I'll give people a few more days to look it over, then I'll add it to the dispatch.

On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

I like the detailed summary of the conference Noronica. As the government in Altera was almost exclusively Nyssic, they would have seen themselves as Noronica - almost like a frontier state and possibly even part of Noronica - just with their own legacy. Being offered a set at the table would have bolstered their confidence and encouraged Altera to work on its greater presence on the regional stage.

That also sounds a bot provocative to the Neo-colobialists, as our colonies would be excluded (not given reprentation) and also prevent us from gaining any colonies that might be eligible to participate in future conferences of that nature.

The Noronnican Empire in 1941

Due to a variety of factors around the Western Isles, the Noronnican Empire was prepared for war in 1941. Despite the Conference of 1922, the Memorandum had ultimately failed as many in the Western Isles had disregarded it, leaving Noronica's colonies open to the ever-increasing growth of the neo-colonialists. The Empire of Magarat had formed directly after its independence from Noronica, showing distaste and disdain towards the Naval Treaty and Memorandum, something which frightened Noronica immensely. If there had ever been any semblance of Noronnican Peace around the Isles, it was most definitely not now.

With anti-Noronnican sentiment seeping into to every part of the region, the Noronnican Government was forced to cave to commands by the populace to increase defence spending after the dissolution of the Magarati Dominion.

Social and Economic Situation:

The Noronnican Empire was still bathing in the splendour of the past century, as despite multiple colonies gaining independence, the Noronnican economy had steadily grown. Industrial growth was rampant across mainland Noronica and overseas, seen especially in the Dominion of Altera due to its booming civilian manufacturing.

The Noronnican Arms Industry remained extremely influential, as Noronica had managed to make economic gains from the Great Gael War from selling arms and supplies, and joining the war later. Shipbuilding was also thriving, as clients such as the Royal Noronnican Navy and commercial civilian companies needed more vessels to fulfil their competing interests across the Isles.

Instead of instilling a national desire for peace, the Great Gael War strengthened the zealous-belief in maintaining the 'Big Stick' policy. Many agreed with the belief that Noronica would need to act as a regional police, especially due to the neo-colonialist nations which were growing in strength.

Not all was plentiful in Noronica however. Rural Noronica was still experiencing an identity crisis from the late 1800s, as a traditionalist rural sentiment clashed with the majority metropolitan sentiment. Farmer's protests were rampant across Noronica, as while many farmers profited from the needs of the cities, many were left without a sustainable workforce due to young Noronnicans working in urban areas. When a large influx of pro-Noronnican Magarati people came to mainland Noronica in 1929 after the dissolution of the Magarati Dominion, they were met with acceptance or hostility. Rural areas in Noronica held deeply insular and xenophobic views of any non-Noronnicans. This meant that while some farmers gladly accepted the extra pairs of working hands, many refused on racial grounds.

Military Situation:

Colonies:

With the loss of the Magarati Dominion, the Noronnican Government sought to employ and hybrid system of repression and liberty. While social and economic concessions were made to allow colonies more self-determination, Noronnican Garrisons were stationed in every Noronnican territory, their sizes decided upon by utilising a judgement of threat and the size of the colony. Noronnican troops in Arván steadily increased until 1941 due to the rising concern about its neighbour, Dormill and Stiura. These garrisons were designed to implement themselves into the local area, working both with the local police forces and local armed forces to train them and act in their roles in emergencies. Troops were often made up of both local and Noronnican nationals, to put up a face of unity with the colonial populace. They also had a defensive duty, as they acted as Noronica's military reach across the Isles. If ever there was a conflict near the colony, the garrison and local troops would be employed first before the regular army.

As mentioned above, colonies also maintained their own militias or armed forces. Dominions such as Altera and Wellsia maintained large forces of their own, while small islands such as the Noronnican Black Isle maintained small land forces. These forces varied in their fighting capabilities, yet more often than not, they were noted and awarded for their combat prowess.

Due to the independence of the Magarati Dominion, the Noronnican Gurkhas were an army-in-exile, as they had little in the way of reinforcement and they were barred from seeing their families in the new Empire of Magarat by the Noronnican Government due to hostilities. This meant that, as a cautionary measure, the Noronnican Armed Forces allowed the Gurkhas to train any troops who were worth the training. By the end of the war, the Noronnican Gurkhas was a cesspool of diverse ethnicities, fully returning back to their traditional Magarati-roots by the 1990s.

