We wish to announce that a bilateral meeting between members of the Government and representatives from the country of Kirishima; also referred to as Flardania, will take place in November 2018, on the invitation of President Tobón. This is following on from the summit held between the President and Shogun Maki Kojiro of Nifon in Madrigal last year. The governments of Carloso and Kirishima have both expressed their intent to continue to foster mutually beneficial bilateral ties between the members of the Santiago Anti-Communist Treaty Organisation (SACTO) going into the future, in the interests of defence and continued economic prosperity. It has been indicated to us by our colleagues that Dirigeant Arata Kasuga will lead the Kirishinan delegation on their visit to Carloso, which will include several other high-ranking government officials, including Minister for Foreign Affairs Sung-Ki Na and Deputy Defense Minister Lingxin Dutoit. They will also be accompanied by representatives from several major Kirishinan companies and from the military, including Chief of Staff Ms Hisako Arato.

It was a relatively bleak day in the Carlosian capital, as was typical for this time of year. A tropical storm had blown in from the Bay a night before, though luckily it did considerably less damage then had been expected. Carlosians who lived on the coastline were well used to this sort of weather; the Musgorocian Ocean was infamous for its deadly hurricanes, as were the national authorities. Madrigal was fortunate in that it was located further inland, on the banks of Madrigal Bay, meaning it more often then not avoided being directly hit by violent weather systems.

Across the vast, expansive Musgorocian Ocean was the equally massive Southern Furukuran Sea, home to a myriad of colourful countries. There was the city-state of Kesslerstaadt, aka 'New Sodom'; the greatest pit of degeneracy to ever exist on the planet, a favourite for internationally wanted criminals, sex traffickers and perverts. The Hindu country of Bangka continued to struggle through its period of violent civil unrest after a supposed Nifonese Kogyokist massacred a number of people on the streets of Ubud. South Oceanica continued to be a hotbed of political intrigue as controversial President Stanley Bowden continued his reforms against a united front of leftists and self-styled 'progressives'. To the north was the crown jewel of this particular neck of the woods; Nifon, the land of honour and tradition reviled the world-over for its complete refusal to bow to globalist ambitions and so-called 'progressivism'. Its leader, Shogun Maki Kojiro, was renowned internationally for his deliberately controversial statements. Nifon was widely considered by many to be one of the most influential members within the Santiago Anti-Communist Treaty Organisation (SACTO), an organisation Carloso was also a member of. Shogun Kojiro himself visited Carloso in March last year, becoming the first Nifonese head of government to do so and marking a historical moment in the relationship between the two countries.

Once upon a time, Nifon and Carloso were each others' anathema. When the two countries first crossed paths, back when Carloso was still a member of the International Freedom Coalition (IFC), it looked like armed conflict was only going to be a matter of time. Everything changed and changed utterly when Carloso waltzed out of the IFC after a minor quarrel amongst the top brass of the alliance evolved into outright political turmoil. Ideologically, it was only natural for the two countries to embrace one another once the shackles of falseness espoused by the IFC were cast aside. Shogun Kojiro's visit to Madrigal represented the first step towards Carloso fully aligning itself with SACTO. Fists flying in the air, passionately denouncing everything he stood against, Kojiro raised the roof of the Parliament of Carloso, his words reverberating in homes not just in Carloso and Nifon, but across the world. It was a clear warning to the enemies of the Carlosian eagle and the Nifonese tiger that a storm of unimaginable strength and determination was brewing, ready to sweep away all that they held sacred. If the sight of a Nifonese Shogun lecturing the world from the Parliament wasn't enough to send chills down a person's spine, the pictures of Kojiro and President Tobón standing side-by-side as Carlosian and Nifonese soldiers marched in unison down the streets of Madrigal certainly was.

As it began to rain heavily outside, President Tobón has holding an impromptu meeting in his office with the Minister for External Affairs, Aaron Delgado. Preparations were well under way for the country's next major visit; that of Dirigeant Arata Kasuga of Kirishima, also known as Flardania. It was expected that he would bring with him an extensive entourage of staff, including military officials looking for cooperation and representatives from major Kirishinan companies that wished to invest into Carloso. With the population booming and the economy starting to take off, they had chosen an excellent time to look to the country, which itself was a gateway to the larger Musgorocian market. Tobón sipped away at a cup of tea while Delgado rattled on about the security being provided for the event. "Considering there wasn't much trouble with Kojiro's visit besides the off riot or two, I don't think we'll see much with Kasuga's visit." Delgado assured, "We won't be needing the sort of extensive security that we saw for Kojiro" Tobón nodded in agreement. "Right. The Kirishinans are a different breed to the Nifonese anyway. I don't think the crazies believe they're as politically 'toxic' as Kojiro. On the other hand, there is always the possibility that Homofront could try something." The Kirishinans weren't particularly known for their hard-line militarist or right-wing attitude, in contrast to many of SACTO's senior members. As a result, they usually didn't receive as much attention from the organisation's many enemies.

