Under the Burning Sun - The War of Wars (IC,TG for Invite)

This is an alternate history RP for the The Union of British North America and Japan and Pacific States. Others may join, but must telegram me first.

The Point of Divergence is 1768 where the Thirteen Colonies strike a deal with Britain to gain more autonomy and remain in the British Empire, and most of North America becomes part of the British Empire. Other divergences from actual history follow, and will be revealed later.

This conflict, the War of Wars is a parallel to WW2, but will not be that conflict exactly in terms of dates, people (monarchs may be historical), or battles or other events, though they may reflect WW2. This RP will primarily take place in the Western and Southern Pacific, though European and Central/Southern African theaters are possible (if not then not a problem). The result of this war is the defeat of the Middle Europe Alliance and the signing of the Treaty of Wurzburg, which ends the colonial empires of Germany and the Netherlands, reparations from the defeated are paid to the victorious (only to end in a treaty a year later), and the UBNA and the Empire of Japan are the leading superpowers of the world.

Be sure to include dates on posts so that passage of time can be clearer for readers. Any OOC notifications please clearly mark at the top of each of post before going into IC.

An alt-America that had a grand bargain struck with London in the 1760s and remained under the British Crown (Turtledove's "The Two Georges"), mixed with some of Sobel's "For Want of a Nail" and a lot of the anthology "Columbia and Britannia," the sci-fi NZ novel "Anno Domini 2000 or Woman's Destiny", and cameos of other alternate histories. “The Rock of the Britannic Commonwealth,” an alliance of Britannic and former colonies as partner-nations in personal union and/or in association.

North American Legation to Japan, Kyoto


Envoy Extraordinary and Minister Plenipotentiary to the Empire of Japan for His Majesty's North American Government Sir Robert Bingham sat worried as a naval attache read a report from a Royal North American Navy (RNAN) flotilla sailing from Rangoon to watch a German fleet heading to its colony of German New Guinea. It was early morning, and Bingham was in his sleeping gown wearing a house robe and slippers. Tea with some pastries were brought in as impromptu breakfast. He felt a great need to finish this project soon and submit early enough to the Bakufu; that's why he ordered to be woken up as soon as any new naval reports were sent to the legation in Kyoto. He had the attache the report aloud.

"15 German ships, including several dreadnoughts are believed to be en route to Simpsonhafen to reinforce the Kaiserliche Marine flotilla already there, along with deploying several thousand more troops to bolster defenses." reported Captain David Ryder. "It appears that they will be planning to either invade British New Guinea or put up a good defense if war breaks out. Victoria and London surely know about this." replied Sir Robert. "Not only that, Sir Robert; we have reports two weeks ago from patrols in the Province of Shonaland in the Union of South Africa has seen some river crossings by German colonial and regular troops onto our side. No doubt trying to figure out how many troops we have close to the border of German South-West Africa. They'll try to take New Birmingham, and have a road into the heart of South Africa." said First Secretary to the Minister Neville Wright. "Indeed. This formation of the Middle Europe Alliance ten years ago has really gotten us on procuring our own leagues. First with France to protect Western Europe and the Mediterranean, and now with Japan and China to protect the North Pacific and Northern Asia from Russian expansion. The bears have gotten nosy across the Yukon, and that was a month ago. And even the Japanese GHQ have reported Russian frigates too close in view of Nagasaki and Russian troops too close to Khalkin Gol." said the envoy.

Bingham and his assistants were having their final conference on the presentation draft for the Shogun tomorrow. Sir Robert was given wide latitude in the language and in negotiations--a treaty to bring a military alliance between the United British Empire and the Empire of Japan and the Republic of China to deter Imperial Russia from moves in Alaska and in the Siberian Far East. Hopefully this will make the Middle Europe Alliance think twice.

"The Bakufu have really warmed up to this league, over these last few months. They clearly are waiting for us to give them what they want, Your Excellency." said Wright. "Alaska, and The Hun's own slice of New Guinea. They already got the Philippines when the Spanish Kingdom fell in '21, and we heavily revised the Unequal Treaties in 1900 and 1902 so that Japan and China embraced the UBE and receive better trading rights, and eventually stand on their own two feet in the world." replied Bingham.

Indeed, the United British Empire, led by the sister nations of Britannia and Columbia, of the UK and the UBNA, have pushed since the end of the 19th century a foreign policy of granting better treatment of non-white peoples within their realms and with non-whites leading other countries. India was made given home rule in 1917, finally ending a lot of British administration and leading to many natives occupying key bureaucratic positions.

"Are you suggesting, Sir Robert, that Japan and China are sisters just as Britannia Gloriana and Columbia Magna are? Zipang and Cathay?" inquired Neville again. "Most likely, yes. Imagine them in their own union, they could soon be an even greater force to reckon with on the world stage. Just like us, they can change the world."

With that note, Sir Robert adjourned the meeting and ordered the translators and typists to finish the technical work and have the presentation draft ready tomorrow morning for when he and a small delegation would travel to the Bakufu for final approval and then the Imperial Palace for the Emperor's nod and seal.

Captain John Smith of the North American Army sat outside an office with his leather briefcase. Transfer, I know it will be a transfer. An intelligence man like myself does not stay in one place for too long. I should have enjoyed my desk-bound service in Drakestown more, not have complained so much... he thought to himself. "Captain Smith, The Minister will see you now." Smith got up, quietly thanked the attractive secretary, who introduced herself as Helen when he arrived to the Minister's offices. Her face will launch a thousand men to the recruitment office in a heartbeat. he thought to himself again.

"John Smith, the hero of 1934, the one who vanquished those Sons of Liberty in Hathaway, Oregon Country." said Minister for Militia and Defense Clark Ewing. "Ah, sir, it was nothing, really. I was a fresh Army first lieutenant, straight out of Kingston RMC." said John, trying to minimize the memories. Smith went to his hometown of Hathaway, Oregon Province after graduation, which was named after the North American explorer Andrew Hathaway who charted the area in the early 19th century, to see his parents before he was given either a deployment or a desk job. He studied reconnaissance and intelligence-gathering at Kingston, and when he was in Hathaway he discovered a Sons of Liberty plot to blow up the bronze memorial statue of Andrew Hathaway and kill many spectators who would be visiting to hear the Governor-General's speech. "You saved His Excellency's life, you uncovered the plot and helped the Mounties and Provincial Militia stop the bloody traitorous Sons." What Smith didn't tell people that it was several childhood friends that were the ringleaders, and he had to kill a couple when the Oregon Militia and RNAMP raided several homesteads and uncovered weapons and explosives. The rest were given either life in the gaol or the gallows, a lot of them the latter. "You should attend the GG's "semi-offical" dinner tonight; 7 pm, black tie, and it's just the Cabinet with some non-politico guests, such as yourself. Bring a date, too."

"Yes, of course sir." said John. No more of this Vicky claptrap, please Lord. he thought to himself again. "Anyway, Captain," said the Minister in a more official capacity. "You're next assignment I'm giving to you personally because it is of the utmost importance to the safety of this Union and of this United Empire. The King-Emperor and his teabag of a Prime Minister are apprehensive over the recent waving of big sticks by the Germans and Russians. War is a definite possibility. We're still not over the sinking of the commercial cruise ship Pendragon, even though some say it was an boiler accident." "What would you have me do, sir? Go 20,000 leagues under and see if it was a U-Boat?" The ship was sunk just off the coast of the capital of German New Guinea, Simpsonhafen. All souls were lost, and it was unclear what happened.

"Don't joke like that. You're going to German New Guinea and working with a Japanese contact there." said the Minister. "Here is the file, don't open it until you get back to your hotel room. You will work with this contact and see what happened to that ship, and find out any plans by the German forces stationed there. Then you shall head to Port Morseby and give your report to General Macindoe. You leave tomorrow evening and will arrive in Port Morseby in a week. You will then find a way to Simpsonhafen. Any questions?"

"Who is my contact?" asked John. "He is a mysterious fellow, I hear, but reliable." The Minister stood up and John quickly copied him. "See you tonight, Captain; you'll get some more information then."

An intense debate,which can evolve into the squabble at anytime,was going on in the Assembly hall.All the arguement and squabbling had almost no point,since no voice could be clearly heard in the 300 strong Assembly..

"Order,order"said a man who could be distinguised by his elderly looking traits,and his higher sitting position,he was the Speaker of the Assembly as the small naming board on his table pointed out.
"Mr.Chatrajee,please express us the points of your proposed bill again."said the speaker after it quitened down

"Yes,of course."as a man in his late 20s stood up from his seat.
"The main point of this bill,as proposed by the Direct Action Party,is to impose tarrifs on British and Indian goods entering the province.It...."

"Aren't the present tarrifs high enough already?"interrupted the man sitting near the Speaker,namely Prime Minister AK.Fazlul Haq."If the tarrifs are increased more,than the hardships of the people will be more intense,and also,our economy will be in shambles.Surely,the Direct Action Party didn't think of the fact that they(the British) can do the same to us.And this time,it won't be a single province acting against an entire country,rather an entire country against a province."

