The Seas outside Posteastan territorial waters

The Albandrite People's Navy had, after some delay, finally arrived to their destination. The Soviet Era ships slowed down their speed as they began to lay anchor and prepare for their mission: the supply of secretive military aid and advising to Vasilescu Tavitian's forces in the regions, while simultaneously beginning the building of infrastructure and giving of supplies to the people of the nation. The first to go where the military advisers, small arms and medical goods. All of these were loaded onto two Mil Mi-8's aboard the Albandrite Aircraft carrier The Eisenhower.

As the Helicopter was wounding up its engines, two men in black suits and sunglasses boarded the helicopter. The gentlemen sitting next to the military advisers. Who were dressed in the distinct red urban camouflage uniforms of the APA. "Comrade Vesteel." Shouted one of the suited men to one of the advisers, shaking his hand "I am agent Randolph of the Ministry for State Security."
"It is an honor to meet you comrade!" The adviser shouted back "What is state security doing here?"
"We have business to deal with in terms of Political advising." Spoke the other suited man as he tightened his seat belt "Classified stuff."
There was a sniff from the adviser, before he said "So be it, Men in black.."


The helicopter finally lifted off from the carrier, their target destination was the cleared air fields located in territory controlled by Tavitian.

Supreme People's Assembly, Press Conference Room, UASR

The press conference room of the Supreme People's Assembly was filled with the brim with reporters of the state media. Flashes going off everywhere in the room as each Journalist tried to get the right shot for tomorrow's front page. The Foreign Affairs Minister of the nation had stood behind a podium on a stage. In front of a wall draped in red flags surrounding a bronze recreation of the UASR's emblem hanging proudly on the wall. Just below a portrait of Jacob Eisenhower, the founder of the nation.
"Recently, our revolutionary comrades in the socialist struggle Uan aa Boa had uncovered a great evil. The evil of the Construction Enterprises" The Foreign Affairs minister began "In a press conference they detailed the same Imperialist program that many Capitalist entities have tried before in countless nations under siege from Imperialism. To create Chaos, rebuild from the chaos they created with their control and to own the market of a smaller nation." The Minister sniffed, adjusting his glasses for a moment before continuing in his rather monotone voice "In the wake of this realization. The Communist Party of Albandry's central committee has decided to increase its support for Anti-Imperialist elements within the nation of Posteastan and to focus on providing aid for the civilians caught in the crossfire of an obvious bourgeois powerplay."
The Press began to all speak at once, many raising their hands and clambering over each other to get noticed by the Foreign Affairs minister. The Minister pointed at one of the Journalists "You."
The Journalist in question spoke up, asking their question "Sir. What anti-imperialist forces are there in Posteastan? And what kind of support is being given to them?"
The Minister replied, in the same monotone voice "We have yet to publicly disclose such information. When the situation is less volatile and when we know we can properly speak on the matter without the fear of espionage, we will let the public know." The Minister sipped his drink before his phone began to buzz in his pocket "That will be all the questions I'm taking today." He turned away from the Podium, walking off the stage as the crowd of Journalists desperately tried to get one more photo of him.

Journalists of the UASR's central television sat in a small row of three Journalists. All the journalists wore formal attire and bore the party pin of the ACP, a red flag shaped badge bearing the image of Jacob Eisenhower and a hammer and sickle. The small group consisted of two women and one man. The man was taking photos as the women typed the words of the speaker on electronic tablets.

My dear friends,

Please notice my official protest against the maneuvers of the Kingdom of Kjalaar and The Principality of Schwarzenfels in my territorial waters. We are still a sovereign nation and as such I demand compensation for the violation of my territorial waters. This is not to be considered a threat or an act of aggression but your presence so close to our shores is a danger to our security. Even more so as Schwarzenfels has just recently accepted Remus Balan as legitimate president of Posteastan.

Unfortunately, I have to inform all my friends that because of the massive and prolonged bombings Leozina was the only operational airport. There are a few airfields in relatively good shape, some are used by the National Guard Air Corps. Please take into consideration that there is no aviation gas stored anywhere but in Leozina. If you want to fly to these airfields, you need to bring enough gas for the flight to Posteastan and back. I will work on a list of these airfields but it will take several weeks to complete. Some have been looted or mined and others are home to local gangs or within range of bandit or rebel attacks.

Because of the recent provocations I ask all nations to put diplomatic pressure on the Northern Alliance to persuade them to allow us to buy military weapons capable of dealing with an invasion. The National Guard is not even sufficient to keep the internal order. Following the communist invasion it must have become obvious that we need more serious means to defend ourselves.

In the past I have often been contacted and asked to allow humanitarian aid to the northern province currently controlled by terrorists and bandits. Unfortunately, this cannot be done. I am deeply sorry but it is not possible to negotiate with these terrorists. They must and will be destroyed. The best way to deliver humanitarian aid to the north is to help the legitimate government to free the province held hostage by murderers and traitors. This is not some kind of black rhetoric or some propaganda stunt. I have contacted the terrorists many times. The only thing they would agree to is either all the goods handed over to them at a checkpoint, something I will not allow. For the obvious reasons. Alternatively they have suggested that they will let aid workers in but only if they are totally unarmed and all goods are inspected. Something that you cannot allow because the territory is infested with bandits, not all under control of the renegades. With these two approaches out of question there is a third option on the table. Because of their cultural similarities the Renegades would allow the Kingdom of Kjalaara to provide armed guards for humanitarian convoys. This is perhaps the worst idea of them all. I will not allow armed soldiers of a clearly hostile nation in my country as long as I don't have significant guarantees from my friends that they will intervene if something unforeseeable, or worse, something foreseeable happens.
As long as these problems are not addressed there will be no deliveries to the north simply because it is impossible.

The flu epidemic seems to be a bit exaggerated. If there is an epidemic, it is confined to the region Kolvce. There is not much I can do about that. The self-proclaimed Royalists block the access of the government to that province together with the Balan men and Tavitian's gangsters. If they would stop using the temporarily weakness of their own homeland for personal gains I could easily send investigators to Kolvce.

While I have read a lot of strange and hateful accusations against one of the few real friends of the people of Posteastan the highly commended Construction Enterprises there has not been a single hint of criticism against the imperialist occupation of Tabolov province by criminal, murderous warmongers. These terrorists have not only murdered hundreds of unsuspecting guardsmen, but they have also destroyed the last lifeline of the people of Posteastan while Construction Enterprises is working day and night to bring in free food and free healthcare. Those who do not condemn imperialist aggression and take action against Karevka are bigots and hypocrites. They only spread lies to turn the global interest away from the murders and killings of the invading hordes. The murders at the airport were all committed with malice aforethought. The terrorists form Karevka used National Guard uniforms to lure the murder victims into a state of security. Karevka has not declared war on Posteastan. All killings carried out under these conditions are murders by international laws and standards. Karevka is not in a legitimate war and is not protected by international law. They are terrorists plain and simple. We urge all civilized nations to help us in the war against Caracasus, Uan aa Boa and Karevka. Footage showing the invading forces wearing our uniforms and willfully destroying civilian infrastructure to starve our people to death is included in this message. The first steps of the next communist genocide were carefully coordinated. Caracaus began its campaign of disinformation when Karevka blew up the only functional airport and murdered the guardsmen. To hide this fact Uan aa Boa began its operation to force others to support my resignation.

