Does the ISC have a member state within the territory of Ethiopia or Eritrea?

If so, that would significantly put strain on the possibility of friendly relations between the RR and the States.

Sure, this works both ways. If the spies are allowed to kill in the RP then they can easily get killed themselves.

I'm considering having the IC thread up by tomorrow (12-13 Hours from now), to set-up background on the locations and points of entry for the infiltrators. No moves on my part yet, but I'm setting the playing field to save time.

In the meantime, states against PAS should begin discussing their 'plan of attack'. At least temporarily, especially if you guys have ideas for something big.
