Most divisions did not survive. These 6 are completely new ones from outside the radius. Shouldn't you be asking then how untrained civilians in HK are able to even resist against a modern army?

The core of the CLA are experienced guerrillas literate in tactics and strategy, and the members in general have good knowledge of the area which balances things out. Besides that, insurgencies are a thing.
