So, the Selkie devised a way to counter that: They built outposts along ideal small islands on rivers or even on the mainland itself, from time to time switching from the sea to horseback to push further inland. While the local authorities and the King tried their best to counter and destroy them, they never really succeeded, some strongholds proving too strong.
And sometimes, local lords arranged themselves with their new neighbours, for they were formidable warriors and good merchants, revenue filling their coffers and mercenaries filling their ranks - for a price, of course.
The outposts evolved into small settlements, sometimes even towns.
But the Selkie never laid off the mantle of the Raiders and Pillagers and this constant source of strife and disdain between neighbours was still a constant companion even to this day... and when King Theodan passed, many of these Raider King and Robber Barons saw their opportunity for a quick buck...

Creachaire leads the Robber Barons and the Pirate Kings mainly because he is the strongest amongst them and the most prestigious. They are not many of them, maybe a dozen in total, but united, they are a threat.

- Puiteach and other small harbour-settlements used as outposts by raiders (but mostly Puiteach, I will give a more complete description of the settlement when needed).