"But isn't this a small price to pay?They will do something like this sooner or later."said a bespecaled man,with a bald head which looked like a crescent moon."The British,and by that extension,all the other provinces of India,seek to exploit the rich and luscious land of Bengal.If we stop trading with each other,then it will be seen as an act of rebellion,which the people of Bengal obviously want.The people,everyone in Bengal want a complete break-off from the British,but this assembly fails to realise that"

"We need to do something about the Russians and the Germans. Their movement of warships both close off our home islands, as well as in in the south mean only one thing. Invasion. Invasion of us, and Invasion of China. I personally have four communiques from Chiang Kai-Shek asking what we intend to do. What are we to say?" Regent Nishi Saionji asked as he looked down a long hard wood meeting table to the Shogun, Yashiro Kujou, the head of the 3rd regency house of Kujou, appointed by Emperor Hirohito to be the leader of Japan both in state and military. "At this current time the only thing we have in great numbers is destroyers as well as our heavy cruiser and some experimental aircraft carriers, without assistance from the British navy we cannot do much." Shogun Kujou said as he looked down the table to Regent Saionji.

"If I may... I have a solution as to our heavy gun warships." Regent Raiden Mitsurugi stood up and looked down the table both ways then to the Shogun. "Go ahead, Regent Mitsurugi." Yashiro said allowing Raiden to have the floor. "In secret, since last year in December, I commissioned two warships of immense size, I have estimated the full load displacement of each ship to be around 72,000 long tons. Their overall length will be 263 meters, from the beam it will be 38.9 meters and armed with nine 46cm cannons. It's armour on it's main three turrets will be 650 mm (26 in), 410 mm on it's sides, and lastly 200 mm on it's deck." Regent Raiden reported and Yashiro as well as just about every other regent looked to Raiden with confusion plainly written on their faces. "Regent Mitsurugi..... It sounds to me you're building a floating fortress, not a battleship." Yashiro said as he sat back in his chair as if to take this information in and figure out what to do with it.

"That is right. And there are plans for three more of this type. As of currently, both warships are classified as objects 1, and 2. Everyone who knows about them has been signed to an oath of secrecy and not even those building the ships know what exactly they are building. In addition to this we are keeping close tabs on Russians and Germans in Japan, all over the country. Both the Imperial Royal Guard and the Kempetai are routinely ensuring the security of these warships remains as it is. Virtually unknown to even our allies." Raiden said before sitting down, Yashiro took a deep breath and looked down both sides of the table to the heads of the regency families of Ikaruga, Takatsukasa, Saionji and Mitsurugi.

"Alright. ....But we should as well consider air craft carriers to be top priority after these warships are built. As well. I propose the commissioning of a submarine fleet. The Germans in the atlantic are rather proud of their U-boat fleet. However when they enter the Pacific they will have to sleep with one eye open, lest our subs get them. ...I tell you gentlemen, war is on the horizon. I will speak with Admiral Isoroku Takano and have him plan for an attack on the Russian's naval base at Vladivostok. In addition, we should keep the fleet on standby encase if the British require our assistance should the war come early... Alright, this meeting is dismissed. And remember, Objects 1 and 2 as Regent Mitsurugi have stated are a close secret, no one is to know until it's time to launch them. And then when it is time to launch them, we shall invite President Chiang Kai-Shek and the King of the British Empire. Again, this meeting is dismissed." Shogun Kujou rose from his chair and left the meeting room, two Vassal Retainers of the IJRG as denoted by the red band on their black caps opened the door for the Shogun and the regency council members as they left.

Sir Robert Bingham was enjoying his cup of tea while waiting with the other members of the UBE delegation and some Japanese businessmen and civilian politicos. Mutual defense treaties mean mutual dealings between our consuls and their businessmen, thought Bingham. A complex of cyclical reinforcement of defense policy making and arms industry. General David D. Everhart has expressed criticism of big business in bed with not only His Majesty's Britannic Government but also the His Majesty's North American Government.

The sliding and thin doors opened by some women in kimonos, revealing the effective head of the Japanese imperial government--Shogun Yashiro Kujou. The counterpart to the Governor-Generalship, to Francis Douglas Macmillan Prince. Macmillan Prince has not only been instrumental in getting North America out of the Great Depression of 1925 to 1934, but also the continuation of improving relations with East Asian countries since the days of Martin Roosevelt. Martin took the head of the Japanese legation to North America on a ride of His Excellency's private airship in 1902. Now, since taking office four years ago and an upcoming general election in the bag for the Whigs in Parliament, Macmillan Prince will continue this policy of "Good Pacific Neighbors" and secure this alliance--the Pacific Entente against Germany and Russia.

"Your Majesty, Shogun Yashiro Kujou. I am Sir Robert Bingham, Envoy Extraordinary and Minister Plenipotentiary to the Empire of Japan for His Majesty's North American Government. I represent the interests of not only North America, one of His Majesty the King-Emperor's Dominions in the United British Empire, but the interests of that United Empire's Dominions, Protectorates, and Colonies. His Majesty the King-Emperor sends good will and wishes to His Imperial Majesty the Emperor of Japan and to Your Majesty the Shogun. The Ambassador of His Britannic Majesty of the Mother Realm, Sir Vernon Dunmore, will attend the signing and attestation of the treaty of friendship and security between our two realms and two empires. I have been instructed to finalize any details that are still unaccounted for in the last round of negotiations." said Bingham after he bowed. He was awestruck in seeing the Shogun in his military uniform, a very Western cut of cloth. The rest of the delegates and the Japanese civilians stood up and bowed, and Bingham had the honor (or burden) of being the spokesperson of the entire assembled group.

The Shogun exchanged similar pleasantries with Bingham, and motioned everyone into the next room for the finalization of the treaty. One of the major points of the leasing of an island port, Okinawa, for use by UBE Forces.

The Chamber of Princes was in heavy debate over the increase of tariffs from Bengal. Sir Sayajirao Gaekwad III of Baroda State rose and the Chancellor of the Chamber recognized him to speak. "Gentlemen, the actions of the Provincial Assembly of Bengal are out of line, but we all have the right as Provinces and Princely States to affect the economies of our territories in the ways we see fit according to the Indian Home Rule Act 1917. My state keeps in line with the Imperial Preference and Imperial Free Trade Policies on Tariffs and Duties, but the actions of Bengal are not to be met with extreme condemnation but with diplomacy."

Several Princes raised objection to that point. "A threat to what we all have gained so far!" yelled one prince. "Radical action will not bring us closer to full autonomy, it will only close the opportunity!" yelled another.

"I propose we request the Viceroy and Governor-General to establish a delegation of British and Indians to negotiate with the Province of Bengal." motioned Sir Sayajirao. A vote was taken, and a majority approved of the motion. In the next few days, a British-Indian delegation will visit the Bengal Province to reduce tariffs. The Marquess of Willingdon, the Viceroy, ordered the establishment of such a delegation.

"Monsieur le President." said Dame Dewasenta Curtis, an Iroquois woman the head of the North American Legation to France. She said the way to address the President of France again, practicing all the way on the car ride to the Presidential Palace. She was the first female envoy to another government, and the first native woman as well. A major milestone for the Iroquois and all native peoples in North America. She got the appointment because of her loyalty to the Whig Party, but the Whigs were for improving the lot of the several peoples of the Union thanks to Macmillan Prince's policies of inclusion. She was a translator and a diplomat for the Foreign Ministry during Burgen's time, and now she had achieved a major accomplishment in her career. She was vouched by Macmillan Prince and by the British Prime Minister and Foreign Secretary for her work in garnering Indian support for the Federation of Indian Provinces and Princes, the semi-Dominion which granted home rule to all of British India.

She was on her way for her accreditation and for a later secret meeting on the renewal of the French-British Atlantic Entente, an alliance of deterring German aggression in Europe. The military attache, Captain Thomas Danesby, wanted to discuss French fortifications. Dewasenta's responsibility was to ensure the broad strategic objectives of the United Empire in Europe were met in the renewal of the treaty with France. A long discussion with Monsieur le President indeed.

Faizan Ryan was sipping his cup of tea,in the balcony of the duplex house situated in a large complex,looking at the sun setting at the horizon.He was complimenting the tea,gifted to him by a local tea-growing zamindar(feudal landlord) in Assam,to the attendant who was fanning him.But his peaceful teatime was soon interruped by Prime Minister Fazlul Haq,who burst into the room.

"Your Highness,I bring terrible news,from Delhi..."said the sweating man in the suit.He seemed to be holding an envelope in his hand,bearing the symbol of the Federal government.

"Please hang your coat over there,and take a seat.Please explain to me from the beginning.What happened?Take all the time you need"said Ryan as he put the teacup back on the table,and then signalled the attendant to take Haq's coat,and fan him for sometime

"It's the viceroy."said Haq as he got the contents out of the envelope."The Federal government have begun to complain our tarrifs.According to this telegram,it was discussed in Delhi this morning.The Provincial heads and princes are telling us to give up our tarrifs.Apparently they are sending a delegation to the next Assembly meeting..."

