Fineberg, New Edom
“What is this you’re showing me? Count Lalery was reading a list of information that had been handed to him by Obadiah Nostrum, the Director of the National Bank, a man with a short dark greying moustache wearing a neat suit.
“Sir, among the things you asked to be watched were the activities of international banks, with the concern of them putting up obstacles. This is a list of information gathered by Municipal Militia in Nass about Goldwing Finance. We have had that bank under watch since the 3rd Civil War--they had made agreements with Sarah Carmel to act as their bank, for the ETC.” Nostrum explained. “I had the Superintendant of Banking’s office run some checks on them and…”
Lalery frowned. “And? I’m not reading this, Nostrum, just tell me, damn your eyes.”
“Sir.” Nostrum hid his distaste for his boss. “They haven’t been taking any new accounts, no new loans, but informants from the Ministry of Justice told the Supreintendant that there have also been moving trucks and vans at the institutions in northern Bara and other places. Furniture. Computers. It includes reports by private contractors of what was moved out of the offices from Nass. ”
“Are you sure it’s not just a renovation?” Lalery growled.
Nostrum paused. “There are concerned investors, who claim that they have not had clear answers to their questions. It is up to you, Your Excellency, of course, but…”
Lalery crumpled the list in his strong fingers. “No one, no one from that bank leaves the country. Inform the Ministry of Justice on my instructions, I want a full investigation carried out against Goldwing Finance. Brytene? Brytene! And these damned foreigners wonder why we move ever closer to Imperion! And if they’re up to something, I’m going to blind them if they have crossed me.” his face was dark with fury. “Goldwing...Gold wings will send them right down to Hell if they’re plotting!”
Lalery had difficulty keeping still after Nostrum had left. There was much other work to do, but thus far he had been entirely correct, that there had been far less serious concern than had been presented. He had heard very positive reports from Kohath about the activities of First Avantine. Indeed, preparations for financial protection from that institution had been…
He quickly picked up the phone after his PA informed him that Misabel was on the line. “Yes?” he snapped.
“Nass Militia have reported that Goldwing’s Brystic staff have left the country. They apparently did it privately, separately, as individuals. Since it was not done from Fineberg, they were able to slip out. It’s an evacuation, Your Excellency,” said Misabel.
“My God…” Lalery ran a hand through his hair, mussing the neat oiled curls and rows. “What can we do?”
“I’m afraid it is your department, Your Excellency,” said Misabel. “It was a very successful operation that abused our trust grossly, and all we can do now is protect the finances of our own citizens.”
“Find anyone still here and grab them,” snapped Lalery, and hung up.
Lalery reflected after he hung up and sipped some scotch. On the one hand, given the way modern banking worked, it was not a complete disaster. It would cause delays and upset investors, delay payrolls, and was most importantly a blow to confidence in foreign banking. But…” he smiled to himself. It made the deals with Novitera stronger. He would enforce a transfer of all funds to First Avantine, and strengthen it, and also by that means buy more influence to make sure that there was a cushion in the face of any financial embargo, something he was sure would make the Noviteran financial sector ill. Let the Brystic fools make this ploy. What did not kill New Edom made it stronger.
He called for a meeting with senior officials and sent a copy of the letter to the chief executives of First Avantine, to the Bank of Yohannes, to the Noviteran Ambassador.
From the Office of the Minister of Finance
To Eanflaed of Caestre, CEO of Goldwing Finance
I have been informed that your bank has pulled its material assets out of our country, and has ceased to offer loans, expand on accounts, and has rendered all but online financial transactions impossible. This represents a shocking breach of contract and confidence. The Edomtie business community which has placed its trust in your bank have insisted that their funds be returned to them through transfer to another bank (either Yohannes Bank or First Bank of Avantine are the insisted upon institutions).
I should inform you that we have an international law firm on retainer, which will not only be seeking redress against you and central branch staff who were formally in Nass, Teman Province, but will also be seeking damages against your bank. If you wish to settle this matter in a more amicable way, I warn you that this breach of trust can scarcely be measured in its breathtaking audacity. My government has never failed to extend the international corporations and financial institutions it deals with the most honourable treatment. However once offended our honour will be satisfied, one way or another.
I have the honour to be,
Count Thomas Lalery,
Minister of Finance[
From the Office of the Minister of Foreign Affairs
To Daniel Folais, Noviteran Ambassador to New Edom
My dear Mr. Folais, I am very glad to hear from you. Of course you are naturally concerned for your own citizens and those Edomites who work with you. It has been a tumultuous time and because of the irresponsibility and audacity of the protest organizers, there was insufficient notification for our government to be able to maintain law and order.
Please rest assured that I have passed on your letter with m own instructions for cooperation with your request to the Ministry of Justice, so that they can release any uninvolved persons from jail or other custody. However it may be that some citizens or your own nationals may be involved, however unlikely, with disturbing the peace. In that case I’m afraid that charges against them may have been made. I will nevertheless be in communication with you about such cases and will keep you fully informed.
I have the honour to be,
Hosidius Geta,
Minister of Foreign Affairs[