The meeting between Tobón and Kasuga wasn't the most important aspect of the trip, but rather the many other meetings that would be held behind closed doors between businessmen and military officials on both sides. The Kirishinans would be eager to invest in Carloso, with its large working population, industry-orientated education system and the abundance of certain rare metals and earth minerals. Major Krisihinan electronics manufacturers would be looking to secure deal with Carlosian mines to source their material. Another major area of cooperation was going to be between the Carlosian Armed Forces and the representatives from the Flardanian military, who would undoubtedly end up working together in future military operations alongside other states within SACTO.

"I think we'll be better off hedging our bets for the moment. There's no need to shut down half of Madrigal." Delgado replied. Tobón put down his cup and shrugged. "Alright. Its Santander's job to look after that anyway. " he said. The President was well aware of the many foes the country had inherited by aligning itself with SACTO. "The Kirishinan foreign ministry have contacted us regarding what airport they should fly into. As directed, they're to land at Madrigal International instead of CAF O'Loan." Delgado continued, scanning through the draft outline plan for the bilateral summit, "They've decided to send the state vehicles over ahead of the delegation. When Mr Kasuga arrives, he will be greeted by you and a full honour guard from IV Infantry Division. He will then get into his state car and a motorcade will pass through Madrigal, with a joint wreath laying ceremony to be held at the Victory Monument. Mr Kasuga is invited to address Parliament if he wishes. Yourself and Kasuga will then hold a bilateral meeting, followed by a press conference and private talks between government officials, ending in the evening with a state dinner." Tobón bowed his head. The visit by the Dirigeant would follow the usual procedure of such an event, nothing out of the ordinary like Kojiro's landmark trip.

Now flying overland after previously flying above the large Musgorocian Ocean was a modified SAe 3K-200A aircraft used to transport the Dirigeant of Kirishima. After months of preparations and delays, the visit that Kirishinan Dirigeant Arata Kasuga had promise has finally arrived. Looking at the upcoming visit from the stand point of the average citizen, it were the Kirishinans that were looking forward to this visit the most or at least it seemed. Like many things of a large magnitude it revolved around either Kirishinan culture or SACTO, and in this case both.

Kirishima and Carloso had previous been allies not directly but simply through a mutual alliance as fellow members of the International Freedom Coalition. Furthermore Kasuga and Tobon have met briefly on two previous occasions, the first being an IFC summit in Madrigal, Carloso and the second being a different IFC summit in Kairaku, Kirishima. Since that last meeting between the two leaders, many things had changed both within and between Carloso and Kirishima. Carloso which was seen by some as a pillar of the IFC left during political turmoil and never came back. On the other hand Kirishima's influence in the organization would rise as Kairaku was selected to be the new HQ of the IFC. Both nations since the last visit between Tobon and Kasuga have increased the influence of traditionalism within their country but at a shallow face value is where those similarities end. In Tobon's quest from a return to traditional roots reintroduced a ban on divorce, stopped the state's recognition of same-sex civil partnerships and establishing Christianity as the state religion. For Kasuga traditionalism meant something else culturally for Kirishima including holding a referendum and succeeding in the re-legalization of prostitution and holding compatibility to Tàisuì values and philosophy very heavily during immigration.

This visit was for Kirishima to determine what level of interaction can the two nations manage. As Kirishima's relation was varied with close partnerships with nations such as the Organized States of America and Aravea, increased trade and greater respect for nations such as Inyursta and Nihon, all the way to completely ignoring certain nations like Bolreig. Where would Carloso fit and why. Would they accept Kirishima for being true to their culture or hostile? This is what dominated the news cycles leading up to the visit and what was on Kasuga's mind as he sat aboard the flight.

*Knock*

"You can enter" Arata stated as he sat on the couch within his office. In his hand was a book meant for leisure, while next to him was his wife Tsugumi lying peacefully on his lap. The dirigeant used to not bring his wife out often especially when he had SACTO related business to take care of but being away from one another was decidedly unnecessary for the two. This was what Arata's Chief Advisor, Hisako walked in on.

"Oh I am sorry to disturb. I don't mean to wake lady Tsugumi" Hisako apologized

"It's fine, really, I am up, just relaxing" Tsugumi replied

"How can I help you Arato-san?" Arata asked.

"Yes, we will be arriving at Madrigal International shortly, I just wanted to go over somethings quick. If that's okay with you of course?" Hisako asked.

"Sure, go on." Arata replied.

