"This is from the video the Archbishop sent us?" – the military officer leaned forward. "I see that you are pleased."

"Oh, I am very pleased. You see, whoever has taken the video, they thought that they were being smart. They showed only parts of the building, but of course what they did not consider, was the video itself. You see, they did not strip out their camera's geolocation tags."

"Jesus." – the senior officer gasped. "Not exactly the brightest tool in the toolbox, are they?"

"Perhaps." – the analyst adjusted his glasses as he continued. "Or perhaps not everybody is a trained soldier who'd listened to ten thousand data safety lectures, you know?"

"Fair enough. So what do we have?"

"Not much. We've looked at maps, and some local open-source data, and we have an image of the building, and an address."

"That's fucking excellent." – the officer leaned forward. "What are the bad news, Murphy?"

"We've not figured out the internal layout of the building. Intelligence suggests at least twelve guards, and perhaps as many as sixty-eight hostages."

"And no internal layout. This does create a whole pile of issues. Is it even possible, under these circumstances?"

"It's incredibly hazardous. For the hostages." – Murphy said. "I do however have a few ideas. We need a team."

"Captain Lysander is available."

"And I'd like to talk to the poison lab people."

The helicopters would officially be part of Allanea's humanitarian assistance effort, and were painted dark-green – just dark enough to look black under some types of light. They flew in on a cloudy night, and landed a mile from the Syndicate trading post. At the post itself, the machines' engines would be barely audible if at all.

Then, of course, the teams walked towards the building. First swiftly, then slowing down as they converged on it from different direction, and then at last they moved as silently as shadows as they drew near.

It would be nearly three in the morning, local time, when the man who referred to himself as Captain Lysander raised his night-vision binoculars to his eyes and took a first look at his target.

The issue was an even more difficult one than was first thought. Two guards patrolled the building's perimeter, one of them guarding the entrance.

For long, painful minutes, Captain Lysander contemplated his course of action. It remained clear that there was no reliable way to burst into the building and absolutely guarantee the survival of each hostage.

However, Lysander and his soldiers did have a plan.

They moved forward, like crocodiles, on their bellies, until they were at last within a hundred yards of the building.

"Team Sierra, do you have your targets, over?" – Lysander whispered into his radio. He knew the connection was encrypted, and yet even now he did not want to reveal that 'Team S' – meant snipers.

"Pinnacle, this is Sierra-One, we have ours, over."

"Sierra-Two, we have ours, over."

"Sierra-Three, we have our man, over and out."


Lysander breathed in. He raised his silenced carbine – naturally, most of the commandos had silenced weapons – looking through his scope at the guard who was seated perhaps a hundred yards away. He could make the shot, of course – but he preferred if the snipers, with their purpose-built rifles with subsonic ammunition, tried first.

Sierra Teams, you are go. Pinnacle, over and out."

And then six snipers fired at once.

Prime Secretary Komissarov sat behind his desk, listening intently to the Colonel's analysis. "...Prime Secretary, all we need is your authorization to send a few instructors and weapons." Komissarov took a sip from his cup of coffee and asked "Why can't we send a few mechanized rifle companies and a tank over there?" Colonel Luka shuffled his papers and said "It is simple, the only airport at Leozina is guarded by a foreign power and must be taken to fly in more vehicles and troops. The best we can do at the moment is to fly in three platoons of paratroopers by civilian helicopters, they will assist in the taking of the airport." the Prime Secretary mulled it over for a few seconds. "Very well, you have your authorization. You will select three paratrooper platoons and send another letter to Tavitian." the Colonel gleamed "I will not disappoint you!"

It is the wish of our government to find a means of supporting you in reasserting control over the nation of Posteasten. Our motivation stems from our concern about the ease with which certain powers presume to dictate the internal affairs of sovereign nations. We have ourselves suffered under such a yoke in the past and may do again in the future. We acknowledge, however, the complicating factors.

Our understanding is that public opinion and recent history would make it difficult for you to receive open assistance from socialist forces. Likewise certain aspects of your factions past policy, while explicable in historico-dialectical terms, cannot be condoned by revolutionaries such as we.

Despite this impasse we believe that, correctly viewed, Posteasten can be understood as a victim of colonialist exploitation as Uan aa Boa once was; if freed from the chains of false consciousness we are certain your people would see that their class interests are best represented by elements such as ourselves. Our analysts suggest, however, that at the present time this is unlikely to interest you. So be it.

Nonetheless, we wish to enquire in what way we could, covertly and deniably, best assist you. We have considerable expertise in surveillance, cyber-operations and technological conflict and are not without a degree of diplomatic influence, which we are already deploying in opposition to the Northern Alliance.

Ladies and Gentelmen,

We hope that we can bring the coming crises to your attention. The situation in Posteastan is worsening every moment. It might not be too far-fetched to warn about a fascist insurrection which would toss the struggling nation from the frying pen right into the fire. The Landtag has come to the dissection that we urgently need to do something about this situation. We suggest to hold a Pan-Forrestian emergency meeting on Villi Island – Caracasus, to coordinate our next steps. If we stand united we will quickly solve this crisis.

