It was - and, as far as I know, still is - a curious feature of the Aestorian Commonwealth that the Ministry of War was, unlike its Ministry of Defence Counterparts in foreign countries, rather dovish as a rule. The whole point of a military is to deter. If it is used, and especially if it is lost, it loses its deterrence value. Besides, they did not like losing their soldiers - quite beside the cost of training them, it was bad for morale, bad publicity, and bad. And anyway the new-found ability to give all nations foreign-aid bank accounts, and then confiscate money from those accounts, meant there was little cause for war: it was child’s play (and an accountant’s dream) to take with one hand the money one would have given to a nation with the other hand. Thus the Commonwealth, unlike most nations of its size and interventionist inclination, had only fought three very minor wars in the previous four years.

All this was not, however, the view of the Ministry of Foreign Affairs - especially the hawkish directorate of Outer Planning. To them, war was an extension of diplomacy by other means: the weapon to protect trade, the weapon to ensure international security and the balance of power, the weapon to defend the peace of the liberals and strike, where possible, against the dangerous fascists of the world. And they did not have a high opinion of foreigners.

This meant in practice that the Commonwealth was strategically aggressive to the point of obstinance and tactically defensive to the point of inactivity.

In the vicinity of the Grand Cooperative Combine, the Krakens had barely started their strike when, upon it becoming clear they had been detected, the strike was downgraded to a probe. It was like the hokey-pokey: you put your right hand in, your right hand out… so back they flew to what the panicky officials at the Ministry of War thought was a safe distance: 2000 kilometers. Indeed it was only because they were equipped with Darkoct missiles

- (And each one had six wings; and with twain he covered his face; and with twain he covered his feet; and with twain he did fly) -

which were Mach 4, or 2000 km, but not both - that they were in any position at all to be of use.

The submarine, meanwhile, resurfaced ahead of them. One of the advantages of the Octopus Class was that in 30,000 tonnes it had the radar of a Cruiser: quite enough to give early warning. Who said a submarine had to be used offensively?

In the war of the electrons, various new repeats and several entire connections were blocked, especially in Azadistan, which, with respect to the nations cut out, was half way towards a media blackout. Fortunately with Panessos and Decis merrily filling the airwaves this had almost no impact whatever, except to tie the Azadistan economy even more closely to Aestoria at the expense of the wider world. The “Electronic Moat^TM” could be very impassable to unauthorized traffic. And best of all, it would make it appear that the attacks had been successful. Certainly the attacking nations could not enjoy unrestricted access any more.

Ironically, the attacks were leading to increased share prices in the largest companies, as, with their foreign exposure, they were protected from depreciation.

But the Silvetrae was down 3%. And international trade was disrupted.

Which meant there was only one response:

Today is a day that shall live in infamy. While negotiations to form an international committee were still open and the Commonwealth and peace, we have been surprised by an attack upon our cyber space, interrupting the communications between the Commonwealth and World Wide Web, spooking international markets.

This act of wanton aggression by the dark and cynical Angel alliance, in alliance with old slaving autocrats who seek only to bring death and destruction, constitutes an attack upon the liberal trade between eminent financial centres from the Western Atlantic to Allanea to Golghoth. This attack on our efforts to stamp out criminals and terrorists from Azadistan constitutes a threat to international security - since when has an attack stabilized a country? And this attack upon a nation which freely sought our assistance to rebuild their country into a shining beacon of peace, constitutes an attack on self-determination and democracy.

The Aestorian Commonwealth cannot win this war alone. We fight them at sea, in the skies, in space if we must; we will fight them with electrons, pens, and all the ingenuity of a liberal society. But this is the time for all the liberal world to come together and put a stop to the terrorizing of minor nations by slavers and those who support them.

“No, it’s just too dangerous,” declared the first Wing Commodore, Adam Hopal, Shore Strike Commander, pondering what to do about the approaching Indian Ocean Fleet that had been tracked by satellite from the Grand Cooperative Combine. “I know the Kraken is a splendid missile truck, but it’s just too slow to get away afterwards.”

The Wing Commodores, south-east, were in conference - all eight on duty.

“Yeah, remember with Phenyzia? We almost lost a plane. I mean yes we did, but we almost lost the pilots as well,” said the Wing Commodore Alan Bennet beside him. Alan Bennet was the Fleet Fighter Commodore.

“This is a sort of enemy we haven’t dealt with before: too big to be incompetent, too small for us not to probe,” said the Wing Commodore Maria Staley, Fleet Logistics Commander, opposite, leaning forwards. “We can’t just expect not to be detected and if we get in range of those missile platforms…” she tailed off, eyebrows raised.

The Stealth Wing Commodore Henrietta Van Fleider leaned forwards and tapped her fingers together for attention. “Look, they have limited radar. That means we need foreign-style angled, you’re-only-going-to-see-this-once wings. And they have to be fast. That leaves a few squadrons of F-70s.”

“Which will need to be refueled by Angels,” nodded Alan.

“Plus we’ll need a squadron of Tempest IVs for support,” added Henrietta.

“Or do you think it’s time to try the new E-wing?” asked the Electronic Commodore.

