Preamble
Having noted that numerous crimes against humanity have been carried out in the world with no repercussion or retribution due to inability or unwillingness of the nations of the world to act, the International Police Force will hereby be established to assist those who seek to enforce international law and assist those who cannot.

Article 1
The International Police Force, known officially in Russian as Международные полицейские силы and in Chinese as 国际刑警察部队, may herein be referred to as INTERPOL or Interpol. Its primary headquarters facilities will be based in the Stoklomolvi Liaoist Federation.

Article 2
Its primary and only purpose will be to enforce international law whenever possible and to the best of its ability, with international law being described in Article 5.

Article 3
It is permissible for Interpol to take whatever actions necessary to ensure that international law is enforced, so long as said actions do not violate extant international law. Reasoning for taking action must be justified without a political (e.g. ideological), military (e.g. expansionist; anti-expansionism is valid), religious (e.g. spreading religion), or racial nature.

Article 4
Any police organisation may be admitted to Interpol so long as it agrees to all articles of the Constitution of Interpol. Failure to adhere to any of the points in this Constitution during Interpol-related activities will mandate immediate expulsion from this organisation. Independent police commissions may be admitted to Interpol under the same conditions.

Any nation-state may be admitted to Interpol as a full member, binding all of its and its police organisations' international police operations to the constitution of Interpol. A vote will be held by the General Assembly of Interpol, and a two-thirds majority is required to allow the admission of a member. Such admission votes may be vetoed or forcibly approved by the Standing Committee.

All nation-states are automatically considered observers to Interpol; that is, able to watch over most General Assembly sessions and send correspondence to the Interpol offices without constraints. Renouncing this status would have no effect as the sessions will continue to be televised and correspondence may continued to be sent.

Article 5
International law has been formulated by various agencies and organisations globally for some time now, but the Interpol considers the following statements to be indicative of what it considers to be crimes in violation of international law at this time. This article may be amended by either the General Assembly or Standing Committee or both with notes to when and what was added or removed. An amendment may be made with majority approval in the General Assembly, or unilaterally by a Standing Committee member. Modification of this article without approval or without noting the amendment details are grounds for examination for expulsion from Interpol on grounds of breach of trust.

For the purpose of this organisation, "violation of international law" means any of the following acts when committed as part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack:

(a) Murder;
(b) Extermination;
(c) Enslavement;
(d) Deportation or forcible transfer of population;
(e) Imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law;
(f) Torture;
(g) Rape, sexual slavery, enforced prostitution, forced pregnancy, or any other form of sexual violence of comparable gravity;
(h) Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender, or other grounds that are universally recognised as impermissible under international law, in connection with any act referred to in this paragraph or any crime within the jurisdiction of Interpol;
(i) Enforced disappearance of persons;
(j) The crime of apartheid;
(k) Other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health.

In particular, the Rome Statute Explanatory Memorandum states that crimes against humanity
"...are particularly odious offences in that they constitute a serious attack on human dignity or grave humiliation or a degradation of one or more human beings. They are not isolated or sporadic events, but are part either of a government policy (although the perpetrators need not identify themselves with this policy) or of a wide practice of atrocities tolerated or condoned by a government or a de facto authority. However, murder, extermination, torture, rape, political, racial, or religious persecution and other inhumane acts reach the threshold of crimes against humanity only if they are part of a widespread or systematic practice. Isolated inhumane acts of this nature may constitute grave infringements of human rights, or depending on the circumstances, war crimes, but may fall short of meriting the stigma attaching to the category of crimes under discussion. On the other hand, an individual may be guilty of crimes against humanity even if he perpetrates one or two of the offences mentioned above, or engages in one such offence against only a few civilians, provided those offences are part of a consistent pattern of misbehaviour by a number of persons linked to that offender (for example, because they engage in armed action on the same side or because they are parties to a common plan or for any similar reason.) Consequently when one or more individuals are not accused of planning or carrying out a policy of inhumanity, but simply of perpetrating specific atrocities or vicious acts, in order to determine whether the necessary threshold is met one should use the following test: one ought to look at these atrocities or acts in their context and verify whether they may be regarded as part of an overall policy or a consistent pattern of an inhumanity, or whether they instead constitute isolated or sporadic acts of cruelty and wickedness."