"I told you guys that imposing tarrifs was gonna be a bad idea.But who am I kidding,I became the family head,and no one wanted to head the opinions of someone "who just began to learn the ropes".What do you want me,the ceremonial prince of Bengal, to do?"said Faizan Ryan as he was scratching his head

"I don't know your highness,you tell us.Please attend the emergency cabinet meeting I've just called at the Prime Minister's office.And give us your advice on how to deal with this situation..."

"Well that's a surprise.Speaking of tarrifs,what of Bose?Any idea where he went after he strode out?"

"As our intelligence suggests,he's heading west,to his ancestral home in Kolkata.We won't hear from him for sometime..."said Haq as he took off his coat from the wall hanger

"Well,keep an eye on him.Things may not appear as they are.And also,keep tabs on the Direct Action Party members.I will see you at the meeting tonight...."said Ryan with a plain face,which eventually turned into a grin after Haq left the room

March 6, 1936

The navy of the Republic had fallen behind some of the other great powers in recent years due to the perceived threat to the east on the Continent. The fleet's sailors and commanders alike had been dismayed to see plans for submarine expansion shelved as the budget was reallocated to the army and air force, however the news was not all bad. The first of a new class of aircraft carrier was entering service; the Joffre. Displacing approximately 20,000 tonnes and capable of carrying 40 aircraft, the ship will be one of several icons of the country's military prestige. Experienced commander and combat tactician Admiral Leonard is given command of the new ship, and will direct a new North Atlantic Task Force. He smiled as he watched the European coastline grow distant behind them as the carrier and its escorts headed out into the open ocean of the Atlantic.

"A pity the next of this class is not expected for another four years," Leonard lamented to one of his more trusted senior officers. "I have a feeling that it may be needed sooner."

"At least the new administration is understanding of our situation, despite the lack of immediate budgetary assistance." the man replied. "Don't forget that not long ago Paris was still trying to hold onto the Courbet ships, and that class is almost as useless as pre-dreadnought these days."

Leonard smirked at the memory of how that discussion had fared in the Toulon headquarters. They may be loyal to the civilian government in Paris, but even they had been forced to protest the continued use of ships with obsolete weaponry and antiquated capabilities even after refits. Luckily they were little more than accommodation hulks or training ships now, with far superior battleships of modern standard in service.

"This vessel is a step in the right direction, and for that we should be thankful. The more we continue to modernize and update our tactics with the latest equipment, the better prepared we shall be when our confrontation with Germany occurs."

Of that the two men said nothing; to those in the armed services, of all branches, it was viewed as an inevitability. It would only be a matter of time before Germany, or France, emerged as the final victor of their historical feud at the cost of the other.

President Reynaud smiled as he greeted each member of the foreign diplomatic mission from across the Atlantic, however even as he gave a well-rehearsed speech to his guests in a meeting hall used only for classified discussions of foreign affairs, his thoughts were elsewhere. This meeting was of major significance for the future of the Republic, and any new commitments which could be secured would be crucial in ensuring that the balance of power remained stable following the growing strength of the Middle Europe Alliance. Before the foreign dignitaries had arrived, the War Ministry and a panel of economic advisers had spent an hour and a half making clear to the President that being aligned with the Anglosphere's huge military and industrial potential were of vital importance for the Republic's own prospects. As a result, reinforcing the Atlantic Entente was of priority. There could be no mistakes on his part.

"And so I hope that our common interests, values, and mutual desire to forge an era of stability and prosperity can be best served with even closer cooperation between us." he said, coming to the end of the speech. "I trust that today we may not only renew our alliance, but also find new areas that may be faced together. I look forward to hearing any proposals you may wish to make, as well as hearing your thoughts on some of our own suggestion."

Anthony Lloyd, the Secretary of State for War, entered his office with the task to strengthen and modernize the British Army. He would first have to speak with the Prime Minister, James Stanhope, to ask for more army funding. He would bring it up at the cabinet meeting.

The cabinet's meeting started in the early afternoon. The Secretary of State for War, asked about increased army funding, to modernize and strengthen the British Army. The Prime Minister agreed to raise army funding by 15%.

Prince Henri smiled for the cameras. He travelled all the way to Provence-Nouvelle, a large city in the countryside on Australia's west coast, to talk about the reforms that he wants to implement in the nation's air force. Henri is wildly popular in the United Kingdom, and he's been hailed as a uniter of the four biggest ethnic groups in the nation's territories: French, British, Dutch and German. He feels that the nation's current policy of only training Francophone officers, and ordering officers to talk to their troops in French, is a bad idea, considering that it worsens the social threshold between the French upper class and the farming classes of the British and Dutch. He thinks the policy barricades a professional army with ambitious soldiers, and some generals back him in that school of thought.

That exact theory was very controversial today. The young Henri opened the first official school for military aviation,the Royal Air Academy. Some media outlets propose that the air academy will be home to very progressive ideas and doctrines, among them that of the multilingual army. Perhaps the air force would be the first real multilingual force in the nation. Aside from progressive political and social theories, the idea of a centralized air force that is independent from ground troops seemed idiotic to the old guard before Henri announced that he supported it. Henri thought that the introduction of bomber aeroplanes to naval combat was important, especially if he looked at the new french "Carriers", as international papers called them. Henri wasn't sure about using carriers, as they were very expensive, but he did know that to build up a strong coastal defence, one needs naval bombers. Aside from the air planes used to bombard ships, fighter aeroplanes were also very important. Henri thought that these machines should fly independently in some circumstances, and that they, instead of covering bombing raids, should be used to search and destroy high-profile enemy aerial targets. This academy would help him to entrench that doctrine, considering that he hoped that it would be home to military geniuses, with whom you could talk and debate over the role of a modern air force. Henri only served as an officer in the army's reserves, but he knew that, if a war broke out, he'd fight with his troops up in the sky.

And so the prince cut some ribbon, as was protocol, and held a short speech. He happily proclaimed the academy to be open, and hoped that its yields would be utilized, before a possible war could break out.

An aviation academy for pilots and aerial officers has been opened in Nouvelle-Provence, western Australia. The training of competent pilots will be accelerated.

The entire building was in a flurry of action. Reports on the wireless and in the cinemas the last couple of days have accelerated meetings between the governments of His Majesty's Britannic and North American Governments. Cables and telegrams were spilled all over the floor in the main office of America House, right next to a table displaying a small scale copy of the famous statues in New York Harbor, the "Twin Goddesses of the Sea"--Britannia and Columbia locking arms in solidarity and sisterhood; the former wielding a trident in her left arm, and the latter wielding a torch.

Staff were running around America House, rushing to create and revise various diplomatic, political, military documents. America House is the liaison office between North America and Britain, and home to the American Secretary to the King-Emperor, Sir Harley Shaw, the chief adviser on North American affairs and context to His Majesty George VI, the King-Emperor. Shaw arrived from Clarence House from a private meeting from the sovereign to meet with the Secretary of State for North America Nathan Kitteridge, the North American Minister for External and Imperial Relations Courtney Judd, and the Chief of Staff of the North American Army General David Everhart. They were all waiting for a meeting with the Prime Minister of the United Kingdom, James Stanhope, and the British Secretary of State for War, Anthony Lloyd. This conference would be one of many in the next few days between the representatives of HM North American and British Governments in order to create an Empire-wide defense general staff and strategic coordinating body.

A few minutes after Shaw, Judd, Kitteridge, and Everhart sat themselves at the table, the UK Prime Minister and the Secretary of State for War entered the room. The North Americans all rose to greet them. Kitteridge, being the one who proposed this important meeting and advising both the PM and the GG on going through with this, spoke first. "Gentlemen, it is with great honor to see all of us together here, to help lay the foundations for continuing our great Empire and ensuring its defense. These last few decades have shown great changes in the world, not only with technology and social change, but also in key relationships and understandings. We need to make changes when needed, to ensure we keep our to our duties."

Judd, being the most direct representative of HM North American Government spoke second. "Indeed, His Excellency has pushed for closer defense and foreign policy coordination between the First Dominion and the Mother Realm. This meeting should be the first of many to ensure greater coordination and understanding. We should not be strangers to each other. We share a common language, culture, political system, sovereign, and kinship."

Kitteridge spoke next: "The agenda for this series of conferences is as follows: alliances with France, Terre Australes, and Japan; the prospects of war with the Middle Europe Alliance; and the establishment of a coordinated and integrated defense general staff and planning mechanism."

And finally, Shaw summed up the King-Emperor's thoughts: "You know His Majesty's opinion on this as well as I do, Prime Minister. Our nations are sisters to one another, we should try to work together."

Dame Dewasenta Curtis rose from her seat, walked up to the podium that stood in the front of the set of seats for the representatives from the other side of the Atlantic. Many people looked at her strangely, but she was not deterred. She was a woman, she was an Iroquois, but she was also given the authority and trust by HM North American Government to represent it in France. "Monsieur le President, Mesdames et Messieurs, an understanding between both sides of the Atlantic, the pond we all share, is necessary. The alliance between members of the Atlantic Entente shall be renewed, but it should also be expanded and updated. Economics are increasingly becoming more important in our governments, especially after this great downturn in business activity that began several years ago. We ought to consider improving trade to not only help our own workers and industries but also each other reciprocally. Lower barriers to trade were goals of our free trading thinkers of yesteryear, we should revive their aspirations.

