He's a part of a Dancerian "terrorist" cell, one to oust the pagan monarchy and replace it with a Christian one (which will arguably be more feasible than Sully's plan of secession). Would he prefer a Christian insurgency school? Yes. Is there one available? No. Thus, he cannot be a spy, for he is legitimately here to study. He just won't like the people there one bit, and will view them as pawns to take the fall. Whether or not that changes over time during his character arc remains to be seen.