"Your Kiwa Aurora will be waiting for you at the airport hopefully it can also be an advertisement as to what Kirishinan automotive companies have to offer in visits moving forward." Hisako begun with a smile. "When we land Tobon will be there to greet you along with a full honor guard. We are to then pass through Madrigal, with a joint wreath laying ceremony to be held at their Victory Monument. You are then invited to address Parliament if you wish though I recommend you wait till after our meeting with Tobon. The meeting will be followed by a press conference and private talks between various government officials, before ending in the evening with a state dinner where the two of you can get to know each other outside of politics. A standard affair" Hisako finished.

"Sounds good and I agree with you assessment of addressing parlement, I would want to better understand the people before I speak before I end up accidentally offending someone I shouldn't." Arata stated as the the seat belt light came on and the plane begun its descent. After landing Arata stood with his wife by the plane door as it opened and a security agent stepped out first.

"Well darling, the visit you always wanted is finally here. Are you ready?" Tsugumi asked.

*Breathes in*

"As ready as I'll ever be" Arata replied before he and Tsugumi stepped out of the plane.

Hundreds of people from the international press had descended on Madrigal International Airport in anticipation of Dirigeant Arata's arrival. President Tobón had just arrived himself in a black Armstrong Vencedor. The car intended to carry the Kirishinan head of state had been sent over beforehand; a Kiwa Aurora, and would bring himself and his wife from place to place during their visit. The eyes of the world on his back, Tobón walked over to the red carpet that had been laid out for the visit. The Minister for External Affairs Aaron Delgado was already waiting, with an immaculately well-dressed honour guard from the Carlosian Army's IV Infantry Division.

Delgado was one of the younger members of cabinet, popular with younger people and very personable. He came from a family well known for being diplomats. His father had served for a decade as the Carlosian ambassador to Agostinia, and was one of the top negotiators on the Carlosian side during the Secano Peace Conference in 1987, which put an end to the Bourgougian Blitz. Delgado himself had some experience under his belt as a attaché to the ambassador to Barssois. Within the inner circles of the party, he was considered one to be particularly ambitious, with clear hopes to one day lead National Salvation. More often then not, this put him at odds with some of the more 'entitled' members of the Government, mostly Minister for Internal Affairs Estebán Santander. Usually this had something to do with dealing with the fallout from the international activities of Santander's hugely powerful private military company, Conquistador Security Consulting. Santander also happened to be the favourite to succeed President Tobón as leader of the party and lead it into the next election. It looked like it would be a while until Delgado had his day.

The two men had some time for casual chit-chat before the events of the day got started. There was always the weather to talk about. For the moment, the skies were clear of any grey clouds and the forecast was good for the duration of the visit. "Well Aaron. How are we?" President Tobón uttered, instinctively folding his arms as he talked. "Hmmm, not too bad. They shouldn't be too long now." Delgado responded, checking his watch, "Oh, here they are." The Kirishian state aircraft appeared over the skies of Madrigal, a brilliantly white plane bearing the emblem of Kirishima. "The day has finally come that I get to meet the man." Tobón remarked, "I don't know what to expect from him. He'll hardly be as blunt as Kojiro was." Delgado broke a smile, attracting the suspicious gazes of a few in the international press. No doubt they'd already be speculating what the President said to him. "Jesus, why do they have to be here?" he sighed, trying to look as far away as possible, "That plane can't come fast enough."

The cameras eventually directed their gaze towards the skies above as the plane approached. All the while, air traffic control were guiding it, telling the pilot aboard the aircraft to use the main runway. Its landing gears deployed, it bounced off the tarmac once and then touched down, zooming along before eventually coming to a near-standstill. It took its time in taxiing towards to the terminal and meeting the red carpet that had been laid out for the Dirigeant. "Its showtime." Tobón murmured, stepping forward to the foot of the stairs that Dirgeant Arata and his wife Tsugumi would descend from. After about minute or two, the door finally opened up, and Mr Arata and his wife stood out from the aircraft, beginning their visit in Carloso.

"Clear skies just for us, how nice of Mother Nature" Arata remarked. Hisako grinned "Hopefully the weather holds, I was unable to get a hold of her whilst organizing the summit" Hisako Arato, Kasuga's Chief of staff joked while his wife Tsugumi stifled a laugh. Arata smirked. "Thank you, I appreciate the effort" Arata responded playing along before he started walking down the stairs with his wife while his chief of staff, and minister of foreign affairs followed behind.

Arata upon setting foot on the carpet flashed a polite smile as he approached President Tobón for a handshake. "President Tobón, it's been too long. This is my lovely wife Tsugumi" Arata introduced his beautiful wife who while slightly embarrassed at the praise managed to introduce herself. "Nice to meet you" Tsugumi stated. It would be hard to tell that she used to be a hitman in the past but Carlosian intelligence were probably already aware.