Our alliance needs to updated so we are not only prepared to defend our interests and deter aggressors though armed force, but also sow the seeds of negotiation and hopefully have an enduring peace. Peace is not only achieved through deterrence but also diplomacy. Perhaps, now is the time to think of a forum for the world to discuss issues, and to hopefully negotiate and compromise to avoid conflict. My ancestors did so and created the great confederacy that stands to this day. The same can be said for the formation of the Union on the North American continent in the late 18th century. And now, we have this Anglo-French entente. French and Anglo Americans working together, and now the English- and French-speaking mother nations working together. Perhaps there should be a forum for the many nations of the world.

Several more dignitaries spoke, emulating what Dewasenta said. After that presentation, Captain Danesby and Dame Dewasenta approached the French Foreign Minister with a missive, requesting a meeting between all members of the Atlantic Entente to discuss a response plan to a German invasion of France backed by the Austrians and Russians.

Governor-General Francis Douglas Macmillan Prince, known affectionately throughout North America as Macmillan Prince, was relaxing with brandy and a cigar on this Tuesday evening, listening to tonight's wireless news report. In his private study, he had newspapers all over tables and the floor, but he did not care. It was his study until the Crown asked him to step down, after a new parliament was elected with an opposition win, the election that was approaching in several months. While several so-called experts said a Whig win, it was still several months away and if the Tories manage to strangle him over the economic recovery, which is possible despite the recent improvement, he would have to step down.

The Crown appointed and supported the GG with a royal salary, but in line with democratic accountability and constitutional monarchy, he was recommended by the North American House of Commons majority party to the monarch, who would then appoint him. Recommendations happened every four years, the first item of business of the Commons after a general election, giving him de facto four year terms. He was the effective head of government and national leader of North America. He had a lot things to worry about.

There was an attempt on his life two years ago in Hathaway, Oregon, by the Sons of Liberty, a separatist group wanting to kick out the Crown as well as the various non-Europeans that lived in BNA. The Sons' platform sounded a lot like the national populist movements in Europe, calling for national rebirth, discrimination against ethnic groups, and more state planning in the economy. They arose in response to the bad economy that began in 1925, but he and the Whigs called for inclusion and reform.

"Sally, can you come in here? I need to do some dictation." asked Macmillan Prince loudly. "Of course, sir. Let me get my pen and paper." she responded from the other room. She entered his study, sat down at a table after clearing away some newspapers that were a few days old, and was ready. Macmillan Prince first dictated to Sally invitations of the envoys from Terre Austales and Japan to meet with him at Number 16 in a couple of days to discuss a meeting of members of the Pacific Entente. The second dictation was a letter for the North American High Commission in India to meet with the Bengali representatives to resolve the trade dispute. He heard a lot about that in the Indian American daily The Subcontinent Abroad.

The Governor-General was the viceroy of the Britannic King here in North America, but he was the effective proconsul for the overall imperial administration in other parts of the Empire. GG's had better chances of successful dealings with other British colonies than the mother country due because they were key in improving affairs like with Indian or Irish Home Rule.

Indeed, the GG was a busy man, about to be even more busy.

Blood-red sunlight shone onto the occupants of the Governor's grand dining hall, illuminating the unusually-full table and everything on it. The host, Governor Schnee, requested for the curtains to be closed and the light to be turned on. Heinrich Schnee was serving as Governor for the second time - since 1933, with his first stint lasting from 1912 to 1921. He was the pre-eminent voice in German colonial affairs, respected by all for his development policies in Germany's largest colony. But for all his authority and experience, when a quiet, yet firm "No, don't" sounded from the opposite end of the table - more specifically, from the guest of honour - the servant immediately stopped in his tracks and bowed. For the one who issued the order was someone more important than the Governor - it was Wilhelm II, German Emperor.

The Emperor had arrived to East Africa six days ago as part of his annual tour of colonies - a recent tradition, adopted in 1925 after the Reichstag gutted the Emperor's prerogative. Having already been to Togoland, Cameroon and South-West Africa, Wilhelm allotted a whole week to the inspection of Germany's crown jewel. He spent said week being briefed on the boring, yet important numbers associated with the colony, touring schools, government buildings and plantations, but every day he returned to this electrically-lit, European palace in Dar es Salaam. This was his last evening here, and so he decided to tell Schnee all of his built-up impressions. After making sure his request was heard, the turned his head to the left and leaned in, peering at Schnee. Then he spoke:

"My dear friend, I hope you do not mind if we spend some more time in the natural light of the sun, as I have come to prefer it to that damned chandelier. First, I must repeat what I have said for the past several years: You have done a good job. Even during your first time serving the Reich as Governor of East Africa, you were able to uplift this barbaric place from the bottom and make it into the most advanced and pleasant land in all of Africa. Indeed, with results like that, I assumed that when you retired, it was because you were exhausted. I am glad to see you back at it..."
The Kaiser talked in many words, likely to compensate for his now-flat, unimposing voice, but before the attentive Schnee knew it, the sovereign finally got to the point.
"I am planning to drastically improve the Schutztruppe presence in this land. Of all the places in Africa, this is one I definitely do not plan to lose - and say what you will about their current competence, I don't believe that your small force, one mostly comprised of the locals no less, would be able to defend it. You will divert resources to house them and to keep them fed; And, if possible, it would be of great help if you could increase the production of weapons with which to arm them."

On the inside, the demand shocked the Governor. This demand could send the development of East Africa a year back, nay, two years! But the Kaiser was the Kaiser, and so Schnee replied quickly:

"It will be done, Your Majesty. Heuß, your thoughts?"

The tall middle-aged officer, who sat close to the middle of the table and had been talking to the Kaiser's daughter Victoria Louise, rimmediately strightened out and spoke up:

"His Majesty's request is wise, considering our precarious position between Britain's two colonies and the Belgian Congo. However, my predecessor, Herr von Lettow-Vorbeck, and myself have both assumed in the past that either of us would be commanding a concentrated force of Schutztruppe against dispersed English forces; with this expansion, I believe a new strategy would be needed, one involving fighting the other colonial powers on their own level, perhaps even with front lines being established. I advise that trained, experienced officers be brought here, so there are trustworthy men to whom I might delegate command."

Not waiting on anybody's answer, the Kaiser's daughter asked a question of her own:

"And what of the political reaction? Surely, the British would be extremely apprehensive toward any German military activity in the region. They would think we are preparing for war."

Her father parried immediately: "Well, let them believe that. Perhaps then they will cease their endless machinations around New Guinea, and focus on safeguarding this continent instead. Either way, I'm too old to care."

The previously-mentioned Paul von Lettow-Vorbeck, the retired old husk whose mind refused to dull, suddenly opened his eyes wide and retorted: "Many of us are getting old, Your Majesty. That doesn't mean we should give up, matter of fact, it becomes all the more urgent to secure the future for our descendants"

Tomorrow, the Kaiser's court would travel by plane to Russia, and from there - to New Guinea, the last colonial position the 77-year-old Emperor had intended to visit.

Chancellor Lindemann exhaled in exhaustion. For the past several weeks, his duty had been becoming increasingly unbearable, and he knew exactly why. From all sides, he had been pressured: The liberals were demanding a reduced focus on the Navy, the Conservatives wanted ten more dreadnoughts, the socialists (Easier to deal with, as they weren't in his government) clamored for an even shorter work day, and the Emperor from above had been urging him to call new elections. That last request was looking more and more appealing to the fifty-three-year-old Christian Centre politician - who knows, perhaps, he would be voted out and this nightmare would end. But he knew that even if he were to oblige his sovereign and drop that bombshell on the Reichstag, the flag hanging outside his window would prevent him from throwing the elections. Yes, even from the inside the Chancellor was pressured - by his conscience.

Just then, his assistant appeared before him.

"Excellency, the Foreign Secretary has requested an audience with you. Should I let him in?" - whispered the young man.

In the approximately eleven seconds it took for the Chancellor to register that, he thought the following:

"Ah, hell. That man again. No doubt, either he or his subordinates have ruined our relations with the British for the fiftieth time, and now he will ask me to talk to them - which is his job, mind you - to clear things up and lighten the mood. Who does he take me for, a jester?"

In all fairness, Secretary Gebhard von Altmark wasn't a bad person. The man was just slightly inexperienced and shy, and thus allowed the Foreign Office to run itself for the most part. And - just like all difficult tasks in the Empire - it was now Eduard Luitpold Lindemann's sacred duty to teach the boy how to harness the foreign-affairs-oriented bureaucratic machine he'd been entrusted with.

"Show His Excellency in, Fritz" - the Chancellor finally managed to push out, and the door opened.

"What is it now, Altmark?"

Lloyd asked if the UBNA could set aside 1 area for a naval base to be built near Wilmington, North Carolina and another place for a naval base to be built near Sydney, Nova Scotia. The Secretary of State for North America answered that he would need to check in with the UBNA government before he can tell.