If we act in unity, we will find a face saving way out of this mess for everyone. Posteastan is way past the point where it could recover without foreign help. Preventing more violence and finding a diplomatic solution to a humanitarian problem is much more cost efficient than to remove a fascist regime by force.

If we can come to a decision than others will probably follow our lead and those who oppose us would not stand against a single nation but against the region of Forest.

You spoke well! We fight the same fight and we stand on the same side. We are the only force representing the will of the people including, but not limited to, the working class. Under the constitution of Posteastan we are the only force legitimized by fair and free elections. Before President Marku Tavitian was murdered by, as you so gallantly have put it 'certain powers' he was given the mandate of the masses. He was overthrown in a military uprising and replaced by a lackey of imperialism. The UGF has never signed a declaration of surrender, has never agreed to compensations and has never bowed to imperialism.

Your concerns are taken serious but in this case I disagree with you. The backing of a socialist government could prove to the world that we are not the racists and crypto-fascists the Ninedayist controlled media wants us to be. If you want racists, well take a look at Orikson. There are more racists than you will ever want. Your backing would also show the people of Posteastan that we can even confince the most unlikely of allies to support the just cause.

I am going to declare Mr Valaska for deposed and I will cancel our alliance with Telinburg. We already have strong military backing and I am confident that democracy will be restored with a coup de main! Cyber warfare might not be the weapon of choice. Valaska has successfully transported our once glorious nation the middle ages. Now, joke aside, there is much you can do. Information to discredit Nina Neacsu would be very helpful. Everything related to human rights violations and murders by the national guard. Disturbing the flow of money from the Oligarchs to the dictator would be helpful. Using your ability to spy on them to provide solid evidence for the government's collusion with Mirela Costin.

Every day I think that Mr Valaska's death would solve all of our problems at once. Without him his fraction would collapse. But that is only my wishful thinking. Like you, we have indeed been a colony for far too long. We have been sucked dry by foreign merchants and bankers who have made a fortune while the ordinary people had to work like slaves. They came as guests to our country but behaved like our colonial masters, knowing that they had the military power of the Northern Alliance behind them. We have suffered like you have suffered and we will have our revenge as you had yours.
If we fail to retake our nation in a single blow we will drag those certain powers into an endless guerilla war. Uan aa Boa and Posteastan will stand united.

Operating so deep in Valaska's territory is dangerous but right now we have no ability to cross the Telin in an operation of that size. Make sure that your men are fitted for a two-week operation. If you agree I will provide detailed plans for the assault on the airport.

The Spire, A few miles north of Vatgera

The bodies dropped at exactly the same time. One of sank backwards against the wall, gong down in complete silence. The other however fell forward off the roof and landed on the scrubby, snow-covered bushes. Not exactly silent but not alarmingly loud.

The way was clear to move closer towards the compound. Silent and fully alert the commandos followed their previously arranged plan. It was when they reached the building that a deafening quacking of gees began to set in. The terrorists apparently kept animals on their hideout.

"What's that all about?" Came a yell from inside the building "Everything all right?"

90 paratroopers, laden with ammunition, rations and other gear stepped in the "civilian" helicopters. Their uniforms had no Karevkan insignia on them, even the tags on the backs of their service jackets were taken off. Their crimson berets were replaced by nondescript helmets. The only way for their allies in Posteastan to identify them were orange armbands. Each one knew the plan: land south of Roztechko, link up with friendly forces, and storm the airport. It would be long trip to the LZ, but the men did not care if it meant serving their beloved Karevka.

With official consent granted by the President Niculai Valaska, Construction Enterprises were given permission to begin reconstruction of whatever could be salvaged of Posteastan. Of course, the humanitarian aid was still being sent, but that was a side concern now that a big player was involved. A capitalist country, such as Kenmoria, would never risk unnecessary harm to a corporation, not even for the sake of international assistance. The free publicity from such a ‘generous’ company outweighed any positive benefits of food and water.

Roztecho, one of the two working ports in Posteastan, was chosen as the ideal destination for ships to land. Now that the main help to the nation was in private hands, normal ships owned by the corporation would be used for landing, with neither a Kenmorian seal nor any official governmental statements on the matter. Security guards would be present, hired by the company from another with somewhat questionable ethics, but no military force would even consider gracing the island apart from the sporadic air deliveries of aid packages.

From the Solgaleo port of Kenmoria, the ships were sent off across the ocean to Roztecho, with an expected journey time of approximately fifty hours. On the vessels were enough heavy machinery, construction equipment and workers to leave a not insignificant impact on the surrounding area. The current movements were just the beginning, since the grand plan was for the corporation to create an at least liveable area for a several mile radius around the port and beyond, but that could wait, for the moment, the focus of the construction company was on repairing the infrastructure and actually setting up the equipment, once the ships landed in the port.