"This is my Chief of Staff and trusted adviser Hisako Arato and my Minister of Foreign Affairs Sung-Ki Na" Arata introduced them using western naming conventions, As Hisako and Sung-Ki bowed politely .

President Tobón smiled as Dirigeant Kasuga introduced himself and the other Kirishians in his delegation. "The say is finally here. You're all very welcome to Madrigal." Tobón said, shaking Kasuga's hand, "I'm looking forward to getting to know you all." The two leaders then stood side by side as the national anthems of both countries were played by an Army band, first the Carlosian 'La Canción del Vencedor' and then the Flardanian 'Un Règne Intemporelle', with Delgado and the other Kirishians also respectably standing at attention. The camera crews of RTC News; the Carlosian national public broadcaster, panned towards the flags of Kirishima and Carloso as they were raised together and the music played. When it came to an end, both men began to walk down the red carpet and inspect the honour guard that had been prepared for Dirigeant Kasuga's visit, followed by the rest of the delegation and Delgado.

"Your car is over there beside the one I'll be travelling in, Mr Kasuga. We'll be going to the Victory Monument for a wreath-laying ceremony first." Tobón explained as they came to the end of the honour guard, "It shouldn't take too long. The summit will officially begin after that."

Arata nodded upon hearing that the wreath-laying ceremony was next"Excellent,In that case I'll see you at the monument " Arata responded as he reached his vehicle. Arata then allowed Hisako and Tsugumi to enter before he followed them inside the car.

"So what are your thoughts so far on Carloso or Tobón, Arata-nim" Hisako asked once they were situated inside the car. "No idea" Arata responded simply with a shrug. "All we did was greet each other, listen to our anthems and inspect the honor guards. We won't get a real feel for things until we begin the summit." Arata elaborated

"I suppose you're right, this has been no different to any other visit so far even Bolreig" Hisako stated. "Exactly...what's social media back home have to say about the summit so far Arato-san?" Arata asked as the car began to move and depart the airport. To his surprise Tsugumi answered instead. "I was bored so I..I already was checking. Looks like the reviews are mixed" Tsugumi reported. Arata turned to look at the scenery of the city "It's early after all" Arata stated out loud mostly to himself.

The architecture of Madrigal that a visitor would see as they passed through the city was an intriguing gradient of old and new, with many buildings from even the colonial era of the 1500s still standing, contrasted with the super modern, high-rise skyscrapers of the twenty-first century. Generally speaking, one could divide the city centre into two parts. The first was the famed tourist hot spot of Old Madrigal, featuring many of the buildings from imperial times. Sharply contrasting that was New Madrigal, a jungle of glass and steel that was a commercial and economic centre of the area. The centre of government sat somewhere in the middle, straddling the historic confines of County Madrigal. Government departments had long grown out of the old granite and limestone neo-classical buildings, and now found themselves housed in modern high rises or 'landscrapers'. Nevertheless, despite the passage of time, the Carlosian Parliament still sat in the House of Parliament.

Nearby, was the Victory Monument at the centre of Victory Square. It stood as a colossal memorial to the lives lost in the 1987 Bourgougian Blitz during the brutal campaign to retake the city of Victory. Atop the broad, circular pedestal stood a Carlosian Army soldier fashioned from bronze, ready to leap into the fight, with angels, vencedors, a myriad of Catholic saints, martyrs and figures from Carlosian military and political history at his feet. The Square itself was really a wide plaza, a site famed for its pigeons, though there were few around today. A Carlosian tricolour flew proudly to its side, while an eternal flame burnt brightly at the north side of the monument. There was also a place for the Dirigeant to lay a wreath once he arrived.

"This reminds me of home a little bit?" Tsugumi stated to herself. "How so?" Hisako asked confused. "Well outside of the large white population, the huge role Christianity plays here and so on. I didn't really expect this level of old and new combining here in the west..." Tsugumi replied

"It's more common than you think but I understand where you are coming from" Arata responded, entering the conversation. It was around this point that his vehicle slowed to a stop having reached its destination. It was here where Arata was to lay the wreath honoring Carlosian heroes who defended their country. Once the vehicle came to a stop and his door was opened by his security detail, Arata took his place at the side of Carlos Tobon.