I hope that these findings enlighten you and that you know who is preparing a genocide and who is helping the people in need. I am grateful for all the help I have received and to all my enemies I only have to say I never even wanted this job. I was elected as speaker of the parliament before the extremists took over and did send our nation to hell. I never wanted to be president but right now I am the only one who has enough trust, experience and international support to stabilize the nation in accordance with our contracts and international law. I don't want to remilitarize Posteastan. I don't want to spend our meager income on tanks and missiles but nations such as Uan aa Boa and Karevka, Kjalaara and Schwarzenfels leave us no other choice. History repeats itself. The men of the political extreme are all the same. There is no difference between the totalitarian death camp of Uan aa Boa and the prison called Schwarzenfels. In their bigotry and rage the political extreme uses every weakness and every kindness of the moderates, democrats and pluralists to bring their own totalitarian dreams forward.

Instead of buying our own weapons I would love to see guarantees from our friends. Guarantees of fair elections. Guarantees of never allowing extremists to play a role in the future of Posteastan. Guarantees of defending our borders and national integrity. Guarantees of feeding our people. Guarantees of enforcing international contracts and persecuting war criminals like Uan aa Boa or their puppets in Karevka. I invite our friends and allies to prepare a peace keeping mission and help the National Guard repel the invasion.

The Death Ship

The every now and then the static coming from the radio did sound like a human voice or a seagull squeaking next the Porcine's radio. It was difficult to tell if the radio was even switched on. What was clear from the first contact that the Automatic Identification System had deliberately been switched off. Something very uncommon and illegal by international laws for a ship of that size. Floating around with the AIS switched off would be reason alone to cause a quick inspection by bypassing navy ships in international waters.

The mood in the helicopters was tense as they hurried towards the Flying Porcine. There was absolutely no information on what to expect. The Syndicate was known for their cruelty and the fact that they were particularly well armed. A missile shot from the ship or a few pounds of plastic explosive to sink the whole thing could quickly turn the operation into a blood bath. The syndicate was very well connected and all those letters circulating in the various fractions spoke a clear language. The constant requests of the murder of suspected Syndicate members without trial or right to defense would by now have leaked to the interested parties and those on board the Porcine would clearly know that they only had two options. Victory or a certain and gruesome death for every men and women suspected to be part of the crew. Knowing that they all would be killed without any regard for laws or human rights would make many prefer a death in battle over a death in torture and abuse.

The soft rain and the heavy plastic Tarpaulins that covered some parts of the ship caused a very bad visibility on board. Flying over the Porcine did nothing. Hailing the crew with loudspeakers did nothing. Even firing warning shots did nothing at all. Nobody was visible on the upper decks so boarding the Porcine in bad weather was the only option.

Covered by their backup the first team tried to rappel from the helicopter onto the ship. Even though this did not go as smoothly and elegant as it was supposed to be it still caused no motion on the ship. Prepared for traps, mines and ambushes the men quickly and a lot more elegantly entered the lower decks only to find all the doors open and the ship completely empty. But empty in a strange and spooky way. There were clear signs of recent activity. Bowls of soup, and coffee mugs. Half eaten and still lurk warm. There was even a copy of Alexander Nielsen's cyberpunk bestseller 'Snowdance' lying on the floor. Complete with dog ears and coffee stains as if it had been dropped mere seconds ago.

These accusations of terrorism are unsubstantiated and ludicrous. No Karevkan forces or citizens are in your country nor are they preparing to invade it. Even if you find any Karevkans, they are radicals who have taken things out of hand. Withdraw these biased and false claims of aggression or we will be forced to act.

LEOZINA—Thatcher accepted the cigar, holding it delicately in his fingers. “I would be obliged, Co—Lieutenant, is it?” He sighed. “It is true that we do not countenance the likelihood of these men becoming a powerful and co-ordinated attacking or defensive force and indeed, to believe such would be foolish. The Society (which he said emphatically) instead thinks it would be good for morale, and if worst comes to worst, means Leozina will not fall without a whimper. Sir John and I do not see it as focussing on the military aspects of a Militia, but rather instead more focussed on it as a watch, or civilian police force, if you like.”

As they walked to the hotel, Thatcher continued: “This epidemic of influenza is particularly virulent, it seems, and may be in fact fatal. I think it would be prudent if everyone, including your men Lieutenant, does as much as he can to ensure that it does not spread into Leozina. In particular, hand-washing with soap and water is important, and all suspected cases of influenza must be contained. Your nuns; I presume they are not cloistered sisters? They can assist in a public health campaign; I shall have posters printed up forthwith.”

They arrived at the hotel and entered the dining room. It wasn't particularly large, but well-appointed, with calming blue walls and an elaborately moulded ceiling. A large, single dining table occupied the main space, well-set with silver cutlery, crockery and candlesticks over a large, antique tablecloth. There was no menu, but only the few dishes were read out by the waitress.

“Messieurs, the Chef offers to you a light luncheon. A vegetable beetroot soup or a beef meatball soup, and either a grilled fish or a lamb stew. He apologises that there is not a wider variety; it is very difficult to get ingredients nowadays. He hopes that you will understand.”

“Of course; Lieutenant, Your Excellency: The meatball soup is quite nice, and I think I will have the lamb stew, thank you Miss. Some wine please too; red I think, some of that nice claret perhaps. Gentlemen?”

The Flying Porcine, Special Boarding Team Corvus

"This is bad." – said one of the commandos.

These men were a Naval Special Boarding Team – the Navy's equivalent to the land-bound Prison Liberation Units. While boarding actions are generally the purview of naval special forces, for the Allanean ones there was a special focus to their work – slave ships. And as such, each of these men knew that it was possible, and indeed the habit of many a slaver across the world, to toss their victims overboard to avoid them being freed.

"Bird One, this is Corvus Pinnacle, I want you to circle around and check the floor, see if you spot someone on the FLIR, over."

"Coming around, Corvus Pinnacle, over."

The helicopters circled the ship, as their pilots and co-pilots peered at their infra-red screens to search for the heat signatures of human bodies, and sometimes into the darkness to see if they could notice a life jacket or a stick light – though that was unlikely, as by the nature of things drowning victims rarely have life jackets or stick lights, they wouldn't be drowning victims if they did.

Meanwhile, the members of Special Boarding Team Corvus began to search the ship. They commenced by checking the tarpaulin-covered parts for explosives, and then having some team members cut the tarpaulin as others watched. Team members with wall-penetrating radar scanned the ship, with the attention first paid to those empty spaces where people were mostly likely to hide – ballast and bilgewater spaces, and the other hollows of which there are dozens on any large ship.

But the suspicion had already formed in the commander's mind, and he radioed it in.