In addition to these types of crimes against civilians, Interpol also considers war crimes to be in violation of international law. War crimes may only be perpetrated when a party is at war and include:
Grave breaches of the standard international war treaties, such as:
  • Causing great suffering or serious injury to body or health;
  • Torture or inhumane treatment;
  • Unlawful wanton destruction or appropriation of property;
  • Forcing a prisoner of war to serve in the forces of a hostile power (impressment);
  • Depriving a prisoner of war of a fair trial;
  • Unlawful deportation, confinement or transfer;
  • Taking hostages.
The following acts as part of an international conflict:
  • Directing attacks against civilians;
  • Directing attacks against humanitarian workers or international peacekeepers;
  • Killing a surrendered combatant;
  • Misusing a flag of truce;
  • Settlement of occupied territory;
  • Deportation of inhabitants of occupied territory;
  • Using poison weapons;
  • Using civilians as shields;
  • Using child soldiers;
  • Firing upon a Combat Medic with clear insignia.
The following acts as part of a non-international conflict:
  • Murder, cruel or degrading treatment and torture;
  • Directing attacks against civilians, humanitarian workers or international peacekeepers;
  • Taking hostages;
  • Summary execution;
  • Pillage;
  • Rape, sexual slavery, forced prostitution or forced pregnancy.

Article 6
The International Police Force (Interpol) shall comprise the following bodies:
  • The Standing Committee
  • The General Assembly
  • The Independent Police Commissions
  • The Independent Committees

Article 7
The Standing Committee of Interpol is responsible for leading Interpol and will shoulder the majority of the burden of the operations of Interpol. What "majority" means here may be set by some consensus between either the Standing Committee or the General Assembly or both at a later date. Members of the Standing Committee are held to the highest standards with regards to following and enforcing the constitution of this organisation and notify this organisation should they notice any breaches of Article 5 by any party, Interpol member or not.

Article 8
The General Assembly is responsible for carrying out quotidian operations of Interpol; that is, members of the General Assembly are expected to act in accordance with this constitution when possible. Consultation with either the Standing Committee or the other members of the General Assembly is advised when undertaking operations that may beget retribution. All members of the General Assembly are expected to uphold and enforce the constitution of this organisation and notify this organisation should they notice any breaches of Article 5 by any party, Interpol member or not.

Sessions of the General Assembly, so long as they do not concern matters of critical importance to the security and integrity of this organisation, are televised and available for viewing to the general public.

Article 9
The Independent Police Commissions are responsible for organising police organisations and commissions that have been admitted separately from a national body. As independent police organisations are not expected to have the resources to perform operations on their own, Interpol will support them in domestic operations and these police organisations may contribute to international operations when possible. All members of the Independent Police Commissions are expected to uphold the constitution of this organisation and notify this organisation should they notice any breaches of Article 5 by any party, Interpol member or not.

Article 10
The Independent Committees are responsible for organising any other bodies that are not one of the above; that is, any organisation that is not a nation-state or police organisation. As members of this body may vary widely, the contributions may be determined on an individual organisation basis. All members of the Independent Committees are expected to uphold the constitution of this organisation and notify this organisation should they notice any breaches of Article 5 by any party, Interpol member or not.

Articles 11 - 40

Article 41
Article 5 of this constitution is considered legally justifiable by all members of Interpol in the context of performing police actions or peace enforcement.

Article 42
The date of commencement of the constitution of the International Police Force is declared to be 22 October 2018.

    International Police Force — bilateral agreements formalised 23 October 2018

    I am pleased to formally express the Thirty-sixth Christian Democratic Executive Council’s (i.e. Yohannesian government) intention to join the International Police Force (INTERPOL).

