7: Some smaller countries or nations with less influence may have a puppet nation. Puppets are largely a case-by-case basis, however. To be clear: you may only have ONE on each side. If I catch you doing something else, you’ll know it. (Such warrants a ban, if that wasn’t obvious.)
8: Limit on 800 direct combatants to start. Naval forces are are limited to 7 ships of any kind to start with. The only exception are air forces.
