The Union of the Islands of Novygrad is many things. It can be a beautiful island chain with blue waters, clear skies, and bustling cities populating a land that has largely recovered from the civil wars and unrest of the past. It can be a tourist destination, one of the rising countries in Ausozera, or a mysterious land tucked away behind a curtain of its own creation. At the same time, Novygrad can be a nation infested with criminal cartels, with no-go-zones in the cities and shootouts that leave casualties indiscriminately. In a way, the differences between the rich and poor are a tale of two halves. The successful are very successful. And those at the bottom are left with no way out.
Palandosk is the worst city in Novygrad, by far. Located on the eastern part of the Madino island, and formerly a major port city, it’s fallen on hard times in recent decades as industry has moved out of the city and into other areas. Paladosk was damaged when the socialist government of Novygrad fell and was replaced by the current system, and it hasn’t recovered since. Crime rates are through the roof compared to the low national average, gangs and cartels have more power than the city government, and many citizens either work for little or don’t work at all. The crime rates in Palandosk are a result of the situation in the city, and that situation isn’t a good one.
The Palandosk Cartel is the largest criminal organization in Novygrad, but before 2014, its largest product wasn’t illegal. Veralium is a highly potent hallucinogenic drug created originally in Novygrad, and used in the local Novian religion to cause ego death. The drug, which is vaguely similar to DMT, is one of the largest products of the Cartel and also one of their most profitable exports. It was changed to a restricted substance in 2014, after a controversial vote, placing several restrictions on its purchase and making it harder to obtain outside of the Church. As a result, the Palandosk Cartel has both gained strength and been driven underground, entrenching in the city that they’re named after… Palandosk.
In late 2017 and early 2018, Novian authorities began Operation Eclipse, with the goal of raiding the parts of the city directly controlled by the cartel and curbing their influence and their ability to export Veralium to other nations. This was a largely unsuccessful effort that proved to be harder in reality than on paper. As it turns out, the Palandosk Cartel controls a strip of territory in the northern party of the city, and they won’t give it up easily. Military weapons, elaborate traps, and coercion of the local citizens were used to fight back against the authorities, and Novian police were left reeling.
Now, Task Force Saber is being assembled from both Novian and foreign police and special forces units, with the goal of eliminating the cartel and their leadership once and for all. Their targets include cartel leader Yemelyan Parlov, as well as regional leaders and distribution centers, in addition to the Black Strip that the Palandosk Cartel controls in the city of Palandosk. With the cartel becoming more than a Novian problem, it’s time for other countries to step in and help do something… But of course, it’s not as easy as it sounds. Nothing ever is.

The goal of Task Force Saber is to take control of the Black Strip area of Palandosk, as well as eliminate leaders of the Palandosk Cartel. The main targets are main boss Yemelyan Parlov, and underbosses Lavrentiy Aleksandrov and Yaroslava Sokolovsky. These targets will be well protected and have evaded capture by local forces since 2017, making them difficult targets. Each nation in Task Force Saber will send members of their own police forces or special forces, with each nation’s contribution totalling 8-12. Involved nations should submit their team compositions to Task Force Saber ahead of time, for planning purposes.
