Its in the city center, but it wasn't obvious that the Civil Defence was using it until they started to fire back. They made a makeshift blockade in the street leading to it using some police and civ cars

Note: I understand there won't be any large naval battles or any at all, but the navy is mean't to support urban battles and prevent rebels from using ships to escape(EX: if they were surrounded on a shore and decide to use fishing boats to escape they would be sunk ).
