It's simple; if you want to be a proper ally to Suryak, you supply them with weapons and "peacekeeping troops". If you don't want to help True Carr because you have issues with them, but you still want to stop Oppermenian agression, send naval and aerial units to Brillemea and destroy the Oppermenian-Allied shipping routines as well as their coastal navies. You can do a lot without actively stepping into the war. I haven't declared war upon anybody, yet I have a formidable force in Brillemea.
