True your navy is much larger but that's because we have two different navel doctrines. Yours being along the lines of "Fleet in being" from HOI4.

Well I did say the ice carrier is basically unsinkable in theory. Like I have said before the only known way to sink it is to drop the bomb on it. Same thing as the Gerald R Ford class of the United States.

It's a great game, but after about three hundred hours or so on vanilla it gets a bit tedious. Try and get the "Waking the Tiger", "Death or Dishonor", and the "Together for Victory" DLCs first for some flavor, then get "Man the Guns" if you feel like you have the hang of the game. Man the Guns introduces fuel and a series of convoluted fleet mechanics, so the game's a bit more on the micromanaging side if you get it. Try out some mods; some good ones are Kaiserreich: Legacy of the Weltkrieg, Road to 56, and Millenium Dawn (although the latter is a bit more bland in terms of options). Don't be afraid to experiment with modding and mods, and have fun!

(I was thinking that Austria, Germany, and the rest of Italy could be an NPC entity, such as the Holy Roman Empire)

I'm not sure about the HRE, it may not be realistic in this timeframe.

The new capital is Berlin, Brandenburg, Germany. But, each country is independent. Each nation send representatives to Berlin to meet in the capital for major issues.
