"At 0846 this morning a shot rang out across the Imperial court hitting our glorious Kaiserin Victoria Lousie the Second in the chest midway through her speech on the Romanian intervention. She is being treated in a location that you do not have the clearance to have knowledge off. Her Majesty was hit by a .45 round suspected to be from a Colt 1911 handgun at a range of nearly 60m and the shot has been triangulated to be from a nearby crowd of protesters. After the shot, the crowd dissipated and the members are currently being tracked down. Suspect identity is unknown but suspected to be a Romanian nationalist due to the nature of the speech. Cantonese authorities, including President Leung Chun-ying, were rushing into the State Security Council room. The emergency meeting was called by Foreign Minister and ex-President Donald Tsang Yam-kuen. Reporters attempted to follow the government figures, but were held back and threatened by security forces.

"I have called this emergency meeting to discuss the events in the German Kaisserreich. The Head of State, or the Kaiserin if you prefer, was shot by a protester during a speech on Romanian intervention. The External Security Force has learned that the German authorities have been on a hunt for the perpetrator and have captured multiple suspects. Our Security Force assumes that none of the captured individuals are the perpetrator. They have als-"

"Sorry to interrupt, but can you please get to the point? We have heard enough." The head of the ESF, Chan Ho-tin, interrupts the Foreign Minister. "I was planning to give everyone here a sit-rep on the Kaiserreich tomorrow because, frankly, we aren't "best friends" with them. I'm sure that everyone here, including you, had something better to do before this emergency meeting."

"I agree with Chan and will let you continue in a bit," added Defense Minister Chang Wanquan, "but I also wanted to state that we could take advantage of the situation. The ESF could, for example, find the perpetrator first and give him a Cantonese emergency passport so he can avoid certain death and we could gain new intel on the Germans." The Defense Minister took a sip of water and continued: "I hope that you won't suggest anything stupid, such as actually helping the German imperial authorities. If anyone says anything even suggesting that, I will walk out of this room immediately. Supporting an imperial regime is an anti-Cantonese and anti-Chinese action which I am not ready to commit. Anyway, you can continue now, Mr. Tsang."

The Foreign Minister, having fixed his bowtie and spoken to his aides, was finally able to finish his statement. "I am not suggesting actually helping the Kaiserreich, believe me. I was debating sending a letter to the Kaiserin stating that we'd hope they'd get well soon, but after talking to my aides I decided against that. What I wanted to achieve with this meeting was to figure out our stance. Should the Cantonese Union announce that it supports the rebel cause? Wouldn't this go against our policy of not openly interfering in internal affairs?"

The Foreign Minister's question sparked a debate between the authorities. It went on for at least 15 minutes until the President stepped in. President Leung, who has never contacted any official from the Kaiserreich during his 5 years in office, finally asked a question: "Does this even matter to us? We don't communicate with them, our economy wouldn't take a hit if their government failed. I believe that the goverment's official position should be something like this." The President lifted a blank paper and everyone in the room agreed. "Good, however our security services and military should not ignore this. The ESF should keep operating in the Kaiserreich and the military, especially our naval forces, must keep training for war. The ESF is also authorized to give Cantonese emergency identification to any assets in the Kaiserreich it sees as important, but such actions must be as covert as possible."