An intensive early-warning system was set up between the dominions and mainland Noronica under the 'Quadruple Defence System'. This system included radars, communication systems, and the inclusion of special warning military units to ensure that all corners of the Noronnican Empire were aware of threats at any time.

Noronnican Army:

The Noronnican Army was a mixed force of both volunteer and conscripted troops. A policy of limited conscription was enacted in the late 1920s due to the rising threat from neo-colonialist nations, yet the army remained a mostly-volunteer force until 1941, as volunteers made up 61% of the army.

After unofficially taking the role of international police, the Noronnican Army fought for precedence alongside the Royal Noronnican Navy. The Noronnican Army was designed to be a reactive, mobile and large force so as to ensure it could be used in multiple theatres at any point. It was also designed to aid in bulking colonial forces in the event that the colonies were involved in a major conflict.

In total, there were approximately 885,000 troops in the Noronnican Army in 1941, with 62 divisions and various other special units included.

Royal Noronnican Navy:

The Royal Noronnican Navy was Noronica's most famous and strongest force in its Armed Forces, with 235 vessels. The Navy provided a vast amount for Noronica's international prestige and its international capabilities. It often fought with the Army over the allocation of the budget and other matters of conflicting interest, as both were Noronica's key military assets. The Navy also maintained a large network of naval bases around the Western Isles to easily-maintain its fleet around the region.

The Royal Noronnican Navy was also a matter of international ire and spite, as the Noronnican Government after the Conference of 1922 insisted it was the model force for the Memorandum, despite it breaking several articles.

Its biggest issue was stagnation. Due to its prestige, the Royal Noronnican Navy did not renew every bit of its fleet, instead maintaining some ageing ships before the war. New ships were still built, yet it was a rare event when an old Noronnican ship was seen in a scrapyard.

Despite this trait, the Royal Noronnican Navy thrived on innovation, including its use of aircraft carriers. It was said that often more time and consideration were put into naval aircraft than conventional aircraft.

Noronnican Air Force:

While the rest of the Noronnican Armed Forces were prepared for war, the Noronnican Air Force was most certainly not. Despite the Air Force being introduced among the oldest air forces in the Western Isles, it had never been given too much attention. While its doctrine was to be a nimble and mobile force, there was simply too little aircraft to depend on in a major war.

Embarrassingly, the Noronnican Armed Forces, before and during the start of the war, relied heavily on the Dominion of Altera's air-capabilities which had surpassed Noronica by a longshot.

Despite the size and capability issues faced by the Noronnican Air Force, it was a very modern force, using technological innovation to make-up for the quantity.

This is not to say that there was no build-up before the war. The Noronnican Air Force's numbers were greatly increased before 1941, as the impending conflict meant that Noronica would have to use every part of its Armed Forces, including its small air force. It focused on intensive planning with heavy bombers when it came to nations such as Dormill and Stiura due to their proximity.

I guess it would make sense for Noronica to have lots of Alteran aircraft, as a means to rapidly increase aircraft numbers and give a boost to its dominions manufacturing base.

I will have things up by the weekends hopefully. And in regards to motivations throughout those conferences it might seem that Keomora was attempting to become an Imperialist powers, in truth they just sought to reestablish borders (which they would fail through attempts at diplomacy and later war) but that the tone, posture and messaging of the Keomoran Empire conveyed anything but being a state that is aggressive trying to be an Imperialist power, therefore reinforcing views of other nations and alarm.

We've kind of slowed down with getting the rest of the war going, but that's turned out to be a good thing since Athara Magarat is moving his map spot. His new location is actually perfect for where I imagined the later stages of the war occurring. It also moves him closer to Keomora, strengthening their position, and hopefully making late war logistics a little less one sided.

Yeah. It will make Imperial War interesting.

Have we agreed on when exactly Keomora fires the shots and on whom...San Montagna (a neighbor of both Keo and AM) seems like an option...but we have to get his permission.

And also, I really wish to know how the Free Powers would have acted on news of the Doman-Magarati War from 1937 to 1943.