March 8th, Isolated area outside of Kyoto, Honshu, The Empire of Japan

After the meeting with Sir Bingham of the UBE just some days ago, Shogun Kujou arranged for a meeting between high ranking naval officers of the Empire of Japan, and the Republic of China. Today was the day of the meeting, one of which would effect the future of both Japan and China, it being a clear, sunny day, the meeting was held outside under high security from the Imperial Japanese Royal Guard and Kempetai. Sat at at a long wooden table on one side sat officers of the Imperial Japanese Navy, while on the other side of the table, officers from the Republic of China's navy sat. At the head of the table both a Imperial Japanese Navy flag and the flag of the Republic of China stood behind Admiral Isoroku Takano of the IJN.

At the opposite end of the table, Shogun Kujou sat with President Chiang Kai-Shek next to him, besides his own officers. Admiral Takano began speaking. "War is inevitable. To hide this fact is death. The Germans encroach on us from the south while the Russians lay anchor off Nagasaki and the Imperial Russian Army camps out at Khalkin Gol. It is clear, we have no choice but war. There is only one way, a massive sudden strike." Admiral Takahashi Sankichi interrupted Admiral Takano before he could speak further. "And you believe both of us, the Chinese navy and IJN to be capable of such a blow?" Admiral Takano took a second to think about it, would it be possible? As he saw it.. Yes. "We will annihilate the German and Russian pacific fleets in one attack. One simultaneous attack, one of which will require cooperation between the IJN and ROCN. The attacks will take place at Vladivostok and Simpsonhafen. Meanwhile the Armies of both China and Japan will launch a large scale combined force attack against the Russians in Khalkin Gol."

Admiral Takano said, confidant of his plan. Of which was enough for Shogun Kujou of whom looked to Chiang Kai-Shek. "Do you think this will be enough, President?" Shogun Kujou asked Chiang Kai-Shek of whom looked up and down the table and nodded his head. "I believe if we are to secure the future for our countries then we must go through with this plan. ...But it'll be a waste of time if we don't have the British to back it." Chiang said before he looked to Shogun Kujou, Chiang was of course right. "I will speak with the British Ambassador in a few days, we know that the Germans are making aggressive moves in Africa and Europe itself, so we will have to speak to them.."

With that the meeting was adjourned, and the plan approved. After the meeting, Shogun Kujou spoke privately with President Chiang. "President Chiang, I wanted to say something before I forgot. This is top secret, you mustn't tell anyone, not another living soul. You are invited to the launch of a new warship of which will take place on the 24th. I had just learned about the project myself, I will also be inviting the British' own Governor-General and their King-Emperor to the launch of this warship. It will be a private affair, just those who are necessary will be there and should you decide to join, then us and the British." Shogun Kujou said, Chiang stood there, contemplating whether to go or not for a moment before he nodded his head. "Alright, I'll come. This warship must be quite impressive if it's been a secret even to you, with all due respect of course." Chiang said. Kujou simply chuckled. "Yes, it's the pride of our very own Regent Raiden Mitsurugi, his own sort of child if you will. ....Alright that is all I wished to say, have a safe journey back to Peking."

Shogun Kujou bowed his head and Chiang returned the favour before the both parted ways. Meanwhile the IJN, ROCN, IJA, and ROCA would begin planning for the offensive to come in the future, of course in secret.

The Prime Minister's Cabinet and Prince Ryan were present in the room,discussing on the actions to be taken regarding the external reaction to the tarrifs imposed on goods from outside the Province.Seeing the reactions of the cabinet ministers and how the discussion itself was causing a rupture in the cabinet,the man who's been silent through most of the meeting,Faizan Ryan decided to speak up.

"Ok,this meeting is going nowhere.How about we discuss it later when the representatives of the Empire and the other provinces bring in their opinions and views?We may be able to reach a much better decision then.Meanwhile,I have something more important to discuss.So can I ask all the ministers except Mr.Haq and Mr.Anik to leave?"

After all cabinet members except those asked to stay left,Ryan looked at Anik in the eye and with a stern tone asked
"So,what do we know of Bose?Last I've heard,he and his excuse of a party are all in Kolkata.Any idea of what he's doing?"

Anik Obroy,a man in his early 30s and also the youngest to serve as the head of the Ministry of Law and Justice,the division of the government which runs the police and intelligence services,remained quiet for sometime before finally answering
"I'm sorry Your Highness,the intelligence report was wrong.As of now he's not in Kolkata,but rather is in Chittagong.He was also spotted going to the Imperial Japanese Consulate over there.We asked around ourselves in the consulate using a government waiver,and got to know that he just obtained a visa for entry to the Japanese Empire.That is the intelligence report on Subash Bose as of six.pm today."

"But the most important thing is"said Ryan with a small grin on his face "He's still within our reach,since Japan is an ally of the United Empire.The best thing to do will be to advice the Kempitai,which is the Japanese security service,in advance.And if he decides to make any noise that threatens the stability of the province,or if he decides to do something against the Japanese,he can be easily nabbed.Otherwise,we may conclude that he just went there to visit some old friends if nothing happens..."

Governor-General F. D. Macmillan Prince woke up to the feeling of sunshine on his face when his personal valet opened the curtains of his second story bedroom window. "Good Morning, Your Excellency. Breakfast downstairs in the Monroe Room, and the morning edition of The Victoria Post, and other major papers across the Union in the Oval Room, before your boxes." replied Carson, a Briton himself who was recommended by an English earl that was a friend of the GG. "Thank you, Carson. Has Mrs. Macmillan Prince gotten up before me? She usually does for her strolls and exercises in the gardens at six in the morning." wondered the GG.

"Indeed, and Her Excellency is almost ready to have breakfast." said Carson. "Well, can't keep her waiting. We shall get myself dressed." like a lot of big wigs back in the Mother Realm and here in the First Dominion, upper class men had people to help them get dressed. After the ritual, the GG descended the stairs and made his way to the Monroe Room, where Her Excellency Ellen Macmillan Prince sat, reading a newspaper and drinking some hot tea.

"Good Morning, dearest. How was your exercise in the gardens? Find anything unusual?" "Just some garter snakes. The flowers down by the eastern wall are coming up nicely, too." replied Ellen. "That's good. Robert Johnston knows who has a green thumb around here to be the groundskeeper. But I'll let him know about the snakes." 'No, no, they keep the pests at bay and the garden healthy." she replied. Macmillan Prince was slightly dumbfounded by that. "How's junior? Off to school, I've not seen him in a couple days." "Enjoying his New English boarding school, but the kids bully him sometimes for who he is, the son of the Governor-General." she said. "I should go up there. That'll keep his tormentors at bay, a viceregal visit." "If you have the time honey." she said. After the brief awkward conversation, breakfast was served. A typical English breakfast for those on the East Coast, though with some nice French pastries by the new pastry chef who was recommended by the French Republic Envoy here in Victoria.

Ellen was not happy with all of the publicity and responsibility that came with being the wife of the American viceroy. But she went along with her husband because she supported him.

After the nice morning meal the Governor-General went upstairs to the Oval Room, the viceregal main office of business. After perusing a couple of newspapers, he started looking at his boxes from Cabinet. The General Treasurer advises more spending for rural development projects in Appalachia and in the Prairie Provinces, to keep the Promise of Renewal economic reform program going for another couple years. The Home Minister advises a full review of domestic security threats, namely the Sons of Liberty and other separatist groups, once again with news of tensions overseas and possible fifth columns. "Hogwash. The Sons are a thorn in everyone's side, but not strong nor large enough to make America leave the Empire. Though, ought keep them on their toes, the slippery bastards." he muttered to himself.

The Minister for Militia and Defense sent reports from the meeting between the British PM, Secretary of State for War, and the American Secretary to the Sovereign and the Secretary of State for North America and the North American Minister for External and Imperial Relations for putting more RN and RNAN bases on the East Coast, namely Wilmington, North Carolina and Sydney, New Scotland. The Chairman of the Chiefs of Staff Committee and Chief of the Naval Staff, Admiral Sir Joseph Hearst, gave positive recommendations for it. "I think Parliament will grant the funds for this. No doubt help those with marginal ridings. The whip will get their votes."

Next, a report from the Deputy Minister for External and Imperial Relations about the situation in Bengal. A lot of stress in other parts of the Empire since the attempt on the life of the Prince of Wales back in '24. Syndicalist agitation, home rule movements turning violent, encroaching foreign colonial powers. India, Ireland, and South Africa all largely fared better given they all got home rule before everything was roaring in the 20s and 30s. But Bengal and her relations to India was somewhat concerning. Nationalist agitation, along with increased tariffs. No one has anything to gain from protectionism. We relaxed protections to help with dealing with this depression, but in Bengal that could trigger something bad, not only economically but also politically.