Mothership, this is Corvus Pinnacle, code Zong is active, I repeat, Code Zong now active, over."


Not that the Industrious could be of any help here, it was still three hours away from the Porcine.[/align]

D'Umbra looked around at the place and raised his eyebrows, unamused. A waitress came by and Thatcher had ordered, now it was their turn. "Nothing for me please. Just some red wine please, whatever you have is fine but make sure its red. Thank you."

"I'll take the lamb perfavore, and wine as well." Gentile ordered, placing his coat on his chairs back, he sat next to d'Umbra. The waitress wrote down the orders and nodded telling them if they needed anything she'll be around. "A good Italian would have wine at every meal, if possible."

"Am I at a lunch or a date, Minister?" d'Umbra said rhetorically as he analyzed the set up and picked up the silverware "This is a rather well kept eatery." he took his cap off and set it on the table by his left hand. His uniform was not that of a soldier, but an officer. Much of Lux Pulchrae's military style, even the government itself safe to say, was modeled after Fascist Italy. That same style, the one you'd see in the old movies, news reels, and footage with the gray jackets with a belt around it, funny looking pants and black leather jack-boots. You'd see it on Franco and Mussolini in almost every picture. This would be the statement and was often worn in formal military environments as well. To wear this meant authority, and d'Umbra wore it with pride.

"You asked a weird question Minister, if our nuns were cloistered. They wouldn't be here if they were, and usually they tend to be a little more elderly. These are young, vibrant, full-of-life, perfect to help out with any medical attention, that's what they were trained for. Now obviously we have medics in the ranks, but we have to have some clerical element involved, plus it's nice to see the world. Maybe not this part of the world, some balkanized pile of merda, but it's nice. Besides, a 'health campaign' as you put it would need these kinds of beautiful faces. They'll be angels to these people, boost up public image and things of that nature."

"And don't worry, my men are not retarded. They know that washing hands is a must in sick areas, or at least they should know." the waitress then came by with an ashtray and set it on the table, d'Umbra nodded in thanks "I hear you Minister, about this whole 'civil police' business, but don't tell me I had five-hundred men fly here for peace. Truthfully, I have not come to bring peace, but a sword, so to speak. If peace arises out of this, then thanks be to the Lord. And there is this issue, there are 'National Guards' stationed at the airport. A guard for a government we do not recognize? When we get back, we'll give them the option, or this Rasvan Luca person will give the option to join us or lay down their arms and walk away. Anything outside of those options, the chaplains bless them and we send them home." he put the cigar to his mouth, letting out a few puffs.

"Excuse me Prime Secretary Komissarov," a brunette woman raised her hand and stood up, introducing herself "Greta Leggero for the Notizia Regale of Lux Pulchrae; You say that these factions, the ones 'vying for control', are destroying the last remnants for peace and stability, giving little care to the people. Yet our on-the-ground sources say that it was a Karevkani detail that had sabotaged one of the few, if not the only, international airports in Posteastan once your country's supplies had been flown in. Wouldn't that action seem a bit hypocritical? The damaging of an airport seriously hinders the deliverance of aid to help the people you care so much about. How would you respond to these reports?" Greta asked, she wore a suit with a skirt holding a pen and paper pad.

Standing next to her was a man with a camera and sitting down next to them was a man in what appeared to be a military uniform similar to d'Umbra's. He covered his mouth with his right hand while discreetly he was speaking into a device, feeding Greta the questions through an earpiece she had in her left ear hidden by her hair. Sitting next to the military man sat another man, a journalist. The uniformed man leaned in the man's ear with a smile "Guarda come queste canem comunsta trata a recuperar", causing them both to laugh.

The room was decorated tastefully with highly expensive abstract art. A great oval table took up most of the available space. Around it, sixteen leather backed chairs, all but two unoccupied. At the head of the table sat the head of the syndicate. Around him, save for the two vacant chairs sat other men and women. Like him, they were dressed formally yet expensively. Polished black briefcases laid resting against chairs or open on the walnut table. Aside from the absense of both windows or any electronic device noticeable, the room could have been any number of conference rooms for any number of successful corporations.

“We have noted the apologies for absense. Now on to business. The Spire. I take it you've all read the preliminary reports?”

“Costly.” The accountant. Young for his age. “We lost some thirty units of product, though those were designated for in house consumption so we can write those up as spoilage. In the long run lost leverage might turn out to be the biggest problem. If I may draw your attention to lost assets, we're looking at some four million Syndicated Yen. I assume standard protocol and collapse of shell companies will be undertaken, this puts us at a total of ten million Syndicated Yen down.”

A sharp intake of breath. The chairman spoke. “Requisitions will begin work shortly and we'll draft the usual advisory notice to placate our shareholders and financiers. Have we word on any potential leaks?”
“Sixteen currently serving time in prison that could potentially provide information following this raid.”

“Liquidate them.”

“We will. May I ask, is it likely the... uh, book club has been compromised?”

“We must work on the assumption it has been. We have to rebuild the library.” The preliminary business over, the chairman turned to a man nominally in charge of enforcement.

“Mr Izeak. Have you identified the source of the intelligence?”

“We have identified four people with a motive, means and ability to give whoever conducted this raid the location of the Spire. Of those, two are apparently dead. Of the other two, one is currently missing and the other? Well....” Izeak slid a photograph of an Orthodox Nun across the walnut table. The chairman nodded in acknowledgement.

“A pity, I suppose. Still, she will be dealt with. Who do you recommend?”

Izeak thought for a moment. “The Elf. He has a talent for creative thinking and frankly he is fast approaching the point where the problems he causes us outweigh his usefulness. He is, in this, both disposable and uniquely talented to resolve this problem.”

“Very well. Let the minutes state that we are in accordance with this, unless there are any objections? No? Well, on to other business.”

At the Karevkan conference, both the Kenmorian government and Construction Enterprises were in attendance, having been driven from the hotel at which they were staying to the room in order to present their points of view. Adalene Smith, who represented the corporation in the matter, had chosen to speak second in order to judge the mood of the room before she spoke. Although it was hoped for it to be non-hostile, the reality was that journalists loved to support the underdog in any conflict, which would never be something that operated in six continents and over one-hundred and forty countries.

“Firstly, let me introduce myself to the assembled press and foreign leaders,” began Jonathan Fletcherson, the current minister of Foreign Affairs for Kenmoria and a highly imposing man, “I am Jonathan Fletcherson, and I have been tasked by Marco Woodson, the Prime Minister of Kenmoria, with dealing with all matters international. A large part of this involves securing the interests of my nation abroad. However, an equally large section is helping the global community in whatever way I can, or employing others to do the same. It is no secret that around the world there are various conflicts and wars taking place, such as the Posteastan troubles, and these saddens me greatly; I believe everyone whether working as a diplomat or just watching the television, ought to be concerned with the plight of the Posteastani peoples.