The group shivered collectively.

“Urgh, they’re so new, and so expensive…” said Henrietta.

Adam was less opposed. “Yeah, but imagine if they got in.”

They pondered this.

“In a millisecond it illuminates the sky, and then it vanishes again…” said the Fleet Strike Commander, Paul Hogan, reverently.

For the new E-wing was a most remarkable aircraft.

It was slightly sharper than a right-angle triangle, not much thicker than absolutely necessary to fit the four aircrew, and it had the extraordinary properties that its outer skin of shape memory nanostructured carbon fibre could turn into tunable bumps with useful aerodynamic and radar effects, rather like a shark which could also change colour like a butterfly, while its inner skin of silica could use light to selectively turn most of the aircraft into a conductor, or more specifically, any number of antennas, rather like nothing in the world.

This meant the E-wing could fly without having any antennas to interact with radar, with extraordinary translucence to any predictable radar wavelength, and with the ability to deflect radar in chosen directions. Nor did it need a rudder or strong ailerons to be capable of pulling off startling maneuvers or generating as much lift as it could require. (Although in fairness the skin could not do both of these things properly at the same time).

Just to complete the picture, the E-wing also had six thrust-vectoring engines, just to spread the heat, and give it a range of 15,000 km, and it could carry 30,000 kg of ordnance out of a maximum take-off weight of 350,000 kg.

It was, in short, perhaps the most remarkable aircraft ever made, if you didn’t count nuclear-powered ones, which were just cheating. And even then a nuclear-powered aircraft could be seen. So really the only problem with this aircraft, other than the fact that 30,000 kg is not a lot of ordnance for such a large amount of plane, was that it was so jaw-droppingly expensive it might as well have been made of gold, so secret that the Wing Commodores had only found out about it that morning, and so new that the first flight had barely left the production line.

Draft Treaty of Sokotre

Whereas Sokotre desires membership in the union,

Therefore, be it resolved by those parties,

Section 1: Basis of the Union
101. The Republic of Sokotre (hereafter Sokotre) shall be part of the Aestorian Commonwealth (hereafter the Commonwealth) as a federal autonomous state with all the associated provisions, including but not limited too:
(i) The protection of constitution rights, including the right to representative government, and to Federal representation, and
(ii) The subsequent requirements.
102. Sokotre shall leave the Commonwealth at the discretion of the Commonwealth or with state government and popular approval.

Section 2: Powers
201. The Commonwealth shall have exclusive powers in all matters pertaining to:
(i) The operation, taxation, and spending of the Commonwealth,
(ii) Customs and the maintenance of the single market,
202. The Commonwealth shall have all further powers it chooses.
203. The state government of Sokotre (hereafter, either Sokotre, or state government) shall have power over anything not contrary to Commonwealth law and falling outside the remit of Subsection 201.

Section 3: Transitional provisions
301. Unless otherwise directed or contradictory to existing Commonwealth provisions, current treaties with Sokotre shall continue in Sokotre for six months, and then be revoked by either party or freely bilaterally extended.
302. The Commonwealth shall assume and incorporate all parts of the state government except those which Sokotre designates as state-run.
303. Sokotre may lift that designation for any parts and functions of the state government but may not re-impose it without authorization from the Commonwealth.
304. Notwithstanding anything above, the customs functions of Sokotre shall be assumed and incorporated by the Commonwealth.
305. Those parts which the Commonwealth assumes and incorporates shall be federally funded by Commonwealth revenue, those parts which are state-run shall be state funded by state revenue.
306. Compensation shall be paid between the State and Commonwealth governments in whichever direction is appropriate to neutralize any gains/losses and share any profit/losses from subsection 302-3 transfers.

Section 4: Enactment
401. Except for subsection 102, these provisions shall be interpreted by the Chattakang Court of Appeal, appealed to the Aestorian Supreme Court, then the International Arbitration Court or their successors.
402. Subsection 102 shall be interpreted by the International Arbitration Court, and appealed to the Panessos Senate, or their successors, or any other body agreed by both parties.

The soldiers unloaded from their transports in the port of Azadistan. 35 Lion of Sinqit tanks were were unloaded by the soldiers and the tank crews. Their deployment consisted of three brigades of 5,000 men total, each and every one of them equipped with locally-produced versions of Soviet Armaments.

General Muhammad was driven into the city in his staff car, looking for the Azadistani military commanders that he could liason with and plan a meaningful defense.

Out of the 35 tanks, 15 of those tanks would be donated to the Azadistani soldiers such that they could have more weaponry tha could be used in the city's defense.

Captain Ali: Sir, what is our plan of action?
General Muhammad: I will be speaking to the Azadistani military officers. We will be making defensive positions around the city, while our officers will assist in the training of Azadistani recruits. I think we should form a Home Guard of women and the elderly who cannot join the army and give them a relaxed but useful training in weaponry and arm them such that they can defend their homes from the Nazis and other threats.
Captain Ali: That sounds like a magnificent idea, sir. Let me contact the Azadistani officers and arrange a meeting.

The captain fishes out his smartphone from his pocket and dials the number of the Azadistani ministry of defense.