Macmillan Prince got out a piece of paper to write instructions to the North American High Commission in Delhi to assist the Viceroy in India with negotiations, again a repeat of two days before, this time with more clear instructions though enough wiggle room for negotiations so they won't get stalled. British diplomats can't have very vague nor very strict instructions, otherwise they'll do the worst thing thinking it was the right thing to do. The same goes for North American diplomats. And the viceroy Lord Inverness wouldn't say no, as he needs all the help he can get. North America is viewed somewhat more favorably than the British administration in Delhi, and was instrumental with Home Rule being granted in 1917.

"I wonder if the legations from Terre Australes and Japan are coming tomorrow for the meeting. I'm sure Japan wants to ensure the treaty is finalized here just as there. And Terre Australes wants our planes, and some destroyers. Their envoy has been talking of buying British and North American." he muttered to himself again.

He was not feeling happy at the start of his day, to say the least.

North American High Commissioner Johnathan Buchanan was finishing luncheon with the British High Commissioner Marshall Gipson outdoors, enjoying cigarillos from the Southwestern Provinces and sharing the last of a bottle of brandy. "It's going to get hot next couple of months, and negotiations will, well, get heated. And then nothing will get done. We must resolve this quickly." Buchanan said, wiping his face with a hankerchief.

"The tariffs are only going to hurt India and Bengal, but that will weaken support for the Empire here if goes on too long. Imperial trade policy has favored Dominions and colonies over non-Empire territories, but the world is moving in the direction of freer trade for all. France, Australia, and North America all desired moving in that direction. London wants to keep preference going, but that's not going to help anyone in the long run. Japan wants closer relations with China and the rest of Asia, but is also trying to renegotiate the Open Door policy. North America was successful with Open Caribbean, perhaps that could be a model. It has more equality than the Open Door policy. Maybe with we should try that with Bengal. Set an example for the Empire and other powers." suggested Gipson, standing up to stretch.

"Gentlemen, the car is ready to take you to the Prime Minister of Bengal's residence." said one of Gipson's servants. "Thank you. If we stay over there, I'll send the car back for fresh clothes for tomorrow, for both myself and Mr. Buchanan here." said Gipson.

The two entered the car, and made their way to the Prime Minister's residence.

Caporal-Chef Johan Kaerssen was cleaning a Tourenne Mk4 fighter aeroplane. The bright red colours around the engine were to frighten the enemy in battle. Kaerssen imagined flying the aeroplane. Its mighty fast-shooting guns across its wings, its massive build and excellent flying speed would be most pleasant to experience, aside from that, shooting Germans would always be a great thing to do, and shooting them out of the sky? Paradise.

A French officer passed him. A snobby aristocrat. Prince Jean's father, Roi Henri VI, hated his decisions to turn back the decisions of the Ancien Regime. He ordered the men close to him to send their sons to the academy, to spy on what Jean was up to, and how close the leadership was to him. Johan rose from his spot, and crisply saluted the French officer. His Gallic counterpart hardly noticed him, and gave him a weak salute back. The Dutch were incredibly unpopular, and the Dutch troops (mostly conscripts from New Zealand) wore a massive Dutch flag on their uniforms, making them easy prey for their French comrades. Johan wasn't a conscript, though. He was here voluntarily, and was highly interested in aviation. This didn't matter to his higher-ups, though, who still treated him like filth. The Dutch had revolted against French rule, so after years of rebellion, the defeated Dutch were seen as second-class citizens. Johan tried not to focus on politics, but instead got back to cleaning the Tourenne aircraft. Why did he even have to clean these things? They were reliable, right? Had anybody even shot these cannons yet? It seemed highly unlikely to Kaerssen. He reminiscened about his childhood on a farm in the Vrystaat, while the bright sun shined off of the bright blue paint on the fighter.

One day Kaerssen would fly this machine, he was sure of it.

Ethnic and lingual difficulties ravage the air force, and the French-speaking, aristocratic populace are the only ones eligible to become pilots.

Eduard Michaelis, German ambassador to Britain since late 1933, strolled in a relaxed manner from his car into the doors of the German embassy. The guard recognised him immediately and allowed him through. Michaelis was just two minutes early for the start of his workday - 8:00 AM. He inspected the sizeable amount of people in the waiting room, applying for visas, and waved in a friendly manner. The Ambassador then proceeded to the elevator - an automated one - and pressed the button for the top floor.

On his way up Eduard remembered being assigned to London - the last head ambassador was sacked for his boorish conduct, which could (and once did) lead to a diplomatic confrontation. Back then the new diplomat promised himself that he would try his hardest to erase the legacy of his predecessor and change the British opinion of Germany for the better. At first, the task was hard: Michaelis was large in stature and never dared to show up in public unarmed, and Londoners oftentimes thought back then that he was some kind of special service brute, and not a real diplomat. Eduard had overcome that quickly enough, interacting readily with the city folk (Primarily with his neighbours) and releasing statements of friendship without any hint of defensiveness or suspicion in his words. He would advertise Germany as a partner, a good friend that never had the intention to harm Britain. He had went so far as to write to Berlin and ask the Chancellor to condemn all traces of Anglophobia in the Reichstag - a move far beyond the Ambassador's competence and likely to result in him being forced to resign from the Embassy, but one that had worked due to Chancellor Lindemann's own desire for peace. But the next obstacle still loomed over Michaelis, namely the British political class. They hated his guts, and would continue to hate him no matter what. That fact 'Ed' found hard to accept after his successes with the public, but eventually even he had to realise that the British politicians and aristocrats did not want an 'equal' or a 'partner' aside from their jointly-ruled Brother Nation that is North America. They would not stand the thought of even the Continental Alliance, let alone Germany on her own, presenting herself as an equal to the vast and venerable British Empire. But Michaelis would not give in. He would make them accept his country's equal status and desire for a fair and mutually-beneficial relationship.

"Germany and her seventy-seven million people, and her twenty million people in the protectorates, will not be enslaved or overshadowed. You must make sure of that. Do not fail."
- Eduard told himself as he exited the elevator, twirling his cane as he finally arrived at his office and sat down, waiting for the secretary to give him the day's briefing.

Foreign Minister Le Roux accepted the Atlantic Entente meeting proposed by both Captain Danesby and Dame Dewasenta, saying that the formulation of a plan for the defense of France was of the utmost importance. He would also produce the following draft communique for their appraisal to form a new series of bilateral agreements out of this meeting before it ends.

Classified Communique of UBNA-France Summit

The two parties agree to renew their commitments to the Atlantic Entente, and also look to cooperate more closely together in the following areas;

I. Conduct joint military training in France.
II. Arrange for BNA officers to assist those of France in supervising the modernization of the defenses along the German border to better reflect the realities of modern warfare tactics and strategy.
III. An agreement to reduce tariffs in France on UBNA manufactured goods in exchange for UBNA reduction of tariffs on raw material imports from the French colonial empire.
IV. Agreement to conduct joint anti-submarine duties in the Atlantic in case of war.
V. Creation of a BNA expeditionary force for deployment to France should Germany invade.





Tourane, French Indochina; 12 March 1936

The explosion struck just as the troops by the docks had been about to change shifts. It seemed that the garrison, which was stretched thin by efforts to contain local bandits, had finally left an opening large enough for the docks to be attacked. Rifles, looted or stolen from patrols across the lawless areas of the countryside dominated by pro-independence militia, were used to suppress the surprised French defenders while rebel forces quickly moved in and set fire to one of the main rice warehouses and overturn a cargo loader. In a final act of defiance, the Vietnamese fighters lowered the tricolor flag and burned it, before fleeing as more military and police officials began to arrive.

"This cannot continue." a merchant said, watching from afar as the smoke drifted over the harbor. "It is bad for business, and for security. I shall have strong words with the administration next time I am in Saigon."

"You think this is bad?" Charles le Roux, the French landowner of a major plantation replied. "They've been raiding our goods before they even reach the docks for weeks. The army needs to step in and crush this before it gets out of hand, and Paris needs to understand our concerns."

"In two weeks the pressure on the local officials will be enough to make that happen regardless." the merchant said dismissively. "I think Paris has other concerns at the present time."

Alexei stood at his balcony, gazing down upon his city. So much time had past within the 31 years of his life. He lived through and saw his country go from being an unstable mess to a united, federal Empire. A place of economic liberty. A beacon of liberty in the East. A place of technological and economic progression. He remembered the days when the Bolsheviks were an actual threat. Any day it seemed like they could've torn the country apart, carved the land in gore. But because of his father, the politics of the nation changed almost instantly within a single compromise. And since that day forward, Russia was a changed nation, and their fate and their place in this World, changed forever. The Poles, Finns, Russians, Ukrainians, Kazkhs, Caucasians and others among the Russian Empire, instead of wanting to kill each other and separate, lived together in harmony. This was his Father's legacy, and he wanted to preserve it for the people, and their children, and their children's children, and for his heir to the throne. Over 200 million lived under his Empire, over 200 million people had the luxury of being born into the rising power of the East. As he understood it the only way to do this would be to continue to flesh out the culture that united the people's of the Russian Empire, and to guarantee economic prosperity. And so, he had all businesses, labor unions, and federal economists sent a message; inviting them to a meeting in St. Petersburg to discuss the state of the economy and to see where they can take it from there. Along with that, he passed a bill onto the Legislative, regarding an education reform, meant to help further push the agenda of the Russian cultural revolution. This cultural revolution already has, but will continue to unite the peoples of the Russian Empire. At least, that's his hope. The revolution already incited nationalism and helped further the Russification of other peoples within the Empire and keep the dissidents down, kept them loyal, kept the peace within the Empire.