Now, it may be asked: what are you doing to help? I am aware that much of Kenmoria’s aid has taken the form of vague letters and statements over the past few years. This conflict, I do say, is different, for I have taken it upon myself to engage fully in helping all those residing in Posteastan recover from the issues afflicting the country. A large facet of this is international aid, which we have done pretty much since day 1. Indeed, Kenmoria was one of the first countries to begin sending aid, which has been coordinated with exchanges with a President Niculai Valaska. Now, I am fully aware that my program has focused on Government-controlled areas, but that is mostly because those are the ones with the best transport links. For example, the only two working ports, Roztechko and Pibtsy, are held by Valaska. In addition, in my view, the Government side is the one with the best chance of restoring law and order.

It saddens me also that this has turned into an ideological conflict on certain grounds. I do not wish to add myself into this fray by naming countries and corporations, but some people have been engaged in economic activism and political protestations. Whilst there is nothing wrong with that, indeed it is a large part of my job, there are bigger fish to fry. The flu epidemic is a principle example, and ought to be focused on, not some concerns about a possible monopolisation of infrastructure. No matter what your creed, I think we can all agree that people dying, in pain, right now deserve our focus. I welcome any questions you may have on how we can tackle this crucial issue.”

A few journalists, some of them Kenmorian, stood up. “Mr. Fletcherson, what is Kenmoria actually doing, in terms of concrete aid?”

“I’m glad you asked that. We at Kenmoria have been sending: food, which aims to be nutritious as well as uncontaminated; purification tablets and ways of obtaining clean water; basic materials for emergency shelters, such as sleeping bags; clothes and shoes mostly donated by the Kenmorian people; and some medicine. The latter item of medicinal aid we plan to increase in order to tackle the flu epidemic.”

Another journalist raised his hand, “I understand that Kenmoria supports the Government side, but they hold a plurality, and not a majority of the land. What are you doing to help those aligned with different factions?”

“Of course, I would never allow someone to go hungry because their village happens to be in one of the Royalist-held areas were it my choice, unfortunately there are factors at play that cannot be controlled. The only two working ports are in Government areas and they are the best ways of getting aid to the people. Furthermore, the fact that Kenmoria officially recognises President Niculai Valaska as legitimate could endanger unacceptably aid workers were they to travel to oppository factions. Thus, at the moment, our aid to other areas has been limited to unofficial distribution by friends and families that cross ideological boundaries, as well as the help provided by Kenmorian corporations.”

“On that note, sir,” a different journalist rose, who looked slightly more hostile, “What do you think of the recent controversy over the actions of Construction Enteprises?” He was wearing a badge with The Custodian imprinted upon it.

“As I’m sure you can see, there is a representative from that company here tonight at this Karevkan conference, who I’m sure will be happy to answer any queries you may have on this sensitive matter. The position of the government I represent, the Kenmorian Parliament, is one of neutrality on the matter. As I previously said, this is about giving aid to people, and if somebody wants to do that, who am I to judge the ways in which they do it? We mustn’t let this war become a proxy conflict between right-wing and left-wing economics, so we should all focus on working together for the betterment of the situation in Posteastan.”

LEOZINA—Thatcher raised his eyebrows at the curious tone of the Lieutenant Colonel. A date indeed he thought. D'Umbra was the typical military man; they were a sixpence-a-dozen back home, with nearly every man of age having experienced life in the military. Thatcher himself had been a Captain, but that was many years ago.

“Colonel, we in Great Nortend distinguish between nuns, who are cloistered, and sisters, who are not. I am pleased to hear that your nuns are the latter sort. It is also reassuring to hear that your men are well-versed in the benefits of strict personal hygiene; I am aware that a lack of hygiene is sometimes prevalent amongst our men when in the field, though there have been many attempts to stamp it out. I hope they are confident in their ability to speak the language though.”

The soup arrived, and Thatcher carefully raised a spoonful to his mouth. It was an interesting taste, savoury in a way, but quite unlike anything from Great Nortend. They didn't serve these kinds of soups in Telinberg at least.

“My Government's aim is to restore the Monarchy of Posteastan and to render peace amongst her peoples. I hope you will agree that this is the ultimate goal, and not, as some would propose, the wanton exercise of military strength. This goal will undoubtedly require less-than peaceful methods to achieve, which I do countenance, and I am sure that the Grand Minister too understands. Give that your Kingdom have sent your 500 men, my Government do not believe further troops are needed from Great Nortend. I have been ordered, however, to prepare for the arrival of some... covert officers with our almoners, to secure Leozina itself and satisfy the needs of the people. I do not imagine that we shall be able to conquer the entire country; indeed, such a possibility may be years away, if at all. Instead, for now, I feel we must maintain our territory, expand our borders slowly, and ensure that once we leave, the present unrest, disquiet and civil warfare does not revive.

The waitress arrived, bearing Gentile and Thatcher's dishes. “The lamb stew, Messieurs.”

“Your concerns regarding the National Guard are prudent. They ostensibly are under the control of the Telinberg Government led by Mr Valaska; however, they are weak and cut off from the rest of their allies. I suspect many in their number will be agreeable to join us, given the option.”

The Allanean diplomat present was a young man in the blue uniform of the Foreign Service, Junior Ambassador George Sary. As he heard the Kenmorian Foreign Minister speak, he rose.

"Mr. Fletcherson, I object. I object to your portrayal of this recent controversy as one between socialists and capitalists. Certainly, the Free Kingdom of Allanea is a capitalist nation – we are the leader-state of the Capitalist International. To say that the criticism that has been made of the Construction Enterprises is based on 'socialist' grounds is in fact nothing short of what we in the Free Kingdom call complete. Fucking. Bullshit." – he paused for effect, knowing full well that the use of the profanity in such a formal setting was a taboo in most countries outside Allanea – "The issue that has been raised is not that some industry might or might not be monopolized – the issue has been that Kenmorian government regulators do not care if their companies employ slaves if they do so abroad, and that there is significant evidence that Kenmorian businesses – of which Construction Enterprises is just one – have employed slave labor in the construction of infrastructure, and have contracted entities which are known to be associated with human trafficking. So, here's the key question – which is frankly far more important than any other – is there going to be something done about these allegations, Mr. Fletcherson, or are you going to continue to evade?"

The Free Kingdom Ministry of War, pursuant to the governing doctrine documents, such as the Free Kingdom Armed Forces Emergency Relief Doctrine, having conferred with our counterparts in the Ministry of Foreign Affairs, has decided to launch a separate relief operation in the context of the influenzaoutbreak in Posteastan. This operation will be designated Pelican VII.

In this context, we plan to utilize medium and light cargo aircraft to commence an emergency airlift of oseltamivir and baxolavir marboxil antiviral medications and flu vaccines to those local airfields in Posteastan that prove most ready to receive them, in coordination with local hospitals and clinics.

In addition, on their way out to Allanea, the aircraft will airlift ill and injured local civilians for treatment in hospitals in the Free Kingdom.

Furthermore, we are preparing and assembling a pair of fast logistics ships to bring a supply of food to Posteastan.