Tobón stepped out of his own car and waited a few moments for Dirigeant Kasuga to arrive. Joining them was the chairman of the Carlosian Armed Forces Security Committee; the Carlosian equivalent of the Joint Chiefs of Staff, General Régulo Moran, who had also fought in the war alongside President Tobón and the many hundreds of soldiers who lost their lives. Strange as it might appear to an outsider, the Bourgougian Blitz was responsible for producing a whole new type of Carlosian statesmen, one that was determined not to see the supremacy of Carlosian military and political might, as well as the safety of the nation's inhabitants, threatened again by the internationalist socialist plague that had swept up so many of the world's countries. After all, that was how Carloso now found itself as a member of SACTO. The only problem nowadays was that, unlike in 1987, socialistic institutions and philosophies had become so entrenched and embedded in Western societies, it was becoming more and more difficult for them to be dislodged and destroyed by conventional means. Presumably, the Kirishinans knew this as well, otherwise they wouldn't be part of SACTO.

"Right." Tobón sighed to himself as Kasuga finally arrived. The three men stood next to each other, almost shoulder to shoulder, and remained silent as they paid their respects towards the fallen soldiers represented by the Victory Monument. Next, a soldier holding a green wreath, complete with various blue, red and yellow flowers native to Kirishima and Carloso, calmly walked over to Dirigeant Kasuga and handed him the wreath which he would lay at the foot of the memorial.

Whether it was Carloso's Victory Square or Kirishima's Aisaka Shrine, every nation had a memorial or cemetery of some kind. Some of these being so important that they receive visits from high level officials and foreign leaders frequently. It was meant for honoring either victims, heroes, great leaders and even all or some of the above. These venues of solemn remembrance are symbols of a nation's character as well as experiences. Most of all they help define it, it's no surprise that this was a stopping point for the summit.

Despite the uniqueness of various locations the procedures for wreath laying varied very little from nation to nation. It was silent but the occasional snaps from cameras could be heard as various media organizations sought to add to their archive of images, images who though similar would be the canvas for various differing interpretations. "Arigato gozimasu" Arata said quietly thanking the soldier politely. Arata then stepped forward and placed the wreath on the designated easel before stepping back. Arata then clasped his hand in Onjōist prayer. "Kamiya-sama, continue to reward heroism whether or not they accept your love or not. For your love is limitless for all peoples and you have always appreciate anyone who saves another." Arata then turned around and walked back to his starting position.

After the men said their own individual prayers, the wreath laying ceremony was brought to a conclusion. They silently left the Victory Monument, beginning the journey back to their vehicles which would bring them to the House of Parliament nearby for a bilateral summit between the two heads of state. As a matter of fact, Tobón was only head of state ex officio, with his position having much more in common with that prime minister then any executive presidency. Nevertheless, the President of the Executive Council assumed many of the responsibilities one would normally afford to a distinct head of state. It was in the House of Parliament that Carloso's legislature sat, and which Tobón ultimately answered to. The next phase of the summit would begin with an initial one-on-one private meeting behind closed doors in one of the many lavishly decorated rooms inside the House, followed then by a lunch that would include many officials from the Kirishinan delegation, as well as Carlosian politicians and industry leaders. Until then, they had some time for small talk as they walked away from the memorial.

"Mr Kasuga. I haven't spoken to you much since the IFC days. Its good to be in contact again. I can't help but feel I've neglected cooperation with some SACTO members along the way." Tobón said, holding his hands behind his back.

Arata gave a casual nonchalant wave of his hand. The Kirishinan Dirigeant was a very personable man who as a leader differed from the often time unrelatable bureaucrat and stern military man. "To be fair Tobón-san, I was barely in office when Carloso ultimately left the alliance. If Carloso was still in the alliance, I believe you would've fit right in with us, Inyursta and the Merick Isles." Arata began "With that said as fellow SACTO members there will be plenty of opportunities for cooperation. Arata added with a warm smile.

"Of course. Co-operation between friends is always a good thing. Sometimes I wondered if we had made a mistake when we left the IFC, but I now think it really had little impact at the end of the day." Tobón replied, "Anyway, we'll have more time to talk privately when we get to the House of Parliament." With that, the two men got into their respective cars and made their way to where the majority of events for the summit would be taking place, the hawk-like media always in hot pursuit.

"I think you should lead with a discussion on the state of world affairs and show that at the end of the day, both our nations are allies on the same page." Hisako began in her advisement to the Dirigeant. "I suspect there may be a time in that discussion that the status of Kirishinan culture may be unclear in the Carlosian worldview. That would make a natural transition in our largest concern." Hisako added.

"I agree with that course of action. At the end of the day no matter how this Summit pans out, Carloso will still be a SACTO partner that we will support." Arata began before sighing. "Well hopefully, Tobon-san is as Laissez-faire or at least uncaring about other nations customs as Kojiro-san is. Would certainly keep overall SACTO support back home well in the green." Kasuga added as the car arrived at its destination.