Adeema Pula rose to greet the appearance of her comrades on the wall-sized conference screen. It split 4 ways - military intelligence, her own second in command, the flotilla of the Revolutionary Workers' Navy currently closest to Posteasten and the ubiquitous representatives of the Chairman's Secretariat. One could never be sure that the old man himself might not also be listening.

"I assume we have all seen Tavitian's response," opened the Colonel from military intelligence. "Your thoughts, comrade?"

"Concerning," replied Adeema. "We had not expected such desperation. It cannot speak well of their position on the ground."

"You are not tempted to declare openly?"

Adeema snorted. "No doubt Tavitian is busy. Nonetheless, in his position I would at least have skimmed the Wikipedia page on Uan aa Boa. It is an awkward thing to invite the closest ally of Caracasus to defy Ninedayist propaganda, whatever that is supposed to be. My question is actually the reverse. Can we confidently deny the existence of our message if Tavitian publishes it?"

"An expert with full access would be aware that no faction in Posteasten could create the encryption. But would the claim itself not seem fanciful?"

"Perhaps so," interjected the Secretariat. "Certainly a robust denouncing of the cryptofascist tendencies to which he refers would be a simple matter."

"I keep them on the clipboard ready to paste," said Adeema dryly. "I wonder if anyone else is in touch with him. How many competing ideologies might he be paying enthusiastic lip service to as we speak?"

"Comrade." The Colonel sounded reproachful. "What do you wish us to do?"

"What he suggests. Look for dirt on Neascu, Contin and others, plus evidence of unsavoury government behaviour. And likewise for Tavitian, naturally. The question is how we disseminate it when we find it. Politics is one matter. The workers of Posteasten may be a harder audience to reach."

The helicopters lifted off into the night sky, having delivered their human cargo in the area President Tavitian had designated. The soldiers then secured the area and waited for contact with friendly forces. The company commander was Captain Aleksandr Kurchin, who at that point was discussing when Tavitian's revolutionaries would arrive with his second in command. "Lieutenant, they will arrive when they arrive. We are operating deep in hostile territory and there are only ninety of us while they have thousands." his lieutenant responded with a curt "Yes, captain."
Kurchin lit a cigarette, and checked his watch. 11:21, he thought, They better arrive before first light.

LENDERT—The Duke left his audience with the King greatly encouraged and inspirited. The way forwards was clear: rally the people of Leozina and advance the Royalist cause covertly. The implementation on the other hand, needed more thought. His Majesty had lent his full support and backing towards the scheme. Indeed, he had promised to write to Sir Alexander immediately, and inform him of the developments and to request his assistance.

I therefore hope that Your Majesty will assist in this operation by supplying My Queen's Official Mounted Guards, which You must know are My covert intelligence corps, with hand-written and sealed letters of introduction confirming Your Majesty's support as well as encouraging organisation of the people in accordance with My officer's plans and operations. I am certain that with sufficient convincing evidence that Your Majesty supports the Royalist cause, we shall be able to invigorate the men and women of Leozina into a simmering city ready to strike into action upon our signal for Your Majesty's honour and the people of Posteastan.

Our plan thereafter should this succeed, would be to evince to the wider public in Leozina, the province, and ultimately, we hope, all of Posteastan, of the sure and certain merits of the return of Your Majesty to the throne, over any republican, communist or theocratic alternative. I therefore request that Your Majesty will make, subsequent to a successful campaign, a radio or television broadcast to your people, encouraging them and thereby solidifying Your support, before any attempts at a coup d'etat and your coronation and crowing as King of Posteastan, as your ancestours were.

The commandos ran forward. The gear they were ladened with did not clank as they closed the last meters. At fifteen meters, they hurled the grenades.

These were not, of course, fragmentation grenades. Those would have doubtlessly wiped out anyone in any room they entered. But they were, in fact, flash-bangs – their explosive force was almost non-existent, and instead they announced their presence with roaring flashes of blinding, eye-searing light.

The noise of shattering glass and explosions was still echoing as the commandos burst in – some through the windows, others through the doors, from several directions. Half a dozen stayed outside, coring the exits with their rifles.

"Captain Lysander! FREE KINGDOM SPECIAL FORCES! NOBODY MOVE OR MY MEN WILL CUT YOU DOWN! GUNS ON THE GROUND!"

Matter for discussion: Postestan Summit



To: Forestian Nations

The Council Elect agrees with the Lantag of the Republic of Keilersmoor. A Pan-Forestian summit is very much required to ensure that the situation in Postestan does not disintegrate further.

As a relatively stable and welcoming region, it is highly likely our nations will be among the first to receive refugees should the Postestan situation deteriorate into conflict. Already, the Postestan diaspora grows within many Forestian nations, should these trends continue, a full civil conflict could see anywhere between half a million to two million displaced peoples leaving the country. Measures and emergency funds must be put in place to manage what would otherwise prove to be a humanitarian disaster.

The Council Elect broadly agrees with the Lantag's assessment that it is better by far to pre-empt and provide diplomatic avenues of conflict resolution now rather than deal with the rising fascist threat once it has taken hold of Posteastan. However the rise of a fascist power is not a threat that can be ignored and therefore, it would be wise to prepare for the worst, even as we hope for and work towards the best.