With Jonathan Fletcherson having paused his short speech, Adalene Smith, the representative from Construction Enterprises, rose to speak. She was a tall woman, dressed a in a sharp and profligately expensive suit. In her speech, the aim was to regain some popularity for the company, which could be accomplished by arguing against the information spread by Uan aa Boa, Caracassus, and the anonymous tip-off a major newspaper received regarding the corporation. In addition, it would be a place to get some free advertisement for the company’s services, and promote the interests of the Government faction in the war. The Kenmorian policy of non-interference was annoying, but there was no doubt that the nation would be spurned into action if Niculai Valaska looked set to lose.

“I would firstly like to thank the nation of Karevka for hosting this event, and granting me the chance to speak amongst such great heads of government from around the world. As a company, Construction Enterprises started off life as an independent, family-run business that helped out building large-scale projects. We grew and grew, thriving under friendly law and the non-hostile attitude of the populace towards us. Though we may now be much larger, operating in well over a hundred countries and able to afford humanitarian work with no clear profitable goal, that outlook on life has not changed. Every worker and every employee is promised exciting benefits such as vouchers at allied corporations, comptetitive pay and a good work-life balance. Indeed, we are so friendly that a good percentage of our workforce in Posteastan, helping with the vital telecommunications work, are in fact volunteers, working from the goodness of their hearts.

It was with this amicable attitude that we first started our humanitarian aid work in Roztechko, which has now spread to Pibtsy and beyond. Though we were originally recruited by the Kenmorian government, now we are doing our work independently, without the spurning of any larger entity than ourselves. At present, a wired telephone network has been completed over almost the entirety of districts 1 and 2, a good fifth of the nation. In addition, a wireless network has experienced coverage in Roztechko and Pibtsy, both major population centres. These two systems serve a dual purpose. On the one hand, they enable the average person to better enjoy his or her life, stay more connected with friends and family, and remain entertained during the civil troubles Posteastan is experiencing. However, they are also a part of our humanitarian aid program, which aims to restore a high standard of living to people.

This program, run by us, also includes food and sustenance which we are delivering monthly to Roztechko, where we spread it to all the areas controlled by President Niculai Valaka. As this is aid, despite us being a PLC corporation, it is free for the average person to consume. All we ask is a small, token payment by local representatives when they are able to afford it. There can be, in our minds, no debate that what Construction Enterprises is doing here is not some profit-grabbing, greedy capitalist venture, but something inspired by our local heritage and a desire to provide our goods and services to the local populace.”

Adalene was going to say more; there were an additional five paragraphs of waffle delivered to her with through which she ought to have got. Unfortunately, a rather inopportune question was delivered by an Allanean, which disrupted proceedings slightly. In Kenmoria, profanity was never employed for anything short of a loaded gun being thrown in one’s face. Even then, the curses would be no milder than those that would earn a 12A rating in the English-speaking cinemas, and would never rise to the level that had just been spoken. If it weren’t directed towards Jonathan Fletcherson, there was a high likelihood Adalene would have responded first with an admonishment. Alas, the government would have to be trusted to do that, which was virtually unheard of in Kenmoria.

Slightly surprised by the tone of the question, Jonathan Fletcherson almost spat out his water. After taking a few minutes to avoid choking to death, he responded. “Of course I recognise that some of the practices employed by Construction Enterprises may be seen as perhaps reminiscent of slavery, which is obvious clearly frowned upon and would earn heavy punishment in Kenmoria. However, there are nuances in the current situation which I feel go beyond merely painting the entire opposition as some cartoonish villains. I do acknowledge that Allanea is a capitalist nation, and am sorry for making the mistake of ideologically misidentifying your nation, although it should be noted that plenty of states that are Communist in leaning have also protested against the employment practices of the company.

The crux of the matter is that this shouldn’t be about politics at all - it should be about giving food to the tired and the needy any way possible. I firmly believe, if I were starving and thirsty from the bane of conflict, I wouldn’t really care about the subcontractions of the company providing vital sustenance, nor any employment practices, just about feeding my family. Do not, however, assume I would disregard or do not pay due attention to the possible reality of slavery, which is of course a social and ethical evil. Although the situation in Posteastan may appear to break a few WA guidelines, this is only because of the unique structures of corporate law. You will not find one worker who has not signed a contract detailing exactly what Construction Enterprises can do to him or her. As long as that person has not had their hand forcibly dragged across the page in the shape of a signature, that contract would have been consented to, and it would be unfair to allow them to change that after the fact.

I’m sure we could go about debating the morals and ethics of this all day, but it isn’t truly slavery, since with slavery there is no choice in the first place. Everyone there decided to sign a contract, or at least their community representative signed a contract on their behalf, so there has always been a choice. Nevertheless, I can assure you if people find Construction Enterprises to have behaved immorally, there will be immediate consequences in the form of boycotts and rallies, which will effectively guide the company back to a less ambiguous path.”

Any other, is a surrogate, a step-father to the whore mother that is the government, willing to accept any man that takes power over her.’” He finished and went back to his soup.

“I’ve never been older than my father.” d’Umbra alluded to the current king, Cleone IV, who was quite young for a modern king at 28. “But to continue on militarily, we’ll see how these five-hundred do. Plus this militia of yours. If situation calls, we can probably squeeze a couple more.” Puffing more smoke from his cigar the Colonel continued “We were also told communists roam these hills. Not to get too political, but that is something we will not stand for. I’ve been given strict orders that any communist that does not surrender will be shot. From Amaglione herself.”

The Cat-Herder humanitarian expedition, if it ever was intended to increase the popularity of the current administration, was well on its way to backfiring. Socialist assembly members’ condemnations of President Catniss Mesteñero’s peaceful foreign policies were gaining ground in public opinion. They claimed to have agents on the ground feeding them information and images, especially from the Kolvce area.

The new popular conspiracy theory was that the flu epidemic was actually a bio-weapon aimed at producing a genocide. As to who would deploy such a weapon, every believer had a different faction or foreign government to blame. But all agreed that the solution was a more aggressive foreign policy to help the noble Kolvce peoples fight against their oppressors.

Besides the conspiracy theorists, the usual socialist party stalwarts made up the protesters. They called for intervention and boots on the ground and amassed impressive crowds to push the anti-imperialist agenda. However the peace faction was still stronger, most Cat-Herders believed that taking an armed role would do more harm than good. Though her poll numbers were slipping, President Mesteñero still had the support of the majority for her foreign policy. Desiring to take the wind out of the sails of the pro-intervention protesters, she announced via press conference that in addition to sending additional aid to combat the flu epidemic and construct and repair air-strips to get aid to Kolvce faster, she “intend[s] to call for the government to request of the international community that a fact finding mission be sent to Kolvce”.

Disgusted by such a diplomatic/pusillanimous response from their government, a group of concerned citizens formed the Volunteer Legion for the Liberty of Kolvce. Composed of a hard-core of military and guerilla veterans, they began recruiting volunteers and raising funds to send their own armed fact-finding mission to expose the truth about the use of biological weapons by the imperialist Posteastan occupation of Kolvce...

A few ISIS militants managed to make it to a underground Catacomb from the coast without injury,ready to set up a ISIS cell in Posteastan and bring Islamic State Rule to the area.