House of Parliament, Madrigal, Carloso
The famed House of Parliament, a fine example of the style of architecture which was so dominant throughout Madrigal's older buildings. Incorporating elements of Neoclassic and Palladian design, influenced by the work of Italian architect Andrea Palladio, it was truly a massive building, quiet possibly one of the largest of its kind. In terms of width, it measured nearly a kilometre, with a length of almost five hundred metres. In front of the great columns which supported the main entrance into the building, stood a great statue of Saint Thomas Aquinas in the Brutalist style, triumphant over the Muslim philosopher Averroes. On its base was inscribed in Latin "Saint Thomas Aquians is victorious in Carloso", while on the other side it read "From now until the end of time". For the occasion, a row of Carlosian and Kirishinan flags flanked either side of the statue, running parallel to the entrance. Two podiums had been placed in front of the statue, which the leaders would use later for the press conference.

When he arrived, President Tobón ascended the many steps which led up to the main entrance, a route he had taken many times before. Alongside him was Dirigeant Kasuga, the two men engaging in some light chat as they made their way to the top. When they finally reached it, they turned to the international gaggle of media that had gathered to cover the summit, a barrage of camera flashes illuminating them. Pausing for a moment to wave, the two men then followed each other into the heart of the building, eager to press forward with the summit.

The house of Parliament was certainly impressive and imposing. It was certainly what one could expect with so much power consolidated in a building. The statue of Aquinas was a bit of a surprise not just because he wondered what the Catholic saint influence to the nation was but also the style of the statue itself. The style was brutalist which immediately reminded Kasuga of the Eastern Bloc. Nonetheless, he shrugged it off and made mental note of the statue. It would be an interesting thing to ask Tobon.

After making there way past the press, the two leaders would meet in a room with their respective advisers. The long-awaited and delayed summit would be underway and Kasuga in judging Tobon's priorities as he sought to understand the man more would defer opening remarks to his counterpart.

Away from the cameras, the Carlosians and Kirishians sat down opposite each other across a long table, President Tobón and Dirigeant Kasuga seated at the centre of room and flanked by their advisers on either side. There was a sort of floral arrangement in the centre of the mahogany table, made up of a variety of intertwined Carlosian and Kirishian flowers, much like the wreath which Kasuga had laid at the Victory Monument several minutes prior. On the wall at the back of room, was a portrait of the famed Carlosian general and president, Emmanuel Sartega, who led the country to victory during the bloody Emergency War against Bourgougia and Barssois. On either side of the portrait were flag stands with the flags of Carloso and Kirishima, the Kirshian one on the side of the table where their officials were sitting and the Carlosian flag where Tobón and his men were sitting. The two leaders now looked across at each other, each with their own agenda and goals, but with the familiar wish to deepen the relationship between the two countries.

"Mr Kasuga, I once again want to welcome you and your colleagues to Carloso." Tobón began "In these difficult times it is extremely important that the truly sovereign nations of the world aid each other in the defence of our national identities and ways of life, which many individuals sadly wish to see extinguished. I hope you have all enjoyed your time in Carloso so far, and that this summit will be one great step forward in forging a strong friendship between our two countries, especially in the areas of defence, trade and scientific research."

The aesthetics of the stately room immediately stood out to the Kirishinans. The Kirishinans could appreciate the layout of the room with its mahogany table and the detailed work the Carlosian staff put in setting up for the summit. Upon observation, the mix of Kirishinan and Carlosian flowers contained all the main flowers of Kirishima. The Hibiscus Syriacus, Prunus Persica, Prunus Serrulata, Camellia Japonica and the national flower Nelumbo Nucifera were present and accounted for. As Kasuga sat he looked across at his counterpart who was once again considered an ally. However, this time the extent would be determined by this summit. After President Tobón said his piece it was time for Kasuga's remarks.

"I would like to first thank Tobón-san for graciously hosting my delegation and I in Madrigal. This now makes my second visit first under the shared banner of the IFC and now under the shared banner of SACTO. Our nations be it by faith or destiny seem drawn to similar goals or ideals as we find ourselves once again in the position of organizational allies." Kasuga begun. "Our nations recognized despite how well intended the motives of some may be. They should seek to work with and not against the national identities and ways of life of sovereign nations, something to be treated with respect and worked around rather than destroyed. On this we agree but with this I ask do you respect Kirishima's right to it's national identity and it's way of life." Kasuga continued deciding that he might as well go with the flow and address his people's main concern.

"We are a traditional nation but our traditions does not necessarily have the same meanings as yours. We are a nation of faith that believes in one deity such as you but while you have the God of Abraham, we have the Goddess Kamiya. We as followers of Onjoism have a culture of empathy and compassion, which could be seen in Kirishima's many humanitarian missions and mediation of peace talks, something that can be seen as in line with your Jesus Christ. Where our traditions differ greatly is our sexual liberal nature. This poses the question does our identity and way of life also count as something that you can defend on the basis of sovereignty." Kasuga finished immediately putting Tobón's views to the test.

