It's kind of hard to get blitzkrieged by one infantry battalion that is going to perform solely a representative function in New Edom .

Just published my joint post with Carloso. I figured out that I am going to clear a lot of things to those who don't know the storyline me, Carl and few others have been fomenting for quite a while, thus I am going to write a short primer here in the OOC explaining things to everyone, and what's exactly the mysterious faction that's about to get itself involved in New Edom - the Council of 13.

C13 is my adaptation of a common theme appearing in modern day entertainment, inspired by groups such as Metal Gear Solid's The Patriots or SPECTRE from James Bond movies. In his original concept, Ian Fleming created an idea of an "underground superpower" that would act as a third party towards US and USSR. C13 more or less follows this idea; being itself a conglomerate of non-state actors such as corporations, terrorist groups, cults and criminal enterprises dedicated to two goals - power and profit. Heads of those organizations are represented in the council, which meets from time to time at random locations to discuss recent activities and split the money. It's loosely associated with each other; in essence forming a kind of "Standalone Complex" where various groups keep working together towards the same goal, ultimately becoming part of the same system.

In some ways, it's exploration of the concept of "Plutocratic Insurgency" that had been debated by multiple military-related institutions, including the U.S. Army War College.

Another important inspiration comes from Alvin Toffler's "Third Wave", especially the part where the author describes two attacks on the modern institution of the nation-state, one from above (organizations, corporations) and one from below (Insurgent, resurgent nationalists), that non-state actors have launched against the institution of sovereign nation-state. Akin idea was described by B. Barber in "Jihad vs McWorld", where the two forces were given some form of identity. My idea is this; what would have happened if the non-state actors taking part in processes of rapid changes occurring within human civilization concluded that those processes give them power, and attempted to utilize it?

This octopus of corporations, terrorists, criminals and NGOs uses various means of "new forms of war" such as 4th generation warfare (to those not familiar with military theory, it's essentially loss of monopoly on violence that states used to enjoy; and guerilla tactics), unrestricted warfare, information warfare and plutocratic corruption in order to gain power.

History of the organization goes back to the cold war. Tensions between Communism and Capitalism were running all time high. As Joseph Kennedy ordered the American Navy to blockade Cuba, the entire world held it's breath. Shadow of war, a war unlike any other, a war that would end the human race, eclipsed everything. It was only natural that there would be people who would take steps to prevent that war from happening.

Just as events of Cuban missile crisis were unfolding, Andrew Wolf, an eccentric American billionaire with firm dedication to world peace, and Colonel Yuri Ivanovitch Volginenko, KGB officer sent to recruit him, met each other in a cafe. They talked for hours and ours, discussing world's problems. Both of them expressed their disdain at governments of their respective countries, but felt powerless. Then, it struck them - that if they form an agreement, they may stand a chance to change something. Both of them came up with an idea of forming a secret organization meant to safeguard peace at any cost, watching from shadows and keeping humanity safe from threat of the nuclear conflict.

Wolf recruited his fellow businessmen while Volginenko, promoted to General, recruited a number of officials from all over the communist world. By thier agreement, 13 of most influential of them would form sort of a council that would direct the organization. Thus, C13 was born.

However, steering the world from behind the scenes proven to be far more complex than most of the group had originally imagined. Because of that, members of the organization and their proxies slowly were forced to resort to less savory tactics, such as coercion, bribery and ultimately assassination. To raise funds for their activities, more and more members resorted to crime. Some of the original members tried to oppose the council's new direction, but their voices were silenced with claims that such a noble end justifies and means.

The final straw for the old face of the organization appeared in 80s, with massive dissatisfaction coming from renewal of cold war tensions caused by Regan's administration. At that time, a billionare known as Amihan Russel started to become the organization's leader. Russel, being a victim of ethnic cleansing in his youth, believed that humanity is naturally evil and thus coming conflict is inevitable; only a police state with a global reach being able to oppress human nature well enough to prevent apocalypse. When Wolf protested such direction, Russel assassinated him with help of his mentor, Lucius von Morgenstern. Taking control over C13, Russel completed it's transition from an organization dedicated to preventing a nuclear war into one of largest criminal organization humanity had ever seen.

C13 spread itself far and wide, infecting one area after another, gathering corporations, criminals and violent non-state actors under it's banner. While vast majority of it's members are dedicated solely with personal profit, Russel appears to be far more idealistic... seeing himself as a Nietzchean overman who will complete an act only god could perform - change of humanity's current state.

Yet here enters another man - the current Shogun of Nifon, Maki Kojiro.

Russel's money had successfully bought Goya Kazushi - the former PM of Nifon. During that time, Nifon was beset by a series of acts of urban terrorism penetrated by the Red May Movement. The movement was ultimately crushed, and it's members fled abroad, forming the Furukuran Sea Anti Nifonese Front. With campaigns of terror and great amount of kidnappings, Col. Maki Kojiro of Gunpeitai proposed forming a new SOF unit that would be tasked with rescuing Nifonese citizens abroad.