The first move by the ISIS militants was recruit hundreds of PosteastanIan civilians for the cause,which was successful.
The second move was to get supplies from ISIS forces in Aleppo,Syria,which was successful.
The 3rd move was obtaining bomb-making material,which was successful.
The 4th and last move is widespread terror attacks all across Posteastan,which are working very well,but not enough to bring the rule of the Islamic State upon Posteastan.

It was tempting to take the chance to directly question a representative of Construction Enterprises, but Adeema has decided to hope that someone else would put them on the spot and give the impression that opposition to the project wasn't just a socialist issue. She also felt it wise to avoid the Karevka event because of the risk of being further linked to the Karevkan military action. The Forest summit was the place to be.

"Thank you, First Minister Marrik," she said as she took the podium, which this time had been set with her small stature in mind. "That was an illuminating further demonstration of the symbiotic relationship between the Construction Enterprises project and the criminal syndicates. Our issue with this has been portrayed as simple ideological opposition to the free market, but in fact it is a practical problem. The syndicate controls the black market in food and medicine, and so humanitarian aid harms its interests. To Construction Enterprises, focused as they are on future profit, aid is simply lost revenue. Though they stage photo opportunities there is no real humanitarian effort. In the northern port of Plitsby the situation is replicated with the oligarch clans. Both ports are controlled by forces that support so-called President Valaska, who in his most recent garbled statement has made it clear that he seeks weapons rather than relief and will do nothing to compromise the interests of his paymasters. He also appears to have declared war on my nation and on Caracasus - a matter of no great concern given Posteastan's shattered military capability, but indicative of the challenging environment we work in. And we cannot therefore simply hand aid to the self-styled government - either they would not accept it or it would gather dust in their warehouses.

"As the First Minister has said, it is not safe for our personnel to enter the country, and if we deployed forces to protect them we would face further false allegations of mounting an invasion. It is frustrating, I admit, to be working so hard to arrange relief to a nation through which, because of prejudice against my politics and the colour of my skin, I could not walk in safety.

"We have a small naval presence in international waters off Roztechko - an Insurgent class frigate the Martyrs of 19th September and its associated vessels, and we welcome the opportunity to rendevous with ships from Caracasus. We can use these as a platform for a relief effort, but it does little to solve the problem.

"I propose that it is necessary for another Forest nation - perhaps Keilersmoor or Cat Herders United - to establish humanitarian aid distribution operations which can be supplied from all our nations. And I urge that with a single voice we demand that all the factions involved in Posteastan grant safe passage to humanitarian worker."

Comrades!

Our nations are separated by a vast gap of ideology and culture. This has long been known. Several nations here are socialist, and as such are primarily concerned with economic inequality. Allanea is a libertarian, capitalist, imperialist nation, with our first concern being the preservation of individual liberty. However, these concerns are minor when we consider the three threats that threaten the people of Posteastan first of all disease, starvation and slavery. The actions of the Syndicate, and the factions that are associated with it, are an affront to any nation that values the dignity of a human being.

What we've witnessed here from the Kenmorian representatives was a stunning display of evasion and sleight-of-hand – if you consider the sort of person running a three-cup scam on a shady street corner to be a master magician, that is.

It's obvious what's happening. Large-scale, well-equipped and well-armed slaver terrorist organizations, of which the Sakala Syndicate is the first and foremost, have taken up large parts of Posteastan, some openly, others by subterfuge. These organizations are well-armed enough to have their own mechanized divisions, corvette-grade warships, and armed freighters, and to kidnap people literally by the thousands, and then to use intimidation and terror to force compliance, including the holding of dozens, perhaps hundreds, of hostages to secure the compliance of the public.

Therefore, I propose that we cooperate on a plan to destroy the slavers.

The Free Kingdom, not being native to the region, cannot do very much here, as if we moved in a significant ground force, we would instantly be accused of seeking to secure territory and influence for ourselves. We propose, however, a cooperation where we will assist Forest nations in carrying out anti-slavery operations.

We can send a small naval task force – perhaps a destroyer or something of that type – to rendezvous with Forest forces. Together we can intercept and search any potential slave ships leaving via Posteastan's two ports, and also prevent any attempts by any organized crime groups to block the harbors to aid.

Simultaneously, we offer to work with Forest nations to run the usual gamut of drone strikes, aerial operations, and so forth, against the slaver groups. We believe that any terrorist organization daft enough and brazen enough to operate its own mechanized infantry ought to learn how vulnerable it is to the air.

Now, on the issue of humanitarian aid. We have already worked with Caracasus to deliver aid, and particularly food and flu vaccines, to people throughout Posteastan, and have delivered enough vaccine for thousands of patients, as well as antiviral medications. Currently the Senate of the Free Kingdom is discussing a tranche of aid financing directly to hospitals and other organization, if we can ensure it is not stolen en route or diverted. On this issue, as well, we welcome the cooperation of Forest nations, so that we can best know where the aid is needed.

“We are in agreement with the representative from Allanea, these criminal syndicates are a clear and present danger to human rights in Posteastan, and in all the lands that they include in their sinister trade. Their ties to Construction Enterprises, and via that company to the Posteastan government, are also deeply disturbing.

For a start, the two ships of the Cat-herder navy already near Posteastan will join the effort to search all potential slave ships leaving Posteastan, and we will deploy further naval assets to nearby waters as well. But we will need to do more.

Up until now we have recognized President Niculai Valaska as the legitimate leader of Posteastan. If his government and the corporate entities they are entangled with have such ties to criminal elements, and they do not take decisive actions to cut ties to such criminal elements, then we will need to re-evaluate our stance. Clearly the recognition of any state that takes such a role in the trafficking of its own people is counterproductive.

In the light of these allegations of criminal links and mass slavery, the rumors that the flu epidemic is actually a biological weapon do not sound so far fetched. Even if they just prove to be rumors, it is clear that many of the participants in this civil conflict are hostile to the Kolvceans as a race or ethnicity. Even without weaponized flu, it is entirely possible that there will be a genocide if Kolvce is occupied by the wrong faction.

Not only do we need more medical aid for the Kolvce area, we need a clear view of the facts on the ground. The government of Cat-Herders United wishes to send official observers to Kolvce, with the legal right to fire back in self defense or to prevent any atrocity that contradicts the norms of civilized warfare or international law.”

Yet on this note, the office of the prime minister proposes to give military aid to the cause that is being currently discussed. I have heard of Allanean representative George Sary‘s proposal to get involved in Posteastan with a naval force, and I believe I can offer you exactly that: Danlina has hold of two naval task forces, marked “Pracemaker Alpha” and “Peacemaker Beta”, that are well equipped and trained in multiple-sided battlefields and in solving “Mexican Standoff” situations, a thing I believe will be helpful in the current state of Posteastan. Furthermore, we will be offering our new air-based task force “Peacemaker Gama” that will be consisted of airborne jet carriers.