Tobón smiled, knowing that Kasuga would almost certainly raise such a question. A strict, largely Catholic country with a sizeable Presbyterian minority, Carloso shared certain similarities with their Nifonese brothers in their social conservatism. Having jettisoned itself from the rest of the world's liberal democracies, the nation had chosen to carve its own path over the past decade, enshrining certain ideals that appeared to be at first contradictory with the attitudes held in Kirishima. "Mr Kasuga, as you know yourself, SACTO is an incredibly diverse alliance, of many different cultures, faiths and systems of government. The Carlosian government recognises the importance of a nation's culture in shaping its attitudes and the manner in which it conducts foreign affairs. We are totally opposed to the sort of cultural neo-imperialism that is now so prevalent in the West, which is being pushed on poorer or more traditional countries. We believe that every nation must protect its culture, preserve its sense of identity, its faith, if true domestic harmony and social cohesion is to be achieved. We will work with any country that agrees with us on this point, be they Muslim, Christian, Buddhist, Hindu or, in Kirishima's case, Onjoist. The particulars of the culture or faith really do not bother us."

Lowering his head slightly, and gazing into Dirigeant Kasuga's eyes, Tobón was superbly confident in his speech. "My colleagues, in many parts of the world, we can see clearly that the concept of multiculturalism, a side-effect of, mass immigration, international finance and money-politics has failed, and failed utterly. It is pertinent that the truly free and sovereign nations of the world; in which I would include the member states of SACTO, forge strong bonds of friendship together, to permit genuine cultural exchange and economic prosperity, contrary to the shallow, globalist view of the world which ultimately only benefits those at the top of the world pyramid." Tobón continued, "I am certain it is the intention of both our governments to mutually benefit all the people of our countries through bilateral cooperation in all areas."

Kirishima was a unique land that always ignored the options the world presented it in favor of its own path. This has usually led to Kirishima alternating between offending nations across various areas of the political spectrum depending on the issue. The archipelagic nation when unified has usually been left alone save for a few instances mainly due to Kirishinan mindset of Yokeru, which stems from the remnants of Yamato and Baekje who arrived on the islands. Seeing first hand the cost of intervention led to their descendants' mindset of Yokeru which in practice practically meant building a better life without pushing one's belief. Hence why Onjōism and Taisuism never tried to spread they were Kirishinan ideas that were stable and there was no use complicating things in showing those ideas to others. That and the fact that Yokeru naturally led to isolationism until the French and later Japanese forcibly ended any such isolationism. In today's world Kirishima didn't care what others thought about their norms or way of life so long as others didn't try and put an end to it.

Anyone well aware of this factor even a basic knowledge of Kirishima would understand why Kirishinans were anxious to find out Carloso's stance of Kirishima minding its business. Carloso was one of the newest members of SACTO but as a strict hardline social conservative nation, Carloso already seemed poised to be if not already one of the most influential nations in the alliance. So needing to know where Kirishima fit in protecting culture and identity even if not what one would expect was important especially for the unique and hard to understand nation. It was even more important for Kasuga politically as he has been behind SACTO record-high approval rating in Kirishima. Kasuga has accomplished this by keying in on SACTO war against communism and focusing on SACTO role as defender of traditions while warming ties with various SACTO states. While Kasuga is professional enough to continue relations regardless of Tobón's answer, it had to be with Carloso's stance clear and thankfully Tobón's response was what Kasuga hoped for.

"Tobon-san I am well aware of SACTO's diversity and I can assure you that my people will be delighted to know that you are consistent in your opposition to cultural imperialism. I am also glad we were able to get this issue out of the way and focus on issues were we can cooperating than dwell on some of our differences." Kasuga smiled gazing back at Tobon.

"Kirishima has never had a problem with people wanting to immigrate to other lands. From the Joseon and Yamato peoples mixing with the Sunda and Yamatai peoples to the Dorians and Filipinos today, Kirishima welcomes all to her shores.... so long as the norms and traditions are respected. The left seems hell-bent on declaring anyone who wants their country to still be true to itself racist as if a nation can't maintain its identity and must go out of its way to cater to others. There are those who seem determined to turn our world into one boring shade of grey and others seeking to exploit said shade of grey. Globalism is dangerous to national identities but the tools of technology and communication enable us to foster dialogue and mutually beneficial trade in ways once thought not possible. If you don't mind Tobón-san I would like to transition into discussions on what our nations growing economies have to offer each other."