Diplomatic Messages


The Russian Empire had little interest in fighting the Americans. They had a much greater concern regarding the Japanese threat. How could they trust that they'd strike at the Russian Empire again while their backs were turned just as they did during his father's reign? He couldn't. The Japanese were sub-human in his eyes. Far from stupid, but definitely sneaky, cowardly and untrustworthy, only a fool could not see such a thing out of them after what they've done. It was that war that soured his father's reputation and contributed to the near destruction of his country, and he would not allow them to sour his as well or destroy his country. He'd go to Hell and back to protect his people and his land. However, a focus on fighting both the Japanese and the Americans at the same time would end up proving straining for the Russian Empire. Certainly not an impossible war but a difficult one. With that in mind, Tsar Alexei ordered his minister of foreign affairs to issue a communication to the British North Americans.

Greetings, and thank you for taking your time reading this communication.

It has come to my attention that, for many years, the Russian Empire and the British Union of North America has remained heavily contested over the region of Alaska and a growing distrust between our nations. This both concerns us and we, just as much as you, view it as an unnecessary stain on our relationship. In order to create some sort of mutual understanding between our two nations, I would like to invite you to St. Petersburg to discuss this issue at hand. We fear having to take up arms against you, and we assume that this feeling is mutual, however it does not have to be this way. Aside from just discussing our mutual distrust, there are other matters that we'd like for us to discuss, mostly consisting of a Non-Aggression and other methods to hopefully bring our two nations closer together.

Military actions


The Russian Pacific Fleet was in top shape, but they feared it wouldn't be enough to stop both the Americans and the Japanese. Feared. Didn't actually know whether or not it was true or if they were merely fear mongering, but either way, they had to be ready for war. No matter the price. They weren't going to be stricken down while their backs were turned again. That's why they had several huge naval projects in store. Notably including the designs for an aircraft carrier, and a super-heavy battleship of their own, and a plan to contend with the Japs over the Sea of Japan if need be. They may not be capable of dominating the Pacific Ocean, but they would be capable of decimating fleets of their competitors if they had to. The carriers and super-heavy battleship projects are kept a closely guarded secret, but they certainly are being worked on. The Russians already have many battleships, destroyers, submarines, cruisers, and a couple of aircraft carriers in their Pacific Fleet, but they fear it won't be enough. If they're going to win the war in the Pacific, they need to make sure that their competitors can't possibly win a Pacific Naval war with them. As for their fleets in the Baltic and the Black Seas, they were doing sufficiently fine. A few Cruisers, Destroyers, and an aircraft carrier and a couple of battleships in each one would guarantee their naval superiority. Not that it was necessary, at least in the Baltic Sea with their German ally.

The Air-Force was large, powerful, and capable. Just like the Army, the various agreements with their European allies certainly helped their development as with Russia's economic success and industrial power. Fighters, dive bombers, strategic bombers, the Russian Air-Force had it all. But not only this, they understood the importance of the air-force. From the skies, they could see their enemy's actions, they could bombard them from where they can't hit them, they can destroy the enemy's industrial might. At the same time, they knew that without achieving air dominance, they wouldn't be able to use these things. The Air-Force certainly would change warfare forever, and they knew and understood that very well, leaving it as the Russian Armed-Forces primary focus.

The Army was one of if not the largest and one of the most advanced nations in Europe. With technological and resource collaboration with their allies and the rapidly growing economic success and industry within their Empire, they seemed unstoppable. Tanks rolled out of factories in great number on a daily basis, and in great numbers. Every soldier had access to a quality firearm. Every soldier had quality equipment given to them. Every soldier had to put up with harsh, but definitely useful training. The Russian Army would certainly be a force to be reckoned with. And thanks to Mikhail Tukhachevsky, their Army was potentially the most sophisticated in the World. However, it all had yet to be tested. The Tsar, his Minister of Defense Tukhachevsky, and many other Russian Generals and Field Marshals were confident in their doctrine and in their Army's strength.

Macmillan Prince was sitting in his swivel chair with a hand on his cheek, mildly bored by the presentation by the Chief of the General Staff of the North American Army, General Marc Perrault, the highest ranking Francophone in the military. Beside him was Major General Jacques Villeneuve, Chief of the North American Army Flying Corps. Villeneuve was standing off to the side of the presentation as Perrault presented a map of a theoretical ground war in the far northwest of the Americas, where Russians and Americans would do battle in the tundra of Alaska.

"And, so, Excellence, that is why our railroad systems will be key for the logistical portion of this hypothetical war. The Far North Ranger Brigade, bolstered by the Provincial Militias of Banksia, Denendeh, and Hudsonia, along with some armored units and some air cover, Alaska is, as you say in English, a walk in the park. Roughly 10,000 North American troops for this Operation White Night, and taking the key sector of the Panhandle is necessary for capitulation. Even though the Russians have some capable skiing regiments up there, our fortifications along the Alaskan border and our infantry's force multiplied by the armor and air units shall ensure total victory over the final frontier of the continent. The Russians won't be able to respond." finished Perrault.

"Indeed, Excellence, and with the help of the RNAN's frigates and destroyers of the Skidegate Flotilla, and the Army's Flying Corps the Aleutian Islands will be quick operation as well." added Villeneuve.

Macmillan Prince perused the documents marked TOP SECRET laid out in front of him. Minister for Militia and Defense Clark Ewing gave his two pence on the matter. "Well, with the invoking of the War Powers Act, I'll be able to set up a Railroads Board to help better prioritize military shipments. It would be an easy operation, the Russian Pacific Fleet wouldn't be able to respond in time as the British Royal Navy and the Royal North American Navy stationed in the Western Pacific and at Hawaii would be able to put pressure on them. But the real threat will come in Asia. We'll have to go to the Far East and help the Chinese and Japanese. And that is whole other matter, Your Excellency."

"Fine, I approve of this Operation White Night. Find a suitable general to lead this...Army of the Far North." said the Govenor-General, christening the collection of forces that would be marshalled for this hypothetical conflict, which is increasingly becoming less theoretical. The GG imagined that the war would start over a border-crossing by accident by the enemy, but with a serious exchange of fire mixed with miscommunication. "Next, how goes our affairs in Europe?" asked the GG towards the Minister for External and Imperial Affairs Courtney Judd. "The French Metropole wants to do a free trade and military alliance, with the provisions of a mutual reductions of tariffs of their imports of our manufactured goods and our imports of their raw materials, and more joint operations in the areas of training, anti-submarine duty in the Atlantic, and possibly sending a North American Expeditionary Force to help France along with other United Empire Forces on this front in Western Europe."

"I agree. We need freer trade to get out this Depression. It's high time we did so. London is so restrictive with Imperial Preference. Bah. We should listen to Caledonia and not Anglia here. And if the Mother Realm and the French Metropole think they can take on the Huns and Ruthenians by themselves, well God bless them both. Draft a letter to America House to inform them of our defensive operational plans for Alaska, reply back to our envoy in Paris and give the nod, and begin exploratory work for the fastest we can make a North American Expeditionary Force." ordered the GG. "I think Cabinet will agree with that, Excellency. They're all suspicious of Germany and Russia, and we have support in the Commons against an aggressive Germany and Russia..." began General Treasurer Douglas Watson, de facto minister of finance and prime minister.

"Sir, a cable from the Russian legation here in Victoria. An invitation by the Tsar of Russia. To visit St. Petersburg." The North American War Cabinet looked at each other, astonished." "The Russians want to talk? What about London? What about Berlin?" asked Watson. "Yes, we must talk with London over this. Emergency indeed. Get a cable over to London quickly for a response to this." ordered the Governor-General.

John Smith was drinking some water out of his canteen after scaling some rocks going over the border into German New Guinea. He had trained in jungle operations like this in the Caribbean when he was with the Royal Americans. But he had more equipment and a team to help him. Here he was all alone, for now. He was making his way to an out-of-the-way village to look for his contact, a Kempetai man named Kido, who was supposed to help him get to the capital of German New Guinea.

He walked another 100 meters before coming upon a clearing. It was the village. He looked around, but found it oddly deserted and quiet. Was everyone doing something out of the village? Smith heard a noise and turned, seeing a mysterious figure about 50 feet away. It was hard to tell what it was, the sun was beginning to set.

Smith felt relieved when the guy gave the appropriate signal back to him. "Kido, right? I'm Smith."