Villi island is, as always, open to such a summit. The six communes currently residing on the island have given unanimous support for such a measure and preparations for arrivals are already being made.

International Observations note that what is missing from any summit of this nature is reliable, on the ground information about the situation. We would ask that any Forestian nation that has any assets capable of conducting a fact finding mission within the nation do so.

It was the third meeting in as many days. The Kavverit had clocked up many miles as it had ferried Yohan all over Øhiton. Yohan

“You've grown old.”

Yohan smiled. “That's a funny way of saying 'would you like a drink?'”

Frejja Lundgaard smiled, though as always the smile began and ended at her lips. “Of course. A drink?”

“Thank you.”

The pale amber Akvavit sloshed into the glass. It really was rather good. Øhiton's burgeoning distilleries had even begun exporting small batches to other nations, with Frejja's party currently embroiled in a robust debate with others over raising protectionist trade tarrifs to ensure the still embryonic industry had time to develop and grow.

“So what's this about Yohan. I thought you'd retired.”

Yohan smiled. “This? This is a favour to an old friend.”

Frejja was a consummate politician. She did not ask who the friend was, did not ask why Yohan was here, simply sat back and let him fill in the details. Yohan slid a sheaf of papers across the pale wooden desk.

“Until last week, the last confirmed sighting of her was in Vik. Here in Øhiton. We've heard rumours of her in Parsoh, Carosi, Cedoria, Uan Aa Boa... all over the place but never anything concrete before. Now she appears in Postestan. She'd... she'd be almost as old as me by now.”

“So she's the old friend?”

“Not exactly... listen – I know that the archives from the old regime are kept securely locked. Is there any way at all I could access any files on Priscilla Keynes or her known associates that the old regime may have had?”

Frejja thought, considered the proposal. She thought of the tenuous threads that kept her own country together.

“I'll see what can be done.”

Dear comrades!

Given our observation of the events in Posteastan, and the reactions in your press to this subject, we believe that your organization will be interested in cooperating with us, at least in all that pertains to the Sakala Crime Syndicate.

To be clear, the various 'governments' of Posteastan deny the existence of 'slavery' per se in that country. However, there is no denying that the Sakala Crime Syndicate, and several of the factions with which it closely cooperates, are engaged in large-scale business endeavors that involve the kidnapping of individuals for ransom, the buying and selling of human beings for forced labor, and other activities that we believe any rational human being would define as 'slavery'.

The Free Kingdom of Allanea has already blacklisted the Sakala Crime Syndicate as a Known Slaver Entity, and is currently engaged in cooperation with several of the known factions in Posteastan to promote rebuilding efforts and humanitarian aid, while simultaneously working to disrupt the activities of the Syndicate and associated entities. (We believe strongly that the so-called 'Federal Republic of Posteastan' and the 'Jomsvikingar' are involved with the Syndicate).

At a minimum, our intelligence and security apparatus intends to engage in what we call 'cost imposition strategies', i.e. making the Syndicate's operations as costly and complex to it as possible. Ideally, we intend to engage in safe-haven denial operations that would make it difficult for the Syndicate to operate openly and (if we are lucky) force it to go underground.

For this purpose, we are willing to exchange information with your organization regarding the location of Syndicate leaders, statistical knowledge regarding their operations, and various documents recovered from Syndicate compounds. The same will apply to any associated groups which we may, or may not, choose to engage in struggle.

To be clear, the Free Kingdom does not have geopolitical aspirations in Posteastan, except for the disruption, to what extent possible, of human trafficking operations there, and preventing the emergence of Posteastan as a mafia state or slaver state.

We are interested in sending the information to you by secure means – perhaps physically delivered by our emissary.

Due to the highly transparent, non heirachical nature of Caracasusian governance, meetings in secret were seen as almost dirty affairs. With the exception of International Observations, it was only under the most extreme circumstances that such a meeting would be allowed to progress, and only under strict operational conditions.

Sixteen representatives, chosen from branches of Nineday House, Internal Security, International Affairs, International Observations and a further twenty selected at random from communes across the nation viewed and deliberated a response.

In the end, a response was agreed upon. Twenty nine voted in favour of opening up sealed investigation documents to the Free Kingdom. In spite of the vast social and economic differences between the nations, the continued existence of slavery and its blight on sapients was one piece of common ground where both agreed.

The Artificial Intelligence Butter Side Up was asked to compile and broadcast information to Peter Nizhinsky directly, after rerouteing it via the orbital space station Spirit of Caracasus.

I am Butter Side Up Artificial Citizen of Caracasus. We have decided it is in the best interests of everyone that the Syndicate is dragged into the cold light of day and forced to answer for its ongoing crimes. You will find an attached datapacket giving reference to and further explanation of the details found in this summary of our collective intelligence regarding the Syndicate.