    Yohannes as an economy today is quite sustainable. Its government must maintain strict neutrality and keep the nation out from international incidents that may affect its multinational market and industrial confidence. Indirect diplomatic aggression, commercial rivalries, and especially wars, no matter how small or how short, are bad for the industries and investment presence of Yohannes, both domestically and overseas. It is for that reason that we have always looked positively to the promotion of transnational peace and prosperity.

    As a historically neutral nation, Yohannes meets the eligibility criteria for participation in the INTERPOL and is strongly committed to its objectives — to assist those who seek to enforce international law and assist those who cannot. The INTERPOL’s goals and principles as set by its constitution are in line with the commitment of the Yohannesian government to the promotion of transnational peace and prosperity. The organisation also resonates with Yohannesian values and with the Yohannesian government’s goals for peaceful trade and diplomacy.

Dear International Police Force Co-Chairs,

I am writing to you to formally register the interest of the South Burmornt Isles Police Service's participation in your multi-national project.

South Burmornt Isles is a young developing nation with perfectly clean international record and a two tier police structure. Local volume crime is handled by regional Island Police, with all major criminal investigations, oversight of regional forces and the training for all local recruits being within the remit of the Federal Police's various commands.

As chief officer, it is my duty and responsibility to be cognisant of the need for transparency, communication and cooperation at all levels of police and law enforcement to ensure that there is no safe harbour for criminal networks

I have discussed this application with governmental ministers, Domestic Affairs Secretary Emily Ratsenhill, Justice Secretary Colin Fowler and International Affairs Secretary Kate Knowles. Authorisation and support has been received from all three offices.

Should your office see fit to approve this application, I would like to extend an offer to create a permanent InterPol office within the headquarters of the Federal Serious Crime & Major Incident Command.

Legal system: a socialist modernist interpretation of shariah law that forbids all the things classed as international crimes here.

Entry requirements to be a police officer In Saranidia: secondary education and then either the Certificate in Knowledge of Policing, Saranidian Degree in Policing or military training with the People's Islamic Federal Police. In the case of the Certificate In Knowledge of Policing later training is given by a police academy for 6 months.

Mostly represents my views but what I think a Middle Eastern nation should do which will be sometimes different to what I think a western nation should do(because the people have different needs in different places)

Dear Council of the International Police Force (IPC)

I am pleased to say that our glorious Kaiserin has recognized that the newly formed IPF will bring justice to those who harm out of spite and hatred. She wishes our nation to join the IPF to assist in its claims for global justice and prosperity.

Our state, while it has a monarchy, is actually quite liberal. The power of the Kaiserin is both limited by the constitution and parliament. We are very involved in international affairs and trade issues. Our economy is mainly based on manufacturing high-end products like cars, planes, watches, and military gear. We also heavily depend only on our famously high quilty iron industry in the Bavaria area.

We bring to the IPF a strong sense of justice by providing elite prosecutors, investigators, technology and even providing the IPF with the crown jewel of our arm forces by providing the 5th motorized sturmtruppen division. The 5th motorized sturmtruppen is also known as "The 5th Division". The 5th division is the most elite force in the Kaiserreich as they have received an average of 2 years of training and the average infantryman is capable of having the tactical skill of a junior officer, specialized infiltration, communication technology, knowing several languages and the basics of operating an armored vehicle. Please, however, understand while the 5th division may be under your general command it is to be mainly controlled by Major Erik Rommel and general command can be transferred to the Kaiserriech whenever we wish.

We wish to join as a result of the recent discoveries of Soviet death camps in Siberia which housed many German Soldiers that were captured during the second weltkreig. Our attempts to apprehend those responsible have been compromised by a great difficulty with communicating with the local law enforcement agencies in the nations that house those that were responsible. By joining this organization we wish to ensure the speedy justice of those that have committed horrible crimes.

