I am not sure if this is a pun or a free speech joke. I mean, it would make more sense like this:

There are three men, an American, a Pole and a Russian...

The American says to the other two that they should work for food.

No, no, let me explain: See, the American Dog was suggesting that they bark at people until they were given food. You know, like get people's attention to them.

As you know, Poland - at the time of the joke, which was shortly after WW2 - was having food shortages as it attempted to recover from the war. And as for Soviet Russia, well... barking is a sign of disobedience - disobedience is punishable by gulag/death.

So, yeah, that's the joke.

I'll admit, I did plan on a quick sweep of the area... though, I did not prepare any military gear for such speed of romance... like, really, not at all... I honestly didn't even think to do any dancing. But, eh, story moves along and men and women meet. Things happen and... I ain't backing down.