History

The Sakala Syndicate began its operations in Posteastan, however to understand it as a Posteastan phenomina is to approach it in exactly the wrong way. Any attempt to deal with the Syndicate as a national rather than supranational entity will be met with failure. Much as global corporations have advanced beyond national borders, so to has the Syndicate and other criminal organisations. You will forgive me, that is a peculiar statement to make as a Caracasusian. We do not naturally distinguish between the two.

The Sakala Syndicate's founders were members of the Posteastan Secret Police. An alphabet soup agency with broadly free reign over the entirety of the country. When their government collapsed, they were in place to seize and control key assets that to this day form the bedrock of their operations. From vehicles to property, the Sakala Syndicate expanded from legitimized to illegitimate operations with ease.

It is to be taken for granted that the Syndicate has connections to and has infiltrated every level of Posteastan's government, police force and military and has similar links to and control of many other nations across the globe.

Operations
As with any illegal business, the main efforts of the Syndicate are to make their profits appear legal within the framework of capitalist nations. Therefore, many of their slaves are processed via employment agencies. Those nations that operate legal or decriminalized brothels often are supplied from similar apparently legitimate employment agencies.

They acquire the vast majority of their slaves from countries like Posteastan that are undergoing severe internal crises. Quite often their operatives will be on the ground in a country devastated by natural disaster or war even before the first NGO or WA mission. The various front facing companies utilized in the past by the Syndicate are attached within the data packet, however in this day and age of global capital, it can be very easy to create new shell companies and transfer assets such as ships, vehicles or land if they feel the net is closing in.

Equipment

The business side of the venture is, as on a macro state driven scale, protected by a paramilitary force. These enforcers exist on street level upwards. It is impossible to accurately determine the full strength of their forces. The Syndicate specialises in intercepting military aid given to failing nations and ensuring that a good portion is siphoned off to them. It is rumoured that in some parts of the world they are equipped with main battle tanks, missile launchers and so on. It is unlikely these form the backbone of their forces or are even more than a very rare exception however, as the nature of the Syndicate means they rely far more on mercenary groups should overwhelming force be required. During the battle of Peni in Menthi for instance, the Syndicate employed a division of mixed modern infantry to capture a refugee camp. It is believed that in the chaos they managed to smuggle somewhere around three thousand people out of the country.

Several high ranking members of the syndicate are in possession of superyachts. While these are apparently leisure craft, it is the belief of Nineday House that with very little modification they are outfitted into warships comparable to a reasonably advanced corvette. It is believed that many of the freighters they use for their larger operations are similarly armed with electronic warfare suites and weaponry.

I could go on for quite some time about what you may expect, however a significant portion would be conjecture. To cut a long story short, a military only approach to dealing with the syndicate was – on analysis by Nineday House – found to be counterproductive and futile. Any large scale conflict would drag many of the already unstable nations the Syndicate operates on into a full scale civil war. Think of it as a dead man switch.

Dealing with the syndicate

Reccomendations from our own moderately successful attempts to combat the syndicate seem to suggest attacking the Syndicate at its weakest parts leads to success – see attached datapacket files. Dealing a blow against the syndicate in Postestan would destabilize the Syndicate's operations in the world and hopefully bring closer the day when they are defeated entirely. Due to the relative lack of intelligence assets we have in the country, we cannot give as much advice as we would like, however we will keep you up to date with a series of ongoing investigations into Syndicate banking and finance activities in Parsoh, should appropriate leads be uncovered.

A nation – any nation – needs leadership. A strong leadership. Someone to guide the nation – to remain firm and steadfast in the face of danger. Niculai Valaska, a pale bureaucrat appointed by imperialist occupation forces, is not that man. A leader needs to be decisive, a leader needs to be willing to take risks and make sacrifices. A leader needs to act like Remus Balan – the legitimate and well respected Domnitor of the Confederacy of Posteastan.

With the backing of the majority of the people and by the grace of God Domnitor Balan has assumed power to restore law and order in his beloved homeland. Schwarzenfels is a nation that follows a strict policy of non-intervention. We are anti-imperialist and don't wish to force our will on others. We seek the peaceful coexistence of all races and whenever possible we wish to avoid war and bloodshed.

It is Mr. Valaska's responsibility to help us with this quest. We ask him to allow the formation of political parties and to make room for free and fair elections by stepping down from power. To show his willingness to let peace and freedom prevail Mr. Valaska has five days to hold free elections. Failing to comply will force Schwarzenfels to recognize Domnitor Balan as the only legitimate ruler of the Confederacy of Posteastan.

I ask all of you my fellow leaders, to support my move for free and fair elections. Mr. Valaska has failed to do anything for Posteastan but filling his own coffers. The nation is in chaos and disarray. I wish to apologize for my dramatic words but truth is by nature self-evident. As soon as you remove the cobwebs of ignorance that surround it, it shines clear: Posteastan is on the brink of civil war!

The degree of freedom and democracy can best be measured in the degree of freedom of the press. For the sake of pluralism and for free and unbiased information Schwarzenfels grants Domnitor Balan and his movement access to the national broadcasting services. The citizens of Posteastan have the right to objective news services to help them build and check their opinions for the coming elections.