"Of course, Mr Kasuga." Tobón replied, smiling, "As you should know, aside from our social agenda, one of the primary focuses of my government has been change the course of the Carlosian economy to one that benefits all our citizens, where we can all be optimistic about our future. Our position as the gateway into the Musgorocian market is attracting businesses from Nifon and from all across the Southern Furukuran Sea. Financial services, agriculture, industry; almost all sectors of the Carlosian economy are booming at the moment, and I am proud to say that our near-zero corporate tax rate model for small to medium sized businesses has encouraged free and productive enterprise to flourish here." Tobón paused for a moment to catch his breath, "Of course, unlike many developed countries, Carloso is a youthful nation with a large number of young, talented men and women who seek employment. Unfortunately, the way things are going, I fear that automation and the further specialisation of certain sectors of the economy is going to create a situation where there are simply not enough jobs to go around. I hope you and your colleagues will help us in solving this problem in the short to medium term."

There was some solemn nodding amongst the Carlosians before President Tobón resumed, "We hope that you can help us in establishing industry and providing employment to people living in towns and villages throughout rural Carloso. We will be willing to provide grants to this end through the Industrial Development Office and ensure your premises will be supplied with the best of services."

"On the other hand, Carloso has large reserves of rare minerals and earth metals that I am sure Kirishian industries would be looking to acquire for their products, including titanium and tungsten ores, silver, copper, zinc, among many others. In terms of agriculture, the beef and dairy are always looking forward to find new markets to export to. I am certain many of out more specialised companies, like pharmaceuticals or plane manufacturers would also like to tap into the Kirishian market."

Kasuga sat and listened to Tobón sincerely, not betraying any thoughts saved for when automation was mentioned. At that point, Kasuga and Wonsik CEO Chao Lingshen gave each other a quick glance conveniently during Tobón's pause. Once Tobón finished Kasuga responded.

"We certainly see no issues in aiding the local economy of rural areas so long as they make strategic sense to various industries. Tobón-san". Kasuga began. "Of course our various business leaders will coordinate with you to determine areas that are both in need of employment and also are in strategic in terms of location and labor. Speaking of our various industries, I can assure you our heavy hitters of the Automotive industries, telecommunications, as well as conglomerates in Electronics and Appliances would love to not only sell in Carloso but set up an infrastructure for tapping into the Musgorocian market. Outside of that, there are growing demands for Kirishinan cosmetic and skincare products, we are always looking for more markets for our Steel and shipbuilding industries and perhaps you the entry of Jade into your nation could prove interesting" Kasuga paused to allowing time for his information to be consumed.

"As for what you have to offer thus far all rare earth are appreciative save Silver, we do have some reserves that we export in terms of Tantalum, Platinum, Palladium, and Rhodium, but Copper, Zinc, Titanium, etc. would be very welcomed. Beef would be welcomed and perhaps in exchange, Ikumi Beef (Kirishinan Kobe/Wagyu) may be of interest while dairy is something whose demand has been increasing with our wealth but that is a slow growth due to high lactose intolerance in the east. It may take a few more generations before the west can consider us a peer in dairy consumption so proceed at your risk. Finally, many of us are on the mindset that Pharmaceuticals are welcomed so long as it is both ways like an exchange. It's good for people as a whole to have options in healthcare." Kasuga finished

"Of course, Mr Kasuga. I understand. I'm sure many Carlosians will be happy to try wagyu. Your cosmetics and heavy industries will be equally as welcome. I'm sure we will be able to incorporate the export of raw materials to Kirishima as part of our trade deal." Tobón said, "I'm sure our colleagues will be able to hash out the specifics. I'm sure that the use of Carloso as a launchpad into the rest of the country will do wonders for Kirishian exporters." he paused, "Of course, when it comes to trade between two large countries, there is always the question of defence. We both have large arms industries, with varying levels of expertise in certain areas of the sector. I'm sure mutual exchange between not just us, but with our allies in SACTO, will be greatly beneficial to all involved. I hope you agree with me in strengthening these ties as well, Mr Kasuga."

Kasuga smiled to himself. "I am flattered but I wouldn't quite call the Kirishinan arms industries as large when compared with the likes of yourselves or Nifon, but we are growing." Arata began. "With that said a hallmark of a strong partnership are mutual exchanges to cover one's weak points and strengthening an allies weak points. I am in complete agreement but these things require trust in order to endure in the long term not simply at a government level but at a civilian level as well. These are built through trade, cultural exchanges and military cooperation against mutual threats and enemies. In short I agree with strengthening our military ties and I take the time to stress the important of diversifying our ties." Kasuga finished

We have already had talks with the higher ups from Carlosian Airways and they are more then willing to negotiate contracts for regular flights to Kirishima to commence before the end of the year. I hope Air Pacifica or other Kirishian airlines will be able to do likewise."
