Joint Interministry Announcement
The Free Kingdom of Allanea, in light of the growing conflicts in Qaidi and Khataiy, and generally the increasing violence in the Middle East, and the growth in human trafficking there, as well as the growth of various terrorist groups that practice variations of slavery for religious reasons (including, but not limited to, branches of Da'esh operating in Khataiy, Qaidi, and elsewhere), has decided to reinforce its efforts against the global trade in enslaved persons and sapient trafficking efforts. Moreover, Free Kingdom's ships in all theatres of war are authorized to provide rescue services to anyone undergoing shipwreck on the high seas, inclusive of any refugees or migrants.
For this purpose, we authorize the following patrols:
1. Patrolling in the Eastern Mediterranean will be East Mediterranean Squadron It will be composed of two destroyers, four frigates, one air defense cruiser and the ELINT ship FKS Kahlan Amnell.
2. Operating in the Western Mediteranean (in addition to any warships currently assigned there for the Qaidi Crisis will be the West Mediterranean Squadron, similar to the composition of the above, with its headquarters aboard the ELINT ship Dennee Amnell.
3. Operating in the Erythrean Sea and Red sea will be the East Africa Squadron, composed similarly to the above, and commanded from the ELINT ship Magda Searus.
Subject to the provisions of the Amistad Declaration on Slavery and the Rights of Man, Allanea's own Bellae Aeternae Act and the Terrorism Prevention Act, the Squadrons will stop, seize, or engage suspected slaver vessels or vessels suspected to be engaged in piracy.
To clarify, Allanean law regards slavers to be hostis sapiens generis, like pirates, and therefore exempt from the traditional protections of customary and treaty law. For this reason:
1. Slaver suspects detained will be taken to Allanea for trial were possible, or given a quick shipboard trial, as per the discretion of the ship's commanding officer.
2. Slaver suspects who attempt to remove what they consider to be evidence of guilt, or discourage our operations, by killing the slaves or throwing them overboard, will be subject to lethal force, or a swift hanging after a swift shipboard trial.
3. Where, due to the actions of slaver suspects, the sailors and crew of the Squadrons are given the unpalatable choice of either opening fire on the slaver vessels (and thus risking those enslaved persons on board) or letting the slaver vessels go, all Squadrons are under standing orders to prefer the former.
4. The Squadrons may engage those ships belonging to slaver organizations, such as Da'esh and other groups, even if no enslaved persons are on board the ships at the time.
5. The Squadrons may, at the discretion of their commanding officers (Rear Admirals Simon Weatherby, Timothy Olsen, and Akira Yamazaki, respectively) and with MoF approval, launch rescue operations or strikes into slaver-controlled lawless areas.
