The fleet is ordered to stop in a port city, and remain there. They take out artillery and set it up so it is almost immediately ready, when needed.

We do not make demands we suggest, encourage, or even offer incentives...But we do not dictate any terms to any sovereign nations, should you prove victorious we will allow the combatants to come to terms. We are willing to act as a go between to bring this war to an end swiftly with as few casualties as possible.