Kolvce: The situation was much worse than anticipated by the fact finding mission. While it was impossible to find any evidence of biologic warfare the situation was horrifying. It was bad in Kolvce city but it was even worse in the country side. The hygienic situation was non-existent. Trash was piling up in the streets with dozens of children going through the waste to find valuable leftovers. While the overall body count of those taken away by the flu was less than 800 in Kolvce city it was still much more than the hospitals could deal with. Without electricity there was no way to securely preserve the bodies till the burial so they had to be burned in improvised tire fires. A traumatizing event for eventual relatives.

The situation in the countryside could not be compared to that in the city. Whole villages were wiped out by the flu. The people of Kolvce are very superstitious and have their very own theories about what was going on. It was very common for rural people to blame a creature called Vourdalak on the death of entire villages and settlements. Reports of family members driving whitethorn stakes through the hearts of their deceased relatives were common and much to the surprise of the visitors generally accepted as necessary precautions by the locals. There were several incidents when witnesses claimed to have seen Vourdalaks haunting the derelict villages on the search for new victims. Several corpses clearly had bite marks and missing limbs. While cannibalism could not be completely ruled out it was very unlikely as food was scarce but still available.

The local militia had drastically declined. Most of the volunteers were either digging mass graves or picking up rubbish to be burned. Keeping up law and order had become a secondary priority to keeping the city alive. There was no fuel and no coal in Kolvce. All that was there had been confiscated by the separatists and was only distributed to hospitals and similar installations. Marta Arcos was not available for an interview, negotiations or even a written comment.

And then there was news of skirmishes in the north. Gun battels between rural self-defense groups and Balan's nationalists. In most cases the defenders were driven back closer to Kolvce city or completely destroyed. The Nationalist forces were successful in their campaign but still they advanced very slowly obviously not too interested to reach Kolvce city too fast.

Leozina: The introduction of the Leu had an unexpected effect on the economy. Prices stabilized and the news of Leozina having become a place to trade goods for money that would actually keep its value traveled fast and the Lion City slowly became a trading hub for suppliers from all of the bordering provinces.

Rasvan Luca's work at the airport had been much less of a success story. The airport had been professionally sabotaged. Electronics necessary to allow even the smallest amount of civilian flight were blown up and unreplaceable. There was structural damage to the buildings that had been shelled and to the runways. Refueling had become impossible and all firefighting equipment had been stolen. The symbolic victory of taking the airport was important but the structure had become practically useless without proper construction machines and expensive replacements of machinery like radar and fuel pumps. The worst thing was that there still was a significant contingent of Allanea soldiers on the airport, reinforced by the members of the National Guard which had remained in Leozina. The guarantees given by the Allaneans had been enough for Luca to stay away from them. In his report to his superiors back in the hotel he made it clear that there were no captives. As per orders of Amaglione those who had surrendered after putting up a fight were summarily executed.

The militia was doing well but there was a slight uneasiness between the some of the locals and their guests and allies. There even were isolated cases of fist fights and the heartily exchange of insults where the militia did not intervene. While the men from Great Nortend were held in the highest regard by the locals there was a minority who saw those from Lux Pulchrae as arrogant, undisciplined, incompetent fascists. Not much better than Balan's men and certainly worse than Tavitian. One could say a lot of things about Tavitian but it was a well-established fact that he was from Posteastan and not some stranger seeking to use Posteastan's difficulties for his own ends. The officers of the Watchmen gave strict orders that all acts of hostility towards the guests from Lux Pulchrae had to be dealt with, with the utmost severity.

Tabolov: The Statists' militias were in good conditions and morals were high. Rumors of Balan being about to take Kolvce additionally boosted Moral. The distribution of toys and humanitarian goods had been very helpful and there were thousands of spectators to watch the friendly football matches between soldiers from Karevka and local teams. There was not much else to do. The Stateists could provide plenty of military maps, all up to date and accurate of the Telin province and Leozina City. The use of the helicopters would be a great advantage when the time was right to launch the attack. For additional effect, the Stateists produced napalm filled barrel bombs to be dropped form the helicopters on troop concentrations and other points of interest.

Regardless of the region there were in, most aid workers and soldiers from foreign nations made the same experience of the strange mix of hospitality and xenophobia that made up the Posteastanian culture.

Doctor Johann Blaumann was a relatively young man for his position. Secretary of State for External Affairs. A careerist and a seasoned diplomat. It was not his first visit to Caracasus. Though the situation in Posteastan was very complex it was something that could be solved without too much use of violence.

"First of all," he began his speech. "I need to thank the Boani representatives for their patience and support. Their tireless work to inform us about what was really going on in Posteastan and what our friends' actions are and were was and still is of great value to us. The clarifications of their actions showed us that all of these undertakings were justified and reasonable. While we still do not withdraw our support for Valaska we certainly will if that is the Pan-Forestain approach." He paused looking over to his head of security, Oberst Gelder. Gelder nodded and Blaumann continued.

"This might not be the right place to discuss this but coming from a nation that build large parts of its fortune on slave trade I think it is necessary to point out that there is a significant difference between maltreatment of workers and slavery." He paused, taking a breath. The topic was clearly not his favorite. "Even bond labor, forded labor and work camps are not the same as slavery." Slightly blushing he tried his best to avoid eye contact with Minister Pula
as he continued. "The total control over body and soul of a human being, the idea of literarily owning a person is something different. Buying, selling and killing at will and laying claims to the children of a person to suffer the same criminal treatment based on racism is not what we witness in Posteastan. I just need to make this statement for the protocol. We are witnessing a humanitarian catastrophe and we are witnessing serious criminal behavior. As there is a difference between killing and genocide there is a difference between slavery and unlawful detention." Straightening his dark blue suit, he looks up from his podium.

"We need to take action against the abuse of the work force in Posteastan and we need to deal with the flu and the humanitarian crises. We all agree on that. Difficulties will arise when it comes to the use of force. No nation has the right to deploy armed personal without invitation in another nation. Not to enforce laws and not to guard humanitarian aid. Anything else will be the so-called imperialism. So if we insist to send armed guards to defend the humanitarian aid we need to come to a decision which government to accept and with whom we shall enter negotiations regarding the accountability of these guards and the rules of engagement. Keilersmoor will not agree to a status that will exempt Forestian peace keepers from Posteastanian law. There will no majority in the Landtag for extra-legal executions and drone strikes or other acts of war. If the region of Forest decides to engage in military aggression Keilersmoor will withdraw all support for the decisions of this summit. The fight against fascism is explicitly exempted from the renunciation of violence."

"Saber rattling, while illegal under international law, is still something we support. If the nations in question continue a naval presence outside Posteastan we will not object. Besides searching ships without warrant and without any suspicion that is something we do not support. It is clear that the crimes of Karevka, are crimes against humanity. The act of war is among the worst crimes that exist. What actions are we going to take to repel the invader? I also find the actions of Kjalaara deeply concearing and I would like to see them leave Posteastan territorial waters as soon as possible. Finally I hope that Mr Valaska will be able to explain what he means by war against Caracasus and the Boani people. Posteastan is not in a state where it can declare war on anyone and if that was just a figure of speech I sincerely hope that a heartfelt apology will follow."

