimes." Pausing, Gerald then said, with a look that somehow mixed a wry grin and a disapproving, stern gaze with a warbling, yet folksy and smooth voice, trying not to name names but clearly and briefly side-eyeing the Imerian delegation, "But after hearing what I heard from...a certain party just now and what happened in response? Maybe a bit of slowness is what the doctor ordered.

After all, if my time as being a diplomat has taught me anything, it's two things. One is that humor doesn't always translate very well. You can be the nicest person in the world, and make the best deal ever, but a bad joke might not just scuttle a deal, it may make people mad. And going to bed angry isn't how business gets done. I know that from experience. Two? If you're going to say sorry, just say sorry. Don't couch it in any explanations, don't couch it with any smirks or other such things, just say sorry. Because I can guarantee you from experience, whether an apology is accepted depends on how it's delivered and how it's worded. And from where I'm standing--when you deliver an apology with a smile and a qualification that you were just joking....well, to put it politely, that's not how an apology is made. I don't mean one should grovel when they make an apology, but it's got to be sincere.

Now, I'm willing to chalk what just happened up to cultural mistranslation, or some other such thing, but the fact of the matter is that things have happened because of it, and this whole conference has been derailed harder than a train hitting a penny on the tracks. And that's not fine by me."

Turning to Telissat, Gerald gave a polite nod and said, "Apologies for the long speech, Ser Telissat." With that, Gerald sat down, and folded his tentacle arms in stoic anticipation of what was to come...

...and what came was a dismissal to a recess. Gerald walked out with his staff and went, "Great Globbulus give me strength" as he took time to stroll around the grounds. Well, as well as a tentacled octopus-man-thing in a suit could do.

Birger auf Otwaliberg looked around confused for a moment as everything seemed to turn to hell in a handbasket really quickly before he quietly sat down, again did the rest of the delegation look around rather confused at what had happened. Some seemed to be there to offer some comfort to the young man while others whispered frantically amongst themselves in either the song like good old tongue or in their own tongues, most likely trying to figure out how to deal with this sudden and unjustified backlash.
The high king on the other hand nodded when he was approached by the Alicorn.
"Lets talk as people and not princes then your royal princess!" He said with a heavy sigh as he for the first time took of the silver helmet that he wore and revealed the man under it. A young man that had yet to meet middle age with long brown hair interjected with thin braids that had small amulets braided into it. One of the men in the high guard uniform made a move to follow but with a wave of his hand the man took a step back and fell into position, his yellow and white checkered cloak once again resting over his shoulders enough to obscure the man.
"Very well your royal highness what did you wish to discuss? Though we could wager a guess"