At the start of the war, Miklania was on a pretty decent war footing given the Vae Victis Act build up. The country was almost as mobilized as it could get, and the industrial base was already doing quite well. This, combined with geographic separation from the Imperialist forces, would make Miklania a center of technology development and manufacturing for the Free Powers throughout the war.

Status of the Republic of Miklania Navy:

The pathetically obsolete squadron of hybrid steam/sail powered frigates that had formed the backbone of the Miklanian Navy before the Second Independence War had been all but annihilated by the Noronnican fleet in a single day. The Navy's one modern battleship, RMS Ascendant Spear, built with technical assistance from Polar Svalbard, played an important role in ending that war. The other ship still afloat at that time was the sole survivor of the Battle Off Debrecen Cape, the hybrid frigate Flameheart. The program of modernization devised during the pre war era was in shambles. Only Ascendant Spear had been constructed. Her half-finished sister ship, For Greater Glory, was destroyed in her dry dock by shipyard workers as the Nornicans approached the city of Camden.

The Vae Victis Act signed after the war included an authorization for the construction of a new modern fleet, far more ambitious than the original plan. After the Spear, multiple classes of battleships and battlecruisers were constructed. Initially, the deliberately under developed Miklanian industry required assistance from foreigners for equipment and know-how. Most of this equipment came from Polar Svalbard. By 1925, Miklanian industry had taken off and began to develop their own doctrine and style. Cruisers, destroyers, submarines, and auxiliaries were constructed at a rapid pace, as the Nolan City Naval Treaty allowed the rising country to build a fleet as large as any other in the region.

The Miklanian Navy enjoyed a major advantage in thinking during the interwar period. Almost all of the Navy Department was built from scratch. There were few established officers to oppose new developments. In fact, the "Old Breed" was one of the main drivers of searches for innovative solutions and force multipliers. Thus the RMN was one of the first to enthusiastically embrace the idea of naval aviation. Experiments with a converted collier began in 1925. The experiments proved successful, and the RMS Endeavour was commissioned into full service. Development of naval aircraft, not only as scouts but as a fighting arm in their own right, continued over the next decade.

The Marine Corps, previously not much more than a regiment in strength and only really used as a security force, underwent a massive expansion. The forward thinking Admiral Farinholt, hero of the Battle of Cold Harbor, recognized that an attack was the best form of defense, and began to advocate for expeditionary forces to fight a future war as far from Miklanian shores as possible. The Army fell into the trap of preparing to fight the last war, and focused their efforts on territorial defense, only creating an experimental Airborne Brigade for expeditionary warfare in 1938. The Marines, on the other hand, grew large enough to field a full combat division, and began to experiment with amphibious assault tactics.

Status of the Republic of Miklania Army:

While not as backwards and underdeveloped as the Navy before the Second Independence War, the professional Army was neither large nor well-equipped. Doctrine depended on an army of militiamen being raised to repel an attack on the homeland. A handful of Divisions stationed across the country proved woefully inadequate when faced by a heavily armed Noronican invasion force backed up by long range naval guns. There was not enough warning to effectively mobilize the Army or raise effective militia forces. In spite of their disadvantages, the Army put up a good fight, keeping the southernmost portions of the country free until they were able, with the assistance of militias, to push back the Nornican tide.

Recognizing the inability of a completely disorganized militia to repel foreign invasions, the core of the Vae Victis Act imposed universal male conscription, a system which would last into the 21st century. The new Army experienced a renaissance not unlike that going on in the Navy, with previously underdeveloped branches like Artillery receiving new equipment of both foreign and domestic design. As industry began to grow, more foreign designs were replaced by original domestic designs. Armor, a new technology at the time, was also developed. Cavalry, previously horse based, was almost completely motorized by the late 1930s.

The rapid growth of the Army did come with it's teething troubles. Basing did not grow fast enough, and for the first several years after the Second Independence most newly conscripted soldiers weren't actually mobilized or even trained. Eventually the infrastructure was put up and the new soldiers could be brought into service.