"The difficulties pointed out by my esteemed colleague are very serious. While Keilersmoor has no interest in sending aid workers or worse, soldiers, we intend to continue to distribute help. We could either use the infrastructure from CHU to continue to deliver humanitarian aid or we can contact the Posteastan Alms Society. A charitable organization that is doing humanitarian work under the most difficult of conditions."

"I am sorry for this clumsy and bulky speech. I hope I was able to get the main points across. At this stage Keilersmoor continues to recognize Valaska but we fully back the decision of Uan aa Boa to call for his resignation. We will not support unlawful or violent actions against Posteastan at the moment and we ask Forest to come to a decision which government to recognize and ask them to work on contracts regarding the deployment of peacekeepers."

The Persephone II response group

The Persephone II rode very low in the water indeed. For an aid ship it carried little comparatively speaking in the way of food, though food and medicine (conveniently packaged with instructions written in multiple languages and pictograms) were there. Instead, large amounts of space were devoted to many Mk 34 Loxio Tractors and fuel.

In spite of hundreds of thousands of collective hours in development and prototype construction, the tractor in question was, by the standards of farm equipment, a very poor tractor indeed. It was easily outperformed by tractor models sixty years older than it in all but a handful of categories. Those categories however would make it unmatched in Postestan as they had in South Cardulan.

Unlike other tractors, a great deal of effort had gone into making almost every part of the machine completely user-serviceable and straightforward to replace. If a farmer in Lux Pulchare for instance had a mechanical problem with their tractor, they would simply call up servicing and within a day or so an engineer would be along to remove whatever expensive component had failed and replace it. The farmers of Postestan did not have that luxury, so the tractor had been designed for the realities of the situation it would be used in.

It also boasted incredibly fuel consumption. Slow and unwieldy though it was, it would keep going on fumes alone if needs be. Some rather ingenious modifications to the engine had ensured that the machine was capable of running (albeit rather poorly) on low grade fuel oil without damaging it too much.

Aside from the tractors, a large quantity of space was devoted to seed crop. Here the biologists and botanists of Caracasus had been hard at work. Crops had been selected and engineered for their robustness, ability to grow in poor soil or with low amounts of irrigation. Potatoes, Legumes and cabbage might not be glamorous, but they would sustain the people of Postestan.

It was joked that Caracasus quite literally shipped hammers and sickles, and that was indeed true. In container 84 farm implements would be found and in container 95 construction equipment. Seed drills, saws, hammers, nails, screws – the symbolism of the hammer and sickle had been somewhat lost – the unity of the two bedrocks of any civilization. Agriculture and industry.

The Commander Elect of The Persephone II addressed its intentions to begin unloading supplies and waited.

Frejja did not allow him to watch the video recording outside the vault. Not that Yohan had any desire whatsoever to see the recording broadcast anywhere at all.

The camera panned out to show a collection of huts, buildings and watchtowers surrounding what looked to be a farm. One of the buildings had children's chalk drawings scrawled across the hastily assembled tin roofed structure. Here and there, someone could be seen digging in the fields or pushing a barrow of vegetables towards one or other of the silos. Yohan looked at the buildings and he began to guess at their purposes. The two long ones would likely be dormitories of some description. Others would store food or fuel. A great tent had been pitched out. Underneath well scrubbed wooden benches and tables were arranged.

One building struck him. It was likely not built recently. Concrete with a reinforced steel door. Outside, scattered boxes covered in camouflage netting.

As the video progressed, sixteen men and women assembled in a muddy square patch. They were dressed in fatigues, carried rifles. No two rifles seemed to be the same. They drilled for a few minutes, while the business of the farm went on around them unconcerned.
It was towards the end of the clip that Yohan saw her, very briefly. A face in the window as the camera panned out once more. It had been decades since they'd met, but Yohan was certain, absolutely certain that the Ohiton operative had been correct. It was her.

He didn't have to ask where the video was taken.

International Observations

A cell within a cell. It had, of course, been ludicrously easy to set up. After the accords that bound International Observations to the same international laws that any other official Caracasusian outfit would have to follow were passed, most in International Observations had simply followed them. A few had not.

These were men and women (and if rumours were to be believed an Artificial Intelligence) that had dedicated their careers to subterfuge. Funding had been cut completely for extrajudicial activities that targeted foreign nationals for assassination. Funding had still been found.

To the humans working within Caracasus's vast and complex central planning committee Industry and Trade a complex shell game was played. Resources requested, diverted, converted and then rescinded from commune to commune, between Industry and Trade and commune and even between IndTrad departments. For the AI's whose job it was to control and distribute resources the game was different, but played on their weaknesses. They would not be fooled by moving resources around like a human would be, they could and did track and store everything. For an AI though there was no way of telling if a crate of cement was cement aside from the scancodes.

The cell continued operating. Without official recognition, mandate and with curtailed funds it still sought to complete its mission statement.

Perhaps it was the curtailment of funds that led them down the path they chose. Perhaps it was simply the fact that zero oversight had led to far worse ideas than limited oversight. Perhaps it was simply because the kind of mind capable of working for International Observations in the first place is not best placed to make the decisions they were making on the legitimacy or morality of what they were planning.

Nevertheless, if the agents in question privately had concerns as they loaded the crude, home made explosives into the boat, they didn't voice them. It didn't stop them placing the explosives where they would be most effective, and it certainly wouldn't stop them detonating them should the cell authorize it.
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!

It all looked so good on paper. A quick and dirty operation. Not routine but still straight forward. Something highly trained elite soldiers should be capable of. The idea was to fly into enemy territory without detection. Easy enough in a nation that had no radar installations left. Getting in was the only success the Kjalårans would score tonight. The plan was to do a U-turn fly back over open water and discharge the paratroopers into the open sea. Using their skills and equipment these men should than have made their way a couple of miles across the ocean towards Strike Group Trollhammer to be picked up again. Easy enough but it still ended in an embarrassing fail.

First there was the lazy quartermaster. Instead of supplying the men with urgently needed boats and other floating material they were issued with equipment for a lengthy stay on land, deep behind enemy lines. Then came the pilots, men who acted like it was their first day on the job. Holding the maps of Posteastan upside down they accidentally ordered the opening of the jump doors over a sovereign state not at war with Kjalåra or her allies. Preared for a watery landing the paratroopers were caught by surprise when they realized that the lights in the distance were not those of Strike Group Trollhammer but that of a well-known city in Posteastan. They made the best of the situation and quickly covered their tracks, regrouped and engaged in activities to pass the time till the mistake was uncovered and they were extracted by friendly forces. To keep warm they either boarded their light, airborne vehicles or tried a quick march in one direction or the other.

Ashamed of their incompetence all sides kept radio silence throughout the entire disaster. The transport planes continued onwards to the ocean and away from Posteastan, back to the naval groups close by. No one did dare to inform his superiors about this series of unfortunate events and nobody contacted the poor men and women stranded behind enemy lines. They were all on their own now.