I wish to give my best regards for our application towards the IPC and the future of international law enforcement

The Standing Committee of the International Police Force has deliberated the application of Saranidia. In particular, the mention of shariah law and religion in the constitution that have been included alongside the application bring concern as to whether the Islamic Republic of Saranidia, with all due respect, will be able to act in accordance with Article 3 of the Constitution of Interpol. However, as that area is the only area of concern, the Standing Committee will be counting on the General Assembly and the esteemed leaders of Saranidia to ensure that Article 3 is followed.

Under these circumstances, the Standing Committee, on behalf of the General Assembly of the International Police Force, hereby admits the Islamic Republic of Saranidia into the General Assembly.

The Standing Committee would like to first note that the preferred shortened form of the International Police Force is Interpol. Secondly, as Interpol does not maintain its own forces, instead relying on its members to carry out its will in the spirit and idea of justice for all, Interpol is forced to decline the offer of a military division at this time. The German Empire should not damage or deprive itself of any strength in its search for justice, and should instead use the esteemed 5th Motorised Storm-trooper Division to that end. Interpol does, however, greatly appreciate the kind gesture.

It is of concern, however, to the Standing Committee that "Soviet death camps" and "second world war" are mentioned in the application of the German Empire. Dear Council of Interpol.

You have mine and the Kaiserin's thanks for accepting us into Interpol and we assure you that we will carry our weight to the end of times. We are however disappointed but stand with your decision not to accept the 5th motorized stormtrooper division. But, if you wish once more to call upon the 5th division we shall provide this division for the cause of international justice.

You requested information on the death camps that were discovered during the Third Weltkreig [OOC: I meant 3 Weltkreig.]. Recently we discovered death camps that housed German soldiers during the war in Siberia following expeditions to search for the remains of soldiers in the war. The death camps initially were found to be empty but when excavation crews arrived mass graves were discovered along with a previously undiscovered room which appeared to be an info vault. The documentation within the vault showed the extermination of German soldiers which were purely German. Apparently, Stalin thought that the Germans were all scum for taking away the fertile lands of Ukraine during the first treaty of Brest-litvosk at the near end of the first Weltkreig. The extermination camps were also discovered to be the source of research that created the nova gas that killed nearly 300,000 soldiers during the second battle of Kursk. Luckily research hit a brick wall and the weapon could not be deployed again.

We hope to find the perpetrators of these crimes and hope that Interpol can assist us in our time of need.

The federal government of the Allied States of the Isle of Beithe hereby expresses its desire to join the International Police Force (INTERPOL).

Since its earliest days as an independent nation-state, the Isle of Beithe generally has opted for a non-interventionist approach towards international affairs. To many, we have been regarded as a 'lone wolf' state; but at times, even the lone wolf must join the pack. The Standing Committee knows of the efforts that the Isle of Beithe has put forth in the pursuit of justice in the Beithen case of Federal v Franklin A Simpson, and having held discussions on the matter with both the Stoklomolvi Judiciary Commissariat and the Stoklomolvi Foreign Affairs Commissariat as to their stances, notes that the conduct thus far of the Beithen government has been praiseworthy. In addition, the Standing Committee has investigated recent history and political structure of Beithe, and while there are areas of concern, such as, for example, the refusal of the National Party of Beithe to recognise the World Assembly as a legitimate international body, it has found no areas that would disqualify Beithe from membership in Interpol. To the knowledge of the Standing Committee, the government of Beithe also has not violated Article 5.

There are currently motions to form an Interpol judiciary, and legal advisory from Ms Reinholdt and her international consulting agency would most likely be appreciated. However, it is likely that the Standing Committee will require some deliberation on the matter with the General Assembly of Interpol before her services may be officially accepted. Ms Reinholdt is invited to present her agency to the General Assembly at some time in the future.

Under these circumstances, the Standing Committee, on behalf of the General Assembly of the International Police Force, hereby admits the Allied States of the Isle of Beithe into the General Assembly. The Standing Committee congenially notes, having declared the acceptance of Beithe into Interpol, that the recognition of Interpol authority in Beithe will truly be conducive to international cooperation.
