This works very well for me, because I'm planning an rp in which the GVH wrips itself apart. The Haven doesn't have colonies, however; it considers itself a more benevolent expantionest power; rather than colonies it forceably turns nations into provinces of the Haven, which gives a lot more scope for rebellions to brew.
