Plus, the Senate may side with one force or another if they deem it more effective to end the war.

However, the Senate is just there to cause bigger problems for the Empress. Otherwise, I'm just sitting around trying to force together that which hates eachother.

To much "Deus Vult" and "Inshallah". Not enough "Et in terra pax hominibus bonae voluntatis." But yes, lots of neutrals (Ausinia is a fake neutral) and lots of crusaders. Not many defenders.