Along with the new land army, an air force was developed. The Miklanian Army had 4 unarmed Morse biplanes in the Cavalry branch before the Noronican Invasion. All four survived the war, and formed the first semi-independent Air Corps. Companies building airplanes sprung up as quickly as shipyards tooled up for naval production. Many of these new companies, such as North Eastern Aviation, Garrett Aircraft, Boering, and Nolan Aeroplanes would build the iconic aircraft of the Imperial War. Friction between the new air arm and the conventional army began almost instantly, alarming the land branches, who did not expect the new aviators to diverge from the Army mission as violently as they did. Air Corps leaders began advocating for the primacy of airpower and started turf wars with the other branches over industrial assets and budget allocations. Foreign doctrines of victory through aerial bombing, however, did not prevail as they did in the air forces of other nations, and the rebellious Air Corps was brought to heel by the Army. This resulted in a force that was dominated by fighters, both single engined and twin engined. The bomber fleet was comprised of a handful of squadrons of light and medium bombers at the beginning of the war.

On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

Almorea would have been on the side of the Free Powers. Historical closeness to Noronica and wariness of Keomoran expansion would have pushed the nation to defend itself by joining the alliance.

Here's a brief summary of the Federal Union's status in 1941, I'll flesh it out more in the coming days.

Political

Almorea in 1941 was led by President William Valentine, who had been Secretary of War from 1927 to 1933 and was elected to the presidency in 1938. The nation had almost slid into fascism in the early 1930s, which encouraged politicians in the second half of that decade to slash the size of the armed forces in a sort of anti-military reaction. Valentine reversed this trend by adopting the "Soaring Eagle" policy when tensions began to heat up c. 1940.

About 11 million people lived in Almorea in 1941.

Military

Conscription, instituted in 1928, was abolished in 1935. In 1932, at the climax of the fascist crisis, the Almorean Armed Forces contained over 600,000 men, about 6% of the population.

The end of conscription and the downsizing of the armed forces, and the army in particular, damaged the industrial base. Many factories closed during the 1930s as the Steele regime's (1927-32) tanks and aircraft no longer rolled down the lines. Until Valentine took office in 1939, policymakers had been focused solely on building a domestic economy and the arms industry had languished.

Partial conscription was reintroduced in November 1940.

On March 16, 1941, the Almorean Armed Forces contained about 295,000 active-duty men in the Army, Navy, and Air Force, with a further 200,000 reserves in the Republican Guard.

Hey, Flandrian reporting here. I'd love to get on this bandwagon, mostly for building my nations history. If its possible, I'd like to end up with most of my military destroyed at the end of the war, so it matches where I am now.

Empire of Magarat in the Imperial War


Guess I will be the first Neo-Imperialist to write this.

When Nolon City Naval Arms Limitations Treaty was brought in 1922, news in Libang were already spreading of this being a plan by Noronica and its former colony/now ally Miklania to create an Isles dominated by the Noronnican crown. The reasoning was that the Noronnicans and their closest allies were at their prime while other empires were now either Noronnican colonies (as in the Magaratis themselves and the Wellsians) or in stagnation (the Dormill-Stiuraians) or new to the global stage (the Keomorans).

Some of the Magaratis had been planning to overthrow the Noronnican-administered Magarati Dominion eventually, but the Nolon City Naval Arms Limitations Treaty just increased that sentiment. The exact history after Second Central Argus War to the Imperial War for Magarat hasn't been decided but it goes like this -

After the Coalition victory against Dormill and Stiura's Triumvirate in the Second Central Argus War; Liba Hangate and the Hangate of Arun Valley jointly proposed the construction of canal connecting the Karnali Sea and the Mechi Sea. The other hangates of the Khas-Kirat Empire, drunk on overconfidence from their recent victories, readily agreed to pass the project in the Kurultai of 1903. Official construction work of the canal began in 1905. But soon; the great toll of the previous wars, combined with the expenditure in ongoing wars and the canal, caused most of the hangates to become bankrupt and the Khas-Kirat Empire suffered the worst economic crisis in its history.

In 1917, after the assassination of the reigning Mahang; the hangates of the Khas-Kirat Empire elected Noronnican ruler ???, well known as an ally of the Hangate of Arun Valley while also being a descendant of Queen Magaidh and Emay Hang, as the new Mahang. ???'s first act was to dissolve the Empire and establish a centralized Magarati Dominion administration. The Nyssic Colonial Empire then continued the canal construction project. But even the Noronnican crown realized that they could not build the 140 km long project alone and invited all nations in North Argus, Wake Islands region and some from Central Argus and western Gael to work together on the canal. The Central Canal was officially opened in 1925.