The Reichstag was full that day. Chancellor Lindemann shifted uncomfortably in his seat: He knew that the issue being discussed could no longer be ignored. Why, his own Vice-Chancellor, the German-Conservative Alfried von Netzemark, was up at the speaker's pedestal barking on about the Army. Those words came out of the hawk's mouth:

"Everybody knows that Europe is ours to protect. To protect it effectively, we need a great Force. However, after thirty years, our military budget is merely 140% that of France - despite our population exceeding theirs very nearly twofold! Germany can do better. We have built our great fleet for the High Seas, we have developed our protectorates, we have nourished our People and our Economy. Now it is time to focus on the lethality of our great fighting mechanism that had delivered us to victory in 1866 and 1871. Now it is time to focus on making our Army great. Gentlemen, my proposal is simple: We are to commit, here and now, to increasing our spending by 50% the very next year, and pass a bill authorizing 20% more spending this year. For the money, we'll just take out a loan from trusty Austria and repay it next year. The Army is in need of more tanks and the Flight Corps is long overdue for a new class of fighters. God is with us!"

Lindemann sighed as clapping and cheering erupted from the Conservatives, the post-Tirpitz Fatherland Party and even some of his Centre fellows. What's more, reserved but earnest clapping could also be heard from numerous National Liberals to the left of him. Lindemann understood that though he personally loathed the rhetoric, the time for army rearmament had come.

"It'll certainly calm down the General Staff",
he murmured bitterly.

Even since the Second Moroccan Crisis, a paradox had developed in Germany: The more well-funded the Army was, the calmer and (strangely) less influential it became. From 1912 to 1915, they were so dissatisfied with their budget they actively pushed for a war with the Entente in hopes of having it raised. It was, but the crises ultimately subsided. Since then, the Army slowly faded from politics, content with its new budget to make tanks and new rifles, as well as boosting the airplane industry for the new Flight Corps. But recently it had reappeared: the Sister Nations of Britain had formed a firm alliance with Japan and China, and now it fell upon Germany to be able to manhandle France alone in Europe, so that its naval threat could be neutralized and so that Germany could provide boots-on-the-ground aid to Russia in Asia. The Army once again began to shake the Reichstag money tree and now was the time to give in.

"May I have the word?"

"Imperial Chancellor Lindemann has the word!"

"The Vice-Chancellor's comments are noted. I myself believe that we can no longer afford to neglect our land forces in these dangerous times. I encourage the Conservatives to write a formal bill detailing von Netzemark's proposals... And I instruct all government-aligned deputies to vote for it when it is presented."

President Chiang Kai-Shek and Shogun Yashiro Kujou made their way through the effective government are of the Republic of China, Chiang would be the one to give an announcement of which would possibly, hopefully force the Russians and Germans to backpedal on their own decisions in the area of East Asia. President Chiang and Shogun Kujou arrived on the balcony of the Forbidden City to be greeted by a large crowd of people carrying and waving flags of both Japan and China. Kujou stood off to the back right of Chiang as he reached a set of microphones set up on the balcony and as the crowd silenced their cheering he spoke. "Brothers! Sisters! I come before you to announce a move decided upon by I, and Shogun Yashiro Kujou of the Japanese Empire, we have decided that for the future of Asia to be secured. China and Japan must rely upon each other as family, to not allow borders or national self interest to divide us as that is what outside forces of which are set against us would wish! They would wish for us to squabble and fight amongst ourselves to their benefit so that they may come in and take by force what they cannot claim by right! Therefore, we on this day have created the East Asia Co-Prosperity Sphere! A economic and military alliance in which the Empire of Japan and the Republic of China will defend each other and other members should either be attacked. As a wiseman once said, if you wish for peace then you must prepare for war, and so should this event take place, Japanese troops have been allowed free passage through China and will join Chinese border forces to better secure our already poorly defended border, invitations to this alliance include, the Kingdom of Thailand, Mengjiang, Laos, and Cambodia. In the future we will very likely see the Philippines, possibly India, and Burma invited to the alliance, as well as Bengal." Chiang said as he stepped aside and Shogun Kujou took his place at the microphones speaking in Chinese.

"Brothers and sisters of Asia, friends. As of this moment, China and Japan will work more closely together as nations to address the issue of mutual defence between our thousand year old peoples. We cannot allow the west to attempt to drive us apart. As President Chiang has said, Imperial Japanese Army troops are at this moment passing through China to assist the Republic of China's own military in defending it's national borders from any possible foe. In addition to this however, Japan will immediately start constructing factories and assisting in the modernisation of China's own farming. As the most technologically advanced nation in East Asia it is our own obligation to assist our brothers and sisters so that they may not be swallowed up whole by powers that would seek to enslave and decimate them. Asia is a free continent, it will forever be a free continent and will not be divided up by any foreign power. Her peoples will not be taken advantage of. We shall be free to pursue our own ambitions and will not be hindered or intimidated by any force. In addition to the previously mentioned nations of Asia, the United British Empire is of course invited to join the nations of Asia at the table of Co-prosperity as a friend of both Japan and China." Shogun Kujou said and cheers broke out amongst the crowd, Chiang himself clapped and for the cameras shook hands with Shogun Kujou.

On the Japanese-Korea border with the Republic of China in the north, Japanese troops passed through the border posts with tanks and other vics in toe, media were also present to see Imperial Japanese Army troops and Chinese forces shaking hands and exchanging small trinkets as well as rations and other personal objects. Along the way through towns and villages, Japanese troops and Chinese troops marched together to the border and began construction of defences along the border with Russia, however this wouldn't be the least concerning thing to the Russian Army... A new tank made it's debut in a joint IJA/ROCA military parade in Peking that was overseen by the Shogun himself and President Chiang from the balcony of the forbidden city. A new tank of which was dubbed a Super Heavy Tank, large and unlike anything seen before. The first in a planned line of tanks called the O-I series. Meanwhile Japanese troops were also seen armed with a new rifle of which would officially be called the Type 4 self loading rifle, this rifle would also be seen in the hands of Chinese troops however in short supply while they would temporarily be armed with the Type 38 bolt action rifle. In addition Japanese troops were also seen with a new submachine gun of which would be official designated as the Type 100 submachine gun.

Helen Flemyng was laying on the divan of the flat she was sharing with another MOD secretary, Miriam. The wireless was gently playing a jazzy interlude between news reports from around the world. She had a slight headache and her feet were killing her at the same time; today's MOD' boxes and reports were at a higher volume than usual.

She thought about that man took her out as a date to the Governor-General's dinner over two weeks ago, and he hasn't heard from him since. She wasn't privy to state secrets, but she had a gut feeling that he was one of those so-called spooks that the military relies upon for intrigue and special intelligence gathering in foreign lands. "John. John Smith. Such a common name...but he has caught my fancy..." she whispered to herself. She turned to the sound of the flat's front door closing and Miriam walking with some bags of groceries. "Helen, I got you something from the pharmacist, and this is the good stuff from the waterfront...my you look worse than before I left. I'll make you some broth. Caught a cold from this bad weather? It's chilly enough and it has been pouring all day. You and I know this climate is not for you; Florida is much more preferable this time of year."

"Without a doubt. I wish we can go down the Southeast Lifeline and walk on some beach in Savannah." she replied, with some light coughing following. Georgestown was the bedroom community for government officials and workers that slaved away in that hole filled with bureaucracy and intrigue, Victoria, Virginia--the Union's capital. Helen and Miriam were both from the Southeastern Provinces; Helen from Georgia and Miriam Wood from South Carolina. "His Excellency must be enjoying the weather in Quebec City, snow's haven't gone away and he is fond of that winter detritus. Snowball fights with his children, ice skating, and even taking quick dips in the St. Lawrence. I pity Her Excellency." replied Miriam. She was a mixed race child of a happy middle class family from South Carolina, but she was raised in the Southeast. New York City General Hospital is where she came into the world.

"Yes, I would rather have the Moroccan Flu than be in those freezing Northern Provinces. Anyway, sleep and some broth should help me out with this ailment, along with that medication." said Helen.

And now in world news, Shogun Kujou and President Chiang announced to the world an East Asia Co-Prosperity Sphere, an alliance of arms and economies to deter Russo-German aggression in the Far East. IJN and ROC ships and troops now have greater mobility and cooperation on the Asian mainland and in local waters to respond to any Russian or German ship or soldier movements. The increased trade and industrialization between the two countries shall also bring great prosperity and influence to the nations of Asia. Appeals to Indochina and other nations in South Asia have drawn both interest and concern as it may conflict with British and French economic interests there. Military cooperation, however, was welcomed in Victoria, London, and Paris...

The two turned to the radio as it blared its report. "I guess war is now stopped forever. Two continents against one now...." said Miriam. "I hope so..." said Helen, drinking some water with the pills from the pharmacist. "John, where are you?" she whispered to herself.

This summary of the movement of His Majesty's North American Forces to bolster the defense of the rest of the United Empire and deter future and impending schemes of attack and invasion is a recommendation to His Excellency in Council and to His Majesty's North American Government on the number of troops, landships, supplies, ammunition, and other war materials. Copies of this material shall be made when appropriate and in the most discrete manner.

For a North American Expeditionary Force (NAEF) to the French Republic in the case of invasion or attack (known by the code name WAR SCHEME DIAMOND):
- 40,000 infantry (namely the 1st and 2nd North American Infantry Divisions)
- 10,000 cavalry as armored units (the 2nd North American Cavalry (Armored) Division)