A small body of determined spirits fired by an unquenchable faith in their mission can alter the course of history. I firmly believe that Balan and his followers are these spirits. We owe it to the people of Posteastan and to peace that we give change a chance.

The clinking of porcelain jolted him back to the present. “Posteastan has been one of the greatest tragedies of this century,” expounded his father, Joseph I, Grand Duke of Rivienland. For nearly twenty-five years Grand Duke Joseph, a bastion of tradition and faith, ruled over the dainty Grand Duchy. “Why would we dare involve ourselves in this mess?”

Moving the porcelain tea cups aside, Prince Louis slid an issue of The Rivienland Standard towards the Grand Duke which, in bold letters, read “PANDEMONIUM IN POSTEASTAN: KEILERSMOOR RALLIES FOR PAN-FORESTIAN RESPONSE!”

“Father, as I have said before, Rivienland must keep pushing for involvement in-”

“No,” the Grand Duke waved his hand dismissively, “I listened to your wild ideas about getting further involved in Forest, and the World Assembly, but this is too far! The business of Rivienland has always been to worry about her people, and just her people.”

“And, if we had it your way Rivienland would still be barely recognized on the map!” Prince Louis let out a sigh, recollected himself, and took a sip of his tea. Quiet for a moment, Prince Louis continued. “I apologize. I know your position on this, as you know mine, but, as we both know, the world is changing without us. The Socialist Question grows more bothersome by the day, and, I do mean this in the fullest sense, we are alone. Neither Hallstadt-Josephburg nor Saint Guy will be able to assist us. Posteastan is a tragedy, but it can be our opportunity.”

The Grand Duke stood, and peered out the windows in silence for a time. “I’ll give the Ministry of Foreign Affairs my approval to begin looking into the situation. Unofficial channels only. I will be meeting with Vandamme soon to discuss other matters, and will be sure to consider this at greater length.”

What exactly is our assurance that, should we choose to expand our presence, this won't turn into a new cosmic-grade fuckup like Qaidi?

GRAND AMBASSADOR PETER NIZHINSKY. Senator, I reject your allegations that Qaidi was a fuckup. That's to say, it obviously was a fuckup for Qaidi or anyone living there, but I think you'll find that the Free Kingdom benefitted in a range of ways…

KLINSKAYA. DON'T FUCK AROUND WITH ME, GRAND AMBASSADOR! Our goal was to stabilize Qaidi. We stabilized nothing. Qaidi has not improved worth an inch, and we have buried good men and women. That, as some result of this, we've gained trade partners, and allies, and indeed knocked over Adradkia, all that is well and good, but we cannot judge an endeavor if we do not consider its original goal. Which, again, you failed to meet. Which brings me to say, what is our assurance that there won't be a repeat of the worst we've seen in Qaidi?

NIZHINSKY. Senator, I take your point. Now, in my view, the main reason is that our goals are going to be a lot more modest. We do not plan to stabilize Posteastan, to improve Posteastan, to solve Posteastan's problems. To do so would set us on a collision course which each of the dozen or more nations that will no doubt be each clamoring to have Posteastan's problems solved their own way. Our plan, frankly, is to destabilize the Syndicate, and those who support it, or at the very least to impose costs on its slavery endeavors.

KLINSKAYA. And how do you react to the reports, from the official government of Posteastan, that there is no slavery in the country?

NIZHINSKY. Senator, they're true… technically true. Slavery is illegal in the country. Technically, very technically, the Syndicate is a human trafficking gang – much like those that do indeed exist in even the freest of societies. But that is only very technically so. The Syndicate is in fact a full-scale slaver terrorist organization. It is armed to the teeth, equipped with the resources to field entire divisions of troops, and in some occasions has kidnapped refugees by the thousands to enslave. It maintains a presence in every branch of the Posteastani government, and has kidnapped and sold people around he world. Victims have turned up as far as Caracasus.

SENATOR BRETT KARGIN. [NATIONALIST, SEVERO-ZAPAD] Grand-Ambassador, unlike my colleague from New Attica, I've actually acquainted myself with the reports you've shown us. Do I understand correctly that none of the plans you are requesting funding an authorization for involve a large-scale ground deployment into Posteastan?

NIZHINSKY. That's correct, Senator. Obviously, the exact details must remain part of the classified briefing I will deliver later in the day together with my Ministry of War liaison.

KARGIN. So, in other words, there's no danger of a Qaidi-style quagmire, Grand-Ambassador?

NIZHINSKY. That is correct. On the other hand, I do stress the necessity for us to act rapidly, aggressively, and decisively on this issue.

KARGIN. Can you explain more for the edification of my colleagues?

NIZHINSKY. It's the principal doctrine of both the Ministry of War and the Ministry of Foreign Affairs that a severe oppressive environment, or a group engaged in large-scale violation of sapient rights, requires an infrastructure of oppression. In this view, oppression is something that is actively done by one group of people against another. If one attacks and dismantles the oppression infrastructure, so to speak, then it is likely that, even if it is not completely demolished, it will be much harder for these groups to carry out their evil acts.

