Perhaps keeping our relations a secret would be best, at least for the time being.

The global reaction to the imposition of martial rule in Apikai has certainly been profound. I want to make it clear with all of my heart, I understand your concerns perfectly. The Free Republic rose up against the fascist, totalitarian Apikaian State partially to make sure that we were never under the rule of a dictator ever again. And I am not a dictator. I seek only to secure the future of democracy in Apikai forever.
To help ease the tensions that have been rising, and alleviate your concerns, I am hereby inviting all interested leaders to a summit, in which the new constitution will be drafted, from start to finish. The summit will take place over five days, and will be held in the Pax Memorial Conference Building. This site was built on top of the very place where West Apikaian leaders signed the peace treaty that allowed the East to secede and form our own independent nation in 1977, and ever since, it has stood as a monument to peace and a meeting place for countless diplomatic meetings. Now, once again, it will be used to house a meeting between leaders for the betterment of the Free Republic.
We sincerely believe that a peaceful resolution to the current state of affairs in our nation can, must and will be found. We eagerly await your replies.

Well yeah, if a European nation like Freilibre, France, Germany, or whatever intervenes in another free country's affairs, it sorta doesn't bode well with
relations with- y'know, other free countries.

I mean can you blame them for worrying about other nations involved? Large empires with secretive political interests, rivals that Freilibre can't afford right now.
I think this is the most sane solution for a government such as ours to follow. Neutrality worked for the swiss, hey, it might work for other countries as well

The Empire of Europa has been watching attentively and declares that Apikai should not stand alone against foes both numerous and bearing ill-will towards your people, for we shall stand at your side. His Imperial Majesty, Erwin Ludwig Stadtfeld di Europa I, Emperor of Europa, does hereby assert that the Empire recognizes your government as legitimate and to have been formed in a legal manner according to your constitution and we have instructed our ambassador to the United Nations to begin preparing a statement for the General Assembly to declare our recognition of your government. By the authority of His Majesty, the Empire of Europa does also declare its guarantee of independence to the Free Republic of Apikai and its intent and duty to respond be it diplomatically or militarily should that independence be threatened. General Cartwell paced around the office, as he tended to do in one on one conversations such as these. "Sir, the world's navies continue to draw closer to our shores. Meanwhile, the investigation into the bombing has stalled. I suggest a larger deployment force, both on the homefront and near our waters."
Blume shook his head. "At home, I'll consider. But deploying even more ships would only inflame the situation more. We're trying to prevent a war here."
Cartwell stopped his pacing. "In my opinion, we need to face the reality that war might be inevitable at this point. Even the Madossans are being pressured into a response. Unless you want to give up on the new constitution entirely--and we know that's not an option--we need to set up to defend against an invasion."
"Not necessarily," Blume said, pulling a folder from under his desk. "I have a plan. It's a bit of a last ditch effort, but it'll look good. I want a summit set up as soon as possible, as publicly as possible."
Cartwell tilted his head and raised an eyebrow. "A summit on what, sir? If you intend to negotiate, what do you plan to bring to the table?"
Blume smiled. "If it's influence they want, then surely, they can't refuse the chance to help draft the new constitution."

We feel that even if Apikai's democracy is restored, our nations can still have a great trade relationship with one another. If you would like to keep our national relations secret, that is no problem at all. We have a lot to offer East Apikai in terms of both civilian and military goods, and we would like to discuss such matters if you will allow our diplomatic delegation to come. Our nation has been monitoring the international situation and it is far from favorable for either of us. The world's militaries are at your gates, and it would be reasonable to believe some of them are out for blood. Despite your refusal of our first proposal, we still support your government through this immensely challenging time for your nation. I must assure you that if the situation becomes critical, our nation is prepared to act in your defense. I must also say that we are not exactly defending you simply because of your new military government, but for the fact that such a change with the amount of foreign involvement has brought an issue about security within our own sphere of influence. Our ships and fighters have been ordered to shoot down any hostile ship that enters East Apikai waters. Thermodolia is not alone in protecting Apikai’s sovereignty several other nations stand with us.