While it served it's function, Nifonese government after a time choose to give it another purpose - assassinations. And thus, Maki Kojiro and his crew carried assassinations of several people who were uncomfortable for the government. Finally, Kojiro was ordered to assassinate his former mentor and closest friend.

This assassination broke him. Maki Kojiro emerged as a changed man, who promised never to fail anyone again. Thinking him safe, Kazushi promoted him to the head of Gunpeitai - Nifonese Army Intelligence. It was his last mistake, as Maki Kojiro, forming an alliance with a clique of patriotic army officials and Murakami Zaibatsu, staged a military coup to "save the Emperor from the hands of kleptocrats". The coup was successful, and Kojiro, drunken with vengeance, slaughtered the entire government Pinochet style.

This was not the end, however - as Russel was still out there, and said Billionare's open financing of anti-Nifonese causes led the two men into an open conflicts. Kojiro allied himself with James Redshield (Bashriyya's character, who was not part of the C13) and agreed to split Russel's vast fortune. Result of the war in the underground was a bomb going off at the meeting of Russel's company. Amihan, while pronounced dead, used the occasion to con the entire world that he is dead, while retreating into shadows, from where he moved to plan his revenge.

Shortly afterwards, Kojiro turned on Redshield and assassinated him with an UCAV strike, following a massive plunder of Redshielf's fortune by all able actors.

Russel, however, is not done yet. While keeping himself in the shadows, he and his cronies formented the attempted revolution in Zabolekhovye; created the unrest against the Nifonese population of Oceanica; to finally attempt to start an all out war in the region during the infamous Bangkan crisis by using Hindu Nationalists led by notRajneesh (read here).

Those attempts failed; and now Russel is seeking to make this up by using the Edomite civil rights movement to his advantage. While by no means being responsible for organizing the protest, he sees it as an occation to - by sponsoring it's leaders and corruption - open himself a gate into New Edom.

I have seen it, Coassack. Though I have been busy and have felt under the weather myself the past two days, I am still pondering over it OOC wise - I'll get to reading it over today some time. I have some worries based on RP done here recently and the fact you starting a war before trying to join is likely to get you denied, but I'll properly think things over and post a response soon.

I mean I'd like to see an orbat too considering you just fired your entire military and closed the government because one commander died of old age. You could kill half of the US government and armed forces right now and they would find a way to keep moving forward. The fact you no longer have a military and standing government as of this moment is tempting an offer as any to walk in and invade. Just saying that if someone calls the police to say foreign troops are landing and taking strategic points by force and they're responded to by a text messaging showing a crying women grieving a loss, that person is likely not going to be happy since they probably watched dozens of people killed moments ago or are dealing with the loss of their city to foreign invaders.

No, I decided to undo, or void the death of the Field Marshal. So we are stable, we still have a Government. Even if he did die, we would still have a Military and a stable Government, it just would not be active. It would still be there. But that did not happen. So Lanorth is good. You don't just temporarily discharge someone. Discharging is the military's way of letting go of people. So saying every member of your military is discharged means you let them all go for one reason or another. What you meant to say is put all units on reserve status. Something that's greatly unneeded and ill advised, but your decision to make obviously. And if no one can get ahold of your government, especially people in your government, it mite as well be closed down.

Thanks for looking at it. The almost-starting-a-war thing makes me kinda feel like a sh*tier RPer than I already am, at least compared to the rest of you guys. Lanorth almost godmodded me (I’m not sure if it counts if I announced an action, didn’t RP it, but he did it without consulting me), so I had to respond. The recon op in the first place could have done with satellites, but I just wanted to RP my general as a war-loving guy. I think the situation is calmed down now kinda.

And since everyone is posting their espionage forces, here:

CSF- Cossack Special Forces - mainly combat in high-risk situations, but does some espionage

CCO- Cossack Covert Operations - mainly investigative / espionage work, with little fighting

CMI - Cossack Military Intelligence - Tech officers who don’t fight at all but instead rely on data and reports to conduct espionage / recon/ investigations.

Cossack, I’ve seen some really horrible RPing, and quite frankly, my military role play still has considerable room for improvement, but was much worse when I started fifteen years ago. God modding, puppet wank, etc. You name it, I did it, especially back when the rules were much looser. Don’t kick yourself too much.

I would like to point out that shooting down a single spy plane isn't a big deal. There were greater clashes that hadn't ended in a war IRL wise - just look at Russian Su-24 shot down by the Turks in early 2016.

I think the point here though is that the two nations really want to go to war with each other but don't want to admit it openly. Not sure if I'm right but that's what I understand.