KARGIN. And the funding expansion you request, you believe it'll help?

NIZHINSKY. I believe that it will significantly impact the Syndicate's operations. I believe that it will be necessary, however, for us to meet again at a later stage, and evaluate future funding.

KARGIN. Because it might not work, or because you're too embarrassed to flat out ask us for the full sum?

NIZHINSKY. Because I believe it's possible that additional complexities might turn up which will make further action undesirable, and for this reason I feel it is prudent to be transparent about these. At this present point, I can only justify the funding I have requested. If we are lucky, further authorization will not be needed.

KARGIN. I appreciate your candor, Grand Ambassador. That said, I will be voting to support your funding request.

On a chilly evening in the hard scrabble hills near the town of Scratchin’ Post, men huddled around a campfire as a hundred cats foraged for the bugs drawn to the flickering light. Suddenly the skittering of a thousand tiny paws rushing in a single interspersed with an occasional hiss direction interrupted the calm of the night. When a herd of cats becomes disturbed like this, it can only mean one thing: the arrival of strangers.

A large man in a coarse tabby-wool poncho stood up and cocked his shotgun. The other men calmly moved their hands near their pistols.

“Show yourself, stranger!” the large man commanded.

A single man dressed in all black strolled out of the shadows with his hands up. His manner was slow and calm, perhaps even self-assured.

“Who are you and why do you skulk around the shadows, disturbing our flocks?” the large man asked.

The fire flared up briefly, casting a revealing light on the features of both men. The large man was getting on in years and possessed of a large curly bears, grey hairs as numerous as red. The new arrival was younger and clean-shaven and could be mistaken for a city slicker if it weren’t for the display of extraordinary woodsmanship involved in getting as close to these men without being spotted.

“I’ve come up from Gathbryn on important business. I take it that I’ve found the inimitable Teodoro Colorado and his crew?”

“Who’s askin?”

“A loyal comrade here on Party business!”

The new arrival revealed a communist party membership card in one of his hands. One of the seated men got up and took the card to examine it.

“It checks out boss.”

The men visibly relaxed and Teodoro lowered his shotgun.

“Well, come on up and warm yourself by the fire, comrade! And help yourself to some beans if you’d like.”

After they had eaten, it was time to attend the newcomer’s Party business.

“You may not have heard the news out here, but there is a situation developing in a nation called Posteastan. The state is in its death-throes and the forces of fascism, clerical reaction, and various lumpen elements are gaining ground. In fact, there are no reliable revolutionary elements in the country at all. The Center wouldn’t be interested in the whole thing except that our own dear PMDP government is getting involved.”

“They announced that they are sending humanitarian aid and attending a regional summit about the situation. Naturally, the whole thing is a public relations stunt. Our calls for a stronger anti-imperialist foreign policy are falling on fertile ground, so her obtuseness “Mess”-teñero is relying on these over-hypped scraps of charity and a do-nothing political pie-hole flapping festival to up her polling numbers.”

“The Center needs their own men on the ground. We know that the shipment of humanitarian aid will be accompanied by aid workers to supervise the distribution of the aid. We have it from reliable sources that some of these aid workers are in fact bought and paid for by certain wealthy cheese exporter interests. We do not know for sure, but suspect that at the regional summit, the government will call for a fact finding mission and use this as a way to get their own people on the scene, that is if there aren’t any intelligence operatives amongst the humanitarian aid workers.”

“We don’t know if there’s gold in those hills. We do know that our government is getting involved, that our bourgeoisie is getting involved, and that they are usually up to something sinister. We need our own fact-finding mission to uncover their sinister agenda, and most important of all, to prevent the government from spinning this thing as a great success for their accommodationist foreign policy. And the Center needs you to provide the armed protection for our fact-finding mission. One last operation before retirement, comrade Teodoro! And it starts in three days, at which time you are to report to the Stevedores Union Hall in Puerto Hiebra Gatera, where you will receive your ship and weapons.”

The Spire

The building roared with the blast of the flashbang grenades. Soldiers shouted, the geese in the yard went wild, honking and hissing even after the confusion died down. Many began frantically flapping clipped wings, tearing at the chickenwire fence in their desperation to escape.

With the consummate professionalism one would expect from a well trained and equipped special forces unit, the soldiers secured the perimeter quickly. Even the racket caused by the geese did not seem to bother them.

A few outbuildings would later be quickly searched and found full of goose food or miscellaneous supplies.

The main force naturally concerned itself with securing the kidnappers and rescuing the hostages.

The main building was quiet, apart from the occasional deep, hacking cough. The kidnappers had obeyed the orders of the soldiers to the very last letter – all were on their knees, hands in the air with their guns thrown down on the ground. Towards the centre of the large, sheet steel building lay a huddle of frightened victims. Other slaves crouched huddled on the ground at various parts of the building, some had been cooking, it would appear. Others cleaning. One old woman did not appear to be conscious. All appeared to be wearing electronic tags, the kind that someone on day release might wear. One old man stood up, pushed away hands trying to drag him back to the ground. He held a small bundle of rags in his arms. On closer inspection it was a child. She could have been no older than five.