And now in 1925, when the canal's been completed, Noronnican businesses were dominating the shares within the canal authority. Most Magaratis wanted the canal to be under strict control of the Magarati Dominion. Anti-Noronnicans started to speak of conspiracy theories and how the Noronnicans had back-stabbed the Khas-Kirat Empire. They spoke of how this canal and the naval arms limitation treaty were the first steps towards a "Noronnican Isles". They accused the Noronnicans of assassinating the Mahang in 1917. And so in late 1926 to 1927, the revolt under a man named Temur Buduja began.

In 1928, the Noronnican crown agreed to grant independence to the Magaratis. And as mentioned by Noronica in his post, Noronnican civilians were now frightened immensely of their former ally and colony suddenly becoming their greatest enemy. Pro-Noronnican Magaratis were exiled to Noronica where they would form the Noronnican Gurkhas (perhaps even Miklanian Gurkhas with similar scenario).

Temur Buduja was made the Mahang of this new Empire of Magarat; ignoring the Conference of 1922. His arguments were that "Magarati Dominion under Noronnican crown" had signed that treaty; not "Empire of Magarat" or the Khas-Kirat Empire. The new nation was politically fragile. The historical divisions of hangates had still not ended. People still viewed themselves as "Tamuwani" or "Sinjali" than as "Magaratis". The Magarati government started blaming the Noronnicans for everything and started asserting military dominance over San Montagna; which led the latter to become an ardent supporter of the memorandum.

In 1937, the Magaratis declared war on Domanania. When the Imperial War breaks out, that war is still ongoing but large chunks of Domanania are under Magarati control. I think the real reason the Free Powers ignored this Doman-Magarati War was that Domananians had refused to sign the memorandum.

Another idea I have is partition of San Montagna by Keomora and Athara Magarat (maybe other Neo-Imperialists like Belle Ilse en Terre or Norstham as well). Since San Montagna, unlike Domanania, is a signatory of the treaty, the Free Powers can no longer tolerate this. We will have to wait for Keomora and San Montagna to agree to this but it could be...




The 40 Guns of Magarat - No seriously, that was the other name of the Imperial Magarati Army. It was divided into forty guns; which is a Khas-Kirati military unit of usually 10,000. These guns bear the name of medieval Khas-Kirati guns. Each gun in Imperial War was around 20,000 men. That totals to around 800,000. The population back then was around 9 million (as in "northern San Montagna" aka Chatha and Jaring became "San Montagnan states" only after the 30th Parallel War and there's occupied parts of Domanania). The nation is heavily militarized due to recent spree of wars. For reference, Belgium had 8.5 million pop and fielded around 700,000 troops in WW2.

You only need one brigade of artillery, but it could have two regiments (36) each of 3 battalions (12) of 3 batteries (4). Don't forget you still need cavalry and most countries this was a combination of horse mounted and motorcycle/truck mounted units. Cavalry divisions are usually about half the size of infantry and would have only half as many guns. If you are not going to have armored divisions, I would recommend at least a battalion of infantry/cruiser tanks attached to each division, this could even be raised to a group/regiment of two battalions. Light tanks or tankettes would be good for recon units. If you want your divisions to be self-maintaining and able to carry on sustained combat you will need a claw/tail split of at least 67/33. The claw is all combat units (infantry, engineers, artillery, armor/tank, cavalry), the tail are (supply, ammunition, medical, command, signals, etc). If fighting overseas, you will need two men funneling supplies and ammunition for each man in the division, your overseas divisional slice should be between 50,000 and 70,000 men (including the 20,000 in the division. To keep the 13,400 combat troops in each of your divisions fighting you need at least 36,000 men supplying them.

It won’t be in the same condition. What I want to happen is kind of a hard reset. Flandrian had a sizeable military, got pretty imperialistic with it, stretched themselves to thin, and it snapped. Everything came tumbling down, with them in the end being governed by another country, same thing that happened to Japan after WWII.
