Move your meet up to Ostway City, your troops are advancing too fast, and Ostway needs to be occupied for some time for it to actually fall. Nothing is currently stopping any civilian from going to and taking down that white flag.

Only if you're participating militarily. If you don't wish to participate militarily, you won't be added onto the roster, but you can still participate diplomatically.

Okay, so just in recap I invaded Ostway city, Akatia landed troops north of the City and then moved south towards the city?

However in IC, i moved troops out of city and encountered the Hypron forces.

Void the part where you moved out of the city. Replace it with a RP that describes how the city was occupied, and what further happens to it, otherwise else, it just won't be captured.