“Please! Please! Mister – it's my granddaughter!”

Tears streaked his face.

“She was right next to the bomb mister... right next to it when it went off! she's not breathing! Please, you have to help her!”

Thin rivulets of blood ran from the child's nostrils and ears. Tracks cut through the dust and grime.

The soldiers took in the scene. The terrified victims, the sullen, subdued guards. Beyond the central atrium, strips of cloth appeared to divide up some sort of dormitory for the soldiers and a much barer, sparser one for the slaves. A kitchen, six rows of wooden benches and tables. A storage room and what appeared to be some form of communications hub. Outside the din from the geese became a cacophony.

From a nearby mountain, a red flare shot into the sky and hung there.

The water rippled with the force of the wind, as the ships broke the foam and waves of the sea. Fumes of sulphur and carbon dioxide flooded the air with toxins as smoke explored the atmosphere above. Slowly, but powerfully, the vessels landed at Roztecho, landing with a thud at the port. Men called out in jubilation that their journey, full of banality and monotony, was finally over. It was fairly deserted, with few people about, which was perfect for what was about to happen.

Firstly, the private security jumped off of the boats, landing in a slightly flamboyant way on the harbourside. More joined them, until a force of about fourty were patrolling the area around the landing point. Although they were supposed to act in a neutral manner, merely making sure that none of the non-government factions attacked, it was an open secret that the work would be much easier if the locals were scared of the contractors. To that end, a few half-snarls and pointed guns were aimed at some of the amenities. Nothing major, nothing that couldn’t be mistaken for a trick of the light, just a few psychological imprints on the populace.

After about a half-hour had passed, with the security confirming that nobody was lying in wait for the builders, the workforce were given permission to land. They were much more honest and virtuous in their demeanour, having not been told of the possible slowing that could occur were the locals to be overly familiar with them, so went with a smile outwards. The port of Roztefho itself was relatively unaffected by conflict, being one of the only two working ones in the country, but the surrounding area was still in need of repair. It would only be a few potholes being fixed, a way of easing Posteastan into the upcoming assistance. Soon, the heavy machinery was unloaded, shaking the ground with thunderous vibrations.

It was thus decided that the port would serve as a base for operations, a place where the employees and workers of Construction Enterprises could eat and drink before engaging in work. With a few generous payments to the keepers of local inns, the builders and security were guaranteed places for the night, and indeed many more to come, with a deal of exclusivity for a few weeks. With that sorted out, only a few hours later, work began on fixing the area around the port. Potholes were filled and streetlights prepared, transforming the abandoned, derelict area into an abandoned, slightly less derelict area.

I am delighted to learn that there is broad support for a joint approach. As modus operandi I suggest that we all prepare position papers to be circulated before the meeting. Sum up the situation form our point of view and introduce the two parties we are most likely to support and the one we see as the most severe threat. To Keilersmoor the fight against fascism has the highest priority. Violence and threats must always be the ultima ratio but to combat fascists nothing is off the table. At the moment the Landtag favors the Royalists and the so-called Renegades.

Renegades
The renegades seem to have the best human rights record and appear to be the most approachable. They have a significant amount of weapons and control almost half of the country. Either way, a peace in Posteastan without taking the position of the Renegades into consideration is not going to last.
  • They have not formed a political party and lay no claim to permanent leadership.
  • They have refused to fight in a senseless war.
  • They have refused criminal orders.
  • They have significant military means but don't extend their sphere of influence by force.
  • They want amnesty for resisting a criminal regime.
  • They don't have roots in any of the previous regimes.
  • They are conscripts and resemble the average citizen of Posteastan.

Royalists
At first sight the Royalists don't look overly democratic but neither do the other groups. The Royalists don't want an absolute monarchy. A constitutional monarchy might be the compromise we need to make to find common ground for all parties involved. An independent king might be exactly the balance to a parliament filled with warmongers that Posteastan needs.
  • The Royalists were not involved in pervious crimes.
  • They want a constitutional monarchy with free elections.
  • They have no connections to the oligarchs or the organized crim.
  • Their support is not strong enough to launch a sustainable military campaign.
  • They are probably the easiest to control.

I want to be honest here. We want to stabilize the country first and later let the people decide their own fate within a democratic framework. As long as our friends and allies in Forest can guarantee that there will be no fascist takeover, violent or non-violent we are willing to agree to all democratic and economic models.

Fascists
They are fascists. There is nothing to talk about. There will be no death camps, no wars of aggression and no genocide. That's it.
  • Fascism is not to be debated. It is to be smashed.

The Armed Republic of Danlina has approached us directly and asked for the conflicting nations and others to participate in the coming talks. While I do indeed think that is a good idea I think that Forest should first be able to formulate a common approach to the situation. I think that it is best to find common ground before enlarging the number of participants. In my experience a format like that would lead to endless discussion which in return would lead to more hardship and loss of live.
